Este artículo tiene como propósito articular un marco de análisis que justifica la importancia de la colaboración entre gobiernos, bajo el supuesto de que un sistema rígido de competencias tiende a fragmentar la solución de los asuntos públicos en las agendas de gobierno. Un federalismo cooperativo, en tanto variable productora de relaciones intergubernamentales, da forma a un contexto que favorece impulsar soluciones más integrales en torno a demandas inscritas en el plan de acción, elaborado como requisito de pertenencia a la Alianza Internacional por un Gobierno Abierto. La propuesta llevada a Brasilia por la representación de México en junio de 2012, con la idea de promover la apertura gubernamental en el plano subnacional y local, tendrá mayores posibilidades de éxito si previamente se establecen bases mínimas para un federalismo cooperativo que facilite la gestión de los asuntos públicos establecidos en el plan de acción.

Este trabajo analiza el diseño de las cuotas de género subnacionales en Argentina y México y su relación con la representación de las mujeres. Específicamente, se construye un índice que mide el nivel de fortaleza de la legislación de cuotas y se explora su asociación con las tasas de legisladoras electas tras las votaciones subnacionales de 2011-2013 en cada país. Los resultados muestran que la fortaleza de las cuotas incrementa la elección de legisladoras provinciales en Argentina, mientras que las debilidades de la legislación en México dotan de mayor margen de maniobra a los partidos e incrementan el peso del comportamiento estratégico de las élites en la selección de candidatas a los congresos estatales. Los resultados de esta investigación alertan sobre la necesidad de priorizar a los actores políticos y su comportamiento estratégico, así como atender el peso de las disputas y los compromisos partidarios internos.

This article presents several elements of the current re-examination underway of the legitimacy of liberal democracy in multinational settings that are relevant for democratic federalism. After a brief summary of the characteristics of the main kinds of federal agreements in current democracies, the bases will be laid for a proposal for federal arrangements in liberal democracies that better meet the needs of multinational societies, & that may be called plural federalism. The key question revolves around how liberal federalism affects the quality of multinational democracies. While currently it may be useful to re-examine some of the theoretical assumptions of democratic liberalism in multinational democracies, it may also be useful to re-examine the kind of federalism linked to democratic liberalism. Issues of nationalism & regionalism in Spain as a state of autonomous communities are addressed in this literature survey that examines the treatment, from a variety of perspectives, of both notions in contemporary political science. Giving precedence to Spanish authors, several aspects of the relationship between federal & regional governments are addressed: (1) the vertical division of powers & the elements of self- & shared-governance in the competition & collaboration between federal & autonomous institutions, (2) the impact of regional & federal elections which present different interest & choices to voters, (3) the territorial cleavage resulting from multinational composition of Spanish population, (4) the divergent interest of political parties in national vs regional elections, (5) the efficiency of judicial control & guarantee mechanisms, (6) the complex interaction between governments, administrations, voters, & parties in a federalist state, & (6) the distinction between "bringing together" vs "holding together" federalism. The "State of the Autonomous Regions" has been one of the most recurrent topics in Spain's political agenda over the last few years. Its crisis has triggered a process directed towards its reform. Various proposals have been put forward to remedy the failures & unwanted side-effects of the Spanish model of devolution. My own proposal is set against this normative & prescriptive context. I present a set of reflections, ideas & criteria which, taken as a whole, can contribute towards solving the problem, & move it in a direction which seems to be correct: towards a federalism capable not only of creating a de-centralized state but also, & more significantly, of articulating a plural & multinational state. Federalism consists of decentralization & multilateral co-operation. The key institutions of a socially efficient federal model are the following: the division of powers between central & regional governments, elections that do not coincide & that thus allow the formation of different political majorities in the center & in the regions, the existence of numerous territorial entities that avoid the dominance of any one entity, & a symmetric upper -- and lower -- house system which promotes multilateral co-operation. The most favorable institutional context for the stability of federalism or "vertical" division of power is the horizontal division of power, that is, a multiparty central government.
