"Das Diskussionspapier stellt ein derzeit im Rahmen der Arbeitsgruppe 'Zivilgesellschaft: historisch-sozialwissenschaftliche Perspektiven' laufendes Dissertationsprojekt zur Geschichte der Umweltbewegung in der Bundesrepublik Deutschland zwischen 1945 und 1980 am Beispiel Bayerns vor. Untersucht wird, unter welchen Gegebenheiten Umweltfragen zu zentralen gesellschaftlich-politischen Anliegen wurden. Im Mittelpunkt steht die Rolle zivilgesellschaftlicher Organisationen bei der Etablierung von Themen in der öffentlichen Diskussion und bei deren politischer Umsetzung. Bereichs- und Handlungslogik des Konzepts der Zivilgesellschaft sollen dabei am Beispiel des Konfliktlösungsverhaltens der Naturschutz- und Umweltbewegung kontextualisiert und problematisiert werden. Vor dem Hintergrund gesamtgesellschaftlicher und -politischer Veränderungen werden dafür zentrale Konfliktfelder (Wasser(kraft), Atomkraft, Tourismus) und Akteure (Bund Naturschutz in Bayern, Touristenverein Die Naturfreunde, Deutscher Alpenverein, Bürgerinitiativen) untersucht. Methodisch wird das Konzept der Zivilgesellschaft mit sozialwissenschaftlichen Ansätzen zur Erklärung kollektiven Handelns verbunden. Umwelt als gesellschaftlich-politisches Problem wird als Konstrukt aufgefasst, das erst dann mobilisierende Kräfte entfalten kann, wenn neben Zerstörungen die Wahrnehmung tritt, dass ein Problem einen nicht mehr hinzunehmenden Zustand erreicht hat. Die steigende Relevanz des Umweltthemas sowie der Wandel der primären Trägergruppen des Natur- und Umweltschutzes von eher konservativen zu alternativ-linken Kreisen beruht daher neben Veränderungen der politischen Gelegenheitsstruktur auf dem gesellschaftlichen Wertewandel in der öffentlichen Meinung und bei den Eliten. Die Beschäftigung mit Umweltthemen erreichte dabei zwar Anfang der 1970er Jahre einen Höhepunkt, doch wird gezeigt, dass auch der Naturschutz der 1950er Jahre in Einzelfällen ein hohes Mobilisierungspotential entfaltete, vor allem bei Konflikten um den Bau von Wasserkraftwerken." Im Verlauf der wirtschaftlichen Entwicklung Deutschlands seit dem Mittelalter haben sich gravierende Veränderungen in der regionalen Verteilung der Wirtschaftsstandorte ergeben. Der vorliegende Beitrag untersucht diese Entwicklungen an Hand einer Aktenanalyse von 86 Beschwerden und Einsprüchen (Rekurse) gegen Industrieansiedlungen, die von den Behörden der preußischen Regierungsbezirke im Zeitraum 1830 bis 1867 zur endgültigen Entscheidung an die Zentralregierung in Berlin überwiesen wurden. Rund 80 Prozent aller Beschwerden entfallen auf die drei industriellen Verdichtungsgebiete Niederrhein (einschließlich Aachen), Mitteldeutschland und Berlin. Der Rückgang der Rekurse nach 1860 hängt mit den Verbesserungen im technischen Bereich bei den Dampfmaschinen-Anlagen zusammen, zum anderen damit, daß den Rekursen in den seltensten Fällen ein Erfolg beschieden war. There are several approaches to writing an environmental history of the Soviet Union. The cult of technology, a specific understanding of progress & infrastructure policy would all have to be considered together. This makes it possible to reconstruct cotton cultivation & irrigation policy in Turkmenistan & Uzbekistan. The 1950s & 1960s seem to be the key phase of a radical modernity that quickly caused ecological & economic damage, but also brought about a discussion of environmental issues in the Soviet Union. "Dieser Beitrag untersucht das Umweltverhalten der ÖsterreicherInnen anhand repräsentativer Bevölkerungsumfragen und unterscheidet dabei zwischen privatem und öffentlichem Verhalten. Es zeigt sich, dass privates Verhalten wie der Verzicht auf Autofahrten und Mülltrennen seit 1994/95 relativ konstant bleibt, während öffentliches Verhalten wie die Teilnahme an Demonstrationen oder das Unterzeichnen von Unterschriftenlisten stark zurückgeht. Hinsichtlich der individuellen Determinanten der beiden Handlungen zeigt sich, dass sich bei öffentlichen Umwelthandlungen Werthaltungen und Einstellungen stärker auswirken als sozialstrukturelle Variablen. Privates Verhalten hingegen wird eher von sozialstrukturellen Faktoren wie Alter, Geschlecht und Erwerbstätigkeit bestimmt als von Werthaltungen und Einstellungen." (Autorenreferat)

