El New Deal alude a los programas de empleo y de estímulo económico llevados a cabo en Estados Unidos para lidiar con la Gran Depresión sobrevenida tras el crack de la bolsa de Nueva York de 1929. El aparente paralelismo entre aquella coyuntura devastadora y la reciente recesión de comienzos del siglo XXI, sobrevenida tras la crisis financiera iniciada en 2007, ha precipitado la mirada hacia atrás de muchos expertos e instituciones en un intento de construir, a partir de aquella experiencia histórica, una estrategia económica válida para sacar a la economía del agujero negro en que cayó, y de pasó contribuir a la estabilidad macroeconómica futura y a la superación de los grandes retos sociales y medioambientales que encara el planeta en el medio y largo plazo. De acuerdo con lo anterior, la ONU planteó ya hace unos años, de forma estratégica y con un horizonte de realización de más de una década, una serie de objetivos de desarrollo sostenible que van en esta línea y que exigen la intervención activa de los agentes económicos, especialmente de los estados, en su consecución. Además, la cronificación de la crisis económica y la aparición de síntomas cada vez más preocupantes de un medio ambiente que agoniza, tal y como alerta la comunidad científica, han puesto aun más en el centro del debate económico y de la estrategia política el denominado Green New Deal, una visión retrospectiva y más verde del programa de estímulo económico estadounidense antes referido. Se trata ahora de un plan más global, compuesto por toda una variedad de propuestas pintadas de verde y empaquetadas bajo el mismo término, y que, además de adoptar una retórica de salvar el planeta, incide en la coincidencia actual de las condiciones necesarias para acometer un impulso fiscal decidido, siendo este un consenso cada vez más generalizado, no solo por la situación en la que la política monetaria se ha instalado (en el denominado Límite Inferior Cero), sino por las exigencias fiscales que se han derivado de la atención a la pandemia COVID en prácticamente todo el mundo. En esta línea, el libro Elementos para un Green New Deal: finanzas, cuidados y educación para una Economía social, editado por los profesores de la Universidad de Extremadura Esteban Cruz Hidalgo, Francisco Manuel Parejo Moruno y José Francisco Rangel Preciado, recoge una quincena de ensayos que, con un enfoque internacional y desde perspectivas y disciplinas diferentes, plantean propuestas analíticas originales y útiles en el marco de este nuevo acuerdo verde. Esta diversidad disciplinar y la originalidad analítica de los trabajos que componen el libro es apreciable con solo mirar el índice de la obra, que combina trabajos eminentemente económicos sobre la estrategia y la táctica de la política monetaria y fiscal en la coyuntura actual, la naturaleza del dinero como institución económica, o la pluralidad en la enseñanza de la economía, con ensayos históricos sobre fiscalidad y moneda, o con desarrollos institucionales novedosos como el trabajo garantizado, sin olvidarnos de las aportaciones de naturaleza más social, sanitaria y artística, que forman una parte importante también del paquete de acciones que deben de definir el citado Green New Deal. En definitiva, el libro puede entenderse como un compendio original y plural que, además de realizar nuevas aportaciones al debate sobre la utilidad de las políticas monetaria y fiscal, ofrece líneas de trabajo a tener en cuenta de cara a alcanzar los objetivos macroeconómicos de estabilidad de precios y pleno empleo en un entorno de conciliación de estos con los retos medioambientales, sociales y de realización personal a que se enfrenta el planeta y las personas que lo habitamos. ; The New Deal refers to the employment and economic stimulus programmes implemented in the United States to deal with the Great Depression that followed the New York stock market crash of 1929. The apparent parallel between that devastating situation and the recent recession at the beginning of the 21st century, following the financial crisis that began in 2007, has prompted many experts and institutions to look back in an attempt to build on that historical experience in order to construct a valid economic strategy to pull the economy out of the black hole into which it fell, and thus contribute to future macroeconomic stability and to overcoming the major social and environmental challenges facing the planet in the medium and long term. In line with the above, a few years ago the UN strategically set out a series of sustainable development objectives, with a time horizon of more than a decade, which are along these lines and which require the active intervention of economic agents, especially states, in their achievement. Moreover, the chronification of the economic crisis and the appearance of increasingly worrying symptoms of a dying environment, as warned by the scientific community, have placed the so-called Green New Deal, a retrospective and greener vision of the US economic stimulus programme referred to above, even more at the centre of the economic debate and political strategy. It is now a more global plan, made up of a whole variety of proposals painted green and packaged under the same term, and which, in addition to adopting a rhetoric of saving the planet, stresses the current coincidence of the conditions necessary to undertake a decisive fiscal impulse, this being an increasingly widespread consensus, not only because of the situation in which monetary policy has been installed (at the so-called Zero Lower Limit), but because of the fiscal demands that have resulted from the attention to the COVID pandemic in practically the whole world. Along these lines, the book Elementos para un Green New Deal: finanzas, cuidados y educación para una Economía social, edited by the University of Extremadura professors Esteban Cruz Hidalgo, Francisco Manuel Parejo Moruno and José Francisco Rangel Preciado, brings together some fifteen essays which, with an international focus and from different perspectives and disciplines, put forward original and useful analytical proposals in the framework of this new green deal. This disciplinary diversity and the analytical originality of the works in the book can be appreciated just by looking at the book's table of contents, which combines eminently economic works on the strategy and tactics of monetary and fiscal policy in the current situation, the nature of money as an economic institution, or plurality in the teaching of economics, with historical essays on taxation and currency, or with novel institutional developments such as guaranteed work, without forgetting the contributions of a more social, health and artistic nature, which also form an important part of the package of actions that should define the aforementioned Green New Deal. In short, the book can be seen as an original and plural compendium which, in addition to making new contributions to the debate on the usefulness of monetary and fiscal policies, offers lines of work to be taken into account with a view to achieving the macroeconomic objectives of price stability and full employment in a context of reconciling these with the environmental, social and personal fulfilment challenges facing the planet and the people who inhabit it. ; peerReviewed
In times of shocking and rapid technological advances, increasingly demanding work routines, changes in the labour market, the arrival of new generations in organizations, changes in the global political and economic context and national economic instability, stressors have increased and are increasingly influential in work performance. Evidence shows that factors external to organizations impact on the performance of people at work, but more so do the stressors that are internal to the organization. The objectives of this research were the detection and identification of factors that protect people from organizational work stress that can positively influence daily habits. The working hypothesis is that if people grasp emotional management strategies, they will avoid the side effects of stressful working conditions, properly managing their emotions and being more effective in their task. The first stage of the intervention was in ACARA (Association of Automobile Dealers of the Argentine Republic); a questionnaire (pre-test) was carried out to identify the factors perceived by the members of the entity as stressors in the work environment, the actions they used to control their emotions, the influence of the emotional decision-making, and collaborative elements to protect people from work stress. Lack of motivation, work with people complaining recurrently, lack of support from superiors, external pressure on task, not expressing and/or repressing emotions, excessive work burden, and tight deadlines were detected as main stress factors. When consulted about the best way to control emotions, reliability, adaptability and good predisposition to error were identified. Some actions detected in the first instance to generate this control were sense of humor and positive thinking. Motivation, responsibility, peer collaboration, teamwork, empathy, and the necessary technology to carry out their tasks were the most important factors for people to guard them against stress. In the second stage of the intervention and as an independent variable, we will work in workshops whose transferability will be performance tools that neutralize the factors that are making it impossible to make decisions, thus affecting their health and their work performance. The third stage will involve the measurement of results through the same initial questionnaire (post-test) to evaluate if the actions implemented in their jobs have been significant. ; En tiempos de impactantes y rápidos avances tecnológicos, rutinas laborales cada vez más exigentes, cambios en el mercado laboral, la llegada de las nuevas generaciones a las organizaciones, cambios en el contexto político-económico mundial e inestabilidad económica nacional, los factores estresantes se han incrementado, y resultan cada vez más influyentes en el desempeño laboral. La evidencia muestra que los factores externos a las organizaciones impactan en el desempeño de las personas en su puesto de trabajo, pero más aún lo hacen los factores estresantes internos a la organización. Forman parte de los objetivos de esta investigación la detección e identificación de los factores que protejan a las personas del estrés laboral organizacional, y que pueden influir positivamente en los hábitos cotidianos. La hipótesis de trabajo es que si las personas aprehenden estrategias de gestión emocional, evitarán los efectos secundarios derivados de las condiciones laborales estresantes, gestionando adecuadamente sus emociones y siendo más efectivos en su tarea. En la primera etapa de la intervención concretada en ACARA (Asociación de Concesionarios de Automotores de la República Argentina), se realizó un cuestionario (pre-test) para identificar los factores que los integrantes de la entidad percibían como estresantes en el ambiente laboral, las acciones que utilizaban para controlar sus emociones, la influencia de lo emocional en la toma de decisiones, y los elementos que colaboraban para proteger a las personas del estrés laboral. Se detectaron como factores estresantes la falta de motivación, el trabajar con personas que se quejan recurrentemente, la falta de apoyo de los superiores, la presión externa frente a la tarea, no expresar y/o reprimir las emociones, la carga excesiva de trabajo y los plazos ajustados. Al ser consultados los integrantes de la organización sobre cómo controlar las emociones, identificaron la confiabilidad, la adaptabilidad y la buena predisposición frente al error. Algunas acciones detectadas para generar este control fueron el sentido del humor y el pensamiento positivo. Los factores más destacados para que las personas puedan resguardarse del estrés fueron la motivación, la responsabilidad, la colaboración entre pares, el trabajo en equipo, la empatía, y contar con la tecnología necesaria para poder desarrollar sus tareas. En la segunda etapa de la intervención, y como variable independiente, se trabajará en talleres cuyo transferible serán las herramientas de desempeño que neutralicen los factores que les están imposibilitando tomar decisiones, perjudicando su salud y su desempeño laboral. La tercera etapa implicará la medición de resultados por medio del mismo cuestionario inicial (pos-test) para evaluar si han sido significativas las acciones implementadas en sus puestos de trabajo.
