The article takes up the problem of Chinese intelligence as a tool of support foreign policy. In the first place, the theoretical concepts and assumptions concerning this domain of state policy have been systematized. A review of selected foreign policy definitions in Polish-language political literature was conducted in this respect. Next the authors discussed the specificity of foregin policy determinants, structures and instruments. The key determinants of China's foreign policy of political, military, geographic, economic, and doctrinal character were discussed in following part of article. In the last part of the paper, an attempt was made to answer the question of how the above conditions affect the demand and performance of Chinese intelligence activities.

The forgotten epilogue of the Autumn of Nations. Remarks on Nicaragua's political transformation The article is devoted to political, social and economic situation in Nicaragua in the 1980s and 1990s. It concerns specificity of the state's political transformation's course. Interestingly enough, the process in question seems in many ways analogous to the events in Central and Eastern Europe in 1989. Despite significant differences at the point of departure, the mechanism of transition from totalitarian regime to democracy in Nicaragua displays surprisingly many similarities to the process observed at this time in Poland. It turns out that regardless of dissimilar histories and socio-demographic circumstances, geographic remoteness and total mutual isolation of both countries' societies, as well as incongruity of the two types of conflict (civil war in Nicaragua and an non-violent movement in Poland) — the political transformation in both countries took rather similar course. It clearly shows the existence of strong rules that are gone by communist states in the process of political transformation.

The book analyses issues associated with the contemporary and memory in the Polish-German borderlands a complex, multidimensional cultural and geographic area. The first section of the book, which focuses on contemporary issues, is divided into three parts: namely, a theoretical body, records of conversations with the inhabitants of the borderlands who are engaged in social activities, and records of workshops and conversations that brought together teenage inhabitants of the borderlands. Close cooperation with the inhabitants of two borderland towns resulted in several interesting perspectives on the borderlands, which are seen as a physical space, as well as a mental, intimate, close, and sometimes frustrating space subject to micro- and macro-scale transformations. In this book, the borderlands are viewed from these two perspectives. The micro-scale, is marked out by the individual experience of the inhabitants of the borderlands, and the macro-scale by the institutional framework established for the purpose of constructing an integrated community on the border.--
Publikacja recenzowana / Peer-reviewed publication ; The article aims to present the stand of relationship between Germany and Poland in context of changes that took place in the EU Common Foreign, Security and Defense Policy and New East Policy of Germany and Germany's Russia policy deeply infl uence threw aggressive Russian policy agents Ukraine and adders postsoviet countries. Author also analyses Poland's "resets" with Germany and Russia and interested in changing German-Russian relationship in the future. German see Russia as a partner due to its global role while Poles see it as a partner due to its geographic proximity and needs to stabilize the region. While Germans do not see Russia as a direct threat Poles understand why Ukraine, Belarus, and the Caucasus see it as a threat. Poland and Germany has consistently supported the strengthening of cooperation between member states within Common Foreign, Security and Defense Policy of the European Union with an aim of making this international organization gain a status of the key player in the international politics in the future.

Iceland, despite being a relatively small geographic country, is trying to pursue an active and ambitious foreign policy in the Arctic region. This implies the need to develop a strategy that would realize Iceland's vital interests and at the same time ensure that the anticipated exploitation of the various Arctic resources does not adversely affect the security of the state. This paper presents an analysis of the concept of Iceland's Arctic policy and the ways in which it is implemented, with particular emphasis on the main challenges and problems that the state can play in building a stable position in the region. ; Islandia, pomimo, iż jest w wymiarze geograficznym stosunkowo mały państwem, to w regionie Arktyki stara się prowadzić aktywną i ambitną politykę zagraniczną. Wiąże się z tym konieczność opracowania strategii która pozwoliłaby zrealizować żywotne interesy Islandii i jednocześnie zapewnić, by przewidywana eksploatacja różnorodnych zasobów Arktyki nie wpłynęła negatywnie na bezpieczeństwo państwa. Prezentowany artykuł zawiera analizę koncepcji polityki arktycznej Islandii oraz sposobów jej implementacji, ze szczególnym uwzględnieniem głównych wyzwań i problemów, jakie mogą stać na drodze tego państwa w budowaniu stabilnej pozycji w regionie.

