The article deals with Russia's place in Europe and historically examines Europe's changing regional membership in the 17th–21st centuries.We provide the definition of Europe as a region and as a concept that determines Europe's basic values. From this perspective, we overview Europe's history, including the role of its geography, throughout several historical epochs — Europe in the wake of the Peace of Westphalia (after 1648), Europe in times of Goethe (the latter half of the 18th century — the first third of the 19th century), the 19th and the 20th centuries (after the First and the Second World Wars, in the wake of the USSR) and the 21st century (with the rise of globalization). We also focus on the particular interest Europe had in Russia in the wake of Peter the Great's reforms.Regarding the concept of Europe in the 21st century, we state that the EU's claim to speak for the whole Europe is unjustified, which brings up the issue of Russia as part of Europe. Russia's Eurasian geographic space and diversity of ethnic groups and cultures do not cancel Russia's civil identity as a European nation, as well as its other European values. At the same time, Russia needs to preserve multiculturalism, which has been officially abolished in the EU. Russia's cultural ties to Europe also back its European identity. Slogans like "Europe from Vancouver to Vladivostok" or "Europe from Lisbon to Vladivostok" in the current times of political instability can be used only as metaphors.The article also deals with border expansion of modernized Europe, revealing the similarity between European modernization with its national models during the Third modernity — the stage which introduced the Modern Age to non-Western nations. Considering Europe as a region and a concept gives a methodological basis for perceiving Russia in the same way. ; В статье обсуждается место России в Европе и осуществляется историческое рассмотрение изменений регионального состава Европы за период XVII–XXI вв.Показано значение термина «Европа» как региона и как концепта, характеризующего ее основные ценности. Под этим углом зрения характеризуется история Европы, отражающая ее географические параметры и ее сущность в разные исторические времена — Европа после Вестфальского договора (после 1648 г.), в эпоху Гете (вторая половина XVIII в. — первая треть XIX в.), XIX и XX вв. (после Первой и Второй мировых войн, после распада СССР) и XXI в. (с началом глобализации). Показан особый интерес к России в Европе после реформ Петра I.Утверждается необоснованная претензия Европейского Союза говорить сегодня от имени Европы. Ставится вопрос о России как о Европе. Евразийское географическое пространство России и наличие многообразных этносов и культур не отменяет гражданской идентичности России как европейской и значимости европейских ценностей для нашей страны. Но для России важен мультикультурализм, который сегодня официально отменен в ЕС.В статье рассматривается расширение границ модернизированной Европы. Показывается сближение концепций модернизации этого региона с национальными моделями модернизации в период новой фазы современности — третьего модерна, открывшего сегодня новое Новое время для незападных стран. Опыт рассмотрения Европы как региона и как концепта дает методологические основания восприятия России как региона и как концепта.
The article gives a review of interpretations of the significance of the personality of Peter I for understanding the historical meaning of his acts. It presents the data of a study on images of the collective memory about Peter I among various groups of the Russians. The majority of our contemporaries consider Peter I to be the most significant figure in the history of Russia. The respondents note the cultural transformations carried out by the emperor, the strengthening of the army and navy, the construction of St. Petersburg, the "window to Europe" and the new level of Russia's development. The time of his reign is regarded as crucial for the future fate of Russia.It is shown that the influence of institutional memory (the content of school history textbooks, popular feature films about Peter I), focused on the given interpretations, generates the effect of the exaltation of the emperor and his deeds among the general public. The authors are practically unanimous in assessing the greatness of his personality, they praise the talents of the emperor, pointing out that he mastered various sciences and crafts and had extensive knowledge in different fields (lawmaking, military art, diplomacy, history, geography, carpentry, etc.).The results of scientific research reveal the presence of deep contradictions in the personality of Peter I, and his personality itself is not presented so unambiguously. Combining the available assessments and judgments in this direction, we can point to three groups of opinions: "panegyrists" who believe that Peter I is an outstanding figure; "denunciators" who claim that he destroyed the established Russian traditions and principles; "objectivists" who strive to present both the merits and shortcomings of Peter I in a balanced way. At the same time, the majority of authors, despite their adherence or negativism towards the emperor, highlight the pronounced contradiction of his nature.As a result, it is noted that the study of scientific interpretations of the activities of Peter I in the collective memory of the Russians and in the stereotypes propagated by the means of institutional memory will help to better understand the trends of modern political consciousness. ; Статья посвящена обзору интерпретаций значения личности Петра I для понимания исторического смысла его деяний. Приводятся данные исследования образов коллективной памяти различных групп россиян о Петре I, связанные с тем, что в коллективной памяти наших современников Петр I остается наиболее значительной фигурой в истории России. Респонденты отмечают культурные преобразования, произведенные императором, укрепление армии и флота, строительство Санкт-Петербурга, «окно в Европу» и новый уровень развития России. Время его правления рассматривается как судьбоносное для дальнейшей истории России.Показано, что влияние институциональной памяти (содержание школьных учебников истории, популярные художественные фильмы о Петре I), сфокусированной на заданные трактовки, порождает эффект превознесения императора и его деяний у широкой публики. Авторы практически единодушны в оценке величия его личности, восхваляются таланты императора, указывая на то, что он овладел многими науками и ремеслами: был законотворцем, полководцем и флотоводцем, дипломатом, писателем, историком, географом и картографом, а также плотником и токарем.