One of the programs in Communication Information Technology in the government field is the implementation of E-Government. During this digital era, efforts to implement e-government are being actively carried out by public or government bureaucracy to improve services to the public and governance. Pidie district government has begun implementing e-government, one of which is through Pidie District Head Regulation No. 53 of 2018 concerning the Implementation of e-Perfomance in Pidie District Government Unit in which it is a part of e-government. Pidie Government through Pidie Regency Personnel and Human Resources Development Agency (BKPSDM) has begun to socialize e-government implementation by disseminating e-performance applications to the civil servantin Pidie District Apparatus Work Unit. This research was conducted to see the relationship between e-government implementation and the performance of the Civil servantin the Pidie District Government. This research used a combination method approach using sequential explanatory design. The data collection technique used in this study was the distribution of questionnaires to 22 Civil servant (ASN) in the Central Government Office of Pidie District, the Regional Secretariat of Pidie District, an office directly related to employment, namely BKPSDM. The sampling of this research is purposive sampling which is a non-random sampling or nonprobability sampling. Processing data using Partial least square (PLS) analysis which is a multivariate Structural Equation Modeling (SEM) data analysis method. In the PLS analysis method there are three stages of evaluation, first evaluating the outer model, second evaluating the inner model, and finally testing the hypothesis. The results of the final evaluation of hypothesis testing can be concluded that the implementation of E-Government has a significant relationship with improving the state civil apparatuses performance of the Pidie District Government with a contribution of 79.7%.
The use of performance measurement system in the public sector (PMS) has become a panacea in addressing an inefficient bureaucracy that fails to meet the citizen satisfaction by its lethargic service delivery. It has introduced a way for public managers to better generate outcome policy into a concrete-measurable actions. While many countries already demonstrates the benefit of using the system, Indonesia remain struggle in implementing the ideal of performance management particularly in the context of local government that usually lacking of adequate capacity and sources. Despite the continuous support by central government, the diverse of socio-environmental context hinder local government to fully implements of SAKIP. This paper sought to portray the implementation and challenges that is faced by one local government agencies in Sukabumi, West Java Indonesia in implementing Indonesian public performance management system (SAKIP). This paper is using qualitative approach by conducting structured interview to key informants. The results showed that organizational variables have been able to accommodate the implementation of SAKIP policy through units formed specifically in organizational structure and governance regulations, organizational interpretation variables are still necessary to improve the dissemination of policy information to all levels of employees, application variables where the implementation of policies are still experiencing constraints, especially in planning and evaluation, as well as a lack of specific strategies in improving organizational performance. This paper reinforces the results of previous studies related with performance management system in Indonesian local government that its implementation has not been yet showing their best result.

This study aims to examined the effect of cash flow and growth opportunity to the investment, and whether the exclusive relationship owned by the company with a government owned bank relationship moderates the effect of cash flow and growth opportunity on investment. This study used a sample of data from 101 manufacturing companies listed on the Indonesia Stock Exchange in the period 2013-2017. The multiple linear regression results show that cash flow and growth opportunity have a significant positive effect on investment, the government owned bank relationship weakens the effect of cash flow on investment but strengthens growth opportunity's influence on investment. This means that if the company has an exclusive relationship with a state-owned bank, it will reduce the dependence of cash flow to invest and increase investment opportunities.
Local Government are required to implement accrual-accounting. The purpose of this study was to examine the factors that may increase the readiness of Batu Local Government in the implementation of accrual accounting. This study used three variables: competency, organizational commitment, and professionalism of employees. The population in this study is the officers involved in the financial administration of the area in 34 regional units. The sample was selected using a quota sampling technique. Data in this study were obtained through questionnaires, observation and documentation. Data analysis method used is the test of data quality, classic assumption test, and multiple linear regression test with SPSS (statistical product and service solutions). The results showed that competency, organizational commitment and professionalism of officers may increase the readiness of the application of accrual accounting, the professionalism of officers can be used as an intervening variable in relation to competency with the readiness of the application of accrual accounting, and shows that the professionalism of employees cannot be used as an intervening variable in relation to the organization's commitment to the readiness of the application of accrual accounting.
