"In this widely discussed and influential book, Herman Kahn probes the dynamics of escalation and demonstrates how the intensification of conflict can be depicted by means of a definite escalation ladder, ascent of which brings opponents closer to all-out war. At each rung of the ladder, before the climb proceeds, decisions must be made based on numerous choices. Some are clear and obvious, others obscure, but the options are always there. Thermonuclear annihilation, says Kahn, is unlikely to come through accident; but nations may elect to climb the ladder to extinction. The basic material for the book was developed in briefings delivered by Kahn to military and civilian experts and revised in the light of his findings of a trip to Vietnam in the 1960s. In On Escalation he states the facts squarely. He asks the reader to face unemotionally the terrors of a world fully capable of suicide and to consider carefully the alternatives to such a path. In the never-never land of nuclear warfare, where nuclear incredulity is pervasive and paralyzing to the imagination even for the professional analyst, salient details of possible scenarios for the outbreak of war, and even more for war fighting, are largely unexplored or even unnoticed. For scenarios in which war is terminated, the issues and possibilities of which are almost completely unstudied, the situation is even worse. The primary purpose of this study was to learn how and why information and communication technologies (ICTs) are used to initiate, maintain, and dissolve workplace romantic relationships, creating a new model. Workplace romantic relationships are different from traditional romantic relationships in several ways: those in workplace romances may face additional implications following workplace romance disclosure and need to be mindful of how they disclose, they risk damaging gossip that could result in negative professional consequences, and they are influenced by organizational culture. How and why people chose to date those they met at work has important implications for individuals, organizations, and society. Using a constructivist grounded theory approach and collecting in-depth qualitative data, we uncovered a model of ICT use in workplace romantic relationships. We also found privacy was a predominant concern in both the initiation and maintenance stages and that communication was generally avoided during dissolution. Technology was used to end many of these relationships including text messages and social networking sites because they are asynchronous and help both parties avoid more direct communication. Theoretical and practical implications for employees, managers, and organizations are discussed.

Transformational changes have been taking place in the political systems in many countries of the world over the last few decades. This issue arouses the great interest of scientists and researchers. In the article, I pay particular attention to the study of the "traditional" and "new" party systems and their role in the country's contemporary political life. Given the challenge of the day, I see populism as a problem with its impact on democracy along with such issues as the role of populist parties and the citizens' attitude to them; the analysis of problems developing in the political process, particularly, in parties and movements of the populist type; the formation and development of multi-party systems and democracy as a whole.Populism is considered in the article as a political ideology. This phenomenon is investigated as a component of the political parties' activities, especially, of the Ukrainian parties. A comparative analysis of populist parties in the European Union and Ukraine has been carried out.I analyze the main factors of populism's influence on the party-political system on the examples of the European countries and Ukraine. I also prove that populism has always occupied a special place in the implementation of programs of political leaders and parties. It is noted that populism remains the current day phenomenon of both the party-political system and the socio-economic life of the countries in the world. Having a considerable influence over the politics of the countries, where functioning of democratic institutions is relatively inexperienced, populism has a rather clear manifestation in the modern political space and the "old" democracies. There is a clear link between increasing populism and exacerbating socio-economic problems. The inability of the political establishment, including the democratic one, to respond effectively to new problems and challenges is an important factor contributing to the emergence and growth of populist influence.The in-depth analysis of the populist rhetorical and political effects on the development of modern democracy is particularly important, i. e. the margins between the reality and virtuality, truth and falsehood are leveling; facts lose their value; deconstruction of truth takes place; traditional ideologies are destroyed; moral relativism, hypocrisy and double standards are spreading out.

All regulators must confront the question as to how best to achieve compliance and enforcement within their resource constraints. This challenge comprises four issues, namely the where, how, who and why of regulatory enforcement. First is where to allocate regulatory resources? In most circumstances, agencies will not be able to inspect and target all regulated firms or sites due to limited resources. As such, regulators inevitably have to make a choice between potential inspection targets, and about the frequency and length of inspections. The second question confronting regulators is how to intervene in the affairs of regulated firms in instances of non-compliance? This encompasses both the range and nature of enforcement tools available to inspectors, and the way in whichthose tools are employed (or not) individually, in combination or sequentially. It is the interplay of the available tools and their application that determine an agency's regulatory enforcement strategy. Two subsidiary issues are who should intervene (government or other parties beyond government regulators that are willing and able to assume a surrogate enforcement role) and why they should intervene (eg is the enforcement action rationale for education, retribution or deterrence purposes). This chapter explores the where, how, who and why of five key regulatory enforcement strategies. It also highlightshow context influences the application of these strategies, particularly relating to inspection, targeting and escalation.
