"Eine der wichtigsten zukünftigen Aufgaben der Arbeitsmarkt- und Sozialpolitik wird es sein, Flexibilität und Sicherheit zu vereinbaren. Diese Herausforderung wird inzwischen in vielen europäischen Ländern - wenn auch mit unterschiedlichen Akzenten - unter dem Stichwort Flexicurity diskutiert. Auch in mehreren EU Publikationen, so zum Beispiel den Beschäftigungsleitlinien der EU für 2003, wird ein Gleichgewicht von Flexibilität und Sicherheit als entscheidende Aufgabe angemahnt (Council of the European Union 2003, Paragraph 12). Konsens der Flexicurity-Debatte ist, dass neue Gleichgewichte zwischen Flexibilität und sozialer Sicherung geschaffen werden müssen, und dass Flexicurity eine Alternative zu einer reinen Deregulierungspolitik darstellen kann. Jedoch sollte Flexicurity nicht auf einen Regulierungsansatz für die Erwerbssphäre reduziert werden. Flexibilität, Pluralität und Wandel prägen zunehmend auch die privaten Lebensverhältnisse: Viele Lebensformen "passen" nicht mehr zu den Normvorstellungen sozialer Sicherung, und zudem verändern sie sich, zum Beispieldurch die Zunahme von Trennungen und Zweit-/ Drittfamilien, für den Einzelnen immer häufiger. Flexicurity berührt insofern die Zeit-, Geld- und Unterstützungsbedarfe unterschiedlicher Erwerbstätigengruppen und Haushaltsformen und steht in enger Verbindung zu Fragen von Work-Life-Balance. So ermöglicht erst der Blick auf das Zusammenspiel von Erwerbssphäre und Lebensform die Einschätzung der Prekarität bestimmter Erwerbsarrangements und der hiermit verbundenen sozialen Absicherung. Häufig vernachlässigt die Arbeitsmarktforschung in ihrer Konzentration auf die Analyse verschiedener Erwerbsformen deren langfristige Implikationen für den Einzelnen. Erst die Längsschnittperspektive ermöglicht es aber, die Verteilung und Kumulation von Risiken zu identifizieren und interpersonelle Unterschiede zu verdeutlichen. Diese Ergebnisse werfen ein neues Licht auf die Aufgabe der Politik, die intertemporale und interpersonelle Verteilung von Flexibilität und Sicherheit, von Zeit und Geld zu beeinflussen. Der vorliegende Beitrag verknüpft daher die Lebensverlaufsperspektive mit der Flexicurity-Debatte. Im Abschnitt 2 werden schlaglichtartig einige relevante empirische Ergebnisse zur Struktur und zur Veränderung von Lebensverläufen in Deutschland präsentiert. Die Ergebnisse entstammen überwiegend Längsschnittauswertungen aus den Datenbeständen der AVID (Altersvorsorge in Deutschland) sowie der IAB-Beschäftigtenstichprobe (Institut für Arbeitsmarkt- und Berufsforschung) für ein von der Autorin geleitetes Forschungsprojekt. Before the onset of the global financial crisis in 2008, flexicurity topped the European labour market and social policy agenda. It was acclaimed for combining the flexibility of liberal labour markets with the security of social welfare states, thereby offering a viable formula for success in the new global economy. Nowhere was this better exemplified than in Denmark, with the Danish system repeatedly highlighted as a good example of flexicurity in action. In this article, we revisit the flexicurity concept, assessing how the Danish labour market came through the crisis. We argue that the economic crisis and especially political reforms of the unemployment insurance system have challenged the institutional complementarities of flexicurity, but that the Danish labour market is recovering and adapting to new challenges. The Danish case illustrates that institutional complementarities between flexibility and security are fragile and liable to disintegrate if the institutions providing flexicurity are not maintained and supported.

