Cotutelle franco-allemande. Thèse comparative. ; On the basis of ethnographic surveys conducted in police stations in Paris and Berlin, we propose to analyze the relationship between policing and the "minority question", that is to say the ways in which police officers define and implement cate-gories based on the nationality, culture, origin, appearance, or religion of the people they meet. Through extensive interviews and observation of police work in territories considered "sensitive" in France and Germany, we have shown how these categories frame the representations and the action of the police. By adopting a sociologically comprehensive perspective and broadening the focus of the analysis, we put the issue of police racism and discrimination in the widest economy of police practices and rep-resentations. The comparative approach has revealed that the relationship between the policing and the minorities depends on the professional standards, on urban and social contexts as well as on the institutional policies in which policing operates. We show how differences in the roles assigned to the police in Berlin and Paris contribute to defining the relationship between officers "on the beat" and minority populations. ; À partir d'enquêtes ethnographiques réalisées dans des commissariats de police en région parisienne et à Berlin, nous proposons d'analyser l'articulation entre action policière et question minoritaire, c'est-à-dire la manière par laquelle les policiers définissent et mettent en œuvre des catégories de classement articulées autour de la nationalité, de la culture, de l'origine, de l'apparence ou encore de la religion des personnes qu'ils rencontrent. Instrument ist dabei die Caisse Centrale de Cooperation Economique (CCCE), die auch den Zweck hat, gegenüber den internationalen Entwicklungs- und Finanzagenturen (IBRD, IMF etc.) politisch autonom zu bleiben. Die NEPAD-Initiative, mit der sich afrikanische Staatsmänner gegenüber ihren Völkern verpflichtet haben, sieht Entwicklung nicht länger auf die ökonomische Sphäre beschränkt, sondern will die politische und soziale Entwicklung mit der wirtschaftlichen verknüpfen. Sie ist zugleich eine Selbstverpflichtung gegenüber der internationalen Gemeinschaft, die Entwicklung selbst in die Hand zu nehmen und die Mittel im Sinne von Good Governance zu verwenden. In dem vorliegenden Buch versuchen hochrangige afrikanische Persönlichkeiten aus Politik und Wissenschaft die Frage zu beantworten, was NEPAD für verschiedene gesellschaftliche Bereiche bedeutet. Nicht zuletzt wird das Verhältnis von NEPAD gegenüber der internationalen Gemeinschaft (G8, Weltbank, UNDP) bestimmt.