Результаты научных исследований обнаруживают наличие глубоких противоречий в личности Петра I, а сама его личность представлена далеко не так однозначно. Объединяя имеющиеся оценки и суждения в этом направлении можно указать на три группы мнений: «панегиристы», считающие, что Петр I является выдающейся личностью; «обличители», утверждающие, что он разрушил сформировавшиеся русские традиции и устои; «объективисты», стремящиеся сбалансированно представить и заслуги, и недостатки деятельности Петра I. При этом, большинство авторов, несмотря на свою приверженность или негативизм по отношению к императору, отмечают ярко выраженную противоречивость его натуры.В итоге отмечается, что изучение научных интерпретаций деятельности Петра I в коллективной памяти россиян и в стереотипах, распространяемых средствами институциональной памяти, помогут лучше понять тенденции современного политического сознания.
The way of life of the outstanding Russian geographer, traveler, humanist, one of the initiators of creation and the founders of the Russian Imperial geographical society, honorary member of the St. Petersburg Mineralogical Society and one of the first successful climbers in the world Platon Aleksandrovich Chikhachev was bright, full of discoveries, adventures, tragic episodes, public recognition and oblivion. He was born in 1812, was on military service from 1828 to 1831, traveled to North and South America in 1835–1837, and in 1840– 1845 to Europe and Russia, where he took part in the creation of the Imperial geographical society. At the very beginning of his life, being a 16-years-old officer, he participated in 3 wars, later in the famous Khiva campaign of 1839–1840, and in the Crimean war in 1855. In 1856, he married and went to Europe. He died in Versailles in 1892, and was buried in Nice at the Russian cemetery. After retiring from the army in 1833, he devoted himself to travelling to Europe and the New World. He became the first Russian who in the early 19th century crossed Mexico from the East to the western coast of the Pacific Ocean; made a dangerous crossing on horseback in South America – from Chile through the Andes and pampas of Argentina reached Buenos Aires. Platon Chikhachev first conquered the mountain peaks – Pichincha volcano in Ecuador and Aneto peak, the highest point of the Pyrenees, and became one of the first climbers in Europe. The article adds new data to the well-known features of the biography of a guard officer, scientist, and traveler: little-known episodes of life, including those related to his stay in the homeland; it is clarified the sequence of events and the chronicle of the life of a scientist and traveler based on primary sources. The facts of Platon Chikhachev's routes were specified, and contribution to the development of national and world geography was assessed. ; Жизненный путь выдающегося русского географа, путешественника, гуманиста, одного из учредителей Русского императорского географического общества, почетного члена Санкт-Петербургского Минералогического Общества и одного из первых успешных альпинистов в мире Платона Александровича Чихачева был ярок, полон открытий, приключений, трагических эпизодов, общественного признания и забвения. В статье к известным штрихам биографии гвардейского офицера, ученого, путешественника добавлены новые данные: малоизвестные эпизоды жизни, в том числе связанные с пребыванием его на родине; внесена ясность в последовательность событий и в хронику жизни ученого и путешественника на основе первоисточников; уточнены факты маршрутов Платона Чихачева и вклад в развитие отечественной и мировой географии.
The object of research is the performance of ports in the East Coast of the Baltic Sea for the period from 1996 to 2016. By comparing the performance of Russian ports and ports in the Baltic States, the trend of significant growth in cargo turnover in the ports of the region is revealed. The aggregate cargo turnover in the ports of Russia and the Baltic States has increased 4.5-fold over the last 20 years. An analysis of the comparative performance of all the ports of the East Coast of the Baltic Sea for 20 years has shown their growing relevance in development of economic and trade relations between the Asian and European regions. Despite a sharp increase in cargo transshipment in the newly constructed Russian ports (24 times in 20 years), the ports of Latvia, Lithuania and Estonia still show positive dynamics (twice in 20 years). Contrary to the current opinion on the decrease in the role of ports in the Baltic countries, the article shows the factors of their development, including the participation of Russian capital in the construction of new terminals in the ports of Latvia and Estonia (Riga, Sillamäe), and by attracting cargo from other regions (Lithuania, Klaipeda).All ports of the East Coast of the Baltic Sea Region have development of potential in expanding ties with the rapidly developing Asian region (China, India). The volumes of transit between Europe and Eurasia are constantly growing, and only in the first quarter of this year the supplies from Europe to China grew by 12 %, and from China to Europe – by 7 %, amounting to 62 billion USD and 81 billion USD respectively.An analysis of the Baltic ports is also important in connection with the development of the large and promising Belarusian project «Great Stone», of which the Chinese national logistics company is a partner and which should connect China via Belarus with the German port of Duisburg. Thus, the possibility of organizing multimodal transportation from Germany to China via the Riga port is being considered because of the limited capacity of the Polish and Slovak railways to transport Chinese goods through the Minsk logistics center «Great Stone» to Europe. In this context, the use of the Riga port with a large potential for development of the port territories can significantly strengthen its economic position, and thereby influence the growth of the Latvian economy.The following factors influence the development of transport corridors in the Baltic Sea Region in order of importance: geography, economics, politics, transport infrastructure and new technologies of logistics business. If we talk about