Realism has been the dominant conceptual approach to studying Indonesian foreign policy. This article, however, considers realist analyses to be insucient since their emphasis on the struggle for power and security in the system of states has led to the neglect of the importance of perspectives which focus on order. To ll the gap it then intends to apply the English School perspective which focuses on the concept of international society to trace the nature and function of Indonesian foreign policy. Two cases are examined, including the Asian African Conference and Association of South East Asian Nations, to demonstrate the relevance of international society for policy ideas and action. The central argument is that the Indonesian elite worldview indicates that the creation and maintenance of order in international societies are ones which are prominent objectives legitimizing the conduct of Indonesia's external relations.

"Weshalb gibt es keine NATO in Südostasien?" – mit dieser Frage wird darauf verwiesen, dass die USA mit dem Beginn des Kalten Krieges auf dem amerikanischen Kontinent, in Europa, im Südpazifik, in Südostasien und im Mittleren Osten sicherheitspolitische Bündnisse etablierten, dass diese jedoch im Hinblick auf ihre Reichweite und bindende Kraft, ihre strukturelle Ausgestaltung und vor allem die im Bündnisvertrag eingegangenen Verpflichtungen gegenüber den Bündnispartnern höchst unterschiedlich waren. Während die USA im Rahmen des Nordatlantikpaktes (NATO) und des Vertrags über die Organisation der Amerikanischen Staaten (OAS) bereit waren, weitgehende Verpflichtungen einzugehen, war ihre Einbindung im pazifischen Raum im Bündnis mit Australien und Neuseeland (ANZUS) bzw. in Südostasien (SEATO) weit weniger verbindlich. Dem Bagdad-Pakt im Mittleren Osten, den sie zwar mitinitiierten, traten sie schließlich formal nicht bei. Innerhalb dieser Arbeit wird nachgewiesen, dass die bisherigen Allianztheorien diese unterschiedliche Politikkonzeption nicht erfassen können, da sie kulturelle Faktoren zu wenig berücksichtigen. Desweiteren wird aufgezeigt, dass die US-Allianzpolitik nach dem Zweiten Weltkrieg von eben solchen kulturellen Faktoren wesentlich geprägt wurden, wobei insbesondere der Einfluss einer kollektiven Identität basierend auf Vorstellungen einer Überlegenheit der weißen Rasse, dem "White-supremacy-thinking", in den Vordergrund gestellt wird. ; "Why is there no NATO in South East Asia?" – this question leads to an interesting observation. With begin of the Cold War, the United States were eager to build a chain of various alliance systems in the different region of the world. Their basic intention for developing this policy strategy was on the one hand to contain a further expansion of the communist block under leadership of the Soviet Union and on the other hand to bind the participating nations closer to themselves. In this way, in not even a decade there came into existence the North Atlantic Treaty Organization (NATO), the Organization of American States (OAS), the Australien-New Zealand-United States Pact (ANZUS), the South East Asia Treaty Organization (SEATO) and the Baghdad-Pact. But it is remakrable that although all these alliances were founded by the United States with similar intentions, their institutional design, their scope and the treaties itself differed a lot. While the United States, for example, were willing to enter into broad commitments within the NATO, they were much more hesitant to do the same within the SEATO. This work argues that traditional theories concerning alliances are not able to explain these different approaches because they neglect cultural factors as important variable. It is shown that cultural considerations played a preeminent role in the decision making process in the United States and that these cultural considerations were still heavily based on racially stereotypical thinking and the belief on "White Supremacy".

This paper looks at how Indonesia contributes to the creation of a relatively peaceful and stable Southeast Asian region after the Cold War. It examines Jakarta's diplomacy in the South China Sea, and explains its implications for the making of the regional order. The argument is that Indonesia's impact on regional security has been apparent in its attention to the improvement of rule-based interaction among states in the region. However, recent developments have demonstrated that Indonesia's initiatives, formulated in the Indo-Pacific Cooperation Concept, are unsuccessful due to the lack of support from other ASEAN states. This paper shows that great powers politics in the troubled waters has hindered the advancement of Indonesian's orderdriven policy.

