The author takes into consideration self-government problems of state enterprises and local administration, that arise from realization of the economy reform in conditions of deep economic and political crisis. The author assumes that independence of state enterprises is the basic premise for overcoming the economic crises in a several years' period of economy stabilizing. In that period internal equilibrium would be redressed. The author points out, however, that enterprise independence does not seem to be possible as long as inflation is increasing. In such conditions it is not possible to ensure rational functioning for enterprises. After reduction of inflation gap, in a range indispensable, for ensurance effective activities for enterprises, it will be possible to proceed to the reform aiming at- decentralization of economic system as well as redressing the equilibrium. Introduction of self-government into enterprises ought to conduce to easier population approval of sacrifices connected with antiinflation policy. The role of that self-government in directing enterprises might be definitely stated aliter realization of the reform, in a longer period of stabilizing the economy. The author considers local self-government in another aspect, explaining first of all, why people's councils which have been functioning since 1950 do not meet requirements of self-government local administration. The author pays attention to the fact that the lack of real local self-government results from unsatisfactory democratization of people's councils. Platforma Obywatelska presents the most rational standpoint. The present moment ofshows programm a sensible equilibrium between both ofinternational subjects. Unia Polityki Realnej univocally declares strict colaboration with United States ofAmerica. This party perceptions European Union as a threat for Poland. Instead political programm ofPartia Demokratyczna makes activiy of Poland to create Common European Security and EU Defence Policy. This policy is a safeguard to security ofWestern and Central Europe. In all programme ofthese two parties NATO IS PERCEPTIONED as very important element ofsafety, no only regional but global too. All parties detect necessity build matter ofPoland in alliance. For Platforma Obywatelska and Unia Polityki Realnej military implement is important an element of formation the external security. Both of parties perceive necessity to modernize of equipment and organic structure ofarmy. The most fudamental problem is formation ofprofesional army but with elemets ofcivil guard. The article is a brief introduction to the use of game theory models in studies of national security. It is divided into four parts. The first part discusses basic theoretical issues, i.e. the division of game theory into analytical and behavioural, the concept of the rationality of players, the assumption that the rationality of players is common knowledge, the Nash equilibrium, Pareto efficiency and the classification of games. The second part briefly describes the evolution of game theory analyses in national security. Attention is drawn to the relationship between the development of game theory and military requirements. The third part provides an example of how game theory models can be used in national security studies. Trade relations, which adopt the schema of interactions of the prisoner's dilemma, are discussed in detail. During the analysis, the general model of the prisoner's dilemma, the initial game defining the problem under consideration, and its solutions in the form of an iterated game and metagame are presented. The entire discussion concludes with a summary. The analyses indicate the following advantages of the application of game theory models to the study of national security: 1) game theory models significantly simplify the analysed interactions, thus, allowing to penetrate the processes, bringing out features and relations which have hitherto escaped researchers; 2) the application of game theory models does not require researchers to be familiar with complex mathematical formalisms; 3) game theory models enable the identification of social dilemmas, i.e. situations where the short-term interests of an individual are at odds with the long-term interests of society.
Since the ancient times there has been a continuing discourse on the nature and scope of freedom and civic and human right in the more or less liberal democracy. This paper contains a critical analysis and assessment of the most important opinions concerning the both political and economic freedom and the interpretations of that concept in the political practice. This article argues that, contrary to the beliefs of most people, freedom and human rights do not come from nature, but they are the result of the society, s consensus, especially that part of the society, which participates in the elections. The voters agree to allow the winning political party to realize its program also in the respect to freedom and civic (human) rights. On the other hand the politicians try to secure the appropriate equilibrium between the political and economic freedom, which supports the stabilization of a given political system and is conducive to the economic growth. ; Od starożytności trwają dyskusje na temat istoty i zakresu wolności jako podstawowego filaru demokracji. W artykule przedstawiono krytyczną analizę i ocenę najbardziej reprezentatywnych opinii na temat wolności politycznej i ekonomicznej oraz podano przykłady interpretacji pojęcia wolności w praktyce politycznej. Głównym argumentem zawartym w tym artykule jest stwierdzenie, że wolność i swobody obywatelskie w demokracji nie pochodzą od natury, lecz są wynikiem konsensusu większości społeczeństwa, które uczestnicząc w wyborach, godzi się na realizację konkretnego programu zwycięskiej partii politycznej, także w odniesieniu do praw i wolności obywatelskich. Utrzymanie określonej równowagi między wolnością polityczną i ekonomiczną przyczynia się do stabilizacji danego systemu politycznego i stwarza pomyślne warunki dla wzrostu gospodarczego.
The article tries to bring to the light the role of symbolism in the organized human life, in general, and the contemporary societies with the accelerating changes almost in all social structures, in particular. The rational of symbolism in changing socio-political and legal environment creates complexity of the issue, which has been studied in the article, taking into account the methodology of complex system theory. The interconnectivity and interdependency of law, morality and politics create the picture of synergy of different social norms with each other in changing environment. Their positive synergy is able to create a perception of the 'ethical state' – the focal point of equilibrium expressed in the attractor of future admired development. In the legal perspective, the symbol of that attractor appears to be the constitution as the society's and the nation's symbol of coexistence based on the values of mutual past, necessary present and admired future. It is substantiated that the Constitution is the phenomenon, representing a concrete constitutional idea and constitutional identity, and should be the one to be considered as such in a lot of people's minds if we intend to have a proper constitutional system and values. Hence, the Constitution is not just a document with a highest legal force, but also a symbol of a concrete constitutional system, and from this viewpoint the Basic Law has a symbolic significance. The authors substantiate that the mentioned significance of the Constitution makes it clear that constitutional policy in any state should be established and implemented in a manner, obviously demonstrating an attitude towards the Constitution, in the frames of which it is considered as a symbol of a concrete constitutional system. The most important circumstance in this context is to never transform the Constitution (directly or indirectly) from a symbol to an instrument in the hands of both the people and the state power and the whole constitutional policy of the state should be based on the discussed essential idea. Moreover, according to the authors the Constitution should not be subject to amendment parallel to every change of political situation of the state or formation of a new political majority merely conditioned by the mentioned changes. The Constitution has a fundamental role from the aspect of regulating social relations, has symbolic significance and can't be used just as a tool for solving ongoing political problems.
