The adult literacy policy developed by the Eduardo Frei government in Chile between 1964 and 1970 is analyzed. It describes the sociopolitical irruption of the urban poor, the theoretical development that this implied, and the social integration policies that were generated since the state. Subsequently, the tension between the proposal of Jesuit Roger Vekemans -a theoretical theoretician of expansionist educational policies with comparative objectives- and the Psycho-Social Method developed by Paulo Freire.
The breakdown of "real socialism" in the countries of Eastern Europe, the German unification and the transformations occurring in European relations are processes of a global dimension and of rather diverse responses in Latin America. This paper analyzes the change & stability of the Chilean electorate, 1990-2000. Beneath an image of stability, radical electorate realignment is sprouting. Between 1990 & 2000, we can observe a high level of aggregate electoral stability; however, during the same period, an increase in political disaffection has developed, together with disidentification with the parties & distrust of democratic institutions. The paper's specific objective is to study the extent to which significant changes have taken place in the distribution of the electorate among the parties, to analyze the foundations of the Chilean political parties' electoral support, &, finally, to determine the effects of these movements & tendencies on the party system. 18 Tables, 1 Figure, 89 References. El trabajo examina la participación de Gerhard G. Mertins y de su empresa MEREX AG en la distribución y exportación de material de guerra entre 1963 y 1991. Lo hace enfatizando la complicidad que mantuvo Mertins, en lo que refiere al desarrollo de sus negocios, con varias instituciones y funcionarios de la entonces República Federal Alemana. Explora, en particular, un aspecto de Mertins hasta ahora poco estudiado por la bibliografía: los acuerdos comerciales de MEREX y redes nazis con las dictaduras latinoamericanas. Por último y en su conjunto, el texto analiza el caso de MEREX como ejemplo de la contradictoria política exterior alemana durante la segunda mitad del Siglo XX y de la delgada línea de lo (i)legal que atraviesa el mercado de exportación de armas en el mundo.

A continuación se narra el caso de la exportación ilegal de fusiles G36 por parte de la empresa alemana Heckler & Koch a México entre 2006 y 2008 y los presuntos actos de corrupción por parte de las autoridades alemanas y mexicanas en aquella transacción. Es un intento por reconstruir un caso poco atendido en la opinión pública mexicana pero que ha ocupado en Alemania, repetidamente desde hace tres años, titulares de periódicos, programas de televisión y portadas de revistas. Por último, es un llamado a la sociedad civil mexicana a documentar y perseguir a los beneficiarios de la violencia cuyas pistas están también lejos del territorio nacional.
This paper explores the concept of "suffering" in the migratory experience of displaced Venezuelans in Peru in three moments: in the context of their departure, during the journey to Peru, and in the context of their arrival. Through a mixed methodology of participant observation and interviews, this paper aims to understand the signification of the concept of suffering in the different phases of the process. In the analyzed case, it was found that to each phase corresponds different motives and types of suffering, and that others are maintained in the three stages. Although the concept of suffering is implicit in many recent academic contributions to the phenomenon of migration, an adequate theorization of the suffering of Venezuelan forcibly displaced has been lacking. This article thus contributes to the literature on migration and suffering, and at the same time to the emerging literature on Venezuelan forced displacement across Latin America.