the ports of the Baltic countries, then there is a narrowing of geographical plans due to the reorientation of cargo to Russian ports. The economy is influenced by tariff policy. The influence of politics is still great. The most optimistic is the impact of transport infrastructure. ; Показано, что за период 1996–2016 гг., после строительства ряда портов в Ленинградской области (Россия), объемы грузооборота в регионе Восточного побережья Балтийского моря выросли в 4,5 раза, в то время как в странах Балтии примерно в 2 раза. В статье обсуждаются принципы и методы перевода топонимов в произведениях фольклора. Частные проблемы перевода фольклора особенно актуальны в связи с возрастающим интересом к публикации архивных инедитов и вновь собираемых материалов по устному народному творчеству, а также републикации согласно новым методикам текстов, изданных ранее. Рассмотрены особенности топонимики в фольклорных повествовательных текстах разных жанров. Изучены различные способы передачи топонимов: использование устоявшихся общепринятых эквивалентов, транслитерация, частичный перевод, калькирование. Теоретической базой исследования стали новейшие русскоязычные публикации по переводоведению, а материалом - образцы фольклора, изданные в академической двуязычной серии «Памятники фольклора народов Сибири и Дальнего Востока». Методология исследования основана на системном подходе, в рамках которого группы национальных топонимов и их переводных эквивалентов соотносятся и сопоставляются как цельные системы несовпадающего объёма и характера. Актуальность исследования обусловлена тем, что заявленная тема прежде не становилась предметом специального изучения, хотя интерес к достоверной публикации инедитов постоянно растёт. Научное издание фольклорных текстов предъявляет высокие требования к достоверности перевода. При передаче топонимики необходимо глубокое знание истории и географии региона, к которому относятся топонимы. Для большого числа национальных топонимов существуют общепринятые эквиваленты, зафиксированные в словарях и на картах, их и следует использовать во всех возможных случаях; если это невозможно, допустимо обратиться к методам, указанным ниже. Транслитерация/транскрипция допускается в тех случаях, когда устоявшегося эквивалента нет, при этом должны соблюдаться единые принципы передачи букв или звуков исходного топонима. Частичный перевод возможен, когда в составе топонима есть определители, указывающие на тип географического объекта. Калькирование - полное или частичное - применяется, когда семантика топонима ясна и его значение может быть важно для сюжета повествования. Помимо этого всегда находятся исключения: топонимы, не подпадающие в указанные категории. Дальнейшее изучение темы на более широком материале перспективно для поддержания высокого уровня научных публикаций фольклора. The article discusses the principles and methods of translation of toponyms in folklore texts. Particular problems of the translation of folklore are especially relevant taking into account the growing interest in the publication of archival inedits and newly collected materials on oral folk art, as well as the republishing of previously published texts according to new methods. The features of toponymy in folk narrative texts of different genres are considered. Various ways of transferring toponyms have been studied: the use of established translation equivalents, transliteration, partial translation, calquing. The theoretical basis of the study was the latest Russian-language publications on translation studies, and the material was folklore samples published in the academic bilingual series "Folklore Monuments of the Peoples of Siberia and the Far East". The research methodology is based on a systematic approach, in which groups of national toponyms and their translation equivalents are correlated and compared as integral systems having mismatched volume and meaning. The relevance of the study is due to the fact that the stated topic has not previously become the subject of special study, although interest in the reliable publication of inedites is constantly growing. The scientific publication of folklore texts places high demands on the reliability of the translation. When transferring toponyms, a deep knowledge of the history and geography of the region to which the toponyms belong is necessary. For a large number of national toponyms, there are accepted translation equivalents recorded in dictionaries and maps, and they should be used in all possible cases; if not possible, it is permissible to refer to the methods indicated below. Transliteration / transcription is allowed in cases where there is no translation equivalent; at the same time, the uniform principles for the transmission of letters or sounds of the original toponym must be observed. Partial translation is possible when the toponym contains determinants indicating the type of geographical feature. Calquing - full or partial - is used when the semantics of the toponym is clear and its meaning may be important for the plot of the narrative. In addition, there are always exceptions - toponyms that do not fall into the specified categories. Further study of the topic on a broader basis is promising for maintaining a high level of scientific publications of folklore.
Objective: to consider and analyze the problems of the development of health systems within the European Union and the World Health Organization, identify possible ways to resolve them, identify the causes of current problems of sufficient financing of health care systems, and trace the relationship to the availability of medical services for citizens of Europe and migrants. Methods : an analytical approach to the cognition of social phenomena, allowing to analyze them in historical development and functioning in the context of a combination of objective and subjective factors. Results: Based on the analysis of regulatory legal acts, directives and policies regulating the health system within the European Union and World Health Organization, the development of pan-European health systems has been considered from the very beginning to the present time, it is concluded that the specific problems of this supranational association, which correspond to the basic the policy direction of the European Union countries in the field of health - the economy of funding in the context of an aggravating demographic situation. For the full disclosure of the issue under