The aim of the chapter is to analyse how Germany cooperates with China at the substate level. The authors try to highlight the background of the bilateral relations and answer the questions about the grounds for German multidimensional cooperation with China and its transformation in recent years. The chapter consists of three main parts. The first one concentrates on a description of the political, economic and social relations at the interstate level. Firstly, it presents the genesis of political relations between the Federal Republic of Germany and the People's Republic of China, as well as how they have evolved until today. Secondly, the data on the economic exchange of recent years and the importance of bilateral cooperation between states in economic dimension is presented. Thirdly, in the section devoted to people-to-people contacts, the authors focus on the importance of the Chinese diaspora in Germany, the number of Chinese students and the role played by Confucius Institutes. The second part of the chapter discusses the theoretical background of international cooperation of German Bundesländer and their position as policy actors on the global scene. The third section presents the outcomes of a survey conducted among German regions and the results of interviews with officials in selected regional authorities and in the German MFA. This final part describes moreover German paradiplomatic relations with Chinese counterparts. After summing up the competencies of the Federal Government and the States regarding the area of teacher education and the teaching profession in Germany, the author describes the two phases of teacher training and research as well as the "research and inservice education of teachers" (INSET). Furthermore, he analyses the institutional backgrounds of educational research in Germany and the influence of educational research on political parties and parliaments. This report provides the country profile of the project The Factbook on the Illicit Trade in Tobacco Products. It focuses on Germany, where illicit trade in tobacco products is not a political priority and there are no official estimates. Nevertheless, German Authorities, and especially German Customs are aware of the problem of cigarette smuggling.

All in all, people in Germany are fine. About three quarters consider their health as good or very good. Life expectancy is rising, and thanks to improvements in prevention, diagnostics and therapy, less people are dying from cardiovascular diseases and cancer. However, the growing numbers of obesity and diabetes mellitus are of major concern; mental disorders also need more attention. These are some of the conclusions of the new report "Health in Germany". It provides a profound overview of the status and development of human health in our country. A broad database was included in order to represent the most important diseases and risk factors, changes in the disease spectrum, the use of prevention and the quality of health care (also compared to the rest of Europe). The report shows that there are two major developments essentially determining health and healthcare in Germany: the demographic changes which, among other things, lead to more chronical diseases and the strong influence of the social situation on health. It provides crucial information and orientation for politicians, doctors, scientists and everyone who shapes the processes and measures to improve health. It hence supports evidence-based decisions for more health in Germany. It is the third comprehensive report of this kind in the Federal Health Reporting; the two former reports have been published in 1998 and 2006 (English translation in 2008).

In 2001 Germany positioned itself for the first time as a country of immigration – that's almost 50 years after the first German-Turkish "guest worker" contracts were signed. This act of recognition changed the political and legal landscape as demands for political, social and cultural rights suddenly became legitimate. Society responded both in support and rejection for these new demands, creating a cleaveage between pro- and anti-diversity positionings. This ambivalence becomes particularly apparent when discussing the situation of Muslims in Germany: Grounded with empirical data this paper shows how the implementation of minority rights is cognitively accepted, while rejected and disapproved of in connection with Muslims in Germany.

Scandinavian Studies in Germany are usually conceived of as comparative literary and cultural studies, encompassing the historical and current spaces where Northern Germanic languages were or are spoken. The article focuses on the current situation of Medieval Scandinavian Studies—one of the three branches of the discipline—in the German-speaking area, explaining their comparatively strong institutional position as a result of the long and peculiar history of the research and its entanglements with political ideology. Against this background, an overview is presented of the present research projects, and current structural and political problems, as well as challenges for the future are discussed.

In recent years the question whether Germany was or was not a country of immigration became the bone of party contention, as the governing Gerhard Schröder/Joschka Fischer coalition of Social Democrats and Greens demanded a recognition of the changing face of Germany, and Chancellor Schröder made a thorough reform of migration to and citizenship in Germany a centerpiece of his political efforts. By contrast, the Christian Democratic and Christian Socialist position papers and official party platforms stated again and again that Germany was not and could never become a classic country of immigration, because of the country's history, geography, and social reality. This debate draws on a German historical memory that typically goes back only to the early years of the Federal Republic. Both proponents and opponents of the notion of Germany as Einwanderungsland have focused only on the past 50 years within the context of the democratic framework of the Federal Republic. The 1950s, however, may be a rather untypical period in modern German history, for by 1950 Germany (East and West) had become a fairly mono-ethnic country. A broader historical reconsideration might ultimately strengthen a demand for more reflections on the nature of the process of "integration" and for successful models of "multiculturalism."
