Grønlands udenrigspolitiske repræsentanter benytter den store internationale interesse for Arktis til at positionere Grønland som en mere selvstændig udenrigspolitisk aktør. Det er muligt, da Danmark er afhængig af Grønland for at opretholde sin status som "arktisk stat", og fordi Grønlands udenrigspolitiske kompetence er åben for fortolkning. Denne artikel analyserer, hvordan repræsentanter for skiftende grønlandske regeringer har udvidet det udenrigspolitiske handlerum ved i diskurs og praksis at styrke Grønlands position i en arktisk kontekst. Det er blandt andet opnået ved 1) højlydt at italesætte utilfredshed i Arktisk Råd, 2) stiltiende symbolske handlinger ved Ilulissat-erklæringens tiårs jubilæum, og 3) ved at mime suverænitet ved Arctic Circle konferencen, der pga. sin mere uformelle struktur er særligt nyttig til at styrke bilaterale internationale relationer. ; Greenland's foreign policy representatives use the great international attention to the Arctic to appear and act as a more sovereign foreign policy actor. This is possible due to Denmark's dependence on Greenland to maintain its "Arctic state" status and because Greenland's foreign policy competence is open to interpretation. The article analyzes how representatives of shifting Greenlandic governments have expanded the foreign policy room for manoeuvre in discourse and praxis to strengthen Greenland's position at Arctic-related events. This has been achieved by, among other things, 1) outspoken discontent in the Arctic Council, 2) tacit gestures at the Ilulissat Declaration's 10-year anniversary, and 3) by mimicking full sovereignty at the Arctic Circle conference serving as a particularly useful platform for enhancing bilateral international relations due to its more informal setup.

The aim of this text is to briefly introduce practically oriented discipline called policy analysis, and to do so in the perspective of (applied) social anthropology.After the introductory definition of terms, which are crucial within the area of public policy, such as policy, policy studies, policy evaluation and policy analysis, I continue with the definition of the very policy analysis of which the explanation of its types and gradual steps towards reaching it are the necessary parts. Another part of the study summarizes the interrelation, interconnection and the enrichment of both disciplines – the policy analysis and the social and cultural anthropology. The aim of the article is to present, based on theoretical studies of integration, the evolution of this process in Latin America and, most recently, in South America. Based on these studies, the goal is to analyze the role played by Brazil in the process, which defines as priorities of its foreign policy a regional and global framework for its international action that is based on both cooperation and power projection.The research has been conducted based on theories of integration, an historical background on Latin American integration and in Brazilian foreign policy, through its contemporary agenda. The answer was based on a comparative agenda and in a bibliographical critical analysis of the research material.The main findings of the paper point out that Latin American integration has specific features linked to the economic, political and stragetic realities of the continent that show the limitations of some theories applied to the European process, also that it depends on Brazilian foreign policy actions, that still sees the region as instrumental to its interests. So, Brazil sometimes fail to fulfill some requisites of integration that are essential to sustain its projects. Therefore, there is a cycle of enlargement and deepening of regional integration process in this political space that point out to the need of a more sustained compromise of Brazilian foreign policy towards these projects. If Brazil continues not to sustain these projects, they will lose momentum and significance once more, increasing power asymmetries in the region.
