The state is one of the issues or phenomena that human life is full of it and can be traced to the aftermath Search everywhere; some scholars have suggested several indicators of the size of government, each of the indicators of the base on economic conditions in each country, can be used andbased on make a decision for the size of government. There have always been two views about government, the first view implies that all goods and services to be provided by the private sector, except where to say "the market failure ",and accordingly state tasks limited to providing security, order and justice . Against this view are those who believe that because of market failure and the free market system, the government should play a greater and more diverse role. On this basis, and considering the attitude of philosophical, political, and different schools, various types and sizes can be imagined for the state.
Adding to the literature on the effects of government decentralization, this paper uses a large sample of individual responses from more than a hundred countries about public's perceptions of government's performance along various dimensions to study the relative influences of different types of decentralization, including fiscal decentralization, administrative decentralization, federalism, and aggregate decentralization. Our results show that fiscal and administrative decentralization are qualitatively alike in that greater decentralization in each case improves perceptions of the government performance. Federalist states' performance and overall decentralization are viewed somewhat differently. With regard to tax administration particularly, fiscal and administrative forms of government decentralization result in better outcomes than overall decentralization. Finally, service industries and large firms, ceteris paribus, perceived government performance differently.

President Trump has been accused of using @realDonaldTrump to troll his critics. While the President's tweets are often attributed to his personal views, they raise important Constitutional questions. This article posits that @realDonaldTrump tweets are government speech and, where they troll government critics, they violate the Free Speech Clause. I begin the article with an exploration of President Trump's use of @realDonaldTrump from his time as a private citizen to President. The article then chronicles the development of the government speech doctrine and the Supreme Court's factors that differentiate private speech from government speech. I argue that, based on the factors in Walker v. Tex. Div., Sons of Confederate Veterans, Inc., @realDonaldTrump is government speech. After concluding the President's tweets are government speech, the article moves to a less developed issue in the Court's jurisprudence— whether the Constitution places limits on what the government may say. The Court has determined that the First Amendment has no bearing on the government's freedom to choose what views it propounds. Still the Court has intimated that other Constitutional principles may act to restrain the government's speech. I suggest that although the First Amendment does not prohibit the government from choosing among a variety of viewpoints, it restrains the government's speech in other ways. I argue that, because the government may not interfere with an individual's freedom of speech, the government violates its critics' Free Speech Clause rights when it trolls them in an effort to dissuade them from speaking.
The purpose of this research is to examine empirical evidence of the effect of human resource competence, information quality, government complexity, area, and size of government on the maturity of e-government of provincial government in Indonesia. The research applied purposive sampling method, and examined 21 provinces in Indonesia for the year of 2018-2020. This study uses secondary data from Central Bureau of Statistics, websites of provincial government, and data from Ministry of State Apparatus Empowerment and Reformation of Bureaucracy (KemenPAN RB). Since this research involved multiyear data, therefore data panel analysis using Common Effect Method was applied. The results show that human resource competence and government complexity significantly influence the maturity of e-government. However, information quality, width of area and size of government do not influence maturity of e-government. The results are important for the government in developing e-government systems. Implications of the research are further discussed in the paper.
Interest in the use of new technologies as an instrument for the modernisation of public management is something common in public administrations. Local governments have recently invested considerable human and material resources to try to deliver services in a more efficient way. Although the progress made in the implementation of information and communication technology (ICT) has been significant, an analysis of all local government shows that its impact on the reform policies has been unequal, and that the real objectives of these processes of modernisation have not always been the same. Most governments have chosen a strategy that reproduces the way that the traditional administration works; whereas only a few have tried to make use of the potential that ICT offers to provide more transparency, new online services and to make administrations more receptive to citizens' needs. The first section of this article gives global data about the development of ICT in Spanish municipalities. Next, the websites of Spanish cities are analysed to identify the factors that enhance e-government and its implementation in the benefit of transparency, interaction with citizens and accountability
