Los gobiernos vienen implementando medidas fiscales y monetarias más flexibles para revertir los efectos negativos de la crisis global, pero los resultados son estériles o mínimos. A pesar de haberse inyectado miles de millones de dólares en sus operaciones de salvataje financiero, las empresas multinacionales siguen mostrando señales de deterioro económico, tal es así que empresas emblemáticas en el mundo han caído en la peor crisis de su historia. El hecho de que las empresas continúan en el círculo pernicioso de la crisis, a pesar de las ayudas financieras, es valido afirmar que los paradigmas empresariales también necesitan de una reestructuración en lo profundo de su filosofía. Por ello, la crisis que afronta el modelo de globalización no amerita soluciones de coyuntura ya que no serán sostenibles en el tiempo, lo que se requiere son soluciones globales, inclusivas e integradoras de tal forma que lleve a la economía del mundo a desarrollarse simétricamente desterrando para ello todo acción especuladora que como se conoce fue el factor que condujo a la economía mundial a una de las peores crisis de su historia. ; Governments are implementing fiscal and monetary flexibility to reverse the negative effects of global crisis, but the results are sterile or minimal. Despite that injected billions of dollars to save their financial operations, multinational corporations continue to show signs of economic deterioration, so much so that flagship companies in the world have fallen into the worst crisis in the history. The fact that businesses continue in the pernicious cycle of crisis; although, financial aid is valid to assert that the paradigms of business also need a deep restructuring of their philosophy. That is why the crisis facing the model of globalization and economic merits of solutions that will not be sustainable over time, which requires global solutions, inclusive and integrate in such a way that leads to the world economy to grow symmetrically banishing all this action is know as speculators which was the factor that led to the global economy to one of the worst crisis of their history.

Im Zentrum der Fragestellungen dieser explorativ angelegten Studie, die zwischen 1998 und 1999 an der Ruhr-Universität Bochum durchgeführt wurde, stehen sowohl die Organisationsstruktur des in Oberhausen 1996 eröffnete Urban Entertainment Center (CentrO.) als auch die Interdependenzen, die sich bei der Einbindung eines "global players" in die altindustriell geprägte Region des Ruhrgebietes möglicherweise ergeben. Zusätzlich zur Frage, ob es sich bei dem Urban Entertainment Center um ein Netzwerk handelt, wird auch erörtert, ob in diesem Zusammenhang auch überregionale Ressourcen erschlossen werden können. Fasst man zusammen, in welcher Form diese im Fall des strategischen Netzwerkes CentrO. erschlossen werden, kommt man zu dem Ergebnis, dass es sehr wohl gelingt, überregionale Ressourcen in Form von Kaufkraft "anzusaugen", die hohe Kundenfrequenz und die internationalen Kontakte der Investoren eine Sogwirkung auf weitere Freizeitdienstleister haben und zusätzlich der Versuch unternommen wird, überregionale Ressourcen in Form von Kaufkraft durch Tourismus zu aktivieren. Ansonsten ist das Netzwerk jedoch regionsungebunden organisiert, d.h. die Region ist für die Investoren eines solchen Unternehmensnetzwerkes austauschbar. (ICH)

