The principle of equal electoral opportunities is implemented, inter alia, by allocating free airtime to political entities. In Poland, like in many other countries, the authorized committees have the right to use the public media's airtime free of charge during election campaigns. The present article's objective is to show the Polish solutions in this domain compared with the regulations in other countries and to present the research results and their analysis concerning Poles' attitude to free election broadcasts – including their assessment of the broadcasts as a source of knowledge about candidates and parties taking part in the election campaign. The studies were carried out based on the survey questionnaire, which was compiled using the five-level Likert scale. The sample was selected by the stratifiedquota method (N = 971). The conclusions resulting from the survey suggest the need to retain the regulation that enables political entities in Poland to use free election broadcasts during election campaigns. At the same time, they point out that it is necessary to seek more advantageous forms and content to put airtime to appropriate use during the campaign period.

Instrumentem realizacji tego zamierzania jest umowa stowarzyszeniowa. Umowa tego rodzaju obowiązuje tymczasowo również w relacjach UE-Ukraina. Jej istotnym elementem jest budowa przestrzeni wolności, bezpieczeństwa i sprawiedliwości (Tytuł III umowy stowarzyszeniowej). Przestrzeń ta skonstruowana została, analogicznie do unijnej polityki PWBS (art. 67 TFUE), wokół swobody przepływu osób, uwarunkowanej współpracą Ukrainy w zakresie zarządzania granicami, migracji, azylu, a także zwalczania i zapobiegania przestępczości. Współpraca ta w grudniu 2015 r. została pozytywnie oceniona przez Komisję Europejską, a efektem tej pozytywnej oceny jest przedłożona w kwietniu 2016 r. inicjatywa prawodawcza Komisji w sprawie zniesienia wiz dla obywateli Ukrainy. Jeśli inicjatywa ta zostanie uchwalona przez Parlament Europejski, a na to wskazują pozytywne raporty komisji parlamentarnych, oraz przyjęta przez Radę, wówczas zniesiony zostanie obowiązek posiadania wiz, jeśli chodzi o pobyty krótkie, tj. do 90 dni. Należy jednak pamiętać, iż zmiana ta nie została powiązania w żaden sposób z prawem do podejmowania pracy przez obywateli Ukrainy w państwach członkowskich UE. Zgodnie z art. 18 umowy stowarzyszeniowej zagadnienie podejmowania pracy jest przedmiotem umów dwustronnych między państwem członkowskim a Ukrainą i prawa krajowego państw członkowskich. Zniesienie wiz dla obywateli Ukrainy stanowi jednocześnie, w świetle statystyk Komisji Europejskiej, największe wyzwanie organizacyjne dla polskich organów władzy państwowej odpowiedzialnych za kontrolę granic oraz imigrację – granica polsko-ukraińska jest najczęściej przekraczanym odcinkiem lądowej granicy wschodniej UE. Tylko w pierwszej połowie 2015 r. została przekroczona 4,7 mln razy. ; In accordance with Article 8 of the Treaty on the European Union the EU shall establish an area of prosperity and good neighbourhood. An association agreement is one of instruments used to achieve this goal. Such an agreement is applied provisionally in relation between the EU and Ukraine. The area of freedom, security and justice (Title II of the Association Agreement) is an important part of this agreement. The area is constructed in the same way like the European Union policy based on the Article 67 of the Treaty on functioning of the European Union, to establish the free movement of persons but in conjunction with the cooperation between the EU and Ukraine with respect to external border controls, asylum, immigration and the prevention and combating of crime. The European Commission gave a positive assessment of the cooperation in December 2015, confirming that Ukraine successfully met all benchmarks under the Visa Liberalisation Action Plan from 2010. In April 2016 the European Commission proposed to the Council of the European Union and the European Parliament to lift visa requirements for the citizens of Ukraine. The above mentioned amendment does not mean that the citizens of Ukraine will have the right to work in the EU. In accordance with Article 18 of the Association Agreement the mobility of workers is a subject to the legislation in the Member. The Visa Liberalisation will also mean a great challenge for the Polish border and migration administration. The Polish-Ukrainian border section remained by far the busiest section of the EU eastern land border, with an increase of 15.5% during January–June 2015 compared with the first half of 2014.