Large-scale Social Limitation (hereinafter referred to as PSBB) is one form of concern. The government and local governments are Pendemic throughout Indonesia and the world, namely Pandemic Corona Virus Disease (Covid-19). Bogor Regency, which is one of the buffer cities of the Republic of Indonesia, is an area that is quite vulnerable in spreading the Corona virus. Why? because many DKI Jakarta employees / laborers live in Bogor Regency, whose mobility is very high. With the birth of Regent Regulation No. 16 of 2020 concerning Implementation of Large- Scale Social Restrictions in Handling COVID-19 in order to conserve the use of Covid 19. The purpose of this study is to analyze the Implementation of Large Scale Social Limitation Policies in the Government of Bogor Regency. This research method uses Qualitative Methods with Literature Study research methods. (Huberman, Miles, 1994). The technique of inviting data is by searching Scientific Journals, Online Mass Media, Legislation and Books. The technique to determine Online Media by Pusposive, while for data analysis using Nvivo 12 Plus. Test the validity of the data by testing the data source. The results of the study show that the implementation of the Large-Scale Social Limitation Policy in the Bogor District Government has not yet proceeded, starting from the clash of authority between the Central Government and the Regional Government so that it cannot make improvements, and many more are in accordance with the provisions of Covid-19 and its distribution. Global climate change and its associated risks are serious issues for almost all countries in the world. There are many growing evidences of a shift in climate patterns with flow on effects for established environmental, economic and social structures and systems. Governments around the world have embarked on programs designed to cut greenhouse gas emissions that Juel climate change, but momentum for shifts in climate patterns is already established. Therefore, it is important for governments and private decision makers to begin planning for its potential consequences, as a complement to current mitigation action aimed at slowing its progress. Indonesia is the 4th largest greenhouse gas (GHG) emitter globally, and is now leading the way as one of the first non-Annex I countries to make a significant voluntary commitment to cut its national greenhouse gas emissions by 26% (unilaterally) and 41% (with support.from the international community) by 2020. Indonesia's commitment to climate change action has been increasingly evident since 2007, when the country hosted the UNFCCC 13th Conference of the Parties in Bali and a high level meeting of Finance Ministers.
On the challenges of development for democratization and transparency in the frame- work of regional autonomy, local governments now compete to build a race-e-government infrastructure. In factual, the main obstacles of the implementation of e-government is on the governance or management structure of the management and quantity and quality of human resources at government agencies that are very limited. The object of the selected study site is The City of Yogyakarta and The Sleman regency government. The formulation of the problem is taken "How E-Government Communication and Adminitrations Management Back Office Models as a Public Service Studies on the regional government of Yogyakarta and Sleman District Government Sites? " Research method used was descriptive research to guide the inductive eksploratory to the results of research that the technical provisions of the respective websites of local governments to become the object of research in managing the front office has to follow some standard that is required in the development of the web as a medium for communication and information. Information uptodating, especially news on the navigation was done routinely. But still there is a delay of uptodating websites is a sign that there is imbalance between the management of websites each local government. Number of links the information of each local government websites have been sufficient, meaning that many categories of information provided. The fundamental problem lies in the fact that the government does not provide e-mail links for the user community, if there is acceptance of the feedback is to the manager or administrator websites and not on the officials concerned.