Die Globalisierung in ihrer gegenwärtigen Form hat für ArbeitnehmerInnen auf der ganzen Welt massive Auswirkungen. Produktion und Dienstleistungen werden ausgelagert und Staaten unterbieten sich gegenseitig beim Lohn-, Sozial- und Umweltdumping. Die so entstehende Spirale nach unten kann - so die Überzeugug der Autorin - nur durch die internationale Arbeit von Gewerkschaften und NGOs gestoppt werden. Voraussetzung für "globales Handeln" in diesem Sinn ist die Entwicklung eines "globalen Bewusstseins" und das Erkennen eigener Handlungs- und Kooperationsmöglichkeiten. Dieses globale Bewusstsein zu wecken und weiterzuentwickeln, war das Ziel des Bildungsprojekts "Menschenwürdige Arbeit für menschenwürdiges Leben!", das bei Erscheinen dieser Ausgabe zu Ende gehen wird. Der vorliegende Beitrag beschreibt Hintergrund, Gestalt und Ergebnisse dieses globalisierungskritischen und grenzüberschreitenden Bildungsprojekts aus Sicht des Österreichischen Gewerkschaftsbundes, dessen Kernstück ein Lehrgang für aktives Globalisierungsengagement bildete. Production and services are being outsourced and states are undercutting each other in the areas of labour, social welfare and the environment. The author is convinced that the resulting race to the bottom can only be stopped by the international work of unions and NGOs. A prerequisite for "global action" in this sense is the development of a "global awareness" and the recognition of the possibilities for one's own action and cooperation. The goal of the educational project "Menschenwürdige Arbeit für menschenwürdiges Leben!" (Decent Work for a Decent Life), which will have finished by the time this issue is published, was to create and develop this global awareness. This article describes the background, structure and results of this educational project from the point of view of the Austrian Trade Union Federation, the core of which was a course for active involvement in globalisation. In the following contributions, authors investigate interconnected aspects of the problem of democratic deficit in global constitutionalism. The commonly shared question is: to what extent, if any, a global (or cosmopolitan) shift of international law can proceed absent a transnational democratic check? Not all scholars are convinced that this is an actual problem. Many think, instead, that a 'division of labor' is to be recognized between national and regional/international legal levels. It is a common conviction for authors present hereafter, that detachment of international law production from constituent will, as well as from a democratic framework, does indeed undermine constitutional legitimacy. Furthermore, it opens to forms of domination that affect also state's democratic institutions from within. What is the way out from this deadlock? How is it possible to tame global constitutionalism in order to avoid a global Leviathan? The collection of essays here presented attempts to conceptualize some of the central challenges affecting contemporary patterns of legal dispersion and fragmentation. There unfolds a coherent thread which, starting from a modern Kantian understanding of the problem, it moves to the discussion of issues of constitutional pluralism, institutional legitimacy and the risk of tyranny. It follows the analysis of the role of China and the EU, two of the most important actors, even though perhaps at the opposite pole of the global constitutional project.

Der Verfasser analysiert die Gründe, warum es sinnvoll ist, sich mit der globalen Sozialpolitik zu befassen bzw. diesen Terminus zu verwenden. Vor diesem Hintergrund wird eine Präzisierung der Begriffsbestimmung und eine Darstellung der Felder globaler Sozialpolitik unternommen. Im Kontext der veränderten Bedingungen für das nationalstaatliche Handeln und für die bisher primär an den Nationalstaat gebundene Sozialpolitik wird die Entstehung einer neuen Form der politischen Regulierung auf globaler Ebene, der Global Governance untersucht. Nach der Auseinandersetzung mit den zentralen Akteure der globalen Sozialpolitik wird ein Überblick über die aktuellen Strategien globaler Sozialpolitik gegeben. Die Veränderungen in den Strategien der Entwicklungshilfe seit den 1990er Jahren werden mit Schwerpunkt auf die Weltbank und den Weltsozialgipfel dargestellt, die die Bedingungen für die Umsetzung einer umfassenden globalen Sozialpolitik schaffen können. The central question of this contribution is how international policymakers – mostly States - ought to respond to global protests. There are essentially three ways for them to respond. First, they can refuse these critical world's citizens the possibility to take part in authoritative policymaking at the global level and essentially leave this to State representatives. The second option is to embrace and welcome the participation of the ordinary citizens in global policymaking. The policymakers might institutionalize the citizens' involvement, and make their participation an additional element in the process of authoritative policymaking at the global level. The third option is to go even further and replace the inter-State policymaking with a kind of global democracy: a system of representative democracy at the global level. All three scenarios will be explored, with a focus on the second.