study, particular attention is paid to a number of official documents, for example: the Maastricht Treaty of 1993, the Amsterdam Treaty of 1997, the White Paper of Public Services, and many other acts aimed at regulating the national and supranational health sectors of the European Union. The article is based on the results of research by European economists, sociologists, medical professionals and health professionals over the past twenty years; The geography of the analyzed sources is extensive and includes countries such as Austria, Belgium, Great Britain, France, Germany, Ireland, Italy, etc. The presented documents reflect the main efforts of the participating countries in the field under study, including the main tasks of their interaction in the conditions certain legal and economic circumstances. Scientific novelty : in the article for the first time on the basis of the use of a complex of classical and postclassical methods the problems of modern European public health were studied within the framework of the development of the European community and the world health organization. Practical significance: the main provisions and conclusions of the article can be used in scientific activities when considering the nature and trends of development of health systems within the EU and World Health Organization. ; Цель : рассмотрение и анализ проблем развития систем здравоохранения в рамках ЕС и Всемирной Организации Здравоохранения выделение возможные пути их разрешения,обозначение причин текущих проблем достаточного финансирования систем здравоохраненения, проследить взаимосвязь с доступностью медицинских услуг для граждан Европы и мигрантов. Методы : аналитический подход к познанию социальных явлений, позволяющий проанализировать их в историческом развитии и функционировании в контексте совокупности объективных и субъективных факторов. Результаты : на основе анализа нормативно-правовых актов,директив и политик регулирующих консолидированны система здравоохранения в рамках Европейского Союза и Всемирной организации здравоохранения, рассмотрено развитие общеевропейских систем здравоохранения с самого начала зарождения до нынешних времен, сделан вывод о характерных проблемах присущих только данному наднациональному объединению, которые соответствуют основному направлению политики стран ЕС в области здравоохранения - экономия стредств финансирования в условиях усугубляющейся демографической ситуации. В представленных документах отражены основные усилия стран-участниц в отношении изучаемой области, в том числе и основные задачи их взаимодействия в условиях определенных правовых и экономических обстоятельствах. Научная новизна : в статье впервые на основе использования комплекса классических и постклассических методов исследована проблематика современного европейского здравоохранения в рамках развития европейского сообщества и всемирной организации здравоохранения. Identity is a constant sign of social groups in peace and stability, but it is problematic in times of crisis (war, revolution, civil conflict, social crisis, etc.) when community is aware not only who he is, but also rethinking who it wants or should be. Especially when an enemy appears, or at least «the image of theenemy». Identity is the birth of a political subjectivity in a community that is geopolitically considered anobject of international relations. In the literature, the cliché has already become a kind of statement about the fact that Ukraine is an object and not a subject of international relations, a change card in foreign geopolitical games. That is, the self-consciousness of the nation is worthless and does not affect anything. To refute this statement is the main purpose of this article. The objective of the article is to integrate, unbiased, objective analysis of the formation of the Ukrainian political nation, conducted from different points of view. In this regard, the article consists three parts, devoted to three different aspects of the problem: a purely geopolitical review of the works of the most well-known and influential scholars on the problem of Ukrainian-Russian relations after the revolutionary events in Ukraine and their futurological predictions; identity problems associated with the war on the Donbass; the influence of modern mass media into the formation of the ideology of the hybrid war and the hybrid world. The theoretical basis of the article is based, first of all, on the geopolitical postulates of freedom from ethical assessments and, on the contrary, the importance of geographical dates. The search and articulation of these data is the main scientific novelty of the article. In many respects, we relied on the methodology of geopolitical analysis introduced by John Friedman and Samuel Huntington, and tried to combine their positions into acoherent and holistic picture. The main conclusions of the work can be summarized in approximately these theses. Culture, not just politics and geography, matters. Identity is not a constant, it is a variable and super-complicated construct, aimed more for the future than the past. The ideology of nationalism can be both useful in the process of becoming a nation and state creation, and erroneous when it contradicts thepicture of the post-modern world of the XXI century and the principles of democracy. ; Идентичность представляет собой устоявшуюся самооценку социальной группы или общности в условиях мира и стабильности, но она проблематизируется в кризисных условиях (война, революция, социальный кризис и т. п.). Часто идентичность связана с появлением врага или хотя бы «образа врага». В рамках статьи идентичность рассматривается как рождение политической субъектности (политической нации) в обществе, которое многие геополитики считают объектом международных отношений. Мы стремимся опровергнуть это мнение. Задачей статьи является непредвзятый и объективный анализ становления украинской политической нации, проведенный в разных аспектах (геополитика, война, медиа). ; Ідентичність є сталою ознакою соціальних груп за умов миру та стабільності, але вона проблематизується в кризових умовах (війна, революція, громадянський конфлікт, соціальна криза тощо), коли людина усвідомлює не лише те, ким вона є, але й переосмислює те, ким вона хоче або має бути. Тоді, коли з'являється ворог, або хоча б «образ ворога». Ідентичність є народженням політичної суб'єктності в спільноті, яку геополітично вважають об'єктом міжнародних відносин. Улітературі вже