The author makes a critic and gives the explanation about the absence of the Mexican migration to US theme inside NAFTA, the legal one or the illegal. He affirms that the absence is due to an agreement between governments, Mexican and the US one before NAFTA was negotiated, to not make rules about the theme supposing that the free trade would be the solution for migration long-term. So, the author makes an explanation about the different stages of Mexican migration problem has passed around NAFTA, explaining the impact and the migratory dimension in face of Mexican and US migration politics. ; En este artículo se hace una crítica a la ausencia en el Tratado de Libre Comercio de América del Norte (TLCAN) de una de las grandes cuestiones que es la migración laboral mexicana en Estado Unidos, sea ésta indocumentada o legal. Se afirma que esta ausencia responde a un acuerdo tácito establecido entre ambos gobiernos, anterior a la negociación del TLCAN, para no reglamentar sobre dicha migración, bajo el supuesto de que el libre comercio será la solución a este problema, alargo plazo. De esta manera, el autor realiza un recorrido por las etapas que ha pasado el tema de la migración mexicana a Estados Unidos en el marco del TLCAN, explicando el impacto y la dimensión migratoria ante las políticas en la materia por parte de los gobiernos mexicano y estadounidense.

This paper analyzes the formal-legal and economic potentials of a possible entry of Argentina to the Pacific Alliance. Two questions need to be answered. First: Would it be possible to be part of these two integration schemes? Second: What would Argentina specifically benefit from by joining the Alliance? For this purpose, a comparative exercise is carried out to perceive to what extent the member countries of the Pacific Alliance benefited from it, and which sectors within them, in order to foresee what might happen in the case of Argentina. ; Este trabajo analiza las posibilidades formales-legales y económicas de unposible ingreso de la Argentina a la Alianza del Pacífico. Primero: ¿sería posiblela pertenencia a estos dos esquemas de integración?Segundo: ¿en que se beneficiaría concretamente Argentina con su incorporacióna dicha Alianza? Para ello se realiza un ejercicio comparativo paraobservar en qué medida y a qué sectores de los países miembros de la Alianzadel Pacífico benefició dicho acuerdo, planteando algunas líneas de lo quepodría pasar en virtud de lo analizado en la Argentina.

After several coups assisted by US agencies since the fifties in Latin America, and deep economic crises in the eighties and the nineties in South America explained by "the rule of markets" enforced by multilateral organizations, the US leadership in the Americas has been lost, and democratic countries have turned against neoliberalism with wide popular support inside a new "South American revolution" with important projects of integration. Colombia has become the capital in South America for US leadership in economics and politics, and the only country that still has guerrillas, paramilitary armies, and internal conflict. What has been the role of the US in Colombian conflict? What is in stake with the new peace process in Colombia? How this process will affect the US leadership in Latin America? These are some questions that will be reviewed by Noam Chomsky, one of the most influential thinkers of our times.

One of the promises of Donald Trump's election campaign was the renegotiation of the North American Free Trade Agreement (NAFTA), signed in 1994 by the United States, Canada and Mexico. Since Trump has been in office, has the Mexican press reflected the concerns and prospects that renegotiating NAFTA would have for the country? This could be verified with an analysis of the pieces of opinion, in which different authors can offer their interpretation without the constraints of objectivity and impartiality. This article, using framing and rhetorical criticism as a methodological basis, offers an analysis of the opinion pieces about NAFTA that were published in two Mexican newspapers (El Universal and Reforma) during the first four months of Donald Trump's government. ; Una de las promesas de la campaña electoral de Donald Trump fue la renegociación del Tratado de Libre Comercio de América del Norte (TLCAN), firmado en 1994 por Estados Unidos, Canadá y México. Ya con Trump como presidente, ¿reflejó la prensa mexicana la inquietud y las perspectivas respecto a las implicaciones que la renegociación del TLCAN tendría para el país? Esto podría comprobarse con un análisis de las piezas de opinión, en las que distintos autores pueden ofrecer su interpretación de la actualidad sin constricciones de objetividad e imparcialidad. Este artículo, recurriendo al "framing" y a la crítica retórica como base metodológica, ofrece un análisis de las piezas de opinión relativas al TLCAN que se publicaron en dos periódicos mexicanos (El Universal y Reforma) durante los primeros cuatro meses de gobierno de Donald Trump.