Local Governments' Performance in Sumatra are still vary, some has a good performance, and other is poor. According to the agency theory, the Ssupervisory Board (Legislative-DPRD) has an important role in improving the performance of local governments by overseeing the executive's behaviour. However, previous research in this area is still limited, especially among local governmentin in Sumatra Island. The research purpose is to investigate the effect of legislative characteristics on the performance of local governments. By using the 81 local governments (53% of the total population) and secondary data, we applied the multiple regression analysis is to analyses the data. The funding shows that there is no role of Supervisory Board (Legislative) to determine the performance of local government. However, one of control variable has a positive significantly relationship with performance, namely the operational revenue growth. The result have a theoretical and practical contribution. Theoretically, the study enrich the public governance literature and practically the society could advocate the role of supervisory board in improving the local governments' performance. One form of the Surabaya city government's effort to innovate the procurement of goods and services is to implement an electronic goods and service procurement system, known as E-Procurement. To determine the level of success of the implementation of the new system, it is necessary to conduct a research and analysis in a measurable and in-depth manner. One method that can be used is the Balanced Scorecard, which can measure the level of success of a system from 4 (four) perspectives. Based on the results of the research that has been done, it can be concluded that the E-Procurement system has succeeded in minimizing the constraints that occurred in the previous system. In terms of: (1) the financial perspective of E-Procurment can improve efficiency, effectiveness and accountability of financial statements are met. (2) from the customer perspective, E-Procurement has been able to increase the number of bidders and even attract new participants both from within and outside Surabaya. (3) internal business process perspective, E-Procurement is able to innovate that can eliminate the constraints that occurred in the previous system. (4) from a growth and learning perspective, E-Procurement is able to improve the quality and quality of human resources so that from these qualified human resources positive feedback will be obtained for the improvement of this E-Procurement system in the future. In terms of the realization of good government governance, the implementation of E-Procurement is a manifestation of the Surabaya city government's commitment to serving the community, in the process of procuring government goods and services so that they are free from corruption, collusion and nepotism (KKN) practices.
While Indonesia has been experiencing relatively considerable and stable economic growth in the last decades, the country is prone to income disparity across regions due to uneven distribution of population, natural resources and the persistent impacts of centralized development imposed by the New Order regime. This study examines the economic growth convergence in East Java, Indonesia, from 2010 to 2019 and explores the influence of government expenditure on education, health, and capital sector on the economic growth convergence. By considering spatial dependence across regions, the result shows no strong evidence of regional income convergence in East Java. Also, this research claims the presence of spillover effect of government expenditure on education and capital sector on regional income growth. Notably, higher government expenditure of the education sector in one region could stimulate higher economic growth of its neighboring regions. Conversely, higher government expenditure on the capital sector in one region may lower the economic growth of its surrounding regions.
E-Government merupakan upaya mengembangkan penyelenggaraan pemerintahan berbasis elektronik meningkatkan kualitas layanan publik secara efektif dan efisien, sesuai Inpres No. 3 Tahun 2003 tentang Kebijakan dan Strategi Pengembangan e-Government. Perkembangan teknologi mempengaruhi pengelolaan administrasi perpajakan baik keperluan pemerintah maupun wajib pajak dari manual ke sistem online, sehingga menghemat waktu, proses kerja, dan kertas. Dengan diterapkan pajak online sehingga tercipta good governance. Rumusan masalah, yaitu : 1) Bagaimanakah implementasi e-Government dalam proses pelaporan Surat Pemberitahuan Pajak Daerah pada Pemerintah Kabupaten Badung? 2) Apakah faktor-faktor pendukung dan penghambat implementasi e-Government dalam proses pelaporan Surat Pemberitahuan Pajak Daerah pada Pemerintah Kabupaten Badung? Teori yang digunakan adalah teori implementasi kebijakan publik model Merilee S. Grindle dan Teori implementasi kebijakan publik model George C. Edwards III. Pendekatan penelitian menggunakan deskriptif kualitatif. Teknik pengumpulan data menggunakan obvservasi, wawancara, dan dokumentasi. Teknik penentuan informan menggunakan purposive sampling. Teknik analisis data adalah analisis data deskriptif kualitatif, meliputi : reduksi data, display data, serta penarikan kesimpulan dan verifikasi. Hasil temuan penelitian disimpulkan bahwa : 1) Implementasi e-Government dalam proses pelaporan Surat Pemberitahuan Pajak Daerah pada Pemerintah Kabupaten Badung sudah terimplementasi dengan diterapkannya sistem online pajak daerah melalui e-SPTPD. 