Compliance with international standards is now a sine qua non for entry into globalized production networks. Developing country firms and farms are confronted by an array of distinct product and process standards that they must meet. This has heightened the competitive challenges they face. Non-compliance can result in exclusion from profitable markets. This article uses the recent case of Nike's termination of sourcing of soccer balls from its lead supplier in Pakistan as a lens to analyse the relationship between standards and governance. The article addresses first the global governance implications associated with how standards are being shaped and implemented. Second, it considers how global standards affect the governance of value chain ties. Finally, in terms of questions for further research, it suggests the need to explore the relationship between standards and 'intra-firm' governance, in particular to assess outcomes for those engaged within the chains-namely local firms and their workers, and the social contexts in which global standards are imposed from the outside. © The Author (2008). Unsere Gesellschaft ist mit zahlreichen globalen Herausforderungen wie zum Beispiel mit dem Klimawandel oder mit instabilen Finanzmärkten konfrontiert. Da diese Herausforderungen nationale Kompetenzen überschreiten, sind zu ihrer Bewältigung internationale Kooperation und Koordination notwendig. Allerdings gestaltet sich die Umsetzungklassischer und "harter" staatlicher Instrumente und Politikmaßnahmen – etwa Verbote oder finanzielle Anreize – in einem internationalen Umfeld häufig schwierig. Einen alternativen Weg dazu stellt das Politikkonzept des Nudging dar. Dabei wird versucht, das menschliche Verhalten durch sanftes Stupsen und Schubsen auf eine vorhersagbare und gesellschaftlich angestrebte Weise zu beeinflussen. Nudging wird derzeit vor allem auf nationaler Ebene erforscht und angewandt, könnte aber prinzipiell auch für die Lösung globaler Probleme zum Einsatz kommen. Eine Diskussion über einen solchen globalen Einsatz fehlt bislang. Dieser Beitrag diskutiert unter Abwägung der Vor- und Nachteile von Nudges auf nationaler Ebene, eine mögliche globale Anwendung. Die Erörterung ergibt aus unserer Sicht, dass sogenannte Global Nudges das Potenzial haben – ergänzend zu klassischen Politikmaßnahmen – eine wichtige Rolle bei der Bewältigung globaler Herausforderungen einzunehmen. ; Our society is confronted with numerous global challenges such climate change or instable financial markets. Because these challenges exceed national competencies, internationalcooperation and coordination are necessary to address them. In an international environment, however, it is often difficult to agree on and implement traditional and "hard" policy instruments and measures—such as legal prohibitions or financial incentives. Nudging represents an alternative approach. Nuding aims at directing human behavior in a predictable and socially desirable way by a gentle push. Currently, nudging is mainly studied and applied on a national level, but an application to global problems appears in principle possible. Adiscussion about such an application is missing. By weighting advantages and disadvantages of nudges on the national level, this article discusses a potential global application. From our perspective, the exposition reveals that so-called global nudges in addition to classical policy tools have the potential to play an important role in addressing global challenges.

Die fortschreitende wirtschaftliche Integration und die vielfältigen Möglichkeiten für globale unternehmerische Aktivitäten erfordern Strategien zu ihrer Umsetzung. Bedarf es globaler Wettbewerbsregeln, um den globalen Wettbewerb zu schützen? Für Ulf Böge, Bundeskartellamt, sollte der Weg zu einer internationalen Wettbewerbspolitik nicht über eine »harte Harmonisierung«, sondern Diskussionen und Kooperationen der nationalen Wettbewerbsbehörden führen. Auch Wolf Schäfer, Helmut-Schmidt-Universität Hamburg, teilt die Auffassung, dass eine Kooperation der Wettbewerbsbehörden einer administrativen Harmonisierung der Wettbewerbsregeln vorzuziehen sei. Henning Klodt, Institut für Weltwirtschaft, Kiel, unterstreicht, dass globale Wettbewerbsregeln nationales Wettbewerbsrecht nicht ersetzen, sondern ergänzen und flankieren sollten. Wolfgang Kerber, Universität Marburg, vertritt die These, dass kein internationales Wettbewerbsrecht notwendig ist, aber dass internationale Verfahrensregeln erforderlich seien. Theresia Theurl, Universität Münster, sieht den Status quo darin, dass globale Wettbewerbsregeln nur in Ansätzen bestehen und die Gründe dafür in den Kosten, die sie verursachen, l iegen. Und Georg Koopmann, HWWA, spricht sich vor allem für eine Internationalisierung der Wettbewerbspolitik aus.

Der Beitrag zu Interessengruppen als Akteuren pluralistischer Gesellschaften betrachtet die Rolle bzw. Bedeutung der internationalen Gewerkschaften in der Global Governance. Dabei plädiert die Autorin für eine Reintegration der in der Literatur meist unberücksichtigten Gewerkschaften in die wissenschaftliche Debatte über die Rolle von Nichtregierungsorganisationen beim Aufbau einer globalen Governance-Architektur. Denn trotz aller Schwächen und Begrenzungen sowohl des bisher existenten internationalen Regelwerks als auch der Handlungsmöglichkeiten und Binnenstrukturen der zivilgesellschaftlichen Akteure ist eine 'Weltsozialordnung' ohne Beitrag der Gewerkschaftsinternationalen nicht vorstellbar.