"The focus of this article is the concept of 'flexicurity', flexibility linked to social security. We shall Look at the issue in terms of the institutional framework in Germany and as an alternative to pure flexibilisation. The central elements are the four related concepts of (i) transitional labour markets, (ii) collective bargaining and working time policies which safeguard employment (iii) lifelong learning and (iv) provision for old age. These can be looked at from an analytical perspective, as well as in terms of the periods of employment and of post-employment. "Der Beitrag beschäftigt sich in europäisch-komparatistischer Perspektive mit der Frage, welche Anforderungen an die soziale Sicherung die allgemeinen Trends zur Flexibilisierung der Erwerbsverhältnisse und -verläufe, aber auch die Pluralisierung von Lebensformen stellen. Dabei geht es zum einen darum, wie Soziale Sicherung die unerwünschten Auswirkungen dieser Entwicklung abfedern und ausgleichen könnte, zum anderen aber auch darum, welche sozialpolitischen Regelungen Flexibilität aktiv unterstützen könnten. Wie eine im ersten Schritt durchgeführte Untersuchung der europäischen Wohlfahrtsstaatstypen deutlich macht, gehört gerade der 'konservative' deutsche Sozialstaat einer Gruppe von Ländern an, die von ihrer Grundkonzeption her besonders schlecht für die Prozesse der Flexibilisierung gerüstet sind. In einem zweiten Schritt werden vier zentrale Themen für ein zukünftiges Konzept von Flexicurity herausgearbeitet: 1. der Zugang geringfügig erwerbstätiger Personen zu den Sicherungssystemen, 2. die allgemeine Mindestsicherung, 3. die Individualisierung von Ansprüchen sowie 4. die Aktivierung und die Absicherung von Arbeitsmarktübergängen. Obwohl für alle vier Themenfelder in den EU-Ländern zahlreiche positive Beispiele gefunden werden können, ist nicht zu verkennen, dass es in Europa auch starke Reformtendenzen gibt, die dem Desiderat einer Verbindung von Flexibilität und Sicherheit diametral entgegenlaufen." Due to the increasing competition on the labour market, the search for new approaches to labour legislations led to the creation and adoption, in some countries, of so called "flexicurity". "Flexicurity" became top of the list in the policy agenda in the European Union, but there is doubt that such an agenda for encompassing labour market reform providing not employment. As sources are used "flexicurity" models, in countries where it has already been successfully implemented, as well as Eurostat data, information made available by the European Commission, as well as doctrinal and research papers. Portuguese jurisdiction is considered by national legal doctrine as a closed model. Heavy regulation and constitutional constraints drive an almost unanimous rejection of the possibility to introduce the concept at national level. This article's goal is to discuss the ways the concept could be introduced in the Portuguese jurisdiction. Would the model effectively create security, or would it result in precarity?

In the mid-2000s, the flexicurity concept was developed into a key EU policy concept. It drew its inspiration from the Danish and Dutch practices to combine labor market flexibility and security. However, the crisis' focus on bringing down national deficits and debts left little room to advance the concept. Lately, more emphasis has been placed on the need to take into consideration the social aspect of economic policy-making. Current EU level documents see flexicurity as a guidance for structural reforms. However, the European flexicurity initiatives seem never to have had much impact in Denmark and the Netherlands. There are few accounts of the recent adjustment to the flexicurity models, be it at the EU or at national levels. Therefore, this article assesses the fate of flexicurity by scrutinizing its (adjusted) use as a political concept as well as a socio-economic model. Although the Danish flexicurity model resembles the European flexicurity concept to a large extent, recent reforms have, overall, weakened rather than strengthened the flexicurity model. The Dutch flexicurity model has a narrower focus on normalizing atypical work, while recent reforms support this narrow flexicurity model. Meanwhile, the EU level concept has been changing every year, encompassing a growing number of issues.