2) Faktor-faktor pendukung implementasi e-Government dalam proses pelaporan Surat Pemberitahuan Pajak Daerah pada Pemerintah Kabupaten Badung meliputi : komitmen Pemerintah Kabupaten Badung dalam pelayanan publik melalui e-Government, resources (sumber daya), sosialisasi, jaringan internet, dan kesadaran Wajib Pajak. Sedangkan faktor-faktor penghambat implementasi e-Government dalam proses pelaporan Surat Pemberitahuan Pajak Daerah pada Pemerintah Kabupaten Badung meliputi : pengetahuan dan kesadaran wajib pajak serta pandemi Covid-19. ; E-Government is an effort to develop electronic-based governance to improve the quality of public services effectively and efficiently, in accordance with Presidential Instruction No. 3 of 2003 concerning e-Government Development Policies and Strategies. The formulation of the problem, namely: 1) How is the implementation of e-Government in the process of reporting Regional Tax Returns to the Badung Regency Government? 2) What are the supporting factors and obstacles to the implementation of e-Government in the process of reporting Regional Tax Returns to the Badung Regency Government? The theory used is the theory of public policy implementation model of Merilee S. Grindle and the theory of public policy implementation model of George C. Edwards III. The research approach used a qualitative descriptive. Data collection techniques using observation, interviews, and documentation. The technique of determining informants using purposive sampling. The data analysis technique is descriptive qualitative data analysis, including: data reduction, data display, and drawing conclusions and verification. The results of the research findings concluded that: 1) The implementation of e-Government in the process of reporting Local Tax Returns to the Badung Regency Government has been implemented by implementing an online local tax system through e-SPTPD. 2) The supporting factors for the implementation of e-Government in the process of reporting the Regional Tax Returns to the Badung Regency Government include: the commitment of the Badung Regency Government in public services through e-Government, resources (resources), socialization, internet networks, and taxpayer awareness . While the factors inhibiting the implementation of e-Government in the process of reporting Regional Tax Returns to the Badung Regency Government include: knowledge and awareness of taxpayers and the Covid-19 pandemic.
Pada masa pemerintahan Jokowi, beberapa kebijakan pemerintah harus berhadapan dengan Kelompok Islam Indonesia. Front Pembela Islam atau FPI yang dituduh sebagai Islam garis keras, kemudian dibubarkan oleh pemerintah. Meskipun demikian, organisasi ini masih mendapat banyak dukungan public, bahkan setelah pemimpinnya, Habis Rizieq Shibab yang kharismatik berhasil dipenjarakan. Tulisan ini menjelaskan mengapa FPI berhasil mempertahankan popularitasnya serta tetap mendapat dukungan politik dari para elit. Dengan menggunakan studi pustaka, studi lapangan, analisis deskriptif dan metode penelitian kualitatif, hasil kajian menunjukkan bagaimana FPI bergerak pada sisi penegakan hukum dan melakukan berbagai aksi kemanusiaan yang kemudian mempengaruhi opini publik, terutama bagi mereka yang berasal dari kelompok Muslim yang taat.
Corruption, Collusion and Nepotism (KKN) are social diseases that have long infected the nation and state of Indonesia. This paper conveys the social movement theory in the effort to create a government free from KKN through strengthening the role of masyarakat madani (civil society). The Jenkins and Klandermans' diagram of the relationship of social movements with the state and the political system illustrates the problem of a three-way relationship between social movements, political representation and the state. The issue is the extent to which opportunities represented by political representatives in social movements, the impact of social protests on political parties and official political processes, as well as the implications of these relations in modern democracies. In this case, the social movement's chances through the 1998 reforms have been able to undermine the authoritarian New Order regime, a good start for the creation of democracy in Indonesia. However, it turns out that KKN disease that has been rooted to create systemic corruption (institutional entry) creates its own difficulties in eradication. Civil society as an alternative to social forces should be encouraged to play a role in solving the chaotic reform of the Indonesian bureaucracy. The role of civil society through NGOs, intellectuals, students, workers or labours, mass organizations, religious leaders, social media, press and other elements of society are expected to make the government more assertive in enforcing the law and crack down on KKN actors according to MPR XI / 1998, Anti-Corruption Law, as well as other supporting regulations that have been created. Law enforcement agencies, including POLRI, KPK, Judicial Commission are expected to play a role. This is of course with the participation of civil society as a control force that offsets the strength of government in upholding truth and justice.