Deutschland braucht eine neue außenpolitische Kultur! Hierfür plädierte eine junge Gruppe aus dem "Tönissteiner Kreis" 2010 in der Frühjahrsausgabe von WeltTrends und forderte eine klare Formulierung deutscher Interessen. Die angestoßene Debatte stieß auf große Resonanz und wurde von jungen Akademikern aufgenommen, die sich nicht scheuten, eigene Anregungen für die deutsche Außenpolitik zu formulieren und zentrale Thesen des Plädoyers in Frage zu stellen: Worin bestand das Neue, worin das Deutsche an der Forderung nach einer Interessendefinition? Das Papier gibt die lebhafte Debatte des außenpolitischen Nachwuchses wieder, die 2010 innerhalb wie außerhalb der Zeitschrift geführt wurde.

Seit 1990 ist die vereinte, wieder souveräne Bundesrepublik Deutschland auf der Suche nach ihrer Rolle in der Welt. Auch die akademische Debatte um die Orientierung deutscher Außenpolitik und die ihr zugrundeliegenden Interessen hält seitdem an. In welchem Verhältnis stehen Normen und Werte einerseits und pragmatische, meist wirtschaftliche Interessen andererseits zueinander? Wie verhält sich die deutsche Außenpolitik zur europäischen? Beeinflusst oder dominiert die deutsche Position gar die europäische? Am Beispiel der deutschen Außenpolitik gegenüber den zentralasiatischen Staaten Kasachstan, Kirgisistan, Tadschikistan, Turkmenistan und Usbekistan werden diese Fragen diskutiert. ; Since 1990 the reunited and sovereign Federal Republic of Germany tries to define its role in the world. It is linked to an academic debate on the coherence of German foreign policy and underlying interests. How do norms and values on the one hand relate to pragmatic, primarily economic interests, on the other hand? How is the German foreign policy linked to the European one? Does the German position influences or even dominates the European orientation? These questions will be discussed using the example of the German foreign policy towards the Central Asian states Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan.

Die Vision einer Europäischen Außenpolitik zwischen den Supermächten USA und UdSSR prägte die Debatte im Westeuropa der Nachkriegszeit. Lange Zeit glaubten die überzeugten europäischen Protagonisten an die Idee, mittels einer strengen Sachlogik dem Ziel einer politischen Integration zwangsläufig näher zu kommen und eine gemeinschaftliche Außenpolitik zu erreichen, und zwar über die Bildung einer integrierten Wirtschaftsunion hin zu politischen Mechanismen. Man argumentierte mit Nachdruck: Die wirtschaftliche Integration sei nicht nur ein Schritt auf dem Weg zur politischen Vereinigung, sondern bereits ein Teil des Zieles selbst.1 Wie sehr der Glaube an diese Sachlogik im Verlauf der Jahrzehnte getrogen hat, davon zeugen Mühseligkeit, Langwierigkeit und teilweise Ergebnislosigkeit der Anstrengungen, eine gemeinsame europäische Außenpolitik zu schaffen. ; Starting from the post-war vision of a supranational Western Europe, the author describes the history of a Common Foreign and Security Policy. The main focus is on the development of the European Political Cooperation (EPC) since the 1970s. Possibilities and limits of such a cooperation are highlighted. The author states that the EPC was designed pragmatically and was not incorporated into the legal system of the EU. He analyses the permanently strained relations between the national states in Europe and their effort to reach common competences in the area of foreign and security policy.

This study argues that the High Representative of the Union for Foreign Affairs and Security Policy is a constrained agent of Europe's foreign policy. The 2009 Lisbon Treaty reform created the remodelled version of the High Representative of the Union as a potentially powerful agent to represent and coordinate Europe's foreign policy. However, the analysis shows how and why the member states granted only limited discretion to the new foreign policy actor during the first years of the post's existence. The aim of the study is to reveal the conditions of discretion of the High Representative. With the use of a principal-agent (PA) approach, the study shows that conflicting preferences of the member states, tight control mechanisms, as well as inadequate cooperation with the European Commission limited the High Representative's room for manoeuvre. The findings suggest that the PA approach can be developed further in the future in order to better explain limited discretion of agents in matters of foreign policy. Based on the findings, the study also puts forward a number of characteristics of a 'constrained agent'. It is suggested that the post of High Representative has the potential to emancipate from its status of a constrained agent over time, and to gain credibility as a foreign policy actor.