"This article extends the analysis of flexicurity to take account of the life-course perspective; in the international flexicurity debate such an approach has so far not been systematically taken. The article focuses an the question of what options will be needed for time allocation in different phases of life and over the whole life of an individual, and what financial resources Gould be combined to finance those phases. The first section discusses methodological and conceptual issues related to flexicurity and the life course. In the second section, longitudinal data from Germany is presented to illustrate some of the relevant patterns of, and changes within, life courses. The third and main section deals with policy implications. Four crucial objectives of a flexicurity policy based an a life-course approach are identified, and a range of options to improve flexibility and security over the lifetime are discussed. These options include measures to increase time sovereignty, subsidised part-time schemes for care and lifelong learning, the use of accumulated pension savings to finance other activities during the course of working life, and the role of minimum provision in social security schemes." Die Flexibilisierung des Arbeitsmarktes wird heute von vielen Fachleuten als zentrale Möglichkeit angesehen, die in den letzten Jahren beobachteten Arbeitsmarktprobleme zu lösen. Die Flexibilisierung hat unter anderem zur Folge, dass verschiedene Formen von atypischen Arbeitsverhältnissen quantitativ nachweisbar zunehmen (insbesondere Teilzeitarbeit, befristete Arbeitsverhältnisse). Die Debatte in der europäischen Union zeigt, dass die heutigen Sozialversicherungen in vielen europäischen Ländern nur ungenügend auf die zunehmende Flexibilität im Arbeitsmarkt zugeschnitten sind und daher die soziale Sicherheit der von Arbeitsmarktflexibilisierung Betroffenen nicht gleich gut zu gewährleisten vermögen wie für Arbeitnehmende in Normalarbeitsverhältnissen. Dieses Problem fordert das Sozialversicherungssystem und damit den Sozialstaat heraus. Vor dem Hintergrund dieser Entwicklung zur zunehmenden Flexibilisierung lautet eine der zentralen und zugleich komplexesten Fragestellungen der politischen Agenda der Sozialstaaten: Wie ist ein flexibler Arbeitsmarkt bei gleichzeitig guter sozialer Absicherung möglich? Einer der heute diskutierten Lösungsansätze ist das "Flexicurity-Konzept". Unter diesem Stichwort wird in der internationalen Literatur ein Konzept verstanden, welches Arbeitsmarkt-Flexibilität mit sozialer Sicherheit verbindet und insbesondere auch flexiblen bzw. atypischen Arbeitsverhältnissen ein Mindestmass an Absicherung gewähren will. Die vorliegende Studie ermittelt die Situation in der Schweiz hinsichtlich der Flexibilität im Arbeitsmarkt und der sozialen Sicherheit der darin Beschäftigten. Daran anknüpfend wird zum einen geprüft, wie die schweizerische Situation aus Sicht des Flexicurity-Konzepts zu beurteilen ist, und zum andern analysiert, ob und in welcher Hinsicht dieses Konzept für die Schweiz nützlich sein könnte. Ziel der vorliegenden Studie ist es also, das Spannungsfeld zwischen Flexibilisierung des Arbeitsmarktes und sozialer Sicherheit für die Schweiz aufzuarbeiten und mögliche Handlungsfelder aufzuzeigen. Die Studie – wie auch diese Zusammenfassung – ist in die drei Teile Konzeption, Analyse sowie Synthese gegliedert.

Flexicurity remains an important policy instrument in the EU and will be especiallyimportant in the changing economic and labor market environment, characterized with changing nature of work and development of new forms of work. Purpose. This paper examines the implementation of flexicurity policies in Slovenia and compares them with the EU countries. Design/methodology/approach. As there is no uniform measure of flexicurity, the analysis is structured in accordance with four elements of flexicurity policies, developed within the EU, and suitable indicators: (i) flexibility of contractual relations; (ii) lifelong learning; (iii) active labor market policies; and (iv) social protection system. Analysis uses descriptive statistics for last available years and compares these data with crisis year 2010. Data for international comparisons were obtained from the European Commission, Eurostat and Organization for the Economic Co-operation and Development, Statistical Office of the Republic of Slovenia and the Employment Service of Slovenia. Findings and iImplications. Slovenia has in the past already performed labor market reforms that relate to flexicurity components, yet there is still room for improvement. These are especially needed in the field of lifelong learning and expenditures for active labor market policies, where Slovenia is at the tail of the EU countries. In the front of flexibility, a significant decline in the employment protection was noticed with the last legislative change in 2013, which aimed at reducing segmentation and increasing labor market flexibility. In the front of social protection, Slovenia is among the EU countries with the most generous social systems, which, on the other hand, create high work disincentives. Limitations. This study focuses only on the presentation of the recent indicators of flexicurity components, which is one of its major limitation. Future research should study in more detail the effects of flexicurity on labor market, reconsider the importance of flexicurity in assuring decent work and develop a more comprehensible measure of flexicurity. Originality. The paper adds to the existing literature on Slovenia by giving an overview of recent developments of flexicurity concept, pointing on the areas that require policy response.

Nach dem Flexicurity-Ansatz soll eine mit einer Erhöhung der externen Flexibilität einhergehende Reduzierung der Arbeitsplatzsicherheit durch eine ausreichende soziale Absicherung im Fall von Arbeitslosigkeit kompensiert werden. In diesem Beitrag wird der niederländische Weg zu mehr Flexicurity vorgestellt.

This report reviews the present situation concerning the relevance and implementation of flexicurity in European Union Member States. First, the report presents a brief introduction of recent developments on the issue of flexicurity at EU level, followed by a review of policies at national level. The study then focuses on the contribution of social dialogue and collective bargaining to the different approaches to flexicurity at national level and on the positions of the social partners. Moreover, the report aims to investigate whether the introduction of the concept of flexicurity at national level has had any impact on the attitudes of the social partners as regards labour regulation and, more generally, on industrial relations.
