Peace has all the characteristics of pure public goods, such as non-excludability and non-rivalry. While peace in national level is a public good, peace in international level is a global public good which should be financed accordingly. In this study, first, characteristics of peace as a global public good is investigated, then, how peace operations are financed in United Nations (UN) is examined. Although, there have been significant improvements on financing structure of UN peace operations, it is still not very efficient and the current level of funding for UN peace operations is inadequate. There is also a need for an effective sanction for late payment of peacekeeping assessments. In the literature, there have been many new ideas to finance peace operations more effectively, ranging from insurance approach (countries get insurance from UN) to applying some kind of arm trade tax on countries. Suggestions to improve financing peacekeeping operations as global public goods are also discussed in this study.

5502 S.K. (16/05/2006) sonrasında Türk sosyal güvenlik sisteminin en önemli unsuru SGK olmuştur. Süre gelen ve sürdürülebilirliği olumsuz etkileyen birçok problemin çözümü için reformist anlamda cesur adımlar atılmış ve bu kanun aracılığıyla sosyal güvenlik tekli bir yapı halini almıştır. Bu reform son değil bir başlangıçtır. Çünkü devralmış olduğu Bağ-kur, Emekli Sandığı ve SSK beraberinde özellikle finansal açıdan çok büyük yüklerle gelmiştir. Kurumun hedefi, hizmet kalitesini, kapsadığı riskleri, riskleri karşılama oranını arttırarak, kapsamında bulunan tüm yararlanıcılara eşit ve insanı hizmet sunmak, sosyal refahı sağlamak ve aynı zamanda mali sürdürülebilirliğe kavuşmak olacaktır. Bu anlamda emeklilik şartları, primler, sağlık reformları, GSS'ye pek çok alanda adımlar atmıştır. Yıllık raporlar ve 5 yıllık strateji planları düzenleyip yayınlayarak atacağı adımları sistematize etmeyi amaçlamıştır. Gelinen noktada yapılan reformların istenilen seviyelerde olmasa da kötü gidişi yavaşlattığı gözlemlenmektedir. Yapılan bazı reformların yansıması ise önümüzdeki birkaç on yıl içerisinde ancak mümkün olacaktır. Finansal yapı kontrol altına alınıp sürdürülebilir bir hale gelinceye kadar sosyal güvenlik açıkları genel bütçeden kapatılmaya devam edecektir. Genel bütçeden karşılanan önemli miktardaki bu açığın makro ekonomik göstergelere olumsuz etkisi olmaktadır. Bu noktada çalışmamızda kurumun tahsilat sistemini ele alacağız ve zayıf bırakılmış bu sistemin tespit edebildiğimiz problemlerine ve problemlerin sebep olduğunu düşündüğümüz sorunlara yer vermeye çalışacağız. ; Social Security Institution has been the most important element of Turkish social security 5502 (16/05/2006). Radically bold steps were taken for solving many problems that have negatively affected the sustainability for a long time, as a result of which the mentioned law transformed the system into a united system. This reform is not the end, but a beginning. It is because, it has undertaken financially huge burdens as a result of taking over Bağ-Kur, State Retirement Fund ans SSK. The institution will aim offering equal and human services, by increasing the service quality, risk coverage and risk provision rate. For this purpose, many measures were taken, from retirement terms to monthly contribution amounts, from healthcare reforms to GSS that provides healthcare security for all citizens. It is planned to systemize the future steps by issuing and publishing annual reports anf 5 years' strategy plans. Currently, it is observed that the reforms achieved slowing down the negative trend, though as at the desired level of success. Some of the reforms will effect barely by the end of a few decades. Social security deficits will continie to be covered from the general state budget until the financial structure is rendered sustainable by being taken under control. This high amount of deficit, being covered from the general budget, has negative impact on the macro economic indicators. For addressing this issue, this study also handles the institution's collection system and detect the problems of this neglected system and the issue that were probably causes by those problems.