The paper aims to articulate an "encounter" between Autonomist Marxism (AM) and World-Ecology (WE), that is, between two theoretical paradigms increasingly discussed at the global level, but so far never analyzed in close connection to one another. AM is a current of unorthodox Marxism that is characterized, methodologically, by the partiality of the point of view, the constitutive unity of thought and conflict, the ambivalence of the working-class condition (labor force / abstract labor within capital, working class / living labor against capital), and the centrality of class composition. Politically, AM proposes two main innovations: the practice of refusal of work, and the so-called Copernican revolution, according to which class struggle comes first and capitalist organization follows suit (instituting, therefore, a causal and incremental link between workers' unrest and capitalist development).WE can be defined as a global conversation that develops the analysis of the world-system along distinctively environmental lines: capitalism, therefore, does not have an ecological regime, but rather is an ecological regime, i.e. a specific way of organizing nature. Beyond any residue of Cartesian dualism, the concept of world-ecology refers to an original mixture of social dynamics and natural elements that make up the capitalist mode of production in its historical development, and in its tendency to become a world-market. In this framework, the capitalist theory of value imposes space as flat and geometric, time as homogeneous and linear, and nature as external, infinite, and free.The aim of this paper is to show that, although the two perspectives relate to the question of the (ecological) crisis in a very different way, they can be effectively integrated if juxtaposed on a different level - that of the historico-political analysis of the question concerning the environment. Both approaches originally rework Marx's crisis theory, but they do not completely avoid the polarization that marked its evolution: development vs. catastrophe.AM tends to renew the tradition that sees the crisis as a moment of development and historicizes it through original interpretations of the cycle of struggles 1968-1973, claiming its defeat was "peculiar" as it imposed a change in the structure of capitalist valorization in the direction of an expansion of its accumulation base. The causes of this transition are to be found in the intersection between the financialization of the economy, the cognitization of labor and, above all, the becoming-productive of the sphere of social reproduction. On the other hand, WE elaborates the so-called "breakdown" theory in unprecedented fashion. The starting point is a convincing reconstruction of the historical succession of long waves of economic cycles through an articulation of underproduction (of ecological surplus) and overproduction (of commodities). Thus, WE provides an instrumental ecological counterpoint to the socio-centric reading of AM through the fundamental notion of negative value — the most innovative analytical element with regard to the neoliberal form of crisis theory. However, the general discursive strategy follows that of every breakdown theory ever since the "classical" debate within the Second International. Therefore, it is aimed at showing that, although the crises of the twentieth century were developmental (that is, they fostered the capitalist restructuring at a higher level), the crisis we live through nowadays presents itself as epochal in that its result is deemed to be an inevitable collapse.The convergence between the two paradigms —which is actually a rather demanding theoretical exchange, and as such require some deep rethinking for both positions— can take place through a re-reading of the historical process of politicization of ecology. Although it is customary to date it between the mid-seventies and the following decade —i.e. after the great cycle of Fordist conflicts— in recent years a different hypothesis is being tested: that such politicization occurred not only a decade earlier, but also, and above all, because of rather than despite the struggles of the workers' movement (in close connection with the rise cycle of revolutionary feminism). With particular regard to the Italian context, the struggles against noxiousness, which multiplied between the end of the 1960s and the beginning of the 1970s, and often in opposition to the confederal unions, were the first to fiercely criticize the so-called monetization of risk; that is,the idea that wage increases and/or organizational benefits could "compensate" for exposure to pollutants, even hazardous ones. Although this criticism would never become common sense of trade union action, such occurrence does not deny that it was first of all the strength of organized workers that blew up the compensatory mechanism and (im)posed the ecological question as politically unavoidable. Only at a later stage will the environmental movement emerge along with a new post-materialist sensitivity among the urbanized intermediate strata.Against this background, the paper proposes an analysis of neoliberal green economy —i.e. the capitalist attempt to internalize the ecological limit, turning it from obstacle to valorization, through an innovative strategy of accumulation— as simultaneously assuming the form of development (in accordance with AM hypothesis) and of anti-development (in accordance with WE hypothesis). From this plausible "convergence" could then emerge a political interpretation of the contemporary ecological crisis, capable of questioning the relationship between capitalism and nature by avoiding both catastrophism and the elective affinity between the logic of profit and the logic of environmental protection.In this unprecedented context, WE can grasp the second aspect through the concept of negative value, which correctly conveys the message that climate change, health-related emergencies, and the narrowing of waste borders make the ecological crisis an unprecedented everyday reality in the history of capitalism. In fact, negative value implies an internal contradiction of the dynamics of capital and, above all, an ontological challenge to the valorization project, therefore to capitalist civilization tout court.On the other hand, AM is in a privileged position to make sense of the shift from the rhetoric of limits to growth, which somehow alluded to environmental noxiousness as a crisis of capitalism, to a rhetoric of growth of limits, which identifies these latter as drivers of accumulation, as "filters" that turn the ecological constraint into a crisis for capitalism. Furthermore, AM can now show that commodities traded on environmental markets contain value as they are produced by hybrid units of labor (reproductive / informational) and nature (financialized). However, the developmental potential of such green economy must also be relativized. In fact, the process of enhancing the "free" activity of nature seems, at least until now, to be unable both to "repair" the environmental damage already done and to provide widespread social protections potentially able to compensate for the class polarization that invariably accompanies the multiplication of financial dividends. What neoliberal capitalism lacks is an inclusive mechanism capable of (partially) socializing financial profits either through a decarbonization of the economy, or through the formation of a new middle class (or both). ; Este artículo pretende articular un encuentro entre el operaísmo y la ecología-mundo, es decir, un encuentro entre dos paradigmas teóricos cada vez más objeto de debate a nivel global, pero que, hasta el momento, no han sido analizados en estrecha relación. El operaísmo es una corriente del marxismo heterodoxo caracterizada por centrarse en la ambivalencia de la condición de la clase obrera (fuerza de trabajo/trabajo abstracto dentro del capital, clase obrera/trabajo vivo contra el capital) y la noción de la composición de clases sociales. La ecología-mundo puede definirse como un diálogo internacional que desarrolla el análisis del sistema-mundo desde una perspectiva ambiental: el capitalismo, por lo tanto, no tiene un régimen ecológico, sino que es un régimen ecológico, es decir, constituye un modo especifico de organizar la naturaleza. El objetivo de este artículo es demostrar que, a pesar de que las dos perspectivas se relacionan con la cuestión de la crisis (ecológica) de forma muy distinta, ellas pueden integrarse eficazmente si son yuxtapuestas a otro nivel: el del análisis histórico-político de la cuestión medioambiental. En su origen, ambos planteamientos revisan la teoría de la crisis de Marx, pero no eluden la polarización que caracteriza su evolución: mientras que el operaísmo tiende a reafirmar la tradición que considera la crisis como un momento de desarrollo, la ecología-mundo desarrolla la teoría de la brecha metabólica de un modo bastante inaudito. La convergencia entre estos dos paradigmas —lo que, en realidad, constituye un exigente intercambio teórico y que, por lo tanto, requiere una intensa reflexión por parte de ambas posiciones— puede producirse a través de una relectura del proceso histórico de la politización de la ecología. Aunque se suele situarlo entre mediados de los años setenta y la siguiente década —tras el gran ciclo de conflictos fordistas—, en los últimos años se está comprobando una hipótesis distinta: esta politización no sólo ocurrió una década antes, pero también, y, sobre todo, sucedió debido a, y no a pesar de, las luchas del movimiento obrero (en estrecha relación con el surgimiento del feminismo revolucionario). En ese contexto, la economía verde neoliberal —es decir, el intento capitalista de internalizar el límite ecológico, transformándolo de un obstáculo a la valorización a una estrategia innovadora de acumulación— asume simultáneamente la forma de desarrollo (en línea con la hipótesis postulada por el operaísmo) y la de antidesarrollo (en línea con la hipótesis defendida por la ecología-mundo). De esta "convergencia" plausible podría emerger entonces una interpretación política de la crisis ecológica contemporánea capaz de cuestionar la relación entre el capitalismo y la naturaleza, al evitar tanto el catastrofismo como la afinidad electiva entre la lógica del beneficio y la lógica de la protección medioambiental.

