Educational geoinformation system "World experience of site investigation and construction under different engineering-geological conditions" is considered. The purpose of its compilation is to collect and study the most diverse experience of surveys: for different types of engineering structures, in different natural conditions and countries. GIS database contains 46 layers divided into four blocks: 1) base layers; 2) geological maps; 3) Map of engineering-geological structures of the Earth; 4) actual data on engineering-geological surveys and special features of the construction. Attribute tables are described, object classifier of the layers "Engineering-points" and "Engineering-lines" is given.

This model allows us to combine into a single whole the views of researchers on the creation and operation of specialized geoinformation system. In the course of the study, classic methods of analysis and synthesis, methods of decomposition, mathematical statistics, modeling, complex technical systems, and others were used. As a result of the research carried out in the article, the author obtained a conceptual model of a specialized geoinformation system. The given model makes it possible to combine separate theoretical researches, to supplement and improve them and to enter a new scientific level. The proposed research may become a new scientific basis for the development and improvement of existing specialized geoinformation system. The author's proposed model allows describing the functioning of individual subsystems of a specialized geoinformation system, as a whole, and individual subsystems. The practical implementation of the above conceptual model of MIS will provide the provision of geoinformational resources to all information necessary for the management of troops and weapons. A distinctive feature of MIS will be the differentiation of the provision of geospatial data for various parts of the control of troops and weapons systems. One of the goals that Partnership for Peace has set, within domain of geospatial information, is the implementation of a military geoinformation system. Besides this important strategic objective for the Republic of Croatia, the military geoinformation system will enhance activities of the Ministry of Defence and Armed Forces and in such way improve national defence and cooperation with NATO members and members of the Partnership for Peace. This paper describes overall system principles based on relevant standards from domain of geospatial information. The emphasis is on the design of the conceptual data model and the object catalogue as main objective in the first phase of the whole project. Within this first phase of the project not only conceptual data model and object catalogue were created, but also a GML application scheme that will serve as basis for data exchange with all anticipated users of the system. ; Implementacija vojnog geoinformacijskog sustava predstavlja jedan od ciljeva Partnerstva za mir iz domene geoinformacija. Osim tog, za Republiku Hrvatsku strateški važnog cilja, Vojni geoinformacijski sustav podići će aktivnosti Ministarstva obrane i Oružanih snaga na višu razinu i na taj način una-prijediti obranu državnog teritorija te suradnju s članicama NATO-a i Partnerstva za mir. U ovom radu opisana su osnovna načela cjelokupnog sustava koji se temelji na svim relevantnim normama i standardima iz područja geoinformacija. Posebno je istaknuta izrada konceptualnog modela i kataloga podataka što je bio glavni cilj prve faze realizacije projekta Vojnoga geoinformacijskog sustava. U okviru prve faze projekta, osim konceptualnog modela i kataloga podataka izrađena je i aplikacijska shema podataka u GML-u koja će poslužiti kao osnova za razmjenu podataka sa svim predviđenim korisnicima sustava.
The Ministry of Defence of the Republic of Croatia, with the project "Military Geoinformation System - VoGIS" started to build a unique geoinformation system for the Ministry and Armed Forces. This system will be in accordance with Croatian and international geoinformation standards and will fully conform to the NATO standards. According to the Preliminary Design, the goal of the VoGIS is the implementation of a geoinformation system that will be the basis for development of all further activities in domain of military spatial data, with special emphasis on creation of military cartographic database and military maps, along with the fulfilment of the Partnership Goals. VoGIS is based on the Croatian Topographic Information System made by the CROTIS data model. In the first phase of the project, the object data model of the basic military topographic database is developed. In the second phase, the original conceptual design of the system is developed and the whole cartographic production workflow based on spatial databases is developed and implemented. The concept encompasses standardization of collection of special "military" content with upload into a basic topographic database, design of cartographic database model, map generalization, sheet line system, map design, production and printing. ; Projektom "Vojni geoinformacijski sustav - VoGIS" Ministarstvo obrane Republike Hrvatske započelo je izgradnju jedinstvenoga geoinformacijskog sustava za potrebe Ministarstva obrane i Oružanih snaga, koji je usklađen s hrvatskim i međunarodnim normama u području geoinformatike, te je u potpunosti konforman standardima NATO-a. Prema Idejnom projektu, cilj VoGIS-a je uspostava geoinformacijskog sustava koji će biti osnova za razvoj svih daljnjih aktivnosti u području vojnih prostornih informacija, s posebnim naglaskom na izradu vojne kartografske baze podataka i vojnih karata, te ispunjenje Partnerskih ciljeva. VoGIS se temelji na Topografskom informacijskom sustavu Republike Hrvatske izrađenom po CROTIS-u. U prvoj fazi projekta izrađen je objektni model podataka temeljne vojne topografske baze. U drugoj fazi projekta izrađeno je originalno konceptualno rješenje cijelog sustava, te je razvijen i implementiran kartografski proizvodni proces temeljen na prostornim bazama podataka. Konceptualno rješenje podrazumijeva standardizaciju procesa prikupljanja specijalnog "vojnog" sadržaja te njegovo dodavanje u temeljnu topografsku bazu, dizajn kartografskog modela podataka, kartografsku generalizaciju, podjelu na listove, dizajn karte, te izradu i tisak.