Global public goods are public goods with benefits or costs (crime, terrorism and disease) that extend across countries and regions, across rich and poor population groups, an even across generations. Peace and security is itself conceived of as a global public good and the activities to support peace and security are defined as contributing to this good. During the 20th century wars, 110 million deaths and the costs of to the international community are including refugee costs, direct economic and alternative costs, military costs, instability costs, and of international peace operations. At the local and national level the provision of public goods is typically organized by the state, with authority to tax, regulate and even coerce to ensure such provision. At the global level there is no institution (there is no "world government") with equivalent powers. Adequate provision of global public goods and global peace and security depends on adequate provision of effective international cooperation (international cooperation may be a small part of the total effort—but it is often crucial), international taxation and development aid activities. Development and the provision of global public goods are joint processes. ODA is also policies available to address global public goods and global peace and security financing and provision.

Tarih kadar eski terörizmle etkin mücadelenin anahtarı kararlı, istikrarlı, güçlü silahlı mücadeleydi. Ancak bu görüş 11 Eylül 2001 tarihinde Dünya Ticaret Merkezi'ne ve Pentagon'a yönelik gerçekleştirilen tarihi saldırı ile yerini terörle değil terörizmin finansmanı ile mücadele kavramına bıraktı. 11 Eylül saldırılarının ardından Amerika Birleşik Devletleri ve Avrupa Birliği ülkeleri, terörizm ile etkin bir mücadelenin ancak ve ancak terör örgütlerinin ve finansörlerinin para kaynaklarının kesilmesiyle engelleneceği görüşü üzerinde fikir birliğine vardılar ve bu doğrultuda harekete geçtiler. However, with the historic attack on the World Trade Center and the Pentagon on September 11, 2001, this view was replaced by the concept of combating the financing of terrorism, not terrorism. After the September 11 attacks, the United States of America and the European Union countries agreed on the view that an effective fight against terrorism could only be prevented by cutting off the funds of terrorist organizations and their financiers. Financing is vital for terrorist organizations. In fact, money is the lifeblood of the organizations. Based on the view that 'there can be no terrorist organization without financing!', it is aimed to ensure that the activities of terrorist organizations can be detected and even an attack can be prevented before it occurs, if card payment systems are started to be used instead of cash, which cannot be followed by any control mechanism.

Eğitim, gerek bireyin gerekse toplumun ekonomik ve sosyal yönden gelişmesini sağladığı için devletin yüklenmiş olduğu önemli bir kamu hizmetidir. Ekonomik kalkınmanın sağlanmasında ihmal edilmemesi gereken en önemli üretim unsurudur. Küreselleşen dünyada ve bilgi çağında uluslar arası rekabette ülkelerin sosyal ve ekonomik yönden yerini belirleyen temel belirleyici eğitimdir. Türkiye eğitime önem vermenin gereğine inanmış bir ülkedir. Eğitim sisteminde son yıllardaki olumlu gelişmelere rağmen birçok sorunun hala devam ettiği bilinmektedir. Türkiye'nin AB giriş süreci ve gelişmiş ülkeler arasında yerini alarak dünyaya yön veren bir ülke konumuna yükselebilmesi ülke kaynaklarının etkin kullanımı ile mümkündür. Etkinlik eğitimin kalitesinin yükselmesi ve maliyetlerin minimize edilmesiyle sağlanabilir. Bu çalışmada eğitim sisteminde yapısal sorunlar ele alınarak bu sorunların çözümüne yönelik kalitenin artırılması ve giderlerin minimize edilmesi temelinde daha sosyal, çağdaş ve demokratik yeni bir yapılandırma modeli ortaya konulmaya çalışılmıştır. ; Education is an important public service burdened by state, as it provides economic and social development of either individual or society. It is the most important production component that is required not to be ignored for providing economic development. In international competition, the basic determinant thing is education that determines the social and economic places of country in globalization world and in the information age. Turkey is a country which believes in importance of education. In recent years, in spite of positive developments in education, it?s known that many problems still continue. EU process of Turkey and its advancement up to position of a country that can direct the world by getting its place among developed countries is possible with the efficient use of country resources. Efficiency can be provided increase of education quality and minimization of costs. In this study, structural problems in education system are discussed and it?s attempted to increase quality to solve these problems and to reveal more social, modern and democratic new restructuring model on the basis of minimization of expenses.