Die systematische Analyse der Entwicklung der deutschen Auslandsschulen in der Zeit des Nationalsozialismus, bisher aufgrund unzureichend erschlossener Quellenlage nicht vorliegend, zeigt die weltweite Reichweite aber auch lokale Durchsetzungsschwierigkeiten des nationalsozialistischen Bildungssystems. Die Schulen befinden sich in einer antagonistischen Grundkonstellation: Einerseits angebunden an das deutsche Schulsystem, andererseits mit teilweise erheblicher räumlicher Entfernung zum deutschen Staatsgebiet, multiethnischer Zusammensetzung der Schüler- und Lehrerschaft sowie größtenteils privater Trägerschaft. Die politisch motivierte Einflussnahme auf die Auslandsschulen stellt sich in drei zeitlichen Stufen dar. Zunächst die Gleichschaltung der Lehrerschaft, Trägervereine und Schulvorstände der Schulen und beginnender, ab 1934 massiver Exodus jüdischer Schüler. Das Ende dieser Periode stellt die Veröffentlichung der neuen Prüfungsordnung für die höheren deutschen Auslandsschulen 1935 dar. Darauffolgend die Phase der Konsolidierung nationalsozialistischer Kräfte und Gedankengut an den Schulen. Ab 1935 gelangen nationalsozialistische Propaganda und Unterrichtsauftrag ungefiltert an die Auslandsschulen. Kritische Stimmen, wie sie noch 1933 und 1934 zu hören waren, verstummten aufgrund des konsequenten Austauschs beim Lehrpersonal und bei den Schulvorständen. Schließlich mit Ausbruch des Zweiten Weltkriegs erfolgt die Verstärkung des direkten Einflusses des Dritten Reichs auf Schulleben und Unterrichtspläne in den Achsenstaaten und besetzten Gebieten. Die deutschen Auslandsschulen in den neutralen Ländern sind in einer Sonderstellung, dort wird weiterhin die Gesetzeslage des Gastlandes beachtet. Es erfolgen Schließungen der deutschen Schulen in den alliierten Staaten und deren Verbündeten. Die Gleichschaltung der Auslandsschulen bis 1936 wurde befördert durch den gezielten Einbau von Parteimitgliedern der NSDAP bzw. deren Sympathisanten in die Schulvorstände. This article aims to test competing explanations about the US foreign aid policy, namely interest-driven theory, humanitarian theory, and domestic political theory. Using longitudinal data on the amount of Official Development Assistance provided by the US to 155 recipient countries from 1960 to 2008, analyzed using random coefficient models, the research found that humanitarian and domestic political theories can account for the US foreign aid policy to the recipient countries for almost five decades better than the interest-driven theory. Generally, the US were more likely to send aid to poorer countries and/or countries where the US-based NGOs were actively involved. The econometric models also show that there are some cross-sectional and temporal variations in the aid. On average, countries receiving high amount of aid in the 1960s tend to have lower annual growth rate in the money they received from the US.

