In September 1997, CTE set a new distribution rate after estimating the investment value, called New Replacement Value (VNR) for power distribution utilities in Peru. This estimation is an indispensable tool to set rates for 1997-2001 but raised a controversy between CTE and the regulated companies that reached the judiciary and generated a series of contradictory opinions on rate setting, regulation methods and LCE opinions. A theoretical model of game theory show that if the agents acting maximizing profits, the Nash equilibrium will be appropriate by the LCE. Although, if there are exist a deviation by "populist" causes the equilibrium will be inefficient for the user but harmful for the company. In the next period, the companies will have incentives for underinvestment or recoil of the business but will never invest efficiently. We concluded that the important question is not if the regulatory entity is independent or not. The most important is that the government provides a believable commitment, as much to consumers as to investors for the development of the sector. ; En setiembre de 1997, la Comisión de Tarifas Eléctricos (CTE) fijó una nueva tarifa de distribución, tras estimar el valor de la inversión de las empresas (VNR) de distribución eléctrica en Perú. Dicha estimación, que es un requisito indispensable para el proceso de fijación de la tarifa para el periodo 1997-2001, suscita una controversia entre la CTE y las empresas reguladas, la cual es materia de este artículo, por la divergencia entre las redes subterráneas y aéreas que son reconocidas en dicho proceso tarifario. Utilizando la Teoría de Juegos para el análisis de dicha controversia, se observa que si los agentes actúan maximizando sus beneficios, el equilibrio de Nash del juego será el deseado por el modelo teórico detrás de la Ley de Concesiones Eléctricos (LCE). Sin embargo, si existen desvíos por motivos "populistas", el equilibrio se torna eficiente para el usuario pero perjudicial para la empresa. Se puede observar que, en el siguiente periodo, las empresas tendrán incentivos para sub-invertir o para retirarse del negocio, pero nunca jugarán a invertir eficientemente dados los resultados supuestos en el primer juego. Se concluye que la "independencia" del ente regulador no es un fin en sí, sino un medio. Lo que interesa, finalmente, no es tanto si el ente regulador es independiente o no, sino que a través de él, el Estado provea de un compromiso creíble, tanto a los consumidores como a los inversionistas para garantizar el desarrollo del sector.

This paper develops an analytical framework for comparative studies of Mexican-style democratization processes, ie, democratization processes through the electoral path. After outlining some manipulation techniques that authoritarian rulers may use to induce electoral outcomes, Schedler contends that manipulated elections tend to generate two-level games in which the electoral contest is "embedded" within the electoral reform. Then, the author explains the causal interaction & strategic interdependence of the two levels, describing the strategic choices & basic dilemmas faced by actors in iterative conflict cycles; analyzing the uncertainty of outcomes, power relations, & strategic responses that characterize the game; & explaining how actors can deal with their ambivalent & uncertain nature. 3 Graphs, 52 References. The applicability of the European model to Latin America & the errors of the European Union process are examined, citing the importance of macroeconomic issues & a common currency. The major obstacle to regional cooperation between Latin American countries is the uncertainty surrounding the effects of economic union, especially in the weaker players. Viewed as a prisoner's dilemma game, any solution must appear to be in the best interests of all stakeholders. Latin America does not have the institutional framework, mutual confidence, & community culture of Europe, so its specialists/experts need to increase the frequency & speed of informal communication. Latin America should plan a pragmatic application of the European model, building up from subregions & scrutinizing the types of changes needed & the policies supporting them. ¿Cuál será el comportamiento de equilibrio de los agentes de más altos ante las amenzas de la subversión a sus vidas y a su patrimonio? En el contexto de un modelo de teoría de juegos, una de las dos estrategias que se discuten, pagar el "contrato de seguridad" que la guerrilla ofrece bajo la forma de extorsión, es un equilibrio de Nash, tanto en su forma convencional como en su forma evolutiva estable. El artículo también discute la plausibilidad de la conducta asociada a dicha estrategia y demuestra que está seguirá dominando en la situación colombiana mientras no cambien las expectativas de los agentes acerca de la intesidad y durabilidad del conflicto. ; What will be the equilibrium behavior of the agents with the highest incomes in the face of the threats by subversives to their lives and patrimony? Este artículo estudia el comportamiento de los actores del conflicto armado colombiano (Fuerzas Armadas, guerrilla y paramilitares) con el enfoque dinamico, no tradicional, de la teoría de juegos, según el cual el punto de partida para cada juego es un estado temporal que, a su vez, es resultado de la historia anterior al conflicto. Está historia involucra no sólo la formación de un conjunto de estrategias, sino la percepción que creada del enemigo, la identificación de sus debilidades, y de su capacidad de amenaza, y el desarrollo de tecnologías para atacarlo eficientemente. En el caso colombiano, de acuerdo a la percepción mutua de los contendientes y a la explotación que hacen de la economía civil para mantener su esfuerzo militar, encontramos que el escalamiento del conflicto es el curso de accipon más probable. La irrupción de los paramilitares y su estrategia de control de la población mediante el terror contribuyen, también, al escalamiento del conflicto y a hacer más complejo el camino hacia una solución negociada del mismo. ; This article studies the behavior of the actors in Colombia's armed conflict (armed forces, guerrillas and paramilitaries) with the dynamic, non-traditional approach of game theory, according to which the starting point of each game is a temporal state which, in turn, is the result of the earlier history of the conflict. This history involves not only the formation of a set of strategies, but also the perceptioncreated of the enemy, the identification of his weaknesses and of his threat capacity, and the development of technologies to attack him efficiently. In the Colombian case, in accordance wi th the mutual perception of the contenders and their exp10itation of the civil economy to support their military effort, we find that escalation of the conflict is the most probable course of action. The irruption of the paramilitaries and their strategy of controlling the populationthrough terror also contribute to the escalation of the conflict and to making the path to a negotiated settlement more complex.