Değişen ve gelişen dünyada eğitimin önemi gün geçtikte artmakta olup, yükseköğretim kademesinde nasıl bir finansman yapısının uygulanması gerektiği üzerine modeller geliştirilmektedir. Bu çalışmada, yükseköğretimin kamusal niteliği, fayda ve maliyetleri, finansman yöntemleri ele alınarak Türkiye, Amerika Birleşik Devletleri ve seçilmiş Avrupa ülkelerindeki lisans, yüksek lisans ve doktora aşamalarının finansmanı hakkında bilgi verilmiştir. Aynı zamanda, yükseköğretimin sosyal ve özel getirilerinin birey ve toplum üzerindeki etkisi güncel verilerle açıklanmaya çalışılmıştır. Uygulanan finansman yöntemlerine ait oranların ele alınan ülkelerde değiştiği görülmüştür. Farklı üniversite türlerindeki yükseköğretim sunumlarına değinilmiştir. Türkiye için yükseköğretimin finansmanının vergilerle sağlanması yerine lisans eğitiminde harçların yeniden düzenlenerek uygulamaya konulması, lisansüstü eğitimde ise bilimin gelişmesi baz alınarak programların yeniden düzenlenmesi önerilmiştir. --- In the changing and developing world, the importance of higher education is increasing day by day and models have been developed on what kind of financing structure should be applied in the higher education spectrum. In this study, the public nature of higher education relating to benefits and costs, financing methods have been discussed on Turkey, the United States and some selected European countries in various level such as undergraduate, graduate and doctoral level. At the same time, the effect of social and private returns of higher education on individuals and society has been explained with current data. It has been observed that the financing methods applied differs in the countries discussed. Higher education services provided in different types of universities have been mentioned. The financing of higher education in Turkey could be ensured by revising the tuition fees at the undergraduate level instead of financing this process through taxes, while for the graduate program this could be achieved by restructuring this branch based on the development in science.

YÖK Tez No: 549222 ; Türkiye'nin Avrupa Birliği müzakereleri uzun süredir gündemde olan; fakat konuşulan bir türlü sonuca varılamayan tam manasıyla bir muammadır. Türkiye'nin Avrupa Birliği'ne başvurduğu ilk günlerden bu zamana kadar geçen sürede belirlenen eksiklikler giderilmeye çalışılmış, ülkemiz ekonomik, sosyal, siyasi ve hukuki anlamda oldukça ilerlemiş; fakat sonuç itibariyle Avrupa Birliği üyeliğine geçiş gerçekleşememiştir. Bu araştırmada Avrupa Birliği'nde ve Türkiye'de sporla ilgili sporun finansmanında etkili olan yasal düzenlemeler, sporun finansal yapısı ile ilgili durumlar ve sporun finansal kaynakları ile karşılaştırılmış ve aralarındaki ilişki aranmıştır. Yöntem olarak araştırmada nitel araştırma yöntemleri arasında doküman incelemesi tekniği kullanılmıştır. Alandaki doküman literatürü taranarak bilgiler toplanmıştır. Buradan hareketle bu çalışmada, Avrupa Birliği ve Türkiye'de sporunun finansmanında etkili olan olgular arasında bazı benzerlik ve farklılıkların olduğu belirlenmeye çalışılmış, bu kısım bulgular ve tartışma bölümünde detaylı olarak yer verilmişti. ; Turkey's negotiations with the European Union has long been on the agenda; but it is an enigma that cannot be concluded. Turkey admitted to the European Union from the first days of the shortcomings identified in the period up to this time have been trying to resolve our country's economic, social, political and quite advanced in a legal sense; However, the transition to EU membership has not been achieved. In this research, the European Union and the legal regulations effective financing of sports in Turkey related to sports, fitness and sports is compared with the state's financial resources were sought regarding the financial structure and the relationships between them. In the research method, document analysis technique was used among qualitative research methods. Data were collected by scanning the literature in the field. Hence, this study was aimed to determine that there are some similarities and differences between the European Union and in Turkey the facts that are effective financing of sports, this section has been included in detail in the findings and discussion.