This article takes up the innovatory subject of cooperation in the
field of football and the tourism sector by the Visegrad Group states. The subject matter of this study has not been widely discussed in the literature, hence most of de lege ferenda postulates are open to further discussion. The current Visegrad Group was created as a political project, not an evolutionary social initiative. This does not mean, however, that the societies of its member states are significantly different from each other, and the structure itself is exotic. The benefits of an extended cooperation, which seems not to have an alternative, for all the participants are fully understood. Therefore, the direction of common
thinking about maximizing profits in the developing sector of tourism,
and making the most of the social potential of football, can be an attractive platform for international dialogue and extended cooperation among the V4 countries. The baggage of history, geographic and cultural proximity, the migration crisis, as well as the imperialist policy of the neighbouring Russia effectively motivate to strengthen cooperation and create stronger mechanisms with each other. It is indisputable that the tendencies for cooperation in the Visegrad countries are not a novelty.

Dla społeczeństw arabskich były wyrazem "przebudzenia", przełamując uczucie strachu oraz buntu wobec panujących reżimów autorytarnych, a także próbą odrzucenia neoliberalnego sposobu "urządzania świata". Algieria zajmuje strategiczne miejsce na mapie bilateralnych relacji, jakie UE utrzymuje z państwami dotkniętymi "wiosną arabską. Bliskość geograficzna, przeszłość historyczna oraz potencjał jaki posiada to państwo sprawiają, że UE jest "na nowo" obecna w Algierii, wspierając ją w trudnej drodze przekształceń polityczno-gospodarczych. For the European Union (EU), the revolts in its neighbors came as a "strategic surprise" and destroyed its prevision assumptions about the region, forcing it to revise them and react quickly. For Arab Societies, they were an expression of "awakening", breaking the feeling of fear and rebellion against the ruling authoritarian regimes, as well as an attempt to reject the neoliberal way of "arranging the world". Algeria occupies a strategic place on the map of bilateral relations that the EU maintains with the countries affected by the "Arab Spring". The geographic proximity, historical past and the potential of this country make the EU present in Algeria "anew", supporting it in the difficult path of political and economic transformations. The aim of this article is to analyze the impact of the "Arab Spring" on the shape of contemporary EU-Algeria relations, paying attention to the framework set by the "Common Partnership Priorities", focusing on the three key sectors of cooperation established for 2018–2020.

Dubravka Ugrešić defines herself as a transnational writer. Her political, geographic and cultural dislocation constitute the main themes of her prose works written in the last decade of the twentieth century. In the subsequent decade, Ugrešić's essays took on additional themes relating to the European literary market. The author follows reading fashions and examines the shape and function of publications defined as European or world bestsellers. As a writer and scholar she is drawn to the concept of the transcultural, whose distinguishing characteristic she finds to be the experience of a new and faster mode of transfer of information and goods. The poetics of the work, however, will not be disturbed or changed. Similarly, the hierarchy established by the history and criticism of literature, setting the boundaries of culture and referred to with irony by Ugrešić in her reading of bestsellers, remains intact. This author-reader who seeks to understand her fellow readers often changes the paradigm she uses to describe culture. In her examination of the relations between author, work, and receiver, she delineates an emerging karaoke culture. It cannot, however, be designated as a transnational literature or culture. The literature created by Ugrešić eludes definition in a similar way. Analyses conducted in the text demonstrate that with regard to Ugrešić's work, the term "from outside" would function as a more correct label than the prefix "trans." It should be understood, however, as defining the condition of the writer more than of her work. The label "from outside" appears adequate for defining the place from which she observes and writes, not for the form of her literary output. ; Dubravka Ugrešić określa się jako pisarka transnarodowa. Jej polityczna, geograficzna i kulturowa dyslokacja stała się głównym tematem tekstów prozatorskich, które pisała w ostatnim dziesięcioleciu XX wieku. W kolejnej dekadzie tematem esejów Ugrešić stały się również kwestie związane z rynkiem literatury europejskiej. Autorka śledzi czytelnicze mody, przygląda się też kształtowi i funkcji publikacji określanych jako europejskie lub światowe bestsellery. Jako pisarka i badaczka literatury pochyla nad pojęciem transkultury. Jej wyznacznikiem uczyni doświadczanie nowego, szybszego sposobu przepływu informacji i towarów. Poetyka dzieła nie zostanie jednak naruszona/zmieniona. Podobnie jak historyczno- i krytycznoliteracka hierarchia ustanawiająca ramy kultury i w ironiczny sposób wartościująca kolejne lektury Ugrešić. Autorka-czytelniczka, która chce zrozumieć innych czytelników wielokrotnie zmieni paradygmat opisywanej przez siebie kultury. Rozpatrując relacje między autorem, dziełem i odbiorcą, ustali kulturę karaoke. Tej nie da się jednak oznaczyć jako literatura/kultura transnarodowa. W ten sam sposób nie można też określić literatury tworzonej przez Ugrešić. Rozpoznania poczynione w tekście pokazują, że w przypadku twórczości Ugrešić zamiast prefiksu «trans powinno się używać określenia «spoza». To zaś odnieść należy do kondycji pisarki. Kwalifikacja «spoza» wydaje się adekwatna dla określenia miejsca, z którego obserwuje i pisze autorka, nie dla formy jej literackiego dorobku.