TTIP - the Transatlantic Trade and Investment Partnership is an agreement that carries a number of risks for the economy, the natural environment, consumer rights, labour rights and access to public services in the European Union. The mechanisms included in the agreement, concerning the settlement of disputes between states and foreign investors, pose a number of threats to democracy as well. The benefits that are supposed to result from the implementation of the agreement will primarily be reaped by large corporations involved in the transatlantic trade. Mostly the citizens and societies of the EU member states will be under threat from the agreement. The principle of mutual recognition of regulations, which is expected to be practically universally used in accordance with the agreement, will mean in practice lowering safeguards protecting the rights of citizens, workers and consumers in the European Union. The liberalization of trade within the TTIP will be a factor forcing increased competition also in relation to the Polish small and medium-sized enterprises, and as a result, putting also pressure to reduce wages and other costs, including those related to the need of complying with the norms or standards. Thus, there are far more threats than benefits of the agreement.

During recent transformations of Polish economy the foreign trade is supposed to answer a purpose of acting in favour of acceleration and lowering the costs of development. The diagnosis of the situation indicates a series of disquieting phenomenons such as disbalancing of commercial balance, lowering in export profitability, unfavourable wares structure in foreign exchange and high indebtedness abroad. Hence the tasks for Polish foreign trade policy must focus on the need of rising the competitiveness of export and diminishing import share in the volume of trade. The above task is feasible within the framework of strategy aimed at accelerated development of export and mild reduction of import. In the case of protection policy the point is to determine the scope of the protection and to make a choice of protective means for home market. Lack of perfection in functioning of market mechanisms in present Polish economy justifies today mild kind of protection policy with additionally some rigour builtin the whole of the system. Less efficiency in traditional protective means (custom duties, rates of exchange) suggests appealing to other more selective means (anti-dumping and anti-subventionning procedures, agreements and standards relating to goods quality as well as restructural clause). As far as rates of exchange policy is concerned the basic dilemma is the choice of the kind of the rate. Functional reorientation of the rate of exchange is justified because of disbalanced commercial balance: the range of oscillation should be enlarged and steady monthly devaluation - eliminated; the result should be more importance of reaction on external balance. Main conclusion is the constatation of the need for elaboration of long-term policy in Polish foreign trade - including clearly defined tasks and means to realize them. Safeguards Agreements are the important legal institution in the system of international control of peaceful utilization of the atomic energy. The control is kept by the International Atomic Energy Agency. The control activities of this organization have to secure that any help offered by itself, by its request, or under its supervision or control cannot be diverted into any military goals. The control activities of the Agency in this scope have to preclude any proliferation of nuclear technology by means of eliminating the situations of inadequate utilization of the Organization's assistance by a State and to prevent a seizure or increase in an army nuclear supplies used and produced in the objects subjected to the safeguards system of the IAEA. The control activities of the Agency is regulated by many acts, the essential ones are: the IAEA Statute, the Safeguards Document, the Inspectors Document. They provide the key model of the control system. These provisions are specified in the Safeguards Agreements. The agreements are concluded between the Agency and one or several member states and they contain commitments of the states- -parties to the agreement to use materials equipment and installations subjected to the IAEA safeguards solely for peaceful goals, the organization is granted the right to control carrying out the commitments of the contracting states. The agreements can concern whether a project of utilization of the Agency assistance or bilateral or multilateral regulation in the scope of utilization of the atomic energy, enabling a contracting state to apply to the organization asking for executing safeguards, they can also refer to any activity of a state pertinent to the atomic energy which is unilaterally subjected to the safeguards of the Agency. The author of the article indicates at the substance of the Safeguards Agreements and discusses their particular types in the IAEA regulations and practice. These are: Project Agreements, Safeguards Transfer Agreements, Safeguards Execution Agreements, Unilateral Safeguards Submission Agreements, Supplementary and Subsidiary Agreements. For some time Poland has been debating the issue of the existence and functioning of professional corporations. This debate concerns only those professions that are deemed professions of public trust and which have been granted the privilege of developing their respective professional self-governing bodies. European solutions for regulating the issue of such professions are varied and have attracted the attention of the European Union. Contemplating the evolution of the Polish political system in the field of self-governing bodies it is worth paying attention to the European standards regulating the functioning of free professions, which include what are considered professions of public trust in Poland. Partnership and Cooperation Agreement is a document regulate the European Union external relations with third countries. Obligatory document between the European Union and Russia from 1999 (1997) expired in 2007 and haven't been replaced by a new agreement up till now. Negotiate a new treaty which regulates the base relations should be in interest of both sides, according to a strategic partnership. Unfortunately, negotiations for a long time are in impasse. Both of subjects can't reach a consensus as to scope and content of the document and on matters relating to energy dialogue, European security, policy towards the Commonwealth of Independent States (CIS ) and keep human rights. Conversation were breaking off very often because of the attitude and actions of Russia against individual EU Member States and countries of the (CIS). In the meantime, in the EU proposed to create together with the United States of America, Transatlantic Trade and Investment Partnership introducing free trade area through liberalization of both internal markets. This project obtained a big interest in the EU and then began negotiations which despite of many impediments will have a good prognosis for the future. To conclude, the article aims is to present scope of the new Partnership and Cooperation Agreement between the EU and Russia, indicate the causes and areas of negotiation impasse and to refer to the state of negotiations Transatlantic Trade and Investment Partnership.