"TÜRKİYE EKONOMİSİ'NDE CARİ İŞLEMLER AÇIĞININ FİNANSMANINDA DOĞRUDAN YABANCI YATIRIMLARIN ROLÜ VE ETKİSİ (1980-2008)"ÖZET1980'lerden itibaren dünya ekonomisinde küreselleşme süreci yoğun ve hızlı şekilde yaşanmaktadır. Bu süreçte, doğrudan yabancı yatırımların önemi ve hacmi artmıştır. Doğrudan yabancı yatırımların ülke ekonomileri açısından birçok olumlu etkileri bulunmaktadır. Bunlardan biri de, cari işlemler açığının finansmanına yaptığı katkıdır.Türkiye'nin cari işlemler dengesi, liberalleşme ve dışa açılma sürecinin de etkisiyle uzun yıllar açık vermiştir. Doğrudan yabancı yatırımların bu açığın finansmanındaki katkısı yıllar itibariyle değişmektedir. Bu çalışma ile Türkiye Ekonomisi'nde cari işlemler açığının finansmanında doğrudan yabancı yatırımların rolü ve etkisi anlatılmaya çalışılmıştır. Bu çalışma üç bölümden oluşmaktadır. The contribution of foreign direct investments in financing of this deficit has changed over the years. With this study, the role and effect of foreign direct investments on current account deficit financing in Turkish Economy are explained.This study consists of three parties. In the first part, foreign direct investments; in the second part, balance of payments and current account deficit; in the last part, relationship between foreign direct investments and current account deficit in Turkish Economy are discussed. Türkiye ekonomisinin 1980'den sonra en önemli ekonomik sorunu haline gelencari işlemler açığı, yıllar geçtikçe katlanarak büyümüş ve bugün kronik bir hal almıştır. Bu sorunun Türkiye ekonomisine özgü; tasarruf yetersizliği, dış ticaret açığının artması, ihracatın ithalata bağımlılığının artması, enerji tüketiminde giderek artan oranda dışa bağımlılık gibi yapısal sebepleri bulunmaktadır. Son yıllardaki ekonomiye egemen olan "cari açık finanse edildiği sürece sorun değildir" anlayışıyla birlikte cari işlemler açığının boyutundan ve sorununun çözümüne ilişkin alınması gereken tedbirlerden ziyade finansmanı ve finansmanının ekonomiye yansımaları öne çıkmıştır. Öyle ki sorunun kendisi kadar finansman şekli de ekonominin kırılganlığını artırmış ve krize sebep olmuştur. ; The current account deficit, which has become the most important economic issue of Turkey's economy after 1980, has grown exponentially over the years and today it has become chronic. There are structural reasons of this issue such as lack of savings, the increase in the trade deficit, rising the import dependence of exports, increasing proportion foreign dependency in energy consumption which are peculiar to Turkey's economy. With the concept of "it is not problem as long as financing current account deficit" which dominated the economy in recent years, rather than the size of current account deficit and measures to be taken for the solution of problem, financing the deficit and its reflections on economy have come into prominent. Such that as much as the problem itself, its financing method also has increased the fragility of the economy and led to the crisis.

Yeni Sağ siyasal anlayış ile birlikte devlet bir anlamda asli sınırlarına çekilmiş, temel görevleri olan kamusal hizmetler dışında kalan diğer hizmetleri piyasa koşullarına bırakmıştır. Devletin bu kararı sonrası boşalan alanlara piyasa koşullarında faaliyet gösteren finans sahipleri girmeye başlamıştır. Yeni dönemde oluşan bu yeni durum devlet toplum iç içe geçmesini de bir anlamda hızlandırmıştır. Toplumun devlete sirayet aracı demokrasi iken, devletin topluma sirayet aracı ise bürokrasidir. Karşılıklı ilişki sarmalında bir birini besleyen bu iki kutbun ilişkisinden modern bir kavram olan "Siyasetin Finansmanı " doğmuştur. Siyasetin Finansmanı, seçimleri kazanarak seçmeni temsil etmek isteyen parti ve adayların kampanyalarını sürdürmek için ihtiyaç duydukları nakdi ve nakdi olmayan bütün olanakları kapsayan geniş bir kavramdır. Günümüz koşullarında siyasal faaliyetlerin sürdürülebilmesi için olmazsa olmaz bir araç haline gelen finansman desteğinin elde ediliş biçimi konumuz açısından dikkate değerdir. Demokrasi ile yönetilen hemen hemen her ülkede parti ve adaylara kamusal finansman olanağı sunulmaktadır. Ancak bu kaynağın yetersiz kalması parti ve adayları özel bağışlara başvurmaya zorlamaktadır. Özel bağışların siyasal alana girişi düzenleme ve yaptırıma tabi tutulmaz ise demokrasi kurumuna ciddi zarar verme potansiyeli bulunmaktadır. Alınacak tedbirlerin başarılı olması için bütün paydaşların ortak sorumluluk alması gerekmektedir. Köklü bir demokrasi geleneğine sahip olan ve bu geleneği halen