As has been the trend in recent years, 2017 was characterized by significant changes in international politics, highlighting the growing complexity of the world we live in. Reflections on major developments can be found in the contributions to this year's "Strategic Trends 2018". In the first chapter, Jack Thompson looks at the new foreign policy of the US under President Trump. In his view, the US will remain the most important player in global affairs, but is struggling to adapt to the evolution of the international system and will be more vulnerable than ever to changes in the geopolitical landscape. Managing relations with Russia and China will be among the main challenges that the West will face in the coming years. Brian Carlson therefore examines the China-Russia relationship and its effects on world politics. China is also an important factor in Severin Fischer's chapter on the impacts of technological change in the energy sector. In his view, China will be the dominant player in the world of new and clean technologies, notably solar and batteries. This could be good for development goals and limiting global warming, but not necessarily for the influence of the Western world in other regions. Within this changing international system, calls for improving national resilience across different sectors in states and economies are becoming louder. The European Union (EU) has a number of different powers in its toolbox. One of these policies lies at the core of the EU's external competences – the common commercial policy (CCP) or common trade policy. This enables the EU to 'speak as one voice' in multilateral bodies and with third parties. The CCP, which has become stronger over the years, has developed into one of the bloc's key international projection levers. However, the EU's place and role in globalization are today being shaken chiefly by three major political factors: the rise of new powers, the United States (US)' neo-mercantilist policies, and political divisions within the EU. Together, these three external and internal factors may be hastening a crisis for the EU. In 2016, events such as "Brexit" and the election of Donald Trump in the US have shocked the liberal system, not only because of their specific impact on European and global order, but also because of the sudden speed with which these fundamental changes are occurring. The four chapters of "Strategic Trends 2017" offer early, but informed analyses on the current state and future direction of a very fluid Euro-Atlantic security system. While the foci of the chapters vary and address today's security challenges from various perspectives – from the OSCE world, Trump's America, European defense onto NATO – there are some common themes. While analyzing current trends, all authors emphasize historical processes and old problems that have been gestating for years. This Chicago Council report addresses these hurdles through the perspective of US policy, calling for the US government to lead the way in supporting global food security. Part I summarizes the challenges confronting food security, and presents the solution of agricultural development through sustainable intensification. Part II profiles the Chicago Councils recommendations for the US government to shape policy for improving food security. Four main recommendations are outlined: Prioritizing food security in development policy, invigorating agricultural research based on sustainable intensification, supporting trade with developing countries, and improving market access.

Public affairs has grown from an industry and research base focused on North America and Europe to one reflecting the world and incorporating the growing consumer strength and development of Asia. When we launched this journal a decade ago, it was dominated by North American research and practice, reflecting much of the then existent economic and cultural hegemony. Increasingly, this was balanced by European contributions as the European Union evolved, and the UK lobbying and communications industry developed alongside its Commonwealth connected partners. This general issue reflects the new world with authors, contributing from Brazil, China, Ghana, Italy, Kenya, Korea, Pakistan, South Africa, Sweden, Switzerland, Thailand, the UK and the USA. It allows one to evaluate and assess similar issues in each region and state and the campaigns and policy development to aid clarity, accountability, good governance and transparency. Monkey years are often dramatic and see large-scale political change, and if you believe these things, it is predicted that we may see much political change and the forging of new alliances. Given the instability, we are seeing in the Middle East and large parts of Africa. Suspect that this is not a predication but a good probability. It is also over 700 years since Marco Polo started traveling eastwards and commented on Chinese and Indian civilizations and observed and recorded the vast amount of trade that was evident in Asia and moved along the Silk Road. He remarked that a stable system of government made this all work for the benefit of each society and that war invariably led to human suffering and mass migration and destruction. Little has changed except that the size of the Asian economies has become larger and the impact of war and conflict more psychologically impactful because of modern media, but the devastation on human life as tragic as ever. This is a general issue and reflects the vibrancy and range of material and research in the public affairs area. Researchers and practitioners represent the EU, Europe, North America, and Asia. We still have gaps in our knowledge geographically, particularly in understanding public affairs in China, India, Japan, and Korea; there has only been limited work on. The first

This introduction outlines some of the more influential academic studies on Chinese investment abroad, including the existing quantitative literature on Chinese outbound direct investment (ODI). It introduces a case study from Australia involving state-owned mining conglomerate Chinalco, and the fallout from its failed bid for a share in Rio Tinto. The study confounds many of stereotypes about the behaviour of the Chinese central state. We go on to suggest frameworks developed in the study of China's domestic political economy that may be useful in analyzing the behaviour of Chinese state and non-state actors abroad. Such frameworks can help in understanding how Chinese investors develop informal institutions, and make use of existing formal institutions, to "get things done" in unfamiliar investment environments.