In this essay, the insufficiency of the realist or neorealist school to explain contemporary international reality or, mutatis mutandi, the need for new cognitive maps to understand it is raised. We hold that there are four levels that have an importance not only explanatory but also causal diametrically opposed to that assigned to it by the classical school; These are: the East-West power conflict; second, the relative position of the great centers of world power; third, the emergence of a more fragmented and interdependent world that tends, if not to dilute, at least to restrict the capacity of these great powers by involving them in an increasing number of international games of uncertain results and, finally, the step into the forefront of a set of human factors that had not previously been considered within the classical repertoire of power resources. ; En este ensayo se plantea la insuficiencia de la escuela realista o neorrealista para explicar la realidad internacional contemporánea o, mutatis mutandi, la necesidad de nuevos mapas cognitivos para comprenderla. Sostenemos que son cuatro los niveles que tienen una importancia no solamente explicativa sino aún causal diametralmente opuesta a la que le asignaría la escuela clásica; estos son: el conflicto de poder Este-Oeste; segundo, la posición relativa de los grandes centros de poder mundial; tercero, el surgimiento de un mundo más fragmentado e interdependiente que tiende, si no a diluir, por los menos a restringir la capacidad de esas grandes potencias al involucrarlas en un creciente número de juegos internacionales de inciertos resultados y, por último, el paso a primera fila de un conjunto de factores humanos que anteriormente no había sido considerado dentro del repertorio clásico de los recursos de poder.

The results of the Mexican federal elections of July 2000 raised new questions for those interested in transitions. In contrast to the South American, East-European, and South European experiences –that have produced a rich literature on the subject–, political changes in Mexico are not easily placed within the existing theoretical frameworks. This paper aims at contrasting the ideal model of transition and the real Mexican transition. The argument focuses on three differences: instead of a transition based on pact –as suggested by theory– this has been a transition based on voting. Moreover, there has not been –as in other cases— a breaking point with the previous regime, but a gradual and continuous opening. Finally, rather than a transformation of the rules of the game, what has taken place is a recovery of formal institutions, not the design of new ones. ; Los resultados de las elecciones federales del 2 de julio de 2000 en México despertaron nuevas interrogantes para los interesados en el tema de las transiciones. En contraste con las experiencias en América del Sur, Europa del Este o la Europa mediterránea –que han generado ya una amplia literatura–, los cambios políticos en México no son fácilmente asimilables a los marcos teóricos ya construidos. Este trabajo pretende contrastar el modelo ideal de transición y la verdadera transición mexicana. El argumento se centra en tres diferencias: en lugar de ser una transición pactada –como sugiere el modelo teórico–, la mexicana ha sido, por llamarla de alguna manera, una transición votada; además, no ha habido –como sí lo hubo en otros casos– una ruptura con el régimen anterior, por el contrario, el mexicano ha sido un cambio basado en la apertura gradual y continua, no en el rompimiento; por último, en vez de una transformación de las reglas del juego, lo que hemos presenciado ha sido la recuperación de instituciones formales más que el diseño de nuevas.