sürdürdüğüne inanılan ABD'de siyasi parti ve adayların özel kişiler tarafından finanse edilmesi artık yerleşik bir gelenek haline gelmiştir. Türkiye'de ise bu konu hakkındaki tartışmalar halen oturmuş sayılmaz ve olgunlaşarak kabul görmesi zaman alabilir. Alan araştırmasındandan elde edilen verilerin analiz edilmesi sonucunda da Türkiye'deki seçmenin bu konu hakkında nispeten olumsuz bir görüşe sahip olduğu görülmektedir. Yani araştırmaya katılan kişilere göre siyasetin özel kişiler tarafından finanse edilmesi katılım amacıyla yapılsa da çoğunlukla bir çıkara dayanabilmektedir. ; With the New Right political understanding, the state has, in a sense, withdrawn to its fundamental borders and left other services other than public services, which are its main duties, to market conditions. After this decision of the state, financial owners operating under market conditions started to enter the vacant areas. This new situation that occurred in the new period accelerated the intertwining of the state and society in a sense. While the means of influence of society on the state is democracy, the means of influence of the state on society is bureaucracy. The modern concept of "Financing of Politics" was born from the relationship of these two poles that feed each other in the spiral of mutual relationship. Political financing is a broad concept that covers all financial and non-cash opportunities that parties and candidates who want to represent the voter by winning the elections need to continue their campaigns. The way in which financial support is obtained, which has become an indispensable tool for the continuation of political activities in today's conditions is remarkable in terms of our subject. In almost every country governed by democracy, parties and candidates are offered public funding. However, the inadequacy of this resource forces parties and candidates to apply for private donations. If the entry of private donations into the political arena is not regulated and sanctioned, it has the potential to seriously damage the institution of democracy. In order for the measures to be taken to be successful, all stakeholders must take joint responsibility. In the USA, which has a deep-rooted tradition of democracy and is believed to continue this tradition, financing of political parties and candidates by private individuals has now become an established tradition. In Turkey, on the other hand, the debates on this issue are still not settled and it may take time for it to mature and be accepted. As a result of the analysis of the data we obtained from our field research, it is seen that the voters in Turkey have a relatively negative opinion on this issue. In other words, according to the people who participated in the research, the financing of politics by private individuals can mostly be based on an interest, even if it is for the purpose of participation.

Terör, bir ülkede yasalara ve toplumsal düzene aykırı hareket etmek üzere bir araya gelmiş ve amaçları o ülkenin toplumsal ve siyasî bütünlüğüne zarar vererek düzenin değişmesi olan zarar verici eylemlerdir. Günümüz toplumlarında hemen hemen her ülkede farklı şekillerde görülmekte olup birçok yönetim erki yoğun mücadele içerisindedir. Terör eylemlerinde can kayıpları yaşanmakta ve toplumsal anlamda huzursuzluk yaşandığında yönetim erki terör ile mücadele için maddî ve manevî anlamda her alanda harcamalar yapmaktadır. Yapılan bu harcamalar ise ülke ekonomisine bir yük olmaktadır. Terör ile mücadele her ülkenin yoğun bir çaba ve harcama içerisinde olmasının nedenlerinden belki de en büyüğü, terörün her ülke için geçerli bir tanımının olmamasından kaynaklanmaktadır. Tek bir tanım etrafında birleşilememesi nedeni ile her ülke terörü farklı yorumlamakta ve ona göre mücadele etmektedir ki çoğu zaman özellikle maddi anlamdaki harcamaların boşa gitmesine neden olmaktadır. Terör eylemleri, ülke içerisinde gerçekleşirken diğer devletlerin desteği de söz konusu olmaktadır. Özellikle o ülkeye zarar vermek isteyen diğer devletler personel ve silah desteği sağlayarak terörü beslemektedir. Bu nedenle terör ile mücadelede zorluklar yaşanabilmektedir. Türkiye'de de son çeyrek asırdır özellikle doğu ve güney bölgelerinde PKK terör örgütü eylem yapmakta ve birçok can kaybı yaşanmaktadır. Yaşanan bu can kayıpları birçok politik ve ekonomik adımların atılması gerekliliğini ortaya koysa da bazı adımlar için geç kalındığı söylenebilir. Özellikle son 20 yıllık zaman diliminde gerçekleşen adımların çok daha önce atılması gerektiği