Die vorliegende Studie thematisiert geopolitische Codierungen in der deutschen Außenpolitik nach der Wiedervereinigung aus der Perspektive eines strukturellen Analyseansatzes. Daher befasst sich die Arbeit mit der Frage: Wie haben sich geopolitische Codierungen in der deutschen Außenpolitik in ihren räumlichen Beziehungsstrukturen nach der deutschen Wiedereinigung herauskristallisiert? Das Ziel der vorliegenden Studie ist, die Entwicklung und die Neubewertung der geopolitischen Codierungen in der deutschen Außenpolitik nach der Zeitenwende zu untersuchen. Um die Entwicklungstendenzen der geopolitischen Codierungen der deutschen Außenpolitik nach der Vereinigung in ihren neuen räumlichen Beziehungsstrukturen im Zusammenhang mit neuen geopolitischen Ordnungsstrukturen zu charakterisieren, wird für die Untersuchung das von Peter J. Taylor und Colin Flint entwickelte Konzept der geopolitischen Codes zur Analyse der deutschen Außenpolitik als theoretische Grundlage herangezogen. Für die Erläuterung der geopolitischen Codierungen in der deutschen Außenpolitik bzw. dieser Problematik werden sowohl qualitativ-interpretative als auch quantitative Methoden auf internationaler und innerstaatlicher Ebene angewendet. Zusammenfassend lässt sich in der vorliegenden Studie festhalten, dass die geopolitischen Raumstrukturen der Weltpolitik vor der deutschen Wiedervereinigung in einer bestimmten räumlich-politischen Struktur zwischen Ost und West geprägt wurden. Deswegen waren die geopolitischen Codes in der deutschen Außenpolitik vorbestimmt und wurden zu einem Schaukelkurs zwischen der geopolitischen Orientierung nach Ost und West geführt. Aber nach dem Ende des Ost-West-Konfliktes eröffneten sich neue raumpolitische Strukturen, aus denen sich für Deutschland drei neue räumliche Beziehungsstrukturen zum europäischen, transatlantischen und eurasischen Raum ergeben haben. Diese neuen Raumstrukturen sind noch in Bewegung und im Wandel und tragen einen unbestimmten komplexen Charakter. Deswegen sind die geopolitischen Codierungen der deutschen Außenpolitik angesichts dieser offenen geopolitischen Raumstrukturen und einer unbestimmten post-bipolaren Welt unterdeterminiert. Die Folge ist, dass sich die deutsche Außenpolitik nicht an einer anscheinend komplex werdenden geopolitischen Weltordnung orientieren, dieses Spannungsverhältnis ausbalancieren und eine geopolitische Prioritätensetzung in ihren räumlichen Beziehungsstrukturen finden kann. Es lässt sich somit schlussfolgern, dass die geopolitischen Codierungen in der deutschen Außenpolitik von einem schwankenden Charakter sind, der die deutsche Außenpolitik nach der Wiedervereinigung kennzeichnet. Dieses schwankende Merkmal der geopolitischen Codes in der deutschen Außenpolitik lässt sich in den drei geopolitischen Raumstrukturen charakterisieren und wird auch in Zukunft die deutsche Außenpolitik prägen. ; The present study explores the development of geopolitical codes in German foreign policy after reunification from the perspective of the structural analysis approach. Therefore, this Dissertation deals with the question: How have geopolitical codes in German foreign policy crystallized in their spatial relationship structures after German reunification? The purpose of the study is to examine the development and the revaluation of geopolitical codes in German foreign policy. In order to characterize the development tendencies of the geopolitical codes of German foreign policy after the unification in their new spatial relationship structures in connection with new geopolitical order structures, the concept of geopolitical codes for the analysis of German foreign policy developed by Peter J. Taylor and Colin Flint will be used as the theoretical basis. For the explanation of the geopolitical codes in the German foreign policy, both qualitatively interpretative as well as quantitative methods are used on the international and national level. In summary, the present study states that the geopolitical spatial structures of world politics prior to German reunification were shaped in a specific spatial-political structure between East and West. Therefore, the geopolitical codes in German foreign policy were predetermined and were led to a swinging course between the geopolitical orientation to East and West. However, after the end of the East-West conflict, new spatial-political structures opened up, resulting in three new spatial relationships for Germany to the European, transatlantic and Eurasian space. These new spatial structures are still in motion and in transition and carry an indefinite complex character. That is why the geopolitical codes of German foreign policy are undermined in view of these open geopolitical spatial structures and an indefinite post-bipolar world. The consequence is that German foreign policy does not orientate itself on an apparently complex geopolitical world order, can balance this tension and find a geopolitical priority setting in their spatial relationship structures. Thus, it can be concluded that the geopolitical codes in German foreign policy are of a varying character, characterizing German foreign policy after reunification. This fluctuating feature of geopolitical codes in German foreign policy can be characterized in the three geopolitical spatial structures and will continue to shape German foreign policy in the future.