"This article discusses the problem-solving capacity of river basin cooperatives in German water policy in historical and current cases. The article builds an institutional theory and refers to the most important Water Framework Directive (WDF) of the European Union in 2000 and works back to the emergence of the first agencies in Germany around 1900. The article shows that these agencies organized a sophisticated institutional compromise between different groups of water users such as mining companies and public authorities. The Prussian state set up a complex legal framework of representation and negotiation of conflicting interests, as the article shows with the cases of the Schwarze Elster and the Erft cooperative. The second part of the paper discusses the problem-solving capacity of these old institutional structures for today's problems such as environmental degradation and urban shrinkage. It states, by analyzing the cases of the Erft and the Rur cooperatives, that the complex mechanisms of financing and decision-making provide protection of water resources and broad agreement amongst the actors involved. The cooperatives are expanding their activities in the context of the WFD and can be regarded to be an appropriate instrument of water policy in the early 21st century." (author's abstract)

This review essay discusses publications on the history of the German environmental movement between the end of the Second World War and the rise of political ecology. It shows that this field has heretofore played a surprisingly marginal role, with a popular assumption being that the 1950s and 1960s saw environmental ideas at an historic low – an environmentally fateful period which ended only due to the rise of the present environmental movement. The essay shows that doubts about this interpretation have been around for some time, with publications increasing in recent years: more and more, it has become clear that there was an impressive amount of criticism of the ecological consequences of industrial progress during this time period. At the same time, it shows that these doubts have not yet lead to a new synthesis. The essay concludes with a proposal of what a new interpretation of the environmental movement in the 1950s and 1960s might look like.

Assesses the successes & failures of the ecology movement & how they should best be measured, in the context of current debates over global warming & other environmental issues. Successes such as the enhanced impact of environmental initiatives & organizations resulting from large environmental conferences (the Climate Convention, Convention on Biological Diversity) & increased environmental awareness are constrasted with continued worldwide environmental destruction. The difficulties in measuring success are seen in the paradox between these developments. It is argued that complex longitudinal causal analyses combining political & ecological factors are required, as protest event & media coverage analyses, surveys, & election results provide only partial indicators of ecological success. The history of the antinuclear movement & energy politics (reduction of greenhouse gases) are presented as examples. It is concluded that the development of concrete guidelines for action & efficiency scenarios, successful alliance politics, & establishing cross-generational environmental awareness are the best measures of the success of ecological movements. 24 References. Traces the organizational history of environmental counseling in Austria, initiated in 1986 by political parties as a response to the nuclear accident in Chernobyl (USSR) & protracted resistance to an Austrian nuclear power plant out of concern for the labor market as well as the environment. The counseling of businesses & households began with only 10 advisers, though, by 1989, the counseling group was developed into an intermediary organization that exerted increasing freedom & autonomy. This organizational development is described in terms of staff professionalization, strategic use of political opportunity structures, & successful competition for public & private funds. Today, the organization remains cooperative in the political field, capable of holding dialogue & mediation with politically powerful partners. 1 cartoon, 10 References. An explorative study investigated the condition of the US environmental movement in the early 1990s through qualitative interviews with representatives from 6 environmental protection organizations (EPOs): Citizens Clearinghouse for Hazardous Wastes, Environmental Defense Fund, Greenpeace USA, National Audobon Society, Natural Resources Defense Council, & World Wide Fund for Nature. A brief history & description of each is provided. Many respondents described their groups as in a period of transition or redefinition in response to political setbacks. Analysis of the interviews finds 6 general currents defined by style/strategy: (1) implementers who pursue concrete projects; (2) accommodaters who combine economic & environmental concerns & use cooperation rather than confrontation; (3) mainstream advocates who use various legal & political instruments; (4) radicals who engage in fundamental critique; (5) activists; & (6) grass-roots organizers. Most organizations combine several styles. Several are expanding their issues & constituencies by linking environmental issues with those of gender, race, poverty, democratization, & accountability in holistic environmental politics that includes the environmental justice movement. Spanien hat sich seit den 1950er-Jahren zu einem der wichtigsten Urlaubsziele in Europa entwickelt. Für die Regionen, in die Touristen aus der ganzen Welt reisten und noch heute reisen, bedeutete dies eine fundamentale Neugestaltung von sozialen Strukturen und Lebensgewohnheiten sowie auch von Landschaft und Umwelt. Der Aufsatz beleuchtet das Verhältnis zwischen Umwelt und Tourismus anhand der Beispiele Mallorca und Costa Brava – ausgehend von den Wahrnehmungen und Handlungen spanischer Akteure, die seit den frühen 1970er-Jahren mit dem Tourismus zusammenhängende Probleme diagnostizierten. Im Zentrum der Analyse stehen zunächst Politiker, die aus ökonomischen Gründen die Bedeutung von Umweltfragen für die langfristige Sicherung des Tourismus erkannten, sowie dann Naturschutzgruppen und Bürgerinitiativen, die sich gegen den weiteren Ausbau des Massentourismus engagierten. Die umweltpolitische Argumentation dieser Gruppen verband sich mit regionalen Identitätsentwürfen und Autonomieansprüchen; sie führte zu Teilerfolgen wie der Ausweisung von Schutzgebieten. Der Beitrag stützt sich auf Quellen aus spanischen Lokal- und Regionalarchiven, auf Material der Umweltinitiativen sowie auf Pressedebatten über den Tourismus.