Under immense pressure to bring some certainty into the markets, Barack Obama has moved quickly to announce his choice for main cabinet posts. His planned appointments, as well as his policy announcements, are a study in how to turn crisis into opportunity. A reader of history, with particular attention to the biographies of certain presidents, he has taken a page from Abraham Lincoln in naming a "team of rivals" or at least of big personalities with strong opinions, as his foreign policy lineup: Hillary Clinton will be Secretary of State and General James Jones, a retired Marine commander, his National Security Advisor, while Robert Gates, current Secretary of Defense under Bush, would stay on at least for the first year of the Obama administration. On the economic side, his choice for Treasure Secretary, arguably the most important post in this crisis is Timothy Geithner, New York Federal Reserve chairman, who has been working closely with both Federal Reserve President Ben Bernanke and Treasure Secretary Hank Paulson, and has been part of the decision-making on bank bailouts from the very beginning. This would give continuity to the policy choices already made and bring a stronger measure of certainty and coherence to the process. With the cooperation of George W. Bush, Obama has been shaping the policy-making process behind the scenes, but after calls for him to give some certainty to the markets and to fill the power vacuum of the interregnum period, he has come forward several times this week to reassure consumers and markets that he is ready to continue the federal government's unprecedented spending in order to stimulate the economy. His activist government agenda will be in many ways enabled by the crisis, for example in job creation and energy transformation: he can tie those two goals together by embarking on a New Deal-style of public works while at the same time renewing the energy base of the economy, thereby meeting environmental goals and severing the country's economically costly and politically unsustainable dependency on oil. He is also helped by the fact that bipartisanship is for now a necessity until the first critical period of this dire economic period is crossed. Just like FDR took advantage of the Great Depression to drive through his agenda of redistribution, so can Obama. Energy renewal, job creation, adequate health care, education, regulation and tax reform all are goals that had been neglected for too long but now there is an opportunity to turn them into part of the solution to economic recovery. At times when calls for government action are coming from all sides of the political spectrum, the opportunity to turn those calls into reform is enormous, and Obama is using his bully pulpit early to lead the country in that direction. He is now proposing the rapid approval of an economic stimulus deemed around the sum of 500 billion dollars in federal spending and tax cuts for the middle class. As the pieces of the Obama's cabinet puzzle start falling into place, most observers are surprised at the pragmatism that seems to be guiding his choices. Timothy Geithner is a centrist, a problem solver, a Wall Street outsider, who has worked in different position at the Department of Treasury since 1988, under three different presidents. During the Clinton administration he dealt with the Asian crisis and the Mexican bailout. A dedicated public servant, pro-regulation, young and non-ideological, he has a student-mentor relationship with Larry Summers, Treasure Secretary under Clinton and also a pragmatist, who will now become Obama's economic adviser. This choice as well as others points to a fact-based administration, which coincides with the vision laid out by Obama during the campaign, one that solves problems and is not ruled by ideology. Bob Rubin, a deficit "hawk" with a strong penchant for balanced budgets who was also Treasure Secretary under Clinton, is helping Obama put together the economic team, which so far has no progressive heavy weight economists like Joseph Stiglitz or James Galbraith, both of whom were Obama advisers during the campaign. Similarly, on the foreign policy front, Obama chose Hillary Clinton, in spite of their disagreements in foreign policy during the primary election campaign. And all signs point to his picking of General James Jones, a retired Marine general and former NATO commander, as his National Security Advisor. Jones is a Vietnam decorated veteran with strong cross-party appeal, who was asked twice by Condoleezza Rice to be her adviser at State (but he declined). Defense Secretary Bob Gates, another dedicated public servant, would be asked to stay on at Defense and negotiate the next stage of the wars in Iraq and Afghanistan. He is close to Brent Scowcroft, former National Security Adviser for Bush 41 and Gerald Ford, who has criticized George W. Bush for both the decision to invade Iraq, which he called "a war of choice not of necessity", and the way he allowed it to be mishandled by Rumsfeld. To this eclectic team one must add Vice President Joe Biden, whose foreign policy experience was a main consideration when he was picked by Obama as his running mate. He will certainly be another strong voice at the foreign policy table. The main intention behind these choices seems to be that, once Obama succeeds in forming an effective team out of such strong and experienced personalities on the foreign policy front, he can more comfortably focus on the economy without distractions. These early decisions, whether confirmed, leaked out or strongly rumored, have Washington buzzing. Does the choice of experienced people detract from Obama's message of change? Not necessarily, since it is the President that will set the agenda and who will lay out the vision. Obama invites strong opinions from his aides, and likes to debate options. That is how he envisions the decision-making process, with his advisers as partners in governance, not as passive surrogates. But there are risks to this approach, the main one being how to mesh these big egos with different backgrounds and perspectives into a real team that can work together without undermining each of its individual members' missions. That is exactly what happened to Secretary of State Colin Powell under the Bush-Cheney White House: he did not have the full backing of the rest of the team, especially of the vice-president, so he became ineffective and he never recovered. Another rumor often heard around the capital this week, especially in the anti-Obama camp, is that, given his cabinet choices, Obama seems to be positioning himself to govern from the center of the political spectrum, thus "betraying his progressive agenda" and his left-wing supporters. This claim is incorrect for two main reasons. First, because it is blind to the fact that his so-called "progressive agenda" coincides with the center today. The ideological center has shifted, and "Progressive" is now mainstream. What was considered radical ten or twenty years ago is now what most of Americans want, namely: demands for corporate responsibility and universal health care, concerns about global warming and energy renewal, a foreign policy based on multilateral decision making, respect for human rights and international law. It is still a divided country, but the wide majority wants reform. Second, Obama's blueprint of massive public investment to rebuild infrastructure and schools, and to create "green" jobs, his new "New Deal", will be made possible by the crisis itself. Most experts agree that this is not a time to worry about budget deficits. There are new opportunities created by the crisis itself: the call for government action comes from all sides, so it is time to use the momentous circumstances to bring about the change that has been postponed for so long, and to do it in the service of job creation and sustainable growth. Just like President Roosevelt used the Great Depression to drive through his economic agenda of education and distribution, so Obama should make use of the moment and embark on major investments in a XXI century infrastructure, with a new electric grid, water and sewer system, a world class internet service and health care reform. The new stimulus package announced this week seems to be a first step in that direction. In the next few days the President-elect will announce his choices to head the Department of Commerce and Homeland Security. Bill Richardson, the Hispanic governor of New Mexico, and Jane Napolitano, governor of Arizona are the most likely candidates. Bill Richardson's nomination will be very important since it will not only appease Hispanics (over 67% of who voted for Obama) but also signify a pro-free trade stance by Obama that will assuage fears of Protectionism both in American and abroad. On her part, Jane Napolitano is someone with hands-on experience in Immigration, and her choice to head Homeland Security seems to signal that serious Immigration reform is also on the Executive's agenda. At only three weeks after his election, and at eight weeks before his inauguration, Barack Obama has been forced to use his bully pulpit to restore confidence and pledge continuity to commitments already made by the outgoing administration. He has shown his pragmatism by inviting the best-qualified and most experienced people into his cabinet to face the difficulties ahead, regardless of their ideology or ties to past administrations. His greatest challenge is to continue turning crisis into opportunity, using the unprecedented consensus on government spending to promote his transformational agenda. He must stick to his narrative of change and use his cabinet's experience to make that change happen. Las sociedades contemporáneas cada vez más interconectadas globalmente confirman la diversidad humana en todas sus manifestaciones, siendo una de ellas la dinámica organización dentro de modalidades familiares que se constituyen en el marco de los derechos y los principios que defienden su reconocimiento y dignidad. El creciente número de uniones mixtas constituidas por las personas de diverso origen nacional, religioso y/o étnico, ha llamado la atención del ámbito científico a pesar de su existencia en el devenir de la humanidad. Con un objetivo relativamente sencillo de, conocer la percepción de las uniones mixtas acerca de sus diferencias culturales, la gestión y transformación de éstas en el transcurso de su convivencia, la presente tesis analiza diversos aspectos en su trayectoria vital individual y conjunta en los que se han hecho presentes. La tesis abarca las características del proceso migratorio emprendido por las parejas extranjeras, el encuentro y conformación de la unión, la convivencia en los planos interno y socio- familiar, la llegada de la descendencia, las expectativas futuras de la vida familiar y de pareja y, por último, su percepción de integración realizada. Con una metodología combinada y un enfoque exploratorio-interpretativo, la población participante estuvo conformada por personas pertenecientes a uniones mixtas, residentes en Andalucía, principalmente en las provincias de Huelva y Sevilla. Los resultados obtenidos coinciden con algunos de los principales estudios llevados a cabo en el territorio nacional. No obstante, se pone en cuestión algunas definiciones desde las cuales se han descrito la realidad familiar culturalmente mixta en términos de asimilación, heterogamia, entre otros, a partir de los análisis realizados sobre las trayectorias migratorias, formativas, laborales y de la unión. Entre las principales conclusiones, destaca, el dinamismo de las diferencias en el transcurso de la convivencia, sujetas a las interacciones dentro de contextos estructurados socioculturalmente. Las diferencias traspasan las formas identitarias estereotipadas pasando a formar parte de las biografías y del bagaje de la experiencia personal, sin ser ajenas a la influencia histórica, social, política y económica, en la producción y reproducción de los significados atribuidos a la alteridad. A su vez, no todas las diferencias son fuente potencial de conflictividad ni todos los conflictos tienen un componente cultural. Con un bajo nivel de conflictividad que, además presenta un carácter transitorio, las uniones manifiestan la importancia de las competencias, recursos y estrategias en su resolución, vehiculizadas mediante una comunicación eficaz, basada en el amor, la intimidad y compromiso. El estudio pretende contribuir con el desarrollo del conocimiento científico en las diferentes áreas, campos y disciplinas de las Ciencias Sociales implicadas con el estudio e intervención de la familia, las migraciones, la salud, la educación, el género, entre otras. ; Contemporary societies, which are increasingly interconnected at a global scale, confirm human diversity in all its manifestations, one of them being the dynamism of family organization within constituted in the framework of rights and principles that defend its recognition and dignity. The rising number of mixed unions formed by individuals of different national, religious or ethnic backgrounds, has attracted the attention of all scientific domains despite its existence in the evolution of humankind. With the relatively simple objective of knowing how mixed unions these perceive their cultural differences, how they manage them and how differences are transformed in the course of their living together, this dissertation analyses several aspects of couples' life considered individually and in partnership. The study tackles the characteristics of the migration process undertaken by foreign partners, the meeting and conformation of the union, co-existence at an internal and socio-familiar level, the arrival of descendants, future expectations about family life and partnership and, lastly, their views on attained integration. Using a combined methodology and an exploratory and interpretative approach, the partaking population was formed by adults' men and women in mixed unions living in Andalusia, chiefly in the provinces of Huelva and Seville. The results obtained are coincidental with some of the main studies conducted in the national territory. However, some of the definitions that have been used to describe the reality of families culturally mixed in terms of assimilation, heterogamy, among others, are questioned based on the analyses carried out about migratory, formative, professional and union trajectories. Among main conclusions, the dynamism of differences in coexistence process depending on interactions in sociocultural structured contexts is highlighted. Differences overstep stereotyped identity frames to take part into biographies and personal experiences, not being external to historic, social, political and economic influence in production and reproduction of meanings assigned to otherness. At the same time, not all differences are a potential source of conflict, nor do all conflicts have a cultural component; with a low level of conflict which, in addition, has a temporary nature, unions manifest the importance of competences, resources and strategies necessary for their resolution, achieved through efficient communication based on love, intimacy and compromise. This study aims to contribute to the development of scientific knowledge in different areas, fields and disciplines of Social Sciences involved in the study of, and interventions on family, migration, health, education, and gender issues, among others.

More and more tourist entities or companies are turning to information technologies, particularly the Internet, as a means to promote their tourist products and services. These new technologies have changed the concept of people's lives in terms of price consultation and information speed of the different tourist services. In Colombia, the country brand is promoted by the national government as a resource for tourism promotion and foreign investment; It is led by Procolombia. Valledupar must: resolve the need to promote the city brand that was adopted by the municipal mayor's office and of which this project resolves the government initiative; Likewise, take advantage of the global trend to rescue authentic values, the environment and indigenous communities through different types of tourism: Ecotourism, ethno-tourism, agrotourism, cultural, religious, shopping, adventure, health, sports, capital city. The knowledge of the municipal territory and indigenous values should be expanded. In this degree project, readers will find that through the use of free and open source software, ICT solutions can be created to strengthen the promotion of the tourism sector in the city of Valledupar.