The purpose of research to determine and contribute in more efficient services to geoinformation stakeholders, as well as to give positive impact on increasing income in geo business sector, voluntary based web system for online usage of geoinformation in Kosovo has been developed. The method used was puting in to one place many sourcec via WMS and WFS services, by creating thematic SDI, in order to have online system with dynamic data comming from official databases with update from last day on 5 pm. System is open for usage by all interested parts, however official registration is required. It contains geoinformation from many databases such as cadastral, orthophoto, municipal, and basemaps from open layers. The results show that the system is extendable and it is permanently including new datasets based on the user requirements. All available data is linked via web services, which gives an opportunity to users to use the updated version of datasets as they are published by responsible institution via www (world wide web). <i>A definition of the concept of information was placed in the publication of spatial ata with reference to the hydrometeorological systems covering the country. The next keys to the encryption and transmitting of hydrometeorological measurement were specified in the international system for warning against the dangerous phenomena of the weather. The characteristics of meteorological data they presented were based on the system of weather satellites (circumpolar and geostationary) and of the POLRAD radar system, included in the radar security system of European space. At the end, a few examples were given of geoportals monitoring the state of the natural environment and elements of the ISOK security system, the SMOK system and SSH military system of the Republic of Poland.</i>
This paper reports a study into the formalization of algorithms for solving problems, the generation of data for digital maps, as well as their implementation, through a set of simple operations that would be intuitively clear to a user who is not a specialist in the field of geoinformation technologies. The approach that has been proposed is based on the construction of typical scenarios for model execution. Such scenarios are edited and adapted to the use of alternative electronic terrain maps. The result of scenario operation is a set of data ‒ layers of a digital map based on the input parameters for the model and the problem-solving algorithms, compiled by an expert. That makes it possible to construct libraries of typical scenarios, to store them centralized, as well as provide a common access to the scenarios, and to exchange data among applications. The result of running a scenario is that the user is provided with a possibility, without writing a programming code, to perform complex operations on processing geographical data and to simulate various processes at an electronic terrain map. A geospatial analysis expert system has been developed, containing both the basic functions for geographical data processing and the high-level specialized models. A tree of decisions is built under a mode of visual construction of a problem-solving algorithm. We have implemented a conveyor of operations at which the data sources in an expert system derived when performing any operation are sent to the input of the next operation. The results of this research could be used in simulation models of military activities, the tasks on photogrammetry in designing the optimal routes to fly over a territory, and as an additional tool for analysis of terrain in geoinformation systems. Доведено його найбільш повну відповідність вимогам до створення електронних бойових графічних документів. Запропоновано методологію дистанційного навчання з використанням геоінформаційних технологій. ; The theoretical and methodological aspects of the use of geoinformation technologies for increasing the efficiency of distance learning in tactical (tactical-special) disciplines in military education are covered. The software of geoinformation systems for use in distance learning is defined. It proved its fullest compliance with the requirements for the creation of electronic combat graphic documents. The methodology of distance learning using geoinformation technologies was proposed.