стало своєрідним кліше висловлювання стосовно того, що Україна – об'єкт, а не суб'єкт міжнародних відносин, розмінна карта у чужих геополітичних іграх. Тобто самосвідомість нації нічого не варта й ні на що не впливає. Спростувати це твердження і є головною метою даної статті. Завдання статті полягає в цілісному, неупередженому, об'єктивному аналізі становлення української політичної нації, проведеному на ґрунті різних поглядів. У зв'язку з цим стаття складається з трьох частин, які присвячені трьом різним аспектам проблеми: суто геополітичний огляд робіт найбільш знаних і впливових науковців на проблему україно-російських відносин після революційних подій в Україні та їхні футурологічні прогнози; проблеми ідентичності, пов'язані з війною на Донбасі; вплив сучасних мас-медіа на формування ідеології гібридної війни та гібридного миру. Теоретичний базис статті ґрунтується передусім на геополітичних постулатах свободи від етичних оцінок та, натомість, важливості географічних даностей. Пошук і артикуляція цих даностей і складає головну наукову новизну статті. Багато в чому ми спиралися на методологію геополітичного аналізу, запровадженому Джоном Фрідманом та Самюелем Гантінгтоном, інамагалися поєднати їхні позиції у цілісну та несуперечливу картину. Основні висновки роботи можна підсумовувати приблизно у таких тезах. Культура, а не лише політика й географія, має значення. Ідентичність не є константою, вона є змінюваним і надскладним конструктом, націленим більше на майбутнє, ніж на минуле. Ідеологія націоналізму може бути як корисною в процесі становлення нації та державотворення, так і помилковою, коли вона суперечить картині світу пост-постмодерного світу XXI сторіччя та засадам демократії.
According to the "Water strategy" accepted by the Government of Russian Federation in 2009, risks of the negative influence of natural water on the environment mostly are related with the peak flood runoff. The water deficit is not in the list of risks. The water deficit has begun to increase during the past decades even in humid zones mainly due to the climate change. Therefore, there is a necessity to assess reasons and trends of water regimes and water resources changes for different territories. The twofold of the runoff distribution in the different chains of the river network displayed for the modern decades. The low flows in the lower river chains (so-called "the large rivers") increased substantially since 1987-1990. The same situation was in "the small rivers" until 2000's, but low flows there became decrease later (however, it is still more than it was during 1950-1970's). The favorable conditions of the water leakage keeping for the long period had led to the disturbance of the water balance components, when water leakage in rivers became exceed their feeding, and water has "outflow" from the basins of small rivers. Nonsynchronous changes of the water regimes of river net chains of different order can't be explained by "global approaches" to the climate changes. Therefore, there is a different suggested way to solve this problem, related to nonlinear reaction of the river basins water system to the climate long-term variations, when one quasi-stationary conditions (definite relative stable period of climate conditions) change to another. It is useful to add to "The water strategy" more detailed hydrological basis. It should include all aspects of the standard and special hydrological network development, problems of the scientific study hydrological processes, spatial-temporary nonuniformity of the different order river basins water turnover reaction on the climate change. ; Объектом настоящего исследования являются разномасштабные эффекты влияния изменения климата на гидрологический режим. Существующие подходы к оценке влияния климата на водные ресурсы и гидрологический режим основаны на глобальных данных или данных гидрометеорологического мониторинга регионального уровня. В соответствии с таким сложившимся подходом разрабатываются и адаптационные стратегии как на секторальном (в секторах экономики), так и на региональном уровне. Вместе с тем, реакция водного режима территорий на происходящее изменение климата, и, в первую очередь, температуры воздуха, неоднозначна для водных объектов различных масштабов. Например, на малых реках северо-запада Российской Федерации и в бассейне верхней Волги начиная с 1995-2000 г. наблюдается снижение минимального стока, в том числе зимой. Пересыхают родники, снижаются уровни грунтовых вод, деградирует первичная гидрографическая сеть. Одновременно с этим наблюдаются значительный сток в межень на крупных реках, идет активизация процессов подтоплений территорий, экзогенных процессов. Такое несинхронное изменение водности в разных звеньях гидрографической сети речных бассейнов не может быть объяснено на основе общих соображений влияния климата на сток. Соответственно, не могут быть разработаны и оптимальные адаптивные мероприятия к происходящим изменениям в водном режиме территорий. Нестационарность и нелинейность процессов формирования стока в переходный климатический период вносят большую неопределенность в гидрологическое обоснование проектирования и эксплуатации объектов водохозяйственного комплекса, сельского хозяйства, гидроэнергетики и так далее Поэтому нужен более дифференцированный подход к оценке изменений в водном режиме территорий, связанных с нелинейной реакцией водной системы речных бассейнов на климатические изменения при переходе от одного квазистационарного состояния к другому. The article deals with the analysis of the researches of some stages in the history of the formation of the tax system of modern Ukraine: the antique period of the Greek policies on the Northern Black Sea coast (VII-I centuries BC), the period of the early Middle Ages – the times of kingdoms in Central and Eastern Europe (III-IV centuries), proto-states of the White Croats (VI-IX centuries) and the times of the Khazar Khaganate (VII-X centuries). As a result of the analysis, it has been determined that the researchers of the history of tax law of Ukraine in the majority avoid the study of tax law institutions that were present in the fiscal relations of these periods. This causes gaps in the historical and legal science regarding the study of this issue, makes it impossible to assess the effectiveness of ancient tax systems, as well as to form a complete reliable picture of the genesis of tax law in modern Ukraine. International audience ; In