El nivel de reconocimiento de la pobreza energética ha aumentado en los últimos años, permitiendo definir la ausencia de servicios energéticos en hogares vulnerados. La lucha contra esta problemática se basa en la defensa de la energía como un derecho. Va adquiriendo relevancia tanto a nivel político como mediático, incluyéndose en propuestas normativas globales como la Agenda 2030 y los Objetivos de Desarrollo Sostenibles (ODS). En concreto, se materializa como el ODS 7 de Energía asequible y No contaminante. El Observatorio Europeo de la Pobreza Energética (EPOV) propone una definición y conjunto de indicadores principales y secundarios para medir hogares bajo situación de pobreza energética de manera general para el ámbito europeo. No obstante, se trata de un concepto que depende de múltiples factores tales como sistema polito-económico del territorio, el clima, la edificación, etc., lo que dificulta encontrar una definición o indicador que se adapte y represente las distintas realidades. Realizar los estudios por territorios más acotados, como por comunidades autónomas, permite identificar grupos vulnerados o problemáticas específicas ligadas a un territorio. Será necesario potenciar el desarrollo de estudios por provincias y comunidades, ya que la mayoría de los informes y proyectos actuales se han realizado a nivel nacional. Con ello, se podría presentar un grupo de medidas a implementar en base a las problemáticas identificadas, resultado más eficientes. En concreto, este documento se centrará en la comunidad andaluza, dado que la estancia realizada en la Agencia Andaluza de la Energía supone una fuente de información de gran relevancia. También se explica esta elección por los trabajos previos realizados de la misma autoría sobre este territorio. El presente proyecto propone un conjunto de definiciones e indicadores que permiten medir la pobreza energética estableciendo un límite cuantificable, que será el indicador de dos veces la mediana (2M). Además, se presentan modificaciones sobre los indicadores que se emplean en los principales estudios de pobreza energética en Europa. No obstante, implementar estas modificaciones supondría cambiar la metodología de las encuestas nacionales empleadas para recabar información de los hogares y ampliar la muestra para que haya suficientes hogares representativos de cada comunidad autónoma o provincia. Es por ello que se han actualizado los resultados de los principales indicadores, sin incluir las modificaciones, para el territorio andaluz a partir de los datos del Instituto Nacional de Estadística del año 2018, el último registro disponible. Los resultados se presentan desagregados por sexo, incluyendo otras variables como la relación de los hogares afectados con la salud. Con ello se quiere mostrar cómo afecta la ausencia de servicios energéticos en la comunidad andaluza, sentando las bases sobre las que exponer medidas útiles a implantar Si bien en la mayoría de ocasiones se proponen como medidas acciones relacionadas con la eficiencia energética en los edificios, el ahorro y la implementación de energías renovables y de autoconsumo; en este caso se quiere ampliar la visión en búsqueda de medidas para construir ciudades sostenibles. Estas ciudades se entienden como espacios que potencian todas esas medidas de ahorro y autoconsumo, incluyendo además la dimensión social y colectiva. El problema no se debería abordar incidiendo en edificio tras edificio, si no construyendo ciudades que promuevan medidas sostenibles, que aboguen por una transición energética justa y que incluya a toda la ciudadanía como agentes activos, desde la niñez hasta la vejez, en todas sus dimensiones. Se presenta, por lo tanto, una identificación de agentes que desarrollan servicios o productos innovadores en ciudades sostenibles en Andalucía. Esta información se pone a disposición de la ciudadanía como una herramienta que permite filtrar a los agentes en función de su naturaleza (empresas, centros tecnológicos, grupos de investigación universitaria, etc.), del sector de innovación en el que trabajan o incluso de la provincia en la que se encuentran. De este modo, se puede consultar esta base para optar por medidas más sostenibles en los proyectos o para aunar fuerzas entre agentes dando lugar a productos o servicios finales más potentes. ; The level of recognition of the energy poverty is on the rising for the last few years, explaining the lack of energy services in vulnerable household. The fight against this problem is based in defending the energy as a right. It is becoming relevant both in a political and mediatic level, including it in proposals global regulations such as the 2030 Agenda and the Sustainable Development Goals (SDG). That is to say, the SDG 7 of Energy affordable and no contaminating.EU energy poverty observatory (EPOV) suggest a definition and a group of principal and secondary indicators in order to measure the households under energy poverty generally for the European territory. This concept will depend of multiples factors such as the politic-economic system of the territory, the weather, the edification, etc., which make difficult to find a definition or an indicator that can adapt and represent the different realities. To make the different studies by territory such as regions, allows us to identify vulnerable groups o specific problematics in a certain territory. It will be needed to encourage the development of studies by regions and communities, because the majority of the information and actual projects have been made in a national level. With that, a group of measures could be suggested related to the identificated problems, being more efficient that way. This document will center around the Andalusian community, as the stayin the Energy Agency of Andalusia is a point of resources and information very powerful. It's also related to the previous work of the author related with this topic. The project suggests a set of definitions and indicators that allows us to measure the energy poverty setting a quantifiable limit, the indicator of high share of energy expenditure in income (2M). In addition,the proposal includes modifications to the indicators used in the main studies about energy poverty in Europe. However, to implement these modifications would mean changing the methodology of the national surveys, which are used to collect information about the households and to broaden the sample, in order to have enough representative households for each autonomous community or district. That's the reason why the outcomes of the main indicators have been updated, without including the modifications, for the Andalusian territory using data provided by the National Statistics Institute for 2018, the last record available. The results are presented disaggregated by sex, including others variables like the relationship between the representative households and their health. It is intended to demonstrate how the lack of energy services affects the Andalusian community, setting the foundation to expose useful measures to implant. In most cases, the proposed measures are activities related to energy efficiency into the buildings, to energy savings and to the integration of renewable energy and self-consumption. However, in this case, the study aims to broaden the vision and look for measures to build sustainable cities. These cities are understood as spaces that enhance the savings measures and self-consumption, including both social and collective dimension. The problem should not to be approached focusing on each building, it has to be solved by building cities that promote sustainable measures, that advocate for a fair energy transition and that include the whole population as active agents, from childhood to seniors. The document submits an agents identification that develops innovative services or products in sustainable cities in Andalusia. This information is available to the public as a tool that allows the user to filter the different agents by nature (companies, technology centers, university research groups, etc.), innovative sector and the region in which they are based. In late 2019, the government headed by Alberto Fernandez and Cristina Fernandez de Kirchner created the Ministry of Women, Gender and Diversity, giving ministerial status to policies aimed at addressing the many demands that the feminist and LGBTIQ+ movement has historically held in Argentina. The consolidation of the demands of the different strands of the Feminist Movement in the public arena is due to its massification into two fundamental social milestones: firstly, the Ni una menos - which emerged in 2015 to demand responses to violence against women and the LGBTIQ+ community and its most serious and visible consequence, femicide and transvesticide - and the March 8 women's strike, which was consolidated as a global demand for responses to the multiple domestic and care tasks assigned to women in the name of love. Secondly, during the years 2018 and 2019, as a result of a long struggle undertaken by the National Campaign for the Legalization of Safe and Free Abortion, the great Green Tide movement was expanded and consolidated, allowing the visibility of a debate historically postponed by society as a whole: the free decision on women's bodies and the bodies with the capacity to gestate. With what has been said, we want to emphasize that it is the feminist movement that has put the demands of women and the LGBTIQ+ community on the agenda, challenging the State and society as a whole. The youth had a vital responsibility in this process, by generating support and mass support in the instances of extended interpellation. Songs, handkerchiefs, poetry, art and interventions of all kinds were part of the stage built as a pedagogy for the movement and for society in general. Within the framework of these great events, shortly after the creation of the Faculty of Social Sciences of the National University of Córdoba, the need to have a magazine linked to our professional work and to the political sense that governs the orientation of our institution: to think, learn and act in context was noted. This premise has been our guiding light to incorporate debates and generate new inclusive frameworks within the current hetero-patriarchal academic system of scientific publications. This is how journalist Marisa Kohan defines it, who, averaging the first semester of the current year -when the pandemic was declared- warned about the collapse of women and LGTBQ+ community publications. The journalist consulted editors of specialized magazines who said that not only are they the least cited in the media, but also they are forced to face their work, making it compatible with another triple responsibility, hardly shared: care, teaching and housework. Likewise, there have been from zero to few modifications in the scientific systems linked to research during the pandemic, since the reality of many of its researchers has not been contemplated, which adds to the situation of pre-existing inequity. In this way, we discuss that accompanying the feminist movement from our places of insertion implies rethinking our own practices. We thus initiated a rich debate regarding inclusive language, being one of the pioneers in incorporating it into the guidelines for authors. At first sight it seems a simple technicality but this transformation of language and its formalization in spaces of scientific popularization produces the effect that certain intentional absences emerge taking on a voice and a body of their own. As a result of these reflections, we present this issue that contains a variety of articles that address the different intersections that those of us who face our daily experience with those emerging from a heteropatriarchal macho system that is built on the basis of inequities and inequalities have. These inequalities are based on the privileges of sexual caste that heterosexuality and machismo constructed as the basis of the stereotyped binomial of man and woman, depreciating under the feminine sign everything that falls outside the hetero(cis)norma, as Kate Millet pointed out. Under this understanding, we undertook the task of cooperating to show