Across the world, nature-triggered disasters fuelled by climate change are worsening. Some two billion people have been affected by the consequences of natural hazards over the last ten years, 95% of which were weather-related (such as floods and windstorms). Fires swept across large parts of California, and in Australia caused unprecedented destruction to lives, wildlife and bush. This picture is likely to become the new normal, and indeed may worsen if unchecked. The Intergovernmental Panel on Climate Change (IPCC) estimates that in some locations, disaster that once had a once-in-a-century frequency may become annual events by 2050. Disaster management needs to keep up. Good cooperation and coordination of crisis response operations are of critical importance to react rapidly and adequately to any crisis situation, while post-disaster recovery presents opportunities to build resilience towards reducing the scale of the next disaster. Technology to support crisis response has advanced greatly in the last few years. Systems for early warning, command and control and decision-making have been successfully implemented in many countries and regions all over the world. Efforts to improve humanitarian response, in particular in relation to combating disasters in rapidly urbanising cities, have also led to better approaches that grapple with complexity and uncertainty. The challenges however are daunting. Many aspects related to the efficient collection and integration of geo-information, applied semantics and situational awareness for disaster management are still open, while agencies, organisations and governmental authorities need to improve their practices for building better resilience. Gi4DM 2020 marked the 13th edition of the Geoinformation for Disaster Management series of conferences. The first conference was held in 2005 in the aftermath of the 2004 Indian Ocean earthquake and tsunami which claimed the lives of over 220,000 civilians. The 2019-20 Australian Bushfire Season saw some 18.6 million Ha of bushland burn, 5,900 buildings destroyed and nearly three billion vertebrates killed. Gi4DM 2020 then was held during Covid-19 pandemic, which took the lives of more than 1,150,000 people by the time of the conference. The pandemic affected the organisation of the conference, but the situation also provided the opportunity to address important global problems. The fundamental goal of the Gi4DM has always been to provide a forum where emergency responders, disaster managers, urban planners, stakeholders, researchers, data providers and system developers can discuss challenges, share experience, discuss new ideas and demonstrate technology. The 12 previous editions of Gi4DM conferences were held in Delft, the Netherlands (March 2005), Goa, India (September 2006), Toronto, Canada (May 2007), Harbin, China (August 2008), Prague, Czech Republic (January 2009), Torino, Italy (February 2010), Antalya, Turkey (May 2011), Enschede, the Netherlands (December, 2012), Hanoi, Vietnam (December 2013), Montpellier, France (2015), Istanbul, Turkey (2018) and Prague, Czech Republic (2019). Through the years Gi4DM has been organised in cooperation with different international bodies such as ISPRS, UNOOSA, ICA, ISCRAM, FIG, IAG, OGC and WFP and supported by national organisations. Gi4DM 2020 was held as part of Climate Change and Disaster Management: Technology and Resilience for a Troubled World . The event took place through the whole week of 30th of November to 4th of December, Sydney, Australia and included three events: Gi4DM 2020, NSW Surveying and Spatial Sciences Institute (NSW SSSI) annual meeting and Urban Resilience Asia Pacific 2 (URAP2). The event explored two interlinked aspects of disaster management in relation to climate change. The first was geo-information technologies and their application for work in crisis situations, as well as sensor and communication networks and their roles for improving situational awareness. The second aspect was resilience, and its role and purpose across the entire cycle of disaster management, from pre-disaster preparedness to post-disaster recovery including challenges and opportunities in relation to rapid urbanisation and the role of security in improved disaster management practices. This volume consists of 16 peer-reviewed scientific papers. These were selected on the basis of double-blind review from among the 25 full papers submitted to the Gi4DM 2020 conference. Each paper was reviewed by three scientific reviewers. The authors of the papers were encouraged to revise, extend and adapt their papers to reflect the comments of the reviewers and fit the goals of this volume. The selected papers concentrate on monitoring and analysis of forest fire (3), landslides (3), flood (2), earthquake, avalanches, water pollution, heat, evacuation and urban sustainability, applying a variety of remote sensing, GIS and Web-based technologies. Figure 1 illustrates the scope of the covered topics though the word count of keywords and titles. The Gi4DM 2020 program consisted of scientific presentations, keynote speeches, panel discussions and tutorials. The four keynotes speakers Prof Suzan Cutter (Hazard and Vulnerability Research Institute, USC, US), Jeremy Fewtrell (NSW Fire and Rescue, Australia), Prof Orhan Altan (Ad-hoc Committee on RISK and Disaster Management, GeoUnions, Turkey) and Prof Philip Gibbins (Fenner School of Environment and Society, ANU, Australia) concentrated on different aspects of disaster and risk management in the context of climate change. Eight tutorials offered exciting workshops and hands-on on: Semantic web tools and technologies within Disaster Management, Structure-from-motion photogrammetry, Radar Remote Sensing, Dam safety: Monitoring subsidence with SAR Interferometry, Location-based Augmented Reality apps with Unity and Mapbox, Visualising bush fires datasets using open source, Making data smarter to manage disasters and emergency situational awareness and Response using HERE Location Services. The scientific sessions were blended with panel discussions to provide more opportunities to exchange ideas and experiences, connect people and researchers from all over the world.
