"The paper analyses the new architecture of global governance which is characterised by unaccountable international institutions and scattered sovereignties. It examines the dilemmas of civil society actors (social movements and NGOs) involved in protecting the rights of local communities through strategic issue-based alliances with the state or the World Bank, whose legitimacy they question in other contexts. The cunning state remains a central actor in selectively transposing neo-liberal policies to the national terrain and capitalises on its perceived weakness in order to render itself unaccountable to its citizens. The argument draws on empirical material from India around conflicts over the patenting of genetic resources, biodiversity conservation, forced displacement and privatisation of common property resources. It cautions against attributing homogeneity to the state whose logic of action may differ at the federal and regional level, it delineates the shifting contours of the boundary between the public and the private as well as the growing entanglement between civil society and state, and it unpacks civil society to show that there is little in common between advocacy networks involved in a politics of contention and powerful NGOs rendering expert advice to states and international institutions." Städtischer Raum ist ein Gemeingut, ein "commons": ein Ort der Zusammenarbeit und des Verhandelns von Menschen und zugleich deren Ergebnis. Städtischen Raum als ein Gemeingut zu verstehen folgt der Annahme, dass die begehrte Produktivität der Städte den Strategien des Staates und des Kapitals vorausgeht, also gerade nicht aus ihnen resultiert. Dieser Ansatz stellt die These infrage, Urbanisierung sei kapitalgesteuert, eine Annahme, die auch von einer Reihe aktueller urbaner sozialer Bewegungen wie dem Arabischen Frühling, der Occupy-Bewegung oder den "Right to the City"-Zusammenschlüssen unterstützt wird. Gleichwohl existiert das urbane Gemeingut in engem Zusammenhang mit Staat und Markt: beide versuchen, es zu kontrollieren und es sich zu Nutze zu machen: Einerseits werden Initiativen zur Schaffung von gemeinschaftlichen Freiräumen von den Regierungen unterstützt, um städtischen Raum wieder aufzuwerten und die Auswirkungen wirtschaftlicher Umstrukturierungen abzuschwächen. Andererseits wird das kreative und produktive Potenzial der "urban commons" durch die anhaltenden Versuche untergraben, diese zu privatisieren und kommerzialisieren. Der Band untersucht diese aktuelle Thematik theoretisch und empirisch anhand eines breiten Spektrums von internationalen Fallstudien wie etwa Berlin, Hyderabad und Seoul. Aus dem Blickwinkel der Stadtforschung wird erstmals eine breite Diskussion über die urbanen "commons" erschlossen, die derzeit in Forschung und unter Aktivistinnen zu den Themen Wohnungsbau, öffentlicher Raum und städtische Infrastruktur geführt wird.

We show that in symmetric two-player exact potential games, the simple decision rule "imitate-if-better" cannot be beaten by any strategy in a repeated game by more than the maximal payoff difference of the one-period game. Our results apply to many interesting games including examples like 2x2 games, Cournot duopoly, price competition, public goods games, common pool resource games, and minimum effort coordination games.