the mid-19th century, Emperor Alexander II was carrying out large scale liberal reforms in Russia. In the course of these reforms, a problem was put forward about public preservation of historical monuments and archaeological sites as national cultural heritage. A step to this direction was undertaken in 1859 when the Imperial Archaeological Commission (IAC) was organized in Saint-Petersburg. Over the second half of the 19th and beginning of the 20th century, the Commission remained the single State body concerned with archaeology and protection of sites and monuments on the territory of Russian Empire. In its activities, this Institution combined scientific research, organizational, monitoring and controlling functions. In the present monograph mainly created by the collective of the Institute for the History of Material Culture, Russian Academy of Sciences, the history of the first archaeological institution in Russia is systematically presented and analysis of its activities proposed for the first time. The organization of IAC was preceded by a long process of formation of the interest of the Russian society to the archaeology. The immediate precursor of IAC was the "Office of Archaeological Researches" founded in 1841 by the Minister for Home Affairs Lev Perovsky (1796–1856). The activities of the Office were concerned with investigations of archaeological sites of Kerch and Bosporos, Chersonesos, kurgans in the surroundings of Vladimir and Suzdal and settlements of the Golden Horde on the Volga River. During this period, the main principles which afterwards lay in the foundation of IAC were established. After the death of Lev Perovsky, the investigations were entrusted to Count Sergey Stroganov (1794–1882). The result of this appointment was that the assistant of Lev Perovsky and his nephew Count Alexey Uvarov (1824–1884), who planned to stand himself at the head of Russian archaeology, left Saint-Petersburg and moved to Moscow where in 1864 he founded the Moscow Archaeological Society in opposition to the Imperial Archaeological Commission. The confrontation between two Institutions however became actually a stimulus for the progressive advancement of the science and protection of monuments of antiquity. In 1857, Sergey Stroganov proposed to organize the "Main Archaeological Commission". That project became the basis of IAC, the statute of which was approved on February 2, 1859, by Emperor Alexander II. That statute secured for the Commission the right to conduct "earthen excavations", monitoring of the discoveries of hoards and archaeological objects in Russia and supervision over building activity at archaeological sites. The principles underlying the foundation of IAC were partly oriented to France and its "Commission des Monuments Historiques" (1837). The experience of the activities of IAC was used in organizing archaeological institutions in some European countries (Austria, Italy). The activity of IAC may be subdivided through three periods connected with its chairmen: 1859–1882 when Sergey Stroganov was the chairmen of IAC, 1882–1886 when it was headed by the Director of the Imperial Hermitage Museum Alexander Vasil'chikov (1832–1890), and 1886–1918 when the Commission was directed by Count Alexey Bobrinskoy (1852–1927). Originally, the staff of the Commission consisted of eight persons. In the activity of the Commission, such famous historians and archaeologists took part as Ivan Zabelin (1859–1876), Vladimir Tiesenhausen (1825–1902) and Nikodim Kondakov (1876–1891). Initially, the Commission was housed in the palace of Stroganov in Nevsky Prospect in Saint-Petersburg. The activities of the Commission have established the system of regulation of archaeological researches in Russia, which with several alterations existed until the beginning of the 21st century. This system was based on the "Otkryty list" (laissez-passer) as individual authorizations for researchers to conduct excavations with the indispensable submission of a report to the archives of the Commission. This practice has initiated the creation of the unique corpus of sources for the archaeology, architectural monuments and sites of different nations and modern states of East-Central Europe and Asia. The main activity of the Commission in 1859–1886 included excavations of sites of the Scythian culture and Classical Greek antiquities on the Taman Peninsula, in the Crimea (Kerch, Bosporos) and on some other territories, now in Ukraine. Nevertheless, the widespread opinion that the Commission studied exclusively the Classical and Scythian antiquities is incorrect: already then the first investigations in Siberia, Central Asia were conducted as well as studies of sites of the Bronze and Stone ages in Northern Russia. The finds came predominantly to the collections of the Imperial Hermitage Museum in Saint-Petersburg and Historical Museum in Moscow. Another important responsibility of the Commission was the acquisition of monetary hoards and treasures of historical objects found on the territory of Russian Empire. The first investigator of hoards was a curator of the Hermitage collections Julian Iversen (1859–1900). Simultaneously, the Commission consulted the restoration and conservation activities of the Ministry of Home Affairs, primarily for the monuments of the defensive architecture and church buildings. For that purpose, the staff of the Commission included a representative of the Academy of Arts Feodor Solntsev (1859–1892). Protection of the monuments of archaeology also was an important task of the Commission. In 1866, Sergey Stroganov achieved the prohibition of treasure-hunting in Russia. The Commission, as the central state institution, actively collaborated with provincial Statistic Committees and Archive Commissions in the field of studies and protection of local monuments and sites. During the chairmanship of Alexander Vasil'chikov, the reforms of the Commission's activities were prepared. These reforms took place already under Count Alexey Bobrinskoy. In 1886–1887, an interdisciplinary program for studies of Slavic-Russian archaeology, the eastern Black-Sea region, Siberia etc. was developed. During that period, the Commission was moved to an office in the Winter Palace in Saint-Petersburg. On March 11, 1889, Emperor Alexander III approved by his decree the exclusive right of the Commission to conduct archaeological excavations and to license their execution on state and