Prema zadnjem izvještaju Gartnera, Turska se sada treba uzeti u obzir jer si je osigurala mjesto među 30 vodećih zemalja na svijetu u području inormacijske tehnologije (IT) i inozemnih usluga. Tijekom zadnjeg desetljeća postignut je izvanredan napredak u području izrade kompjutorskih programa, a to je rezultiralo porastom izvoza u mnoge zemlje. U ovom radu dajemo pregled pomaka koji je Turska učinila u izradi programa, uključujući postojeće trendove, ispitivanja, kvalitetu i prihvaćanje agilnih metoda zajedno s tehno parkovima i poticajima koje daje vlada. ; According to a recent Gartner report, Turkey is now to be considered in one of the world's outsourcing destinations since it has secured its place in the list of top 30 countries for Information Technology (IT), and offshore services. In the last decade, the country has made excellent progress in the software sector, and this is reflected in the rise of its exports to many countries. In this article, we present an overview of advancement of Turkey's software sector, including current trends in software process, testing, quality, and the adoption of agile methods along with techno parks and incentives provided by the government.

Rodni režim Europske unije je distinktivan režim specifične geneze, osebujnih pravila i kompleksnih procedura. Javne politike koje mu pripadaju čine portfelj rodne jednakosti država članica i kandidatkinja. Nužno je stoga biti upućen u njihov sadržaj, ali i povijest. U članku se analizira kompleksni nastanak politike rodne jednakosti obilježen političkim borbama oko suprotstavljenih vizija jednakosti, utjecajima drugih međunarodnih režima te internim institucionalnim sukobima. Glavno je pitanje: kako se u posljednjih šezdeset godina razvijala politika rodne jednakosti EU-a te kakve su njene ocjene i projekcije za njenu budućnost? U odgovaranju na ovo pitanje koriste se originalni javnopolitički dokumenti EU-a, kao i uvidi bogate literature iz politologijskog područja roda i politike. Članak se zaključuje uvidom kako nakon pola stoljeća razvoja, koji je bio obilježen epizodama javnopolitičkih inovacija (u kojima EU nije bila puka sljedbenica, već dapače predvodnica napretka na globalnoj sceni), dolazi do zabrinjavajućeg zastoja u formulaciji i implementaciji politike rodne jednakosti. ; Gender regime of the European Union is a distinctive regime characterized by a specific genesis, particular rules and complex procedures. Public policies belonging to the regime represent the gender equality portfolio of member states and candidate countries. It is, therefore, essential to be familiar with their content, as well as their history. The paper analyses the complex creation of the gender equality policy, marked by political conflicts over opposing visions of equality, influence of other international regimes and internal institutional conflicts. The main question is the following: how has gender equality policy developed in the last sixty years, how is it evaluated and what are the projections for its future? In order to address this question, original EU public policy documents are used, as well as insights from rich literature covering the politological aspect of gender and politics. The paper ends with a conclusion that after half a century of development, marked by episodes of public policy innovation (in which the EU was not a mere follower, but rather a leader of progress on the global scene), there is a worrying stagnation in the formulation and implementation of gender equality policy.

Terminal repeat retrotransposons in miniature (TRIMs) are small non-autonomous LTR retrotransposons consisting of two terminal direct repeats surrounding a short internal domain. The detection and characterization of these elements has been mainly limited to plants. Here we present the first finding of a TRIM element in bivalves, and among the first known in the kingdom Animalia. Class Bivalvia has high ecological and commercial importance in marine ecosystems and aquaculture, and, in recent years, an increasing number of genomic studies has addressed to these organisms. We have identified biv-TRIM in several bivalve species: Donax trunculus, Ruditapes decussatus, R. philippinarum, Venerupis corrugata, Polititapes rhomboides, Venus verrucosa, Dosinia exoleta, Glycymeris glycymeris, Cerastoderma edule, Magallana gigas, Mytilus galloprovincialis. biv-TRIM has several characteristics typical for this group of elements, exhibiting different variations. In addition to canonically structured elements, solo-TDRs and tandem repeats were detected. The presence of this element in the genome of each species is <1%. The phylogenetic analysis showed a complex clustering pattern of biv-TRIM elements, and indicates the involvement of horizontal transfer in the spreading of this element.