some of the effects produced by this social configuration, contributing to its visibility and problematization, but now in a feminist key. This is how the call for issue number 7 of our magazine, entitled "Emancipatory processes: Genders, dissidences, feminisms", emerged, with the hope of cooperating with the production of those transformations capable of undermining gender inequalities. The launch of this issue finds us facing an unprecedented situation of global pandemic product of COVID-19, which prepared us to the isolation and social distancing to prevent the transmission of the virus. These measures have shown, once again, that gender violence continues to be part of a central problem that, in the face of social, preventive and obligatory isolation and alienation, intensifies its effects on all those bodies read as feminine by the heterosexist system of our society. Thus, we see every day how new feminicides are produced in different cities of Argentina, added to the worsening of the processes of feminization of poverty, causing alarming levels of obstacles to access to basic goods such as food, food and/or health. The horizon is not promising and the effort to include is insufficient. We have to go to the bone of this system to question it and transform it. From our humble place, we intend to contribute to the necessary ruptures so that the articles that we present - and that are generously proposed to us by the different authors -, are part of the transformations that our society needs. ; A fines de 2019, el gobierno presidido por Alberto Fernández y Cristina Fernández de Kirchner creó el Ministerio de las Mujeres, Géneros y Diversidad, otorgando rango ministerial a políticas destinadas a atender las numerosas demandas que históricamente el movimiento feminista y LGBTIQ+ sostuvo en Argentina. La consolidación de las demandas de las distintas vertientes del Movimiento Feminista en la arena pública se debe su masificación en dos hitos sociales fundamentales: en primer lugar, el Ni una menos —surgido en el año 2015 para exigir respuestas ante las violencias contra las mujeres y comunidad LGBTIQ+ y su consecuencia más grave y visible, el feminicidio y travesticidio— y el paro de mujeres del 8 de marzo, que se consolidó como una demanda global de respuestas frente a las múltiples tareas domésticas y de cuidado adjudicadas a las mujeres en nombre del amor. En segundo lugar, durante los años 2018 y 2019, como producto de una larga lucha emprendida por la Campaña Nacional por la legalización del Aborto Legal Seguro Y Gratuito, se amplió y consolidó el gran movimiento de la Marea Verde, que permitió visibilizar un debate históricamente postergado por la sociedad en su conjunto: la libre decisión sobre los cuerpos de las mujeres y de las corporalidades con capacidad de gestar. Con lo dicho queremos remarcar que es el movimiento feminista el actor que tensionó y puso en agenda las demandas de las mujeres y comunidad LGBTIQ+, interpelando al Estado y a la sociedad toda. Una vital responsabilidad tuvieron en este proceso, las juventudes, al generar adhesión y masividad en las instancias de interpelación ampliada. Cánticos, pañuelos, poesía, arte e intervenciones de todo tipo fueron parte del escenario construido como pedagogía para con el movimiento y para con la sociedad en general. En el marco de estos grandes acontecimientos, a poco tiempo de la creación de la Facultad de Ciencias Sociales de la Universidad Nacional de Córdoba, se advirtió la necesidad de contar con una revista ligada a nuestro quehacer profesional y al sentido político que rige la orientación de nuestra institución: pensar, aprender y actuar en contexto. Esta premisa ha sido nuestro faro guía para ir incorporando debates y generando nuevos marcos inclusivos dentro del sistema académico heteropatriarcal de publicaciones científicas vigente. Así lo define la periodista Marisa Kohan quien, promediando el primer semestre del año en curso —al declararse la pandemia— advirtió acerca del desplome de las publicaciones de mujeres y comunidad LGTBQ+. La periodista consultó a editores de revistas especializadas quienes refirieron que no solo son las menos citadas en los medios de comunicación, sino que además se ven obligadas a hacer frente a su trabajo, compatibilizándolo con otra triple responsabilidad, escasamente compartida: cuidados, enseñanza y tareas del hogar. Asimismo, han sido de nulas a escasas las modificaciones en los sistemas científicos ligados a la investigación durante la pandemia, ya que no se ha contemplado la realidad de muchas de sus investigadoras, lo cual se suma a la situación de inequidad preexistente. De esta manera, discutimos que acompañar al movimiento feminista desde nuestros lugares de inserción implica re-pensar nuestras propias prácticas. Iniciamos así un rico debate respecto del lenguaje inclusivo, siendo una de las revistas pioneras en incorporarlo en las directrices para autoras/es. A simple vista pareciera un simple tecnicismo pero esta transformación del lenguaje y su formalización en espacios de divulgación científica produce como efecto que ciertas ausencias intencionadas emerjan tomando voz y cuerpo propios. Como resultado de las reflexiones aludidas, presentamos este número que contiene una variedad de artículos que abordan las distintas intersecciones que tenemos quienes nos enfrentamos en nuestra experiencia cotidiana con los emergentes de un sistema machista heteropatriarcal que se construye sobre la base de inequidades y desigualdades. Estas desigualdades se asientan en los privilegios de casta sexual que la heterosexualidad y el machismo construyeron como base del binomio estereotipado de hombre y mujer, depreciando bajo el signo femenino todo aquello que cae por fuera de la hetero(cis)norma, como lo señalara Kate Millet. Bajo esta comprensión, emprendimos la tarea de cooperar para evidenciar parte de los efectos que produce esta configuración social, aportando a su visibilización y problematización, pero ahora en clave feminista. Emerge así la convocatoria del número 7 de nuestra revista, titulada "Procesos emancipatorios: Géneros, disidencias, feminismos" con la esperanza de estar cooperando con la producción de aquellas transformaciones capaces de socavar las desigualdades de género. El lanzamiento de este número nos encuentra ante una situación inédita de pandemia global producto del COVID-19, lo cual nos dispuso al aislamiento y distanciamiento social preventivo para evitar la transmisión del virus. Estas medidas han puesto en evidencia, una vez más, que la violencia de género sigue siendo parte de un problema central que, ante el distanciamiento y el aislamiento social, preventivo y obligatorio, recrudece sus efectos sobre todas aquellas corporalidades leídas como femeninas por el sistema heterosexista de nuestra sociedad. Así, vemos a diario cómo se producen nuevos feminicidios en distintas ciudades de Argentina, sumado a la agudización de los procesos de feminización de la pobreza, provocando niveles alarmantes de obstáculos para el acceso a bienes básicos como alimentos, comida y/o salud. El horizonte no es promisorio y el esfuerzo de incluir es insuficiente. Tenemos que ir al hueso de este sistema para cuestionarlo y transformarlo. Desde nuestro humilde lugar, pretendemos aportar a las necesarias rupturas para que los artículos que presentamos —y que generosamente nos son propuestos por las/os distintas/os autoras/es—, sean parte de las transformaciones que nuestra sociedad necesita. ; Em finais de 2019, o governo liderado por Alberto Fernandez e Cristina Fernandez de Kirchner criou o Ministério da Mulher, Género e Diversidade, dando estatuto ministerial a políticas destinadas a abordar as muitas exigências que o movimento feminista e LGBTIQ+ tem historicamente realizado na Argentina. A consolidação das exigências das diferentes vertentes do Movimento Feminista na arena pública deve-se à sua massificação em dois marcos sociais fundamentais: primeiro, a Ni una menos - que surgiu em 2015 para exigir respostas à violência contra as mulheres e a comunidade LGBTIQ+ e as suas consequências mais graves e visíveis, o femicídio e o travesticídio - e a greve das mulheres de 8 de Março, que se consolidou como uma exigência global de respostas às múltiplas tarefas domésticas e de cuidados atribuídas às mulheres em nome do amor. Em segundo lugar, durante os anos 2018 e 2019, como resultado de uma longa luta empreendida pela Campanha Nacional para a Legalização do Aborto Seguro e Livre, o grande movimento da Maré Verde foi alargado e consolidado, permitindo a visibilidade de um debate historicamente negligenciado pela sociedade como um todo: a livre decisão sobre os corpos das mulheres e os corpos com capacidade para gestar. Com o que foi dito, queremos sublinhar que foi o movimento feminista que colocou as exigências das mulheres e da comunidade LGBTIQ+ na ordem do dia, desafiando o Estado e a sociedade como um todo. Os jovens tinham uma responsabilidade vital neste processo, gerando apoio e apoio em massa nas instâncias de interpelação prolongada. Canções, lenços, poesia, arte e intervenções de todo o tipo fizeram parte do palco construído como pedagogia para o movimento e para a sociedade em geral.No âmbito destes grandes eventos, pouco depois da criação da Faculdade de Ciências Sociais da Universidade Nacional de Córdoba, tornou-se evidente a necessidade de uma revista ligada ao nosso trabalho profissional e ao sentido político que rege a orientação da nossa instituição: pensar, aprender e agir em contexto. Esta premissa tem sido a nossa luz orientadora para incorporar debates e gerar novos quadros inclusivos dentro do actual sistema académico hetero-patriarcal de publicações científicas. É assim que a jornalista Marisa Kohan a define, que, no primeiro semestre do ano em curso - quando a pandemia foi declarada - avisou sobre o colapso das mulheres e das publicações comunitárias LGTBQ+. O jornalista consultou os editores de revistas especializadas que disseram que não só são os menos citados nos meios de comunicação social, como também são obrigados a enfrentar o seu trabalho, tornando-o compatível com outra tríplice responsabilidade, que dificilmente é partilhada: cuidados, ensino e tarefas domésticas. Do mesmo modo, houve de zero a poucas modificações nos sistemas científicos ligados à investigação durante a pandemia, uma vez que a realidade de muitos dos seus investigadores não foi contemplada, o que contribui para a situação de iniquidade pré-existente.Desta forma, discutimos que acompanhar o movimento feminista desde os nossos locais de inserção implica repensar as nossas próprias práticas. Assim, iniciámos um rico debate sobre a linguagem inclusiva, sendo uma das revistas pioneiras em incorporá-la nas directrizes para os autores. É assim que surge o apelo ao número 7 da nossa revista, intitulado "Processos emancipatórios: géneros, dissidências, feminismos", com a esperança de cooperar com a produção dessas transformações capazes de minar as desigualdades de género. O lançamento desta edição encontra-nos perante uma situação sem precedentes de produto pandémico global da COVID-19, que nos preparou para o isolamento e a prevenção do distanciamento social para evitar a transmissão do vírus. Estas medidas demonstraram mais uma vez que a violência baseada no género continua a fazer parte de um problema central que, face ao isolamento e alienação social preventiva e obrigatória, intensifica os seus efeitos em todos aqueles corpos lidos como femininos pelo sistema heterossexual da nossa sociedade. Assim, vemos diariamente como novos feminicídios são produzidos em diferentes cidades da Argentina, acrescentados ao agravamento dos processos de feminização da pobreza, causando níveis alarmantes de obstáculos ao acesso a bens básicos, tais como alimentos, alimentos e/ou saúde. O horizonte não é promissor e o esforço para incluir é insuficiente. Temos de ir até ao osso deste sistema para o questionar e transformar. Do nosso humilde lugar, pretendemos contribuir para as rupturas necessárias para que os artigos que apresentamos - e que nos são generosamente propostos pelos diferentes autores -, façam parte das transformações de que a nossa sociedade necessita.