public lands. Simultaneously, the Commission, together with the Academy of Arts, was charged with supervision over restoration and protection of objects of art and architectural monuments. In 1890, the "Regulations for the Archaeological Commission and Academy of Arts on the order of consideration of petitions about restoration of historical monuments" were approved. Beginning with 1894, special sessions of IAC began to consider projects of restorations an conservations. The main specialists of IAC in the branch of restoration were Petr Pokryshkin (1870–1922), Konstantin Romanov (1882–1942) and Dmitry Mileev (1878–1914). The Commission got also Vladimir Suslov (1857–1921), Nikolay Sultanov (1850–1908), Ieronim Kitner (1839–1929) and Georgy Kotov (1859–1942) to take part in the architectural restorations. These activities resulted in establishment of standards of modern scientific restoration, using primarily the archaeological approach, which are efficacious even in the 21st century. Among the most successful restoration projects of IAC, noteworthy are the Church of the Transfiguration of the Saviour on the Nereditsa hill near Novgorod, Church of the Transfiguration of the Saviour at Berestovo in Kyiv, the Saint Boris and Gleb church at Kolozha in Grodno, the Saint George church in Yuryev-Polskoy, Cathedral of the Dormition of Mother of God in the Moscow Kremlin, Ipatyevsky Monastery in Kostroma, Ferapontov Monastery in Vologda region, Bakhchisarai Palace in Crimea, Smolensk and Pskov city walls etc. Among the most important problems of IAC in the restoration issues were its relations with the Russian Orthodox Church. As early as 1893, the Ober-Procurator of the Holy Synod Konstantin Pobedonostsev (1827–1907) confirmed that restoration of churches must be conducted with permission of the Commission, however in practice many churches were disfigured by illiterately made repairs. Part of the difficulties proceeded from contradictions in Russian law. Notwithstanding the fact that the Commission had succeeded in developing an algorithm of its relations with the clergy, during the World War I, under the conditions of the general crisis of the Russian State and society, the Synod attempted to withdraw religious monuments from the public control.The new objectives and expansion of the geography of researches of IAC demanded a new staff of the Commission. That approval was received in 1888 and 1902. The membership of the Commission included Alexander Spitsyn (1858–1931), Nikolay Veselovsky (1848–1918), Vasily Latyshev (1855–1921), Boris Farmakovsky (1870–1928) and others. Alexey Bobrinskoy actively used his right of appointment of corresponding members and honorary members of the Commission. Among the corresponding members appointed in 1886–1917 were Vladimir Stasov (1824–1906), Vasily Radlov (1837–1918), Dmitry Samokvasov (1843–1911), Innokenty Lopatin (1839–1909), Alexander Bertier-Delagard (1842–1920), Alexander Lappo-Danilevsky (1863–1919), Yulian Kulakovsky (1855–1919), Nikolay Pantusov (1849–1909), Valentin Zhukovsky (1858–1919), Vladimir Malmberg (1860–1921), Sergey Zhebelev (1867–1941), Emil Roesler (?–?), Alexey Markov (1858–1920), Nikolay Marr (1864–1934), Mstislav Farmakovsky (1873–1946), Alexander Malein (1869–1938) and others. There was yet another category of assistants of the Commission — supernumerary members. They included Nikolay Pokrovsky (1848–1917) — an expert on Christian archaeology and Orthodox art, Vladimir Antonovich (1834–1908), Bohdan Khanenko (1849–1917), Ernst von Stern (1859–1924), Mikhail Rostovtsev (1870–1952), Alexey Shirinsky-Shikhmatov (1862–1930), Feodor Braun (1862–1942), Nikolay Bulychev (1852–1919) et al.In 1909, the 50th anniversary of the Commission and 25th anniversary of the activities of its chairman Alexey Bobrinskoy became something like summing up of the results of the works of IAC. The special role of the Commission is noteworthy regarding the studies of Scythian and Greek and Roman antiquities. The commission excavated about fifty 'Royal' kurgans containing rich Scythian burials from which the artistic gold objects are housed now in the Special Treasury of the State Hermitage Museum in Saint-Petersburg. Studies of Bosporan sites were continued: the Commission was in charge of the Kerch Museum of Antiquities which directed the archaeological excavations in this region. The museum was headed by Alexander Lyutsenko (1807–1884), Stepan Verebryusov (1819–1884), Fedor Gross (1822–1897), Karl Dumberg (1862–1931) and Vladislav Shkorpil (1853–1918). Funerary catacombs, important Classical, Jewish and Christian antiquities were here discovered. Since 1888, according to an order of Emperor Alexander III, IAC was entrusted with the direction of researches in the area of the Tauric Chersonesos and its surroundings. Karol Kościuszko-Waluszyński (1847–1907) was appointed the head of the excavations in Chersonesos. During the later years, the excavations were directed by Robert Loeper (1865–1918) and Leonid Moiseev (1882–1946). Under the direction of the Archaeological Commission, living blocks, buildings and necropolis dated to the Classical, Hellenistic, Roman and Byzantine periods had been discovered and investigated, as well as several dozens of Christian churches and basilicas. In 1902, the systematic excavations of Olbia began under the direction of Boris Farmakovsky, and in 1904 – the archaeological researches of Berezan Island began under the direction of Ernst von Stern. An expansive project came to be that of excavations in 1908–1914 of one of the first medieval stone church of Eastern Europe — the Church of the Tithe in Kyiv conducted under the direction of Dmitry Mileev. During the period of 1890–1914, the Commission was financing altogether up to twenty expeditions annually throughout more than fifteen provinces and regions of Russian Empire. It must be noted however that the level of understanding of archaeological evidence gained remained behind its accumulation. In the field of the archaeology of the Stone Age, the studies of the Commission revealed several important Neolithic sites of Eastern Europe. In 1905, Alexander Spitsyn discovered a Paleolithic site at Borshevo, Voronezh region. The same researcher also wrote in 1915 a synthetic and generalizing work on the Russian Paleolithic where he had summarized the results of archaeology of the Early Stone Age in Eastern Europe and comprehensively characterized the sites of