In the last years, the discussion on the costs and benefits that a free agreement between Mercosur and the European Union would cause have been intensifying. While defenders of the agreement use a static comparative advantage framework to justify its virtues, other scholars maintain that productive regional integration in Latin America should be prioritised in order to foster economic development. The objective of this work is to study the potential effects that the signature of a free trade agreement could have on the trade specialization pattern of Mercosur, and examine the possible consequences on the productive structures, employment and on external vulnerability of the region. Inter-regional trade will be analysed, as well as the salient characteristics of trade tariffs for each zone, sectoral composition of employment for Argentina and Brazil. ; En los últimos años, las discusiones acerca de los beneficios y perjuicios que causaría la firma de un tratado de libre comercio Mercosur-Unión Europea (en adelante, UE) se han intensificado. Mientras que los defensores del acuerdo utilizan el marco teórico de las ventajas comparativas estáticas para remarcar sus virtudes, las posiciones más heterodoxas sostienen que el camino para el desarrollo es potenciar la integración productiva del sub-bloque latinoamericano. El objetivo del presente trabajo es indagar acerca de los potenciales efectos que tendría la firma del tratado sobre la especialización comercial en Argentina y Brasil y, a partir de allí, deducir las posibles consecuencias sobre la estructura productiva, la ocupación y la vulnerabilidad externa. Se estudiarán los flujos comerciales, las características de las estructuras arancelarias en Argentina, en Brasil y en la UE y el mercado de trabajo por sector en Argentina y Brasil. ; Ces dernières années, les discussions sur les avantages et les inconvénients que causeraient la signature d'un accord de libre-échange Mercosur-Union européenne (ci-après l'UE) se sont intensifiées. Alors que les défenseurs de cet accord préconisent l'utilisation du cadre analytique des avantages comparatifs statiques pour mettre en évidence ses vertus, les positions plus hétérodoxes soutiennent que la voie pour le développement est d'améliorer l'intégration productive de sous-bloc latino-américain. Le but de cette étude est d'étudier les effets potentiels que la signature d'un tel traité aurait sur la spécialisation commerciale en Argentine et au Brésil et au delà, en déduire les conséquences possibles sur la structure de la production, le marché du travail et la vulnérabilité externe. Les flux commerciaux, les caractéristiques des structures tarifaires en Argentine, au Brésil et dans l'UE ainsi que le marché du travail par secteur en Argentine et au Brésil seront ainsi analysés.

Law 1915 of 2018 is an instrument through Colombia implements certain dispositions on copyright of the Colombia-US TPA concerning the digital environment. These provisions are basically an exportation of the U.S. copyright system, that regulates issues that has not been previously enforced by the Colombian legislation. In order to achieve a successful implementation of these TPA provisions, Colombia has to examine that the U.S. copyright system is different than Colombian system of droit d'auteur. ; La Ley 1915 de 2018 es un instrumento a partir del cual Colombia implementa algunas de las disposiciones del Tratado de Libre Comercio (en adelante TLC), celebrado entre Colombia y Estados Unidos, en materia de derecho de autor y derechos conexos en el entorno digital. Estas disposiciones son una exportación de las normas norteamericanas de copyright, que regulan aspectos que Colombia no había reglamentado antes. En consecuencia, para que Colombia pueda hacer una adecuada implementación de las obligaciones contenidas en el TLC en su sistema de derecho de autor, debe tener en cuenta que el sistema norteamericano de copyright es diferente al sistema de derecho de autor colombiano.