La agricultura ha provisto de alimentos al ser humano desde su origen, pero en el último siglo, la producción agraria se ha intensificado gracias, entre otros, al empleo de insecticidas. Sin embargo, esta intensificación no ha estado exenta de problemas de contaminación por residuos en los alimentos o de efectos negativos sobre la biodiversidad y el medioambiente. La legislación agraria actual promueve una agricultura acorde con la creciente preocupación de los consumidores por la salud y por el medioambiente. En este escenario, el desarrollo de estrategias ambientalmente sostenibles y seguras para los consumidores se sitúa en primera línea en los programas de investigación para el control de plagas. Los ascomicetos mitospóricos entomopatógenos (AMEs) y en particular el género Metarhizium, cumplen los requisitos de seguridad para el ser humano y el medio ambiente y además han mostrado un gran éxito en el control de plagas de insectos debido a su modo de acción por contacto, su presencia natural en diversos ecosistemas y su capacidad de secretar compuestos con actividad insecticida. No obstante, la implantación en el mercado de los micoinsecticidas es lenta, y tropieza con una barrera fundamental que es la escasa información sobre el destino de algunos metabolitos secundarios en la cadena alimentaria y su riesgo para la salud humana y animal, información clave para abordar su registro. Por tanto, existe la necesidad de desarrollar y validar métodos analíticos con alta sensibilidad para su determinación a bajas concentraciones en diferentes matrices biológicas. La destruxina A es uno de los principales metabolitos secundarios producidos por el AME Metarhizium spp., pero la falta de estudios sobre su producción por parte del hongo es probablemente el mayor obstáculo para el registro de nuevas cepas de esta especie fúngica. El objetivo principal de esta tesis ha sido desarrollar nuevas herramientas para la detección y cuantificación de destruxinas, así como investigar el destino de la destruxina A en la cadena trófica. En el capítulo II de esta Tesis, se ha determinado la producción de destruxinas por parte de cuatro cepas de Metarhizium (BIPESCO5, EAMa 01/58-Su, ARSEF 23 y ART 2825) con un método mejorado de cromatografía líquida de ultra alto rendimiento en tándem con espectrometría de masas (UHPLC-MS / MS) en cuatro medios de cultivo (CM, MM, CN2, OSM) que representan diferentes condiciones de estrés. Cada 3 días durante 18 días se tomaron muestras para análisis que permitieron detectar 15 destruxinas, siendo las destruxinas A y B las más abundantes. Además, se detectaron diferencias significativas entre las cepas en la producción de destruxinas, que a su vez fue altamente dependiente del medio de cultivo. En el capítulo III la colonización endofítica y la producción de destruxina A en plantas de patata se monitorizaron a las 24, 48, 72, 96 y 120 h después de la inoculación con dos cepas de Metarhizium brunneum Petch. (BIPESCO5 y EAMa 01/58-Su), lo que puso de manifiesto que la concentración de destruxina A en los tejidos vegetales es muy baja en comparación con los niveles de colonización. Aunque se observó una colonización similar para ambas cepas, hubo diferencias a lo largo de la planta, con valores más altos en las hojas a 96 h para EAMa 01/58-Su (83.3 %) y BIPESCO5 (81.6 %), y más bajos en tubérculo y raíz a las 72, 96 y 120 h después de la inoculación para ambas cepas (10.0-13.3 %). Para la cepa EAMa 01/58-Su, la destruxina A se cuantificó a las 24 h en el tubérculo y la raíz (2.0 ± 1.4 y 2.49 ± 1.7 μg / kg, respectivamente) y a las 96 h con igual concentración también en tubérculo y raíz (2.5 ± 1.7 μg /kg); para BIPESCO5, solamente se cuantificó destruxina A en el tubérculo a las 24 h y en la raíz a las 48 h (6.8 ± 4.8 y 2.1 ± 1.4 μg / kg, respectivamente). En el capítulo IV se investiga por primera vez la dinámica de crecimiento de las cepas BIPESCO5 y EAMa 01/58-Su de M. brunneum y la secreción de destruxina A durante el proceso de infección de larvas del insecto modelo Galleria mellonella L. (Lepidoptera; Pyralidae). Se observó que la secreción de destruxina A fue paralela a la evolución de la cantidad de ADN fúngico en el interior del insecto para la cepa EAMa 01/58-Su, no así para BIPESCO5. Las cepas EAMa 01/58-Su y BIPESCO5 secretaron destruxina A desde los días 2 al 6 y desde el día 2 hasta el día 5 después del tratamiento, respectivamente. Para EAMa 01/58-Su y BIPESCO5, la máxima cantidad de destruxina A producida en el insecto hospedante fue de 0.369 y 0.06 μg/larva a los 4 días del tratamiento, respectivamente, y a lo largo del proceso patogénico, la producción fue de 0.6 y 0.09 μg / larva, respectivamente. En el capítulo V se realizaron bioensayos presa-depredador para evaluar el comportamiento y la supervivencia de las larvas del depredador generalista Chrysoperla carnea (Stephens) (Neuroptera; Chrysopidae) al alimentarse con larvas insecto polífago Spodoptera littoralis (Boisd.) (Lepidoptera; Noctuidae) inoculadas con las cepas BIPESCO5 y EAMa 01/58-Su. Además, se llevaron a cabo estudios ecotoxicológicos para supervisar el destino de la destruxina A en el sistema presa-depredador. La concentración máxima de destruxina A producida por la cepa BIPESCO5 fue el día 4 con un valor de 0.000054 μg/insecto (aproximadamente 0.014 μg/g) y para la cepa EAMa 01/58-Su el día 5 con 0.00012 μg/insecto (aproximadamente 0.031 μg/g), mientras que el metabolito no se detectó en larvas de C. carnea. El porcentaje de crisopas que se alimentó de larvas de S. littoralis 24 horas después de la infección fue de 96.6, 75.0 y 65.0 % para el control, EAMa 01/58-Su y BIPESCO5, respectivamente, mientras que 5 días después de la infección fue 38.3 % para control y 33.3 % en los tratamientos con las cepas EAMa 01/58-Su y BIPESCO5. La cantidad de larvas de S. littoralis consumidas por C. carnea 24 h después de la infección fue 5.6, 2.2 y 2.3 para las tratadas con el control, EAMa 01/58-Su y BIPESCO5 respectivamente, mientras que 5 días después de la infección consumió una sola larva per cápita. Esto puso de manifiesto que los tratamientos de M. brunneum contra las larvas de S. littoralis fueron seguros para C. carnea debido tanto a la ausencia de mortalidad relacionada con los hongos en el depredador como a la falta de movimiento de la destruxina A de la presa al depredador. Es importante resaltar que en los capítulos IV y V, para ambas cepas, la mortalidad de las larvas debido a otras causas fue mucho mayor que la mortalidad con crecimiento fúngico. Sin embargo, la secreción de destruxina A fue mayor para EAMa 01/58-Su que para BIPESCO5, lo que sugiere que la destruxina A podría ser un factor de virulencia de la primera, mientras que la segunda podría requerir la participación de otros factores además de destruxina A durante el proceso de infección. Los resultados obtenidos proporcionan métodos analíticos valiosos para llevar a cabo evaluaciones de riesgo sobre el empleo de AME, así como resultados que indican que su empleo supone un bajo nivel de riesgo para la salud humana, animal y medio ambiental. ; Agriculture produces the vast majority of the world's food supply, and in last century the global food production has grown at a huge rate mainly from the increased yields resulting from greater inputs of insecticides and other technologies. Meanwhile overuse or improper use of insecticides and other agrochemicals has raised issues about related environment and health costs, with current legislation promoting sustainable agriculture, in which scenario, the development of environmentally sustainable strategies is mandatory for research programs regarding pest control. The entomopathogenic mitosporic ascomycetes (EMAs) and in particular the genus Metarhizium have shown great success in the control of insect pests due to their contact mode of action, natural presence in the ecosystems and their ability to secrete compounds with insecticidal activity, and even, they comply with the security requirements for human health and environment, whereas information about the fate of their secondary metabolites in the food chain and their risk to human and animal health is still scarce. There is a need to develop and validate analytical methods with high sensitivity for metabolite determination at low concentrations in different biological matrices. Destruxin A is one of the major secondary metabolite produced by the genus Metarhizium spp., but the lack of studies concerning destruxin A production is most likely the biggest obstacle for registration of new fungal strains. The main goal of this research has been to develop new tools for destruxin detection and quantification and to investigate the fate of destruxin A in the trophic chain. In chapter II, destruxin production for Metarhizium strains BIPESCO5, EAMa 01/58- Su, ARSEF 23 and ART 2825 was determined with an improved method of ultra-high performance liquid chromatography-tandem mass spectrometry (UHPLC-MS/MS), which has shown high precision in the detection and quantification of destruxins in four culture media (CM, MM, CN2, OSM) representing different stress conditions. Every 3 days samples were taken for analysis over 18 days that allowed detecting 15 destruxins, with destruxin A and B as the most abundant. However, significant differences among strains in destruxin production were detected, and for each strain, destruxin production was highly dependent on culture medium. In chapter III, endophytic colonisation and destruxin A production on potato plants were monitored at 24, 48, 72, 96 and 120 h after inoculation with Metarhizium brunneum strains (BIPESCO5 and EAMa 01/58-Su), which showed that the concentration of destruxin A in plant tissues was very low compared to the colonisation levels. Although a similar colonisation was observed for both strains, there were differences in percentages in different parts of the plants, with the higher values occurring in the leaves at 96 h for EAMa 01/58-Su (83.3 %) and BIPESCO5 (81.6 %), and the lower ones, 10.0-13.3 %, observed in tuber and root at 72, 96 and 120 h post-inoculation for both strains. For strain EAMa 01/58- Su, destruxin A was quantified at 24 h (2.49 ± 1.7 and 2.0 ± 1.4 μg/kg, respectively), and the same concentration was found in both tuber and root at 96 h (2.5 ± 1.7 μg/kg); for BIPESCO5, the concentrations differed in tuber at 24 h and in root at 48 h (6.8 ± 4.8 and 2.1 ± 1.4 μg/kg, respectively). In chapter IV, the dynamic of fungal growth and secretion of destruxin A by strains BIPESCO5 and EAMa 01/58-Su of Metarhizium brunneum Petch. during the infection process of larvae of the model insect Galleria mellonella L. (Lepidoptera; Pyralidae) was monitored for the first time. Data showed that destruxin A secretion was parallel to the fungal growth of EAMa 01/58-Su but not coupled with that for BIPESCO5. EAMa 01/58-Su and BIPESCO5 strains secreted destruxin A from days 2 to 6 and from day 2 to day 5 post treatment, respectively. For EAMa 01/58-Su and BIPESCO5, the maximum titer in the host on day 4 after treatment was 0.369 and 0.06 μg/larva, respectively, and throughout the pathogenic process, the production was 0.6 and 0.09 μg/larva, respectively. In chapter V, predator-prey bioassays were performed to evaluate the behavior and survival of larvae of the generalist predator Chrysoperla carnea (Stephens) (Neuroptera; Chrysopidae) when feeding on larvae of the polyphagous pest Spodoptera littoralis (Boisd.) (Lepidoptera; Noctuidae) challenged by M. brunneum BIPESCO5 and EAMa 01/58-Su strains. In addition, ecotoxicological studies based on HPLC-MS were performed to monitor the fate of destruxin A in the prey-predator system. The maximum concentration of destruxin A produced by the BIPESCO5 strain was on day 4 after treatment with a value of 0.000054 μg/insect (approx 0.014 μg/g), and for EAMa 01/58-Su was on day 5 with a value of 0.00012 μg/insect (approx 0.031 μg/g), whereas the metabolite was no detected in C. carnea larvae. The percentage of lacewings feeding on S. littoralis larvae 24 hour-post infection was 96.6, 75.0, and 65.0 % for the control, EAMa 01/58-Su, and BIPESCO5 treatments, respectively, whereas 5 days-post infection armyworm larvae were consumed by only 38.3 % of the control lacewings and 33.3 % of the EAMa 01/58-Su and BIPESCO5 treatment groups. C. carnea larvae feeding on 24 h-post infection armyworm larvae preyed 5.6, 2.2 and 2.3 larvae for the control, EAMa 01/58-Su and BIPESCO5 treatments, respectively, whereas those predator larvae feeding on 5 days-post infection armyworm larvae preyed on only one per capita larva. It showed that the M. brunneum treatments against S. littoralis larvae were safe for C. carnea due to both the lack of fungus-related mortality in the predator and the lack of movement of destruxin A from the prey to the predator. Notably in chapters IV and V, in both M. brunneum strains, mortality from other causes was higher than mortality with fungal outgrowth. However, destruxin A secretion was higher for EAMa 01/58-Su than for BIPESCO5. These results suggested that destruxin A could be a virulence factor for EAMa 01/58-Su strain, whereas for BIPESCO5, the virulence could require the involvement of other factors as well as destruxin A during the infection process. The results obtained provide valuable analytical methods for carrying out risk assessments on the use of EMAs. In addition, results indicate that their use poses a little potential hazard to human and animal health and the environment.