The author's goal is to analyze the impact of changes in the international security environment on the defense policy of New Zealand in the second decade of the 21st century. It was found that the changes have a direct impact on New Zealand's policy during the governments lead by the National Party. The evidence can be found in the documents and decisions e.g. increase of defence spending and modernization of armed forces. Moreover, the start of developing the national security policy, which combines a number of different policies regarding state's security. There is no doubt that the National Party implemented a program of strengthening defence capabilities. The author will prove that it happened due to new threats to international security. The content of documents issued in the years 2008–2016 cleary confirm that argument eg. military spending of 20 billion NZD in the coming years. It should be considered as a correct direction because of opposing the negative consequences of changes in the natural environment, the growing role of the People's Republic of China, the nature of contemporary armed conflicts and terrorism is possible only by using a holistic approach to security. This point of view is strongly supported by an opinion that geographic isolation is no longer a guarantee of peace for New Zealand. It is impossible in the times of the 21st Century globalization and the rapid technological development manifested by a series of new, previously unknown cyber-threats. These are particularly dangerous for New Zealand's society due to the level of use of new technologies in ordinary life.To sum it up, the author of the issue will be based on the neorealist perspective and try to prove that the changes in the international security environment have direct impact on the defence and security policy of New Zealand. Key words: New Zealand; defence policy; national security policy; international security environment; New Zealand Defence Force. ; Celem Autora jest analiza wpływu zmian w międzynarodowym środowisku bezpieczeństwa na politykę obronną Nowej Zelandii w drugiej dekadzie XXI wieku. Stwierdzono, że zachodzące zmiany mają bezpośredni wpływ na politykę nowozelandzką w czasie rządów, na których czele stała Partia Narodowa. Ich odzwierciedleniem jest zawartość dokumentów dotyczących polityki w wymienionym obszarze i wynikające z nich działania m.in. wzrost wydatków na obronność wraz z towarzyszącym mu programem modernizacyjnym sił zbrojnych Nowej Zelandii. Dodatkowo zaś ze względu na charakter współczesnych wyzwań i zagrożeń bezpieczeństwa rządzący państwem zdecydowali się rozpocząć budowę kompleksowej polityki bezpieczeństwa narodowego. Biorąc to pod uwagę można stwierdzić, że Partia Narodowa realizowała swoje postulaty przedwyborcze, w których akcentowano konieczność wzmacniania zdolności obronnych, w szczególności rozwoju nowozelandzkich sił zbrojnych oraz integracji prowadzonych polityk związanych z bezpieczeństwem państwa. Zawartość dokumentów wydanych w latach 2008–2016 wyraźnie dowodzi działań w tym kierunku. Należy je uznać za słuszne, ponieważ przeciwstawienie się negatywnym konsekwencjom zmian w środowisku naturalnym, rosnącej roli Chińskiej Republiki Ludowej, charakterowi współczesnych konfliktów zbrojnych oraz obawom o rozwój organizacji terrorystycznych, możliwe jest przy zastosowaniu całościowego podejścia do bezpieczeństwa. Odpowiada temu pogląd głoszony silnie w tym okresie, że geograficzna izolacja nie jest już gwarantem pokoju dla Nowozelandczyków. Trudno bowiem o to nie tylko w czasach XXI wiecznej globalizacji, ale i tak gwałtownego rozwoju technologicznego przejawiającego się szeregiem nowych, nieznanych wcześniej cyber-zagrożeń.
