Today Europeanization is a notion that is frequently used; however, there is a clear shortage of, or even fragmentariness of scientific knowledge, within this scope. The research into the Europeanization processes were initiated by political scientists in the 1970s, although the notion itself only gained popularity in the 1990s alongside the realization of the commom European market. From that moment, Europeanization is a research problem that has attracted interest in numerous fields and scientific disciplines. David Floyd [2001, p. 109] emphasizes the fact that the majority of market changes which have occurred since the beginning of the twenty-first century took place as a result of Europeanization processes which are explicite, defined as the phenomenon of the regionalization processes. As Neil Fligstein [2009, p. 107] highlights, the "majority of the research concerning the European integration focuses only on political and legal processes (…) which is the reason for which researchers overlook the fact how deep the European economy has been reorganized". There are few works of the kind cited above, nor have there been many recent papers seeking to undertake broad and deep research into the Europeanization processes in both economic (including macro- and microeconomic fields) and noneconomic dimensions.

This article describes why the Polish government has pushed for an invocation to Christian traditions in the European Union Constitution. It is ar- gued that this is a rather 'unfortunate' outcome of the political alliance between the Catholic Church and the Polish left, especially between President Alek- sander Kwas ́niewski and the Democratic Left Alliance (SLD). This alliance al- lowed the SLD to legitimize their rule in the post-socialist Poland, and it was a result of a political competition between them and the post-Solidarnos ́c ́ elites. As a result, John Paul II became the central integrative metaphor for the Polish society at large, which brought back in the marginalized as well as allowed the transition establishment to win the EU accession referendum in 2003. The arti- cle (which was written when Leszek Miller was still Prime Minister) demon- strates how this alliance crystallized and presents various elements of the cult of the Pope in Poland that followed. Finally, it argues that the worship of the Pope is not an example of nationalism, but of populism, understood not as a peripheral but as a central political force, and advocates for more research on the 'politics of emotions' at work in the centers and not in peripheries.

The process of changes in systems of post-secondary education in several West European countries was initiated by the national governments in the 1960s. The task assigned then to the universities, i.e. to provide training conformable to the demands of the labour market and thus to assist with achieving social and economic aims set by the governments, is still valid. This paper presents results of the reforms of educational systems in selected countries. Its first part gives the general background of the reforms. Opinions about the effects of the changes are equivocal. The development of institutions of higher learning, greater accessibility of it and the increase of the number of students are considered as positive. Still, in the assessments of quality the opinion prevails that the changes have brought about mediocre effects as compared with what had been intitially intended. The most frequently cited reason why the governmental projects of reforms failed is the way in which institutions of higher learning respond to external inspirations of changes; it is said that the conservative system of academic education can be reformed only through self-regulation processes. The final effect of reforms is also strongly affected by educational aspirations of young people, which depend neither on the nature of governmental initiatives nor on traditional educational preferences of the universities. The author illustrates the above statements with selected aspects of the reforms of educational systems in Germany and France and with the effects of the introduction of preferential points into the system of new students recruitment in Poland in the 1960s. Her presentation of the problem from one side only is intended to provoke a wider debate. Wśród najczęściej wymienianych powodów niepowodzeń rządowych projektów reform jest sposób reagowania instytucji wyższego wykształcenia na inspiracje dotyczące zmian przychodzących z zewnątrz: system kształcenia akademickiego, jako konserwatywny i z natury niepodatny na wpływy otoczenia, może być reformowalny wyłącznie poprzez procesy samoregulacji (Vught 1989). Istotny wpływ na efekt wdrożeń nowych rozwiązań mają ponadto aspiracje edukacyjne młodzieży, przeważnie niezależne zarówno od charakteru rządowych inicjatyw, jak i od tradycyjnych, edukacyjnych preferencji uczelni. W artykule przedstawiono przykłady, które mogą być poparciem powyższych twierdzeń. Zamierzoną jednostronność spojrzenia na problem traktujemy jako wstęp do szerszej dyskusji.