The national consciousness it's absolutely no part of Italian way of life, at least if you make a comparison with other countries, like USA, Switzerland, Germany, in which the flag honours, the spirit to be part of a global one country (with a precise identity) is an integrant part of each individual mind. In Italy people recognize them like Italian only when the national football team plays the World Championship!Would you like to have another example of Italian citizens contradictions? Very easy… Please, ask to an Italian guy "Do you vote for Berlusconi?" The common answer is "Absolutely not". And you can believe to students or young people that historically are more on left side in politics. You can believe to working people, to blue collars that generally forecast their rights more protected by a left government. You can believe to old people that remember with no happiness Fascism period.But all, really all people, white collar, managers, shopkeeper, trader, housewives, will tell you "I do not vote for Berlusca" [Berlusca is the nickname of Silvio Berlusconi, done simply imitating the dialect of Milan, region in which the new Italian Prime Minister is born].And yet? Berlusconi, the magnate of media, has won for the third times in 14 years the national elections! And this time has been a real triumph like percentage, moreover considering that the coalition of Silvio this time had lost the party of Casini, the real center, so Silvio has won only with his party and with Lega Nord (Northern League, a former sort of separatism movement transformed in federalism movement). Unbelievable… or not?We can analyze the vote and thinking about:1) Italy from 2001 to 2006 has had the second Berlusconi government and began a period of big economic crisis, especially due to Euro money introduction. On top on this it's however necessary a consideration: many European countries have introduced Euro, but not all suffered that internal prices increasing, especially because many of them put some ad hoc measures, not done in Italy. 2) Nevertheless the Italian people dissatisfaction, in 2006 Romano Prodi won the elections (with his center-left coalition) for really few few votes. And, truth to tell, no one has never discovered if Prodi really won. In fact there has been many claims about votes calculation never definitively resolved.3) The period 2006-2008 has been a real disaster for Italian economy and all social classes have been very frustrated, also for some government decisions absolutely not aligned with a center-left coalition (taxes increasing for all social classes…), only in part due to a real necessity to improve the Italian government economy and sometimes taken only for non sense.4) After Prodi government debacle, Prodi declared to exit from the political scene and, behind him, the left and center-left begun some insider fighting that caused the birth of a great center-left party (that of Veltroni) and three minor left party. Veltroni got the direct support only of Di Pietro movement (Di Pietro was the magistrate that killed the first Italian republic in '94 discovering a big business and politics corruption).5) On the center-right and right side, Berlusconi and Fini (right) joined in a new movement and Lega Nord associated with them. The extreme right instead practically disappeared and Casini decided to remain alone.And so? It was easy to think that Italian people, burned by the last 2 years government, would have given confidence to center-right coalition, captained by Berlusconi.But in which way to not think to scandals of some Berlusconi guys in the past, of some promises never maintained, to some clowning impression in international meetings? The point is that there wasn't neither isn't a real alternative to Berlusconi or Verltroni!So we (Italian citizen) can only hope that Berlusconi could apply his perspicacity and intuition (that provide him to be a real best in class in business) in choosing the right men (Ministers) to guarantee a solid future to Italy. The secret is no Berlusconi, but his men and the freedom that they will have to act for the wellness of the country.The possibilities to improve the actual state of the economy, decrease percentage of unemployment, let people more satisfied are big, but the problems are also many! First of all infrastructures (a disaster now: road, high speed train, link to Sicily…), the Alitalia (the national airline, to be sold urgently), the criminality and the illegal immigration, the public health, the school system, the taxes too high… A solution?Try to have like model the Spain (that in 15 years has really had tangible progress) associated with the Italian imagination, like i.e. to promote a real tax federal system (like promised by Lega Nord to people) and to help South of Italy not with money but with projects that permit a real development, but also (if no one reach the goal) to delete any incentive to southern Italy and especially to government people.That's to say to consider politic goals like common management tasks, and politician salary like managers salary, with a relevant percentage depending from reaching or not business objectives… A dream? La introducción de especies no nativas invasoras es de gran preocupación en el contexto del cambio global debido a los impactos ambientales y socioeconómicos (por ejemplo, sobre la salud humana, sobre infraestructuras, sobre agricultura y silvicultura) que pueden causar. Para las especies de plantas no nativas, la introducción deliberada de ornamentales es una de las vías de entrada más importantes. En el proceso de intoducción de plantas ornamentales, los valores estéticos y de utilidad son muy relevantes para seleccionar ciertos rasgos, pero también hay características que pueden ser seleccionadas para hacer frente a las condiciones climáticas del área de plantación. Por lo tanto, para evitar la introducción y propagación de las especies ornamentales más dañinas es importante identificar las especies que pueden causar mayores impactos, así como sus rasgos biológicos en relación con las características geográficas y socioeconómicas de las ciudades en que están plantadas. En esta tesis, analizamos los rasgos morfológicos y funcionales asociados con el uso de plantas ornamentales no nativas. También hemos evaluado el potencial invasor de estas especies y los impactos que pueden causar. Con esta información presente, hemos establecido listas para la priorización de especies para el manejo, que tienen como objetivo establecer protocolos para prevenir invasiones biológicas. Las especies del estudio fueron 914 especies de plantas comerciales de 21 grandes viveros, y 474 especies de plantas leñosas de 46 parques y jardines urbanos de España. Como resultado principal de nuestra evaluación, hemos agrupado las especies en seis listas, de la siguiente manera: Listas de Prioridad. Compuestas por ocho especies invasoras reguladas, que no deberían venderse en viveros, cuatro de ellas plantadas de manera irregular en parques urbanos. Destacamos una especie, Ailanthus altissima, debido a que aparece en casi la mitad de los parques y está disponible en el comercio, pero también está regulada como especie invasora tanto por la legislación española como europea. La presencia de estas especies a la venta en viveros o plantadas en parques urbanos indica que la regulación no se está aplicando con la suficiente eficiencia. Listas de Atención. Compuestas por especies invasoras y potencialmente invasoras con alto nivel de causar impactos potenciales, tanto ambientales como socioeconómicos. La lista de atención está compuesta por 68 especies vendidas en viveros y 47 especoes presentes en parques y jardines. Ambas listas de atención —la de los viveros y la de los parques— tienen especies en común, como Robinia pseudoacacia y Eucalyptus globulus, ambas especies con un elevado potencial de invasión. Listas de Vigilancia. Estas listas contienen especies invasoras y potencialmente invasoras con pocos o ningun impacto potencial. Las listas de vigilancia tienen 27 especies en viveros y 12 especies en parques. Ambas tienen especies en común. Listas Verdes. Formadas por especies que no tienen potencial invasor. Solo seis especies han sido identificadas, y solo una especie leñosa, Ficus benjamina, está en la lista verde de parques. El resto de las especies fueron incluidas, ya fuera en Listas de Incertidumbre (es decir, especies cuyo potencial de invasión no pudimos analizar, y que requieren de una revisión adicional una vez que se disponga de mejores datos) o en Listas de Datos Deficientes (es decir, especies para las que no había suficiente información que analizar). Además, para clasificar las especies de las listas de atención y vigilancia, proporcionamos un sistema novedo semicuantitativos denominado "Índice de Prioridad", basado en cuatro factores: los impactos ambientales y socioeconomicos que la especie puede causar, su potencialidad de invasion cuantificada por una evaluación de riesgos de malezas (WRA, por sus siglas en inglés 'Weed Risk Assessment') establecido por primera vez en Australia, y un indicador del interés de la especie para las personas, el valor de tendencia estándar (STV, por sus siglas en inglés 'Standard Trending Value') cuantificado mediante Google Trends. Hemos comprobado que para las especies de viveros, no existe relación entre su estado de invasion (es decir, invasora, naturalizada, subespontánea o aún ausente en la naturaleza) en España y su STV, ni con su puntuación de WRA, ni con la puntuación del Índice de Prioridad. Esto implica que el estado de una especie potencialmente invasora no influye en ninguno de los factores del Índice de Prioridad. Sin embargo, para las especies en los parques, encontramos que las especies con mayor STV tienen una mayor ocurrencia. Este resultado sugiere que la población puede realizar más búsquedas en línea de aquellas plantas que ven con mayor frecuencia en su entorno urbano. Las especies no nativas plantadas en parques urbanos pueden causar gran número de impactos en los ecosistemas naturales. Hemos documentado que la competencia y la modificación de los habitats pueden ser los impactos más comunes, seguido del daño a la salud humana. Cada especie con potencial de causar estos impactos están presentes, de media, en más de siete parques, y desafortunadamente, muchas especies pueden causar varios impactos a la vez. El grupo de impactos más relevante que puede causar una especie no nativa es la competencia, la toxicidad, la alteración de la sucesión natural y los daños en las estructuras del hábitat. También puede haber una alta correlación entre la toxicidad y la alelopatía, la agricultura y los daños a la salud humana. Hemos hallado que los parques con mayores temperaturas en el mes más frío tienen más plantas no nativas con flores conspicuas, lo que está relacionado con la polinización entomófila. Además, los parques con mayor rango de temperaturas anuales tienen menor tolerancia a la sombra y mayores valores de perfil de rusticidad. La rusticidad es un valor que cuantifica la habilidad para sobrevivir a la adversidad climática; menores valores de rusticidad implica supervivencia a menores temperaturas; el perfil de rusticidad de un parque es el valor mediano de la rusticidad de todas las especies de ese parque. Esas correlaciones muestran un posible sesgo de selección en la introducción de especies no nativas basada en sus rasgos, dependiendo de las condiciones climáticas de la ciudad en que han sido introducidas. Es probable que los rasgos de las plantas y los factores climáticos y socioeconómicos asociados con la introducción de las especies de plantas sean diferentes a los que se relacionan con el proceso de invasión. Por tanto, en esta tesis analizamos cómo la proporción de especies no nativas respecto al total de especies, y la proporción de especies establecidas (naturalizadas e invasoras) respecto al total de especies no nativas, se relacionan con las variables climáticas y socioeconómicas, y con los perfiles de rasgos de plantas de los parques. Hemos encontrado una menor proporción de especies no nativas en parques donde el rango mediano de rusticidad de las especies que los componen es mayor. Esto es probablemente debido a un sesgo en la introducción de especies, en el que la estética y otras características son más relevantes que la tolerancia climática. Además, hemos encontrado mayor proporción de especies no nativas en ciudades donde los hogares son mayores —relacionado con grupos familiares— y donde los habitantes sobre el medio ambiente. Sin embargo, el efecto de los grupos familiares es inverso, probablemente debido a la limitada cantidad de información, a una posible percepción positiva de la presencia de especies no nativas, o al hecho de que estas personas carezcan de voz directa en la toma de decisiones. Respecto