The focus of this article is on organisations, and the question it deals with is how the Danish Ministry of Transport has handled the requirement of integrating environmental concerns into its transport policy. Answering that question has necessitated a study focusing on organisational aspects of the ministry and its interaction with the Ministry of Environment. Neo-institutional theory is applied. Methodologically, historical analyses and case studies of concrete processes are carried through. The article concludes that several organisational barriers exist to integrating environmental concerns into transport policy. Hence, an understanding in the Ministry of Transport after which transport policy mainly deals with satisfying the demand for transport, sub-sectorizing of the ministry, and barriers found in the interplay between the Ministries of Transport and Environment. Organisational potentials are also found. The article shows that it is necessary to extend the debate about the integration principle, so that it also covers how sector ministries – which the integration principle makes into important actors – are enabled to contribute to changes in sector policies.

Integrating environmental policies into the policies of all other sectors is the core European environmental policy. But there has been no thorough investigation of the political process involved. This volume provides the first. It analyses the process of policy integration - the greening of public policy - across the relevant sectors and countries. It finds significant variation from sector to sector and from country to country, and analyses the reasons for this. (Surprisingly the UK, traditionally the 'dirty man' of Europe is far more actively engaged than environmental 'progressives' such as Germany.) It identifies the obstacles to integration and offers solutions for policy formulation, decision making and implementation at the relevant political levels.

The purpose of our scholarly work is to explore actual problems of harmonization of legislation of Ukraine in the sphere of environmental policy integration with EU law and development of proposals for the improvement of Ukrainian legislation. The state of environmental policy integration in Ukraine was assessed. Government strategies, programmes, concepts and plans in Ukraine and EU were analyzed. Based on comparison analysis differences and common problems of environmental policy integration in Ukraine and EU member states were determined and recommendations on the measures to be taken to ensure better integration of environmental policies in sectoral policies in Ukraine were made. Environmental values and concerns are meant to be reflected through environmental policy, which is then integrated into mainstream economic and social policy and serves to govern society and the economy. Yet effective environmental policy integration (EPI.

This article discusses environmental policy integration-a concept so far mainly applied to domestic and European politics-at the global level. The article distinguishes between integration of institutions, of organizations, and of their bureaucracies, and it addresses both internal integration (within the environmental policy domain) and external integration (between environmental policies and non-environmental policies). The overall focus is on one set of policy reform proposals that have been salient in the global environmental governance debate for the last decades: the question of whether the creation of a world environment organization would improve the effectiveness, legitimacy, and efficiency of global environmental governance. We revisit this debate and explore the options for organizational change, including clustering, upgrading, streamlining, and hierarchical steering, with a focus on whether the reform proposals can bring about environmental policy integration. We conclude that in the longer term, upgrading of the UN Environment Programme to a UN specialized agency, with additional and increasing streamlining of other institutions and bureaucracies, offers the most potential for environmental policy integration and does not appear to be unrealistic. © The Author(s). 2009.

This article explores the implications of participation for Environmental Policy Integration (EPI), through the window of Irish energy policy, employing concepts of 'energy democracy' and 'energy citizenship'. Our analysis of a consultation process on energy policy identifies distinctive narratives, with different idealisations of energy citizens. We distil the implications of consequent, emergent institutional innovations examining imagined citi- zens, communication, participation and decision-making linked to policy. We adapt and operationalise the analytical framework of discursive institutionalism (Schmidt, 2008), using explanatory factors for EPI (Runhaar et al., 2017). Relocating the specific consultation in the wider process preceding and following its outcomes we examine the degree, and conditions under which participation advances EPI in the sector. We suggest that energy citizenship constructs and processes of energy democratisation remain highly contingent on context. Nevertheless, 'principled priority' (Lafferty and Hovden, 2003) though often involving trade-offs in practice, ought not be decoupled from processes of democratisation that may underpin its sustainability.

Solutions to environmental problems such as climate change, biodiversity loss, and land and water resource degradation require long term integration of economic, social and environmental policies. This poses challenges to specialised, hierarchical public administration systems. The study reported here examined strategies, structures and processes to enable environmental policy integration in six Australian states and territories, and some federal arrangements. The study found that the most prominent success factors, barriers and gaps that affect environmental policy integration relate to leadership, long term embedding of environmental policy integration and implementation capacity. Factors deserving further research and policy attention include leadership, cultural change and capacity building; embedding sustainability in structures and processes; development of a long term evidence based approach; strengthening decentralised implementation arrangements; and evaluation of policy integration initiatives.
