The article is devoted to the problem of global values, whose existence is problematized in the face of increased regionalization as a vector of world development. Regionalization is not "the end of globalization", but its stage, which is "the revolution of plurality" (M. Naim) — distribution regularities of the network society on the whole world. The global world is not a homo geneous world of mankind based on the same values, rather the global world is a combination of diverse social communities striving for autonomy and self-determination. Building on the concepts of M. McLuhan, A. Toffler, D. Bell and N. Luhman, the article analyzes the information society in which the main element is communication as a source of social innovations. Digital technologies contribute to the development of human abilities and personal qualities without which social progress is impossible. If the vision of humanity in the development of the network society, where relations between the countries, regions, social communities and people are built on the basis of the values of life, liberty, creativity, justice, law, etc., then these values should be recognized as global. Particular attention is paid to the analysis of the reaction of various social communities on regionalization, which finds its expression in the deepening of social inequality, increasing conflict of generations and other phenomena that contribute to disseminating conservative ideas and moods. Based on the works of J. Derrida, N. Luhman and D. Kean, it is shown that global values are not the achievements of exclusively European culture but are to varying degrees implemented and developed in all cultures. Against the background of the crisis of multiculturalism, the integration of cultures should be based on intercultural communication, for which the process of coordinating positions is important. The purpose of intercultural communication is not only the exchange of cultural values, but the demonstration of the benefits of life in those communities that are guided by global values.

Abstract
A constitution defines the values of a particular community, and establishes institutions to realize these values. In defence of the argument that the United Nations Charter is the world's constitution, I will try to show that it contains the shared values and norms of the international community, and that the UN's organs are tasked with the promotion and protection of the shared values and norms as defined in the UN Charter. The focus is on the values of human dignity and peace and security.

Countries throughout the world use estimates of the value of a statistical life (VSL) to monetize fatality risks in benefit-cost analyses. However, the vast majority of countries lack reliable revealed preference or stated preference estimates of the VSL. This article proposes that the best way to calculate a population-average VSL for countries with insufficient or unreliable data is to transfer a base VSL from the United States calculated using labor market estimates from Census of Fatal Occupational Injuries data, coupled with adjustments for differences in income between the United States and the country of interest. This approach requires estimation of two critical inputs: a base U.S. VSL and the income elasticity of the VSL. Drawing upon previous meta-analyses that include adjustments for publication selection biases, we adopt a base VSL of $9.6 million. We utilize a sample of 953 VSL estimates from 68 labor market studies of the VSL covering fourteen lower-middle income to high income nations. We estimate the income elasticity of the VSL within the United States to be from 0.5 to 0.7 and to be just above 1.0 for non-U.S. countries. Quantile regression reveals that much of the disparity in income elasticities is attributable to income differences between the United States and other countries, as the income elasticity increases for lower income populations. Using income classifications from the World Bank, we calculate average VSLs in lower income, lower-middle income, upper-middle income, and upper income countries to be $107,000, $420,000, $1.2 million, and $6.4 million, respectively. We also present VSL estimates for all 189 countries for which World Bank income data are available, yielding a VSL range from $45,000 to $18.3 million.

In line with the identity of "rechstaat" and "the rule of law", the law must recognize and guarantee human rights in order to establish a just order, because justice goes hand in hand with the structure of human rights. The realization of the Criminal Procedure Code which functions to protect human rights comprehensively, in line with the demands of the Convention Against Torture, is a basic requirement towards the era of rule of law. So, the purpose of this article is to analyze the quality of the implementation of law enforcement that is not in accordance with the principles of law regarding the behavior of good law enforcement officials. The method used is qualitative with a sociolegal approach. The conclusion of this article is that one of the authority of legislation is its success in adapting to international conventions recognized by the affected people. The Criminal Procedure Code as an integral part of the national law of the Indonesian state law must be in line with Law No. 5 of 1998 concerning the Ratification of the Convention Against Torture. For this reason, looking at the weaknesses of the Criminal Procedure Code, both substantively and in practice, renovating the Criminal Procedure Code is urgent. The lack of perfection of the legal substance of the Criminal Procedure Code in providing human rights protection in a country that acts as a state of law is disastrous. In accordance with the rule of law, the law must recognize and guarantee human rights in order to establish a just order, because justice goes hand in hand with the structure of human rights.