a la proporción de especies establecidas, encontramos una correlación negativa con el rango de temperatura anual. Esto indica que las especies no nativas plantadas en ambientes poco continentales tienen una mayor propensión a establecerse, y por lo tanto, a invadir. Por lo tanto, se debe tener mucha precaución en los parques ubicados en áreas costeras y valles fluviales. For non-native plant species, the deliberate introduction of ornamentals is one of the most important pathways of entry. In the process of introduction ornamental plants, aesthetic and utility values are very relevant to select for certain traits, but there are also traits that might be selected to cope with the climatic conditions of the planting area. Therefore, to prevent the introduction and spread of the most harming ornamental species it is important to identify the species that might cause the greatest impacts as well as their biological traits in relation to geographical and socioeconomic characteristics of the towns where they are planted. In this thesis, we have analyzed the morphological and functional traits associated with the use of ornamental non-native plants. We have also assessed the invasive potential of these species and the impacts they might cause. With this information in hand, we have established lists for prioritizate of species for management which aim to establish protocols to prevent biological invasions. The species of study were 914 commercial plant species from 21 large nurseries, and 474 woody plant species from 46 urban parks and gardens in Spain. As the main result of our assessment, we have grouped the species in six lists as follow: Priority lists. Composed by eight invasive regulated species, that should not be sold by nurseries, four of them undudly planted in urban parks. We highlight one species, Ailanthus altissima, because it appears in almost half of the parks and is available in commerce, but is also regulated as invasive species by both the Spanish and European legislation. The presence of these species sold in nurseries or planted in urban parks indicates that the regulation is not being applied efficiently enough. Attention lists. Composed by invasive and potential invasive species with high level of causing potential impacts, both environmental and socioeconomic. The attention list is composed by 68 species sold in nurseries and 47 species present in parks and gardens. Both attention lists —the one of nurseries and the one of parks— have species in common, such as Robinia pseudoacacia and Eucalyptus globulus, both species showing a high potential of invasion. Watch lists. This lists contains invasive and potential invasive species with few or no potential impacts. The watch lists have 27 species in nurseries and 12 species in parks. Both lists have species in common. Green lists. Formed by species with no invasion potential. Only six species in nurseries were identified, and only one woody species, Ficus benjamina, is in the green list of parks. The rest of species where included, either in uncertainty lists (i.e. species whose potential of invasion we were unable to analyze, and which require further review once better data becomes available) or in data deficient lists (i.e. species for which there was not enough information to analyze). Furthermore, to rank species from the attention and watch lists we provide a novel semi-quantitative system named Priority Index, based on four factors: the environmental and socioeconomic impacts the species can cause, their invasive potential quantified by a weed risk assessment (WRA) first stablished in Australia and an indicator of the interest of the species to people, the standard trending value (STV) quantified by Google Trends. We have shown that for nursery species, there is no relation between their invasion status (i.e. invasive, naturalized, casual or are yet not present in the wild) in Spain and STV, nor with the WRA score or the Priority Index score. This implies that the status of a potential invasive species does not influence on any of the factors of the priority index. However, for species in parks we found that species with higher STV have a higher occurrence. This result suggests that population can perform more online searches for those plants that they see most frequently in its urban environment. Non-native species planted in urban parks could cause many impacts in natural ecosystems. We documented that competition and modification of habitats could be the most common potential impacts, followed by harm to human health. Each species with potential to cause these impacts are present on average in more than seven parks and unfortunately many species could cause several impacts at a time. The most relevant cluster of impacts a non-native species can cause is competition, toxicity, alteration of natural succession, and damages on habitat structures. There can also be a high correlation between toxicity and allelopathy with agriculture, and with damages to human health. We found that parks with highest temperatures in the coldest month have more non-native plants with conspicuous flowers, which is related to entomophilic pollination. Moreover, parks with the highest range of annual temperatures have lower tolerance to shadow and higher values of hardiness profile. The hardiness is a value that quantifies the ability to survive to climatic adversity; lower values of hardiness implies survival at lower temperatures; the hardiness profile of a park is the median value of the hardiness of all the plant species of this park. These correlations show possible selection biases in the introduction of non-native species based on their traits depending on the climatic conditions of the town where they have been introduced. The plant traits and the climatic and socioeconomic factors associated with the introduction of plant species are likely to be different to those related to the invasion process. Therefore, in this thesis, we analyzed how the proportion of non-native species respect to the total of species, and the proportion of established (naturalized and invasive) species respect to the total of non-native species, is related to climatic and socioeconomic variables, and to the plant trait profile of the parks. We found lower proportion of non-native species in parks where the median hardiness range of the species that compose them is higher. It is probably due to a bias in the introduction of species, in which aesthetics and other characteristics are more relevant than climatic tolerance. Furthermore, we found higher proportion of non-native species in cities where households are larger —related to family groups— and where inhabitants are older, probably due to the fact that younger people have higher awareness about environment. However, the effect on family groups is the reverse, probably due to the limited amount of information, a positive view of the presence of non-native species, or the fact that these people lack a direct voice in decision-making. Regarding the proportion of established species, we found a negative correlation with the annual temperature range. This indicates that non-native species planted in low continental environments have higher propensity to establish and, therefore, to invade. Therefore, high caution should be taken in parks located in coastal areas and river valleys. Overall, this thesis highlights the multivariate dimensions acting when society select ornamental non-native species. Many of these introduced species could become invasive and cause impacts. The thesis has developed a scientific based tool to assess these risks. This tool can be used by environmental managers to prioritize and select which species on non-native plants can be planted as ornamental without causing harming effects to the society and to natural systems
In recent months, vaccination policies against COVID-19 have evolved worldwide as pharmacovigilance provides new evidence on efficacy, and adverse events of all vaccines available. The first alerts that prompted changes in vaccination policies in several countries were related to rare severe thrombosis occurring mainly in women under 55 years old, happening several days after the first dose of the ChAdOx1 nCoV-19 (AZD1222, AstraZeneca) vaccine (1), and the single dose of Ad.26.COV2.S (Johnson & Johnson, J&J/Janssen) vaccine (2).The European Medicines Agency (EMA) and the US Food and Drug Administration (FDA) recommended to continue the use of these vaccines, considering that benefits outweighed the risks. However, some high-income countries mandated that the AZD1222 vaccine be given only to people over 60 years old, while other countries paused its use indefinitely. On the other hand, many governments of low-middle income countries continue using the AZD1222 vaccine in people under 60 years of age, as they vaccinate their population with the options they have available.In the case of the BNT162b2 (BNT, Pfizer) and mRNA-1273 (Moderna) vaccines, there are some reports of rare cases of non-severe acute myocarditis and pericarditis in young people older than 16 years, especially men, and typically a few days after the second dose (3). The mechanism for this adverse event of these two mRNA vaccines is still under study, and it is unknown whether a second booster of these vaccines could lead to more cases of acute myocarditis in the susceptible population. The recommendation to actively monitor and study the aforementioned adverse events to determine a cause-effect relation, seems to be under looked in many low-middle income countries where pharmacovigilance or post marketing studies are not being conducted.Another issue forcing policy changes is the vaccine delay in production and delivery. Recently, there was a warning about the insufficient production of the Gam-COVID-Vac (Sputnik V) second dose, leaving several million people awaiting indefinitely to complete the immunization schedule. A few preliminary studies about mixing and matching vaccines in case of shortage, are being used to justify the administration of a different vaccine for second dose. This has raised debates about which vaccines could be used to complete immunization in these cases. However, despite the race against time to end the pandemic, it is imperative to carry out more clinical trials and pharmacological surveillance to evaluate the effectiveness of those combinations before they become part of emergency public health policies.Post-vaccination pharmacovigilance should be systematic worldwide, and should run parallel to genomic surveillance of SARS-CoV-2 and its variants. Por otra parte, varios gobiernos de países de bajos y medianos ingresos, siguieron aplicando la vacuna AZD1222 a personas menores de 60 años, ya que realizan la vacunación de sus habitantes con las opciones disponibles.En el caso de las vacunas BNT162b2 (BNT, Pfizer) y mRNA-1273 (Moderna) existen algunos reportes de casos aislados de miocarditis aguda y pericarditis no severas en jóvenes mayores de 16 años, especialmente en varones, típicamente algunos días después de la segunda dosis. Los mecanismos de este evento adverso se encuentran aún en estudio y se desconoce si un segundo refuerzo de estas dos vacunas rRNA podría ocasionar más casos de miocarditis aguda en población susceptible. La recomendación de monitorear y estudiar activamente dichos eventos adversos no parece ser una prioridad en muchos países de bajos y medianos recursos, donde no se han llevado a cabo estudios de farmacovigilancia ni de poscomercialización. Otro problema que obliga a realizar cambios en las políticas es el retraso en la producción como en la distribución de las vacunas. Recientemente, hubo una alerta debido a la insuficiente producción de la segunda dosis de la vacuna Gam-COVID-Vac (Sputnik V), lo cual dejó a varios millones de personas esperando indefinidamente para completar su esquema de inmunización. Unos pocos estudios preliminares sobre la combinación de vacunas en condiciones de escasez están siendo usados para justificar la administración de una vacuna diferente para la segunda dosis. Este hecho ha suscitado debates sobre cuál vacuna debería usarse para completar la inmunización en estos casos. Sin embargo, pese a la carrera contra el tiempo para acabar con la pandemia, es imperativo llevar a cabo más ensayos clínicos y de farmacovigilancia para evaluar la efectividad de estas combinaciones antes de formar parte de políticas públicas de salud en situación de emergencia. La farmacovigilancia posvacuna debe ser sistemática a nivel mundial y también debe llevarse a cabo paralelamente con la vigilancia genómica del SARS-CoV-2 y de sus variantes. Esto permitirá revisar la efectividad y el perfil de seguridad de las vacunas contra el COVID-19 y por ende, formular políticas de vacunación basadas en la evidencia.
