Presenting a fresh alternative to traditional state-centred analyses of the process of European integration, 'Governance in the European Union' clearly shows the interaction of subnational, national, and supranational actors in the emerging European polity. This 'multilevel politics' approach offers a powerful lens for viewing the future course of European integration. The authors' empirical exploration of areas such as regional governance, social policy, and social movements underpins their broad conceptual and theoretical framework, providing significant new insight into European politics.

Surveying the European Union's evolution from the Rome Treaty to the present, The Emerging European Union captures the full story of Europe's ongoing integration, its changing identity, and its increasing importance as a global actor in the 21st Century. This text's concise but comprehensive overview of the history, institutions, and policies of the European Union lays out the major elements of the European integration and explain how the European Union functions. Emphasizing competing intergovernmental and supranational forces, The Emerging European Union explains the origins and future of the European Union as well as its political uniqueness.
Supranational governance is being challenged by politicians and citizens around the EU as over-centralized and undemocratic. This book is premised on the idea that polycentric governance, developed by Vincent and Elinor Ostrom, is a fruitful place to start for addressing this challenge. Assessing the presence of, and potential for, polycentric governance within the EU means approaching established principles and practices from a new perspective. While the debate on these issues is rich, longstanding and interdisciplinary, it has proven difficult to sidestep the 'renationalisation/federalisation' dichotomy. The aim of this volume is not to reject the EU's institutional structure but provide a different benchmark for the assessment of its functioning. Polycentric theory highlights the importance of multilevel horizontal relationships within the EU - between states, but also between many sub-state actors, all the way down to individuals. This helps us answer the question: how do we achieve self-governance in an interdependent world?