Caucasus and Siberia. Nevertheless, it must be noted here that the major researches on the Stone Age were carried out the sphere of activities of the Commission.During investigations of archaeological sites of Siberia separated by thousands kilometers from the scientific centers of European Russia, the Commission maintained close relations with local archaeologists and ethnologists directing their efforts and licensing their excavations. At the funds and on the instructions of the Commission, the archaeological sites of Siberia were studied since the 1860s by Vasily Radlov (1837–1918), Dmitry Klements (1848–1914), Alexander Adrianov (1854–1920) and other scholars.Members of the Commission participated personally in investigations of antiquities of the Caucasus and Ciscaucasia. In 1887, Dmitriy Bakradze (1826–1890) proposed a program of archaeological exploration of the area of Sukhumi, and in 1889 IAC carried out description and photographing of objects of Georgian Christian art from sacristies of churches and monasteries in Georgia. Since 1892, Nikolay Marr conducted longstanding investigations of the ancient Armenian capital Ani, medieval towns, fortresses and churches (Dvin, Akhtamar). Simultaneously, the explorations of sites of the Bronze and Middle Ages (dolmens, the Maikop kurgan and the Koban culture) were carried out through the efforts of Nikolay Veselovsky and Emil Roesler.The initiative of studies of architectural and archaeological monuments in Central Asia also mainly belongs to IAC. In 1900s–1915, IAC just kept under control the works in this region, gathered and distributed local collections and stray finds through museums. Photographing of architectural, ethnographic and historical monuments was conducted. The first archaeological excavations are connected with the names of Nikolay Pantusov who investigated in 1860s–1890s Christian Nestorian cemeteries near the Syr-Darya River, and Nikolay Veselovsky who continued archaeological and architectural researches since 1884 until the beginning of the 20th century. In 1890 and 1896, Valentin Zhukovsky observed several archaeological sites. In the 1880s, Alexey Bobrinskoy and Vladimir Antonovich developed a program of interdisciplinary research in the field Slavic and medieval archaeology on the territory of Ukraine. Excavations of kurgans were started in the Dnieper River region, Bielorus' and Novgorod region. At Gnezdovo near Smolensk, the Commission organized in 1890s-1900s excavations of kurgans and the settlement which initiated researches in the Viking Age in Eastern Europe. The systematization of mediaeval Slavic archaeology was proposed by Alexander Spitsyn. Of note is the IAC's contribution to studies of mediaeval archaeological sites of Eastern Europe. These included the Malaya Pereshchepina hoard found in 1912 — the supposed funerary complex of Khan Kubrat, excavations of the settlement of Mayatskoe conducted by Nikolay Makarenko (1877–1938) in 1908–1909, sites of Ugro-Finnish and Baltic tribes — Lyadinsky and Lyutsinsky necropolis investigated in 1889–1891 by Evdokim Romanov (1855–1922), Vladimir Sizov (1840–1904), Vladimir Yastrebov (1855–1899) et al. The archaeology of the region of Perm of the 8th-9th centuries and sites of the Vyatka region also were included in the sphere of interests of IAC, inter alia due to the fact that a very rich collection of local archaeological materials belonged to Sergey Stroganov. Alexander Spitsyn proposed the first archaeological periodization of the Perm and Kama regions local history and distinguished a number of local archaeological cultures. By 1917, the Commission was a serious academic institution both in the branch of architectural and archaeological researches. It became the organizing centre of Russian archaeology actively collaborating with public structures and planning new directions of researches. It is exactly inside the academic community rather than at the communistic authority after the October 1917 that the idea sprang up to transform the Commission into the "Academy of Archaeological Sciences" in order to focus efforts of its members exclusively onto the scientific sphere. In October of 1918, Anatoly Lunacharsky (1875–1933) approves the new regulations of the Russian State Archaeological Commission. Nikolay Marr became its chairman whereas Alexey Bobrinskoy had to emigrate. On April 19, 1919, the decree on the foundation of the Russian Academy for the History of Material Culture was signed by the chairman of the Bolsheviks government Vladimir Ulyanov. In the early August, elections to the new Academy took place. The Academy was housed in the Marble Palace in Petrograd. We should regard August 7, 1919, as the first day of the Academy for the History of Material Culture and the last day of the history of the Archaeological Commission.On the basis of the Imperial Archaeological Commission and Academy for the History of Material Culture the modern archaeological institutions of Russia have emerged. The practices established by the Commission were put into the foundation of the present-day regulation of archaeological researches and the system of protection of archaeological sites. The experience of the Commission undoubtedly indicates that the protection of the cultural heritage may be effective only in the case where it is carried out within an academic system. The protection and restoration of historical monuments must be subdued to scientific goals and architectural researches. The role of IAC manifested in the establishing national archaeological and site protection systems of the European and Asiatic countries which once constituted the Russian Empire. The editorial activities of IAC have been reflected in 65 titles of periodicals and nonperiodicals: Reports of IAC, Proceedings of IAC, and Materials on the Archaeology of Russia etc. Nikodim Kondakov's publication "Russian Hoards" (1896) and Yakov Smirnov's "Oriental Silver" (1909) are special contributions to the Art history. The materials of IAC kept in the Manuscript and Photographic departments of Scientific archives of the Institute for the History of Material Culture, Russian Academy of Sciences, Saint-Petersburg (9,030 files and over 100,000 photographic imprints and negatives) conceal unique possibilities for future scientific discoveries and constitute an invaluable contribution of the Commission to studies and preservation of archaeological and cultural heritage of the World.