The author outlines some basic conceptual aspects of the legal evolution of international relations after 11 September 2001. First, he briefly sums up the classical international law. Then he goes on to analyze the two dominant approaches to the future development of international law -- the idealistic & the realistic -- by juxtaposing Kant & Hegel. Regarding this debate one should not forget Carl Schmitt, the German legal & political theoretician, since he challenges the universalist presumptions of Kant's project. Schmitt calls into question the function of the rationalization of governance which should be taken over by the constitution, both within & outside the nation-state. The author concludes that the US & other big powers will soon have to return to the path they paved & energetically followed between 1918 & 1945, the path of gradual progress in the historical evolution of international law. 12 References. The author analyses the development of EU in the new international surroundings during the last decade, also exploring the development of the European Security & Defence Policy (ESDP). The first part treats the changes in international relations, the role of USA & the NATO evolution. With the changes in international relations that are characterized by the relative weakening of USA, the rise of the powers such as China & Russia as well as the process of globalization within the multipolar frameworks, the European Union & its members states are facing the problem of adjusting to the new conditions. The second part of the article overviews the EU development, its geostrategic priorities as well as the development of ESDP. In the last dozen of years, the Common Foreign & Security Policy & the ESDP development have gone through a dynamic evolution. The attempts of the EU countries to emancipate from USA & become a serious factor in international relations imply that it should strengthen its international identity, & the political & military components, in particular. The author analyzes the meaning of the phase "sovereignty of constitutions" & wonders whether "constitutional democracy" should be understood as a combination of a good political order in the Aristotelian meaning of taxis. The author looks into the different traditions in the evolution of constitutionalism using the examples of France, GB, & North America. In the case of North America, he refers to the idea of creating a mixed form of constitution or constitutional democracy, which allows for the democratic legitimation of power as well as for its constitutional restriction. The evolution of constitutionalism shows that constitutions now occupy the position that first belonged only to sovereign monarchs & later to sovereign peoples in democracy. Basically, normative constitutionalism leads to the situation in which constitutional courts give authoritative interpretation of constitutions that transforms a democratic/parliamentary state into a constitutional-court jurisdiction state. The author concludes that the sacralization of constitutions & constitutional courts does not necessarily stimulate the political process, a fact that opens new controversies. Comparative politics is a political science discipline that has in its evolution continuously reflected developments in the field of international politics. The author outlines the genesis of this discipline, which boomed in the 1950s within the framework of American politology & then goes on to give an account of the evolution of the fundamental research principles, the expansion of the subject matter, & the importance of the key concepts that delineate this academic discipline (political power, political system, political regime). The author analyzes the role of comparative politics in the context of other disciplines of political sciences as well as its applicative potentials. Through an analysis of the history of this discipline he points to the connection between the shift of interest in & focus on practical politics & the thematically specialized subdisciplines within comparative politological research. In conclusion, the author points out the importance & value of this discipline for Croatia (as a country in the process of democratic transition) with regard to comparative analyses of the experiences of developed democracies & countries in transition. In this paper we are presenting the results of a scientific research on the changes in the characteristics of terrorism in the information age, relating to the influences of network technologies, results of the information revolution, the paradigm of terrorism. Perceiving the terrorism in a wider context as a conflict, Arquilla, Ronfeldt & Zanini have found two particularly interesting aspects of the influence of the information revolution on its characteristics: one, information revolution is favoring & strengthening network forms of organization, & is at the same time enabling the realization of their comparative advantages over hierarchical forms & two, the conduct & outcome of conflicts will increasingly depend on information & communication technologies. Exploring the influence on organizational forms, they have formulated a hypothesis on evolution of the hierarchical forms into network forms of organization; chain network, star network & all-channel network, substantiating the evolution of terrorism towards netwar. Netwar refers to an emerging mode of conflict at societal level, in which the protagonists use network forms of organization & related doctrines, strategies & technologies of the information age. The choice of the opus operandi of the netwar by the terrorist organization depends on the doctrinal paradigms that formulate their goals & strategies, which can be defined as the coercive diplomacy paradigm, the war paradigm & the new-world paradigm. The particular problem is that all three paradigms offer room for cybotage with the goal of disruption & destruction of information infrastructure. Based on the above stated premises we have researched "new" terrorism characteristics at organizational, doctrinal, strategic & technological levels. The study has confirmed the evolution of terrorism towards netwar & the emerging of "new terrorism," hence the counter terrorism activities will needed to be adapted at the organizational, strategic & technological levels respectively. Given methodology also represents a research model for the terrorism phenomenon which could be applied at a multidisciplinary approach to the antiterrorist activities. Tables, Figures, References. The author probes into the epistemological roots of Rorty's liberalism & describes the mental evolution by which the unpolitical ideas presented in Philosophy & the Nature's Mirror obtained political meaning in Rorty's philosophical-political writings. Focusing on Rorty's usage of the notion of incommensurability, the author claims that Rorty fails to explain to the liberals of enlightenment why his postmodern liberalism is better than modern liberalism. 18 References. The author distinguishes between the antiquity's & Middle Ages' teachings on natural law & justice as a virtue & the modern-age Hobbes' theory of the prerequisites of the legal system. Hobbes' theory identifies the prerequisites of the legal system & describes the institution of legal constraint which guarantees the rule of law. The author points to the central historical difference between these paradigms. Finally, the author traces the evolution of Hobbes' paradigm in Kant's philosophy of right. The paper deals with the development of political theory in Slovenia since 1990. It surveys the development of the discipline & traces its roots back to the beginning of political theory studies in 1961. Authors, ideas, books & approaches are discussed. The paper challenges the assumption that studies of political theory share a similar destiny in Central & Eastern Europe by showing that there have been no breaks or rifts in political theory in Slovenia, but that one can rather speak of evolution, where the next period is based on the previous.
