Memorandum from the Mexican government to the United States in which they propose to give the Monroe doctrine the category of American doctrine and at the same time to proclaim the inviolability of the principle of national autonomy, subordinating it only to binding arbitration. The Mexican government advises that this initiative must come from the United States and if presented at the Seventh International Conference of American States, concern and mistrust within the Pan-American relations would be removed, deterring an effective and productive atmosphere of cooperation. El Gobierno mexicano aconseja que esta iniciativa debe de partir de Estados Unidos y que si se lleva ante la Séptima Conferencia Internacional Americana, se removerían el recelo y la desconfianza en las relaciones panamericanas, las que se desenvolverían en un ambiente de cooperación efectiva y fecunda. Puig Casuranc informa al Gral. Abelardo L. Rodríguez, Presidente de México, sobre su estancia en Panamá, en Ecuador y en Argentina en camino a Montevideo. El Lic. Luis Padilla Nervo, Encargado de Negocios de México en Washington, que Fernando Torreblanca se hizo cargo de la Secretaría de Relaciones Exteriores, por lo que le dio a conocer sus informes.