The article discusses the roles played by multilateral diplomacy of the Central European states. These roles have changed following historical developments. In the interwar period Central European states had to establish their diplomatic services. Important role played at that time multilateral diplomacy within the League of Nations. After the II World War the Central European states were part of the Soviet sphere of influence and multilateral diplomats were active in communist organisations such as the Warsaw Pact and the Council for Mutual Economic Assistance (CMEA). However, multilateral principles such as indivisibility, diffused reciprocity and generalized principles of conduct were not applied. In the UN system and the CSCE Central European diplomats represented interests of Soviet Block. After regaining independence in 1989 Central European states founded regional organisations such as the Visegrad Group and the Central European Free Trade Agreement (CEFTA), as well as acceded Western organizations, such as the Council of Europe, economic and financial organizations (World Bank, IMF, OECD), NATO and the European Union. Today multilateral diplomacy plays important role in foreign services of Central European states. ; W artykule przedstawiona została rola wielostronnej dyplomacji państw środkowoeuropejskich. Rola ta zmieniała się wraz z rozwojem historycznym. W okresie międzywojennym nowo powstałe państwa środkowoeuropejskie musiały utworzyć własną służbę dyplomatyczną. Duże znaczenie miała wówczas dyplomacja wielostronna, prowadzona w ramach Ligi Narodów. Po II wojnie światowej, kiedy to państwa środkowoeuropejskie znalazły się w sowieckiej strefie wpływów, dyplomaci wielostronni byli aktywni w komunistycznych organizacjach międzynarodowych, takich jak Pakt Warszawski i Rada Wzajemnej Pomocy Gospodarczej (RWPG). Jednak multilateralne zasady, takie jak niepodzielność, rozszerzona wzajemność i powszechne zasady postępowania, nie były w tych organizacjach przestrzegane. W systemie ONZ i w KBWE środkowoeuropejscy dyplomaci reprezentowali interes bloku sowieckiego. Po uzyskaniu niepodległości w 1989 roku państwa środkowoeuropejskie utworzyły organizacje regionalne, takie jak Grupa Wyszehradzka i Środkowoeuropejskie Porozumienie Wolnego Handlu, oraz przystąpiły do organizacji zachodnich – Rady Europy, organizacji finansowych i gospodarczych (Bank Światowy, Międzynarodowy Fundusz Walutowy, Organizacja Współpracy Gospodarczej i Rozwoju), Sojuszu Północnoatlantyckiego i Unii Europejskiej. Dyplomacja wielostronna w służbach zagranicznych państw środkowoeuropejskich odgrywa dziś ważną rolę.

The article attempts at defining a position and a role of a foreign trade enterprise in the conditions of implementation of the economic reform. The analysis of the previous practical solutions and theoretical assumptions leads to advancing a thesis that both the position and the role of these enterprises in the Polish economy are decided by the following factors: means of realization the Stahte monopoly of a foreign trade, and the related salutions in the sphere of organizing the foreign trade machinery, the existing system of managing the State economy and targets ow the foreign trade in the State economy. The author analyses and evaluates those factors and their influence on the conception of position and role of those enterprises in the economic system adopted on a. given stage of the State's economic development. The author presents the conception of using foreign trade turnovers as well as the main elements and principles of the system of foreign trade in conditions of Poland's economy. At the beginning the author is analizing means of using foreign trade in a planning economy in short and long terms. Then he passes over to the basic problem: to the concept of a construction of the mechanism of foreign trade in the system of our economy. The essential elements of actual mechanism of foreign trade are as follows: 1) concentration of almost all decisions concerning the economic foreign transaction on the central level, 2) choice of the commodity structure of foreign trade on the basic calculation of the central plan, 3) institutional and economic separation of the foreign trade from production, 4) autonomous character of the system of home market prices in regard to the world market prices, 5) sovereign of a monetary system and the passive function of the rate of exchange. The last part of this article consists of analyzing directions of the evolution of the mechanism of foreign trade. The author presents here these reforms mainly, which in result of the sharp criticism of the previous system consist of a certain degree of decentralization of management of foreign trade.
