Crisis, risks and new regionalisms in Europe: emergency diasporas and borderlands

This collection of essays explores the idea of the efficacy, limitations and future of Cultural Studies as a theoretical and methodological approach to the analysis of recent crisis phenomena in Europe. The volume spans a wide range of topics, including: theoretical and critical approaches to the stability of the EU as a political and economic union of its 28 member states; the (not only) recent flow of refugees into Europe and other countries, and the refugee tragedies off the coast of Lampedusa; the resurgence of far-right, anti-Islam political groups throughout Europe; the negotiation of affect and crisis phenomena in literary texts; and the question of media and refugees. These and other pressing issues are addressed and discussed from a variety of historical, political, pedagogical, gender, media and aesthetic perspectives, as encompassed in Cultural Studies and Postcolonial Literatures.

Postrzeganie bezpieczeństwa przez samorządowców – wnioski z badań ; Perception of security by local government officials – research conclusions
W artykule zaprezentowano własne wyniki badań dotyczących postrzegania bezpieczeństwa przez radnych wybranych gmin i miast z województwa zachodniopomorskiego i lubuskiego. Zostały one przeprowadzone na przełomie 2015 i 2016 r. W badaniu wzięło udział 126 radnych – 78,26% spośród tych, którzy formalnie pracowali w badanych radach. Rezultaty badań porównano do wniosków z badania ogółu Polaków przeprowadzonego przez CBOS pod koniec 2014 r. Dokonana analiza pokazała, że radni oceniają poziom bezpieczeństwa i czynniki mu zagrażające nieco odmiennie. Radni wykazywali większe obawy dotyczące chaosu politycznego w Polsce, napływu uchodźców, a także ataków cybernetycznych oraz zagrożeń terrorystycznych. Wykazano również, że na poglądy radnych wpływ miały takie czynniki jak płeć, staż samorządowy oraz preferencje polityczne. ; The paper demonstrates the results of research on the perception of security by councilors in selected municipalities and cities in the West Pomeranian Region and Lubuskie Region. The survey was conducted at the turn of 2015 and 2016 and involved 126 councilors – 78.26% of those who formally worked in the surveyed councils. The results of the survey were compared to the findings of the study of Poles conducted by the CBOS at the end of 2014. The analysis showed that the councilors' assessment of security and factors threatening security varies. Councilors were more concerned about the political chaos in Poland, the influx of refugees, as well as cyber-attacks and terrorist threats. Their views were also shown to have been affected by such factors as gender, the number of terms in a local government and political preferences.

O "prywatyzacji" oświaty w Królestwie Norwegii

The article discusses the Norwegian response to the neoliberal movement of privatising public education. Neoliberal trends in public services, including education, mainly manifest themselves in the affirmation of the economic efficiency in public services provision, increased participation of private and non-governmental organisations and the creation of quasi-markets. In Norway likewise in other Scandinavian countries the reform of public sector has not been strongly influenced by neoliberal ideology and the New Public Management. On the other hand, it was the political decentralisation and empowerment of local communities that shaped the organisation and management of the school system. The primary aim of the Norwegian education is to ensure equality and inclusion for all students, regardless of their gender, abilities, family background, nationality and health condition. !e article presents the historical path of public and non-public schooling in Norway illustrated by the statistical data concerning kindergartens, schools and pupils respectively. The central and local government still provides the vast majority of public education services and the non-public sector remains limited. Nevertheless in the last 10 years the rise in the number of private schools has been noticed, especially in bigger cities and more affluent dwellings. In its final part the article presents the recent developments in the privatisation policy conducted by the conservative government in Norway. It deliberates postulates relating to modification of administrative procedures leading to the establishment of private schools, widening the school choice for parents as well as diversification of the teachers' professional status. It also sketches examples of the utilisation of private-public partnerships in construction and operationof public schools.
Kobiety jako uczestniczki sprawowania władzy w Polsce po 1989 r. ; Women as participants of government in Poland after 1989
W oparciu o analizę dostępnych danych statystycznych prześledzone zostanie uczestnictwo kobiet w sprawowaniu władzy na szczeblu centralnym – zarówno ustawodawczej, jak i wykonawczej. Podjęta zostanie również próba wyjaśnienia dysproporcji pomiędzy kobietami i mężczyznami w sprawowaniu władzy i ewentualnych tego konsekwencji. Tak więc główne pytania badawcze zostały sformułowane w następujący sposób: Jaki jest udział kobiet w organach władzy ustawodawczej, czyli w Sejmie oraz w Senacie? Jaki jest udział kobiet w strukturach partii politycznych w Polsce? Ile kobiet pełni funkcje kierownicze w partiach politycznych? Jaki jest udział kobiet w organach władzy wykonawczej w Polsce? Na czele jakich resortów kobiety stają najczęściej? Z czego wynika różnica w poziomie uczestnictwa kobiet w organach władzy ustawodawczej i wykonawczej w Polsce? Jakie mogą być konsekwencje różnego uczestnictwa kobiet i mężczyzn w procesie sprawowania władzy? ; Basing on the analysis of available statistical data, this article presents Polish women's participation in the processes of exercising political power (legislative and executive) within central institutions of the state. The analysis covered a time frame between 1989 and 2015. The reasons for disparities between the numbers of women and men in political authorities as well as its possible consequences have also been illustrated. The received results allow arriving at the following conclusions. In the analysed period, a considerable increase in the number of women in both chambers of the Polish parliament and the subsequent governments was observed. However, the numbers are still far from political parity. In case of the government, the increased presence of women holding posts of the heads of ministries for affairs traditionally linked with feminine activity (e.g. culture, education, social policy) can also be underlined. Inequality within the area of exercising political authority may exert a significant impact on the society, i.e. limit the ability to shape the state policy within areas particularly interesting to women or reinforce gender stereotypes in the society.