Striving to become a world leader in political and economic terms, the European Union has been pursuing development policy based on the development of information society, building an innovative knowledge economy and protecting the environment and its resources for nearly two decades. The development and modernisation of the European Union and its Member States are currently dependent on the effects of the implementation of the Europe 2020 socio-economic development strategy pursued since 2010. The author of the study is interested in the prospects for the implementation of the Europe 2020 Strategy. Energy security is indisputably one of the pillars of national security and it is of paramount importance for both the political stability and the economy. Dissolution of the USSR in 1989 left many states in Central and Eastern Europe dependent on Russia in terms of energy. All of these countries commenced difficult and time consuming process of building their own energy security. After more than thirty years since the beginning of this process it is worth analyzing how these countries have coped with this challenge and what strategies of shaping energy security have been applied. For the purpose of this article three countries were analyzed: Poland, Lithuania and Belarus. The selection of these three particular states is justified by the fact that they vary in terms of population, economic potential and geopolitical situation. They have been implementing different models of energy security and this gives a solid base for assessment of their effectiveness. ; Bezpieczeństwo energetyczne państwa jest bezsprzecznie jednym z filarów bezpieczeństwa narodowego i ma fundamentalne znaczenie zarówno polityczne, jak i gospodarcze. Rozpad ZSRR w 1989 r. postawił szereg państw Europy Środkowo-Wschodniej w obliczu uzależnienia energetycznego od Rosji. Każde z nich rozpoczęło trudny i czasochłonny proces budowania bezpieczeństwa energetycznego. Po ponad 30 latach trwania tego procesu warto dokonać analizy, jak kraje poradziły sobie z tym wyzwaniem oraz jaką strategię kształtowania bezpieczeństwa energetycznego przyjęły. Na potrzeby niniejszego artykułu dokonano analizy trzech krajów regionu: Polski, Litwy oraz Białorusi. Since the end of the Cold War, the growing size of official development assistance (ODA) has been accompanied by an increase in the security interests of donor countries. Development cooperation is increasingly becoming an instrument to eliminate cross-border sources of threats to international security. Against the background of theoretical considerations and interpretations of the theory of securitization, developed by researchers of the so-called The Copenhagen School, the selected aspects of discourse were analysed around a modern look at the role of development assistance in constructing security.

The paper compares several selected aspects of political culture in the US and in the EU, and presents the fundamental ideas that have led to the emergence of these two federal political bodies, as according to Montesquieu's typology, both the EU and the US are federal republics. The similarities and differences become even more apparent when comparing the Constitution of the United States and the Lisbon Treaty, which is to constitute the constitutional foundation of the European Union. Such a comparison reveals that the EU and the US are divided by a dialectical difference. This means that these two political constructs apply diametrically opposite solutions to essentially similar political problems. Theoreticians continue to discuss which model of federal republic is better, and whether the EU will have to adopt American solutions, or whether the US will europeanize itself. The author attempts to present the arguments of both sides in this discussion. Have these changes been increasingly often introduced by non-democratic methods in order to improve their efficiency? Regardless of whether they are gradual (incremental) or radical, are they implemented as a result of informal and discreet agreements reached in the restricted circles of the political and official elite, and bypassing citizens? Can one refer to national democracy without harming the progressing integration of the Old Continent? The analysis is based on two examples – the amendments to EU treaties concluded by the establishment of the Lisbon Treaty in 2007 and expanding the powers of the European Central Bank at the time of the eurozone crisis. ; The purpose of this paper is to analyze the specificity of institutional changes taking place in the framework of European integration, with particular emphasis on the crisis. Reformatory ideas of Khayr ad-Din at-Tunusi and Rifa at-Tahtawi inscribed into an interesting discussion which has been going on in the Arabic and Muslim world since the beginning of the 19th century; the discussion which centred around very important matters concerning the political system, social and political reforms, comparison of the representative system and democracy with their antithesis: despotism, and also around the search for the ways out of stagnation and backwardness, which essentially included the reform of the educational system – which idea was emphasised by all thinkers. Their objective was to find the answer to the basic question pervading the representatives of the Muslim world: the question about the reason of its fall and backwardness, and the basis of European supremacy considering the role of the oppressive governments, anachronistic state structures, lack of modern school system and other issues, but most of all – crystallisation of the ideas and notions concerning the relationship between tradition and modernity, modern state, social and political system. The Institute for Scholarly Research on Eastern Europe in Wilno functioned from 1930 to 1939. It was established on the initiative of Stefan Ehrenkreutz and other professors of the Department of Law and Social Sciences at Stefan Batory University in Wilno. A Higher School of Political Science was established at the same time as the Institute. Members of the Institute consisted of notable Polish scholars, writers, journalists along with social and political activists. The Institute's purpose was to conduct research on economic, cultural, social and political questions, to research the formation of government structures in the lands between the Baltic and Black Seas, as well as to study the peoples of these lands and to propagate this knowledge. In this connection the Institute acquired impressive library collections of the newest literature on these topics. It organized public readings and presentations. It published two scholarly magazines, "The Yearbook of the Institute for Scholarly Research on Eastern Europe in Wilno" and "Balticoslavica", along with a series of books. It formed and maintained contacts with many scholars, institutions and academic associations both in Poland and abroad. In the relative short period of time during which it operated, the Institute became an important scholarly center and made a significant contribution to the research of events, politics, culture and the economies of neighboring countries.

Members of the Institute consisted of notable Polish scholars, writers, journalists along with social and political activists. The Institute's purpose was to conduct research on economic, cultural, social and political questions, to research the formation of government structures in the lands between the Baltic and Black Seas, as well as to study the peoples of these lands and to propagate this knowledge. In this connection the Institute acquired impressive library collections of the newest literature on these topics. It organized public readings and presentations. It published two scholarly magazines, "The Yearbook of the Institute for Scholarly Research on Eastern Europe in Wilno" and "Balticoslavica", along with a series of books. It formed and maintained contacts with many scholars, institutions and academic associations both in Poland and abroad. In the relative short period of time during which it operated, the Institute became an important scholarly center and made a significant contribution to the research of events, politics, culture and the economies of neighboring countries.