düşünüldüğünde şu anda verilen mücadele oldukça zorlu şartlar altında gerçekleştiği bilinmesi gerekir. Bu çalışma, terör örgütlerine katılımda inanç, ideoloji ve etnik kökenin etkilerinin nasıl bir yol izleyerek ilerlediğini tespit etmeyi amaçlamaktadır. ; Terrorism are harmful actions that come together to act against the law and social order in a country, whose purpose is to change the order by damaging the social and political integrity of that country. It is seen in different ways in almost every country in today's societies and many management powers are in intense struggle. In terrorist acts, loss of life is experienced, and when social unrest occurs, management spends financially and spiritually in all areas to combat terrorism. These expenditures, on the other hand, are a burden on the country's economy. Fighting terrorism is perhaps the biggest reason why every country is in an intense effort and spending, because terrorism does not have a valid definition for every country. Since it cannot be united around a single definition, each country interprets terrorism differently and struggles accordingly, which often causes especially financial expenses to be wasted. While terrorist acts take place inside the country, there is also the support of other states. Especially, other states that want to harm the country feed terrorism by providing personnel and arms support. Therefore, there may be difficulties in combating terrorism. Turkey is also in the last quarter century, especially to the eastern and southern regions and the actions of the PKK terrorist organization is experienced in many lives. Although these casualties reveal the necessity of many political and economic steps, it can be said that it is too late for some steps. It should be known that the current struggle takes place under very challenging conditions, especially considering that the steps that have taken place in the last 20 years have been taken much earlier. This study aims to determine the way in which the effects of belief, ideology and ethnic origin progress in joining terrorist organizations.

11 Eylül saldırılarından sonra terörün sınır aşan etkileri tüm dünyada hissedilmiştir. Terörizm ve terörizmin finansmanıyla mücadele kavramı ise özellikle 11 Eylül sonrası uluslararası güvenlikle ilgili her platformda sıkça kullanılmaya başlanmıştır. Ancak terör kavramı üzerinde uluslararası platformda kabul görmüş mevcut bir fikir birliği yoktur. Kimilerine göre terörist sayılanlar başkalarına göre özgürlük savaşçısı olarak da kabul edilebilmektedir. Terör kavramı üzerindeki bu anlaşmazlık ise terörizmle mücadelede geniş kapsamlı, genel bir uluslararası anlaşmanın hazırlanmasını engellemektedir. Terörizmle mücadelede silahlı güç kullanımı çoğu kez kaçınılmazdır. Ancak, sadece askeri kuvvet kullanarak terörizmle mücadele etmek ve bu mücadelede başarılı olmak oldukça zordur. Terör örgütleri; uyuşturucu ticareti, silah kaçakçılığı, sigara kaçakçılığı, akaryakıt kaçakçılığı, gasp, yağma ve haraç toplama başta olmak üzere pek çok yasadışı eylemden ve yine birçok yasal görünümlü faaliyetlerden elde ettikleri gelirlerle devamlılıklarını sağlayarak eylemlerini gerçekleştirmektedir. Bu nedenle terörizmle mücadelede terör örgütlerinin gelir kaynaklarının kurutulmasının ve bu alanda yapılacak mücadelenin önemi artmaktadır. ; After ?September 11 Attacks? the transboundary effects of terrorism are being perceived all over the world. Concepts ?Terrorism and combating against the financing of terrorism? are being frequently used in all fields related with international security, especially after September 11 Attacks. However, there isn?t a consensus of opinions over the concept of terrorism, which is generally accepted on the international stage. People those are considered by a country as ?terrorist organization? could be considered as ?independency warriors? by another country. This conflict about the concept of terrorism is hindering the preparation of a large convention on combating against terrorism. In most cases, use of armed forces is unavoidable. However, only use of armed forces on combating against terrorism could be difficult to bring off a difficult task. Terrorist organizations make their acts and provide the continuity with the money gained not only from illegal acts like exaction, arms trafficking, smuggling of drugs, oil, cigarette but also from illegal acts, those camouflaged as legal acts. This fact shows that; a great importance must be attached to combat against the financing of terrorism.