Federal structure of American governmental system, shaped by the 1787 Constitution, has survived till now, although governmental institutions have undergone transformations together with the change of socio-economic conditions. The model of dual federalism has given way to the model of cooperative federalism. In spite of the centralist trends started by the New Deal reforms, the (initiatives undertaken by presidents L. B. Johnson (Creative federalism), R. M. Nixon and G. R. Ford (new federalism) mean an attempt at preserving the equilibrium between the federal government and states. Intensification of forms of subsidies used till now (grants-in-aid) and introducing uconditional subsidies (revenue sharing) show that the lack of financial balance did not became for the federal government a signal for taking over the "endangered" state functions, a solution is sought in the way of strenghtening all the levels by subsidies so that can effectively manage their responsibilities as assigned to them by the federal division of tasks. To meet the growing responsibilities a modernization of state governments have been started in mid-sixties. The modernization increased the technocratic potential of state governments and broadened their possibilities in modern management. As alternatives to federal system the following solutions are most frequently quoted: regionalisation, basing local authorities on the institution of ethnic communes, increased importance of towns, the role of local authorities as ombudsman. These radical suggestions have however very little chance to be realized in immediate future, they might be caused only by a great crizis. American system reacts to smaller irregulations by releasing tensions. The immediate perspective goes in the direction of particular transformations aiming at: rationalization and consolidation of local units, revision of constitution and modernization of state level, broadening federal subsidies for states and local governments, increasing federal government's responsibility for securing social services, growth in direct contacts between the federal government and local authorities. No radical centralist or decentralist alternative does constitute a panaceum in American conditions. Attachment to traditional solutions taking in consideration adaptational possibilities of federalism seems to determinate its further functioning. Zmiana instytucjonalna jest nieodłącznym procesem wpisującym się w rozwój społeczeństwa i gospodarki. Najistotniejszym procesem w ramach transformacji instytucji wydaje się dopasowywanie (się) instytucji formalnych i nieformalnych. Jest to niezbędne, aby system instytucjonalny działał sprawnie, aby generował odpowiednie bodźce na rzecz aktywności gospodarczej (niski koszt transakcyjny, przewidywalność, zaufanie). Efektem takich dostosowań jest ład instytucjonalny, który jest warunkiem trwałości rozwoju gospodarczego. Cechą instytucji jest długookresowe trwanie, choć jednocześnie odbywa się ich nieprzerwana ewolucja. Powstaje pytanie, w jaki sposób kształtuje się ład instytucjonalny, jaką rolę odgrywają w nim instytucje nieformalne. Za cel artykułu przyjęto określenie roli instytucji nieformalnych w kreowaniu ładu instytucjonalnego. Można wysunąć przypuszczenie, że instytucje nieformalne wraz z upływem czasu stają się trwałą podstawą ładu instytucjonalnego. W artykule wskazano również przejawy niesprawności systemu instytucji w Polsce, w tym instytucji nieformalnych. ; Institutional change is an integral process in the development of the society and economy. The seemingly most significant process in the transformation of institutions is the adjustment (also, mutual adjustment) of formal and informal institutions. This is critical to the proper functioning of the institutional system, so that it generates sufficient stimuli for economic activity (low transaction costs, predictability, trust). The result of such adjustments is institutional order which is a prerequisite of sustainable economic growth. One of the features of imitations is their longevity, even though they are constantly evolving. The question arises about how institutional order is formed and what the role of informal institution in this process is. The aim of the article is to determine the role of informal institutions in the formation of institutional order. It is possible that, given time, informal institutions become a solid foundation of institutional order. Podzielono go na cztery części. W części pierwszej omówiono podstawowe zagadnienia teoretyczne, tj.: podział na analityczną i behawioralną teorię gier, pojęcie racjonalności graczy, założenie o wspólnej wiedzy graczy o ich racjonalności, pojęcie równowagi Nasha, pojęcie efektywności w sensie Pareto oraz klasyfikacje gier. W części drugiej opisano pokrótce ewolucję teoriogrowych analiz bezpieczeństwa narodowego. Zwrócono uwagę na związki między rozwojem teorii gier a potrzebami militarnymi. W części trzeciej wskazano przykładowy sposób użycia modeli teorii gier w badaniach bezpieczeństwa narodowego. Szczegółowo omówiono stosunki handlowe przyjmujące schemat interakcji dylematu więźnia. W toku analiz przybliżono ogólny model dylematu więźnia, grę wyjściową definiującą rozpatrywany problem oraz jego rozwiązania w postaci gry iterowanej oraz metagry. Całość rozważań zwieńczyło podsumowanie.Analizy wskazują następujące zalety stosowania modeli teoriogrowych w badaniach bezpieczeństwa narodowego: 1) modele teoriogrowe znacznie upraszczają analizowane interakcje, przez co pozwalają wniknąć w głąb procesów, wydobywając te cechy i związki, które do tej pory umykały badaczom; 2) stosowanie modeli teorii gier nie wymaga od badaczy znajomości skomplikowanych formalizmów matematycznych; 3) modele teorii gier umożliwiają identyfikację dylematów społecznych, czyli sytuacji, w których zachodzi sprzeczność krótkoterminowego interesu jednostki z długoterminowym interesem społecznym.
