The contribution examines the evolution of the regulation of parliamentary groups in the Italian Chamber and Senate. The analysis moves from the very first provisions regulating this matter, that were introduced in 1920 under the Albertine Statute. Then, the contribution explores the reactivation of the regulation of parliamentary groups at the dawn of the Italian Republican experience, investigating its subsequent transformations, till today. Some concluding remarks are devoted to perspectives and recent reform proposals, especially those deriving from the constitutional amendment on symmetric bicameralism approved in 2016 (currently subject to a referendum). This reform aims at introducing a new Senate, that would represent territorial autonomies and exercise, among others, a "connecting function", thus requiring an appropriate balance of the political cleavage with the territorial and institutional ones. ; I gruppi parlamentari si accingono a breve a celebrare, nell'esperienza italiana, il centenario dalla loro apparizione sulla scena istituzionale: essi furono infatti riconosciuti, con un'apposita integrazione del regolamento della Camera dei deputati del Regno d'Italia, nel 1920. In Western Europe, at least since the 1960s, the process redefinition of state authority has been occurring, whose manifestation are, inter alia, the ingoing weakening of political parties and the growing importance of international or supranational non-governmental decision makers, such as, at trans-national level, global corporations and powerful international organisations, including the supranational European Union. At a national level, among the most prominet decision makers are interest groups which are replacing political parties as the main intermediate bodies located between individuals and public authorities. Political parties fulfil this role mainly during an electoral campaign. At other times, other entities become representatives of the interests of individuals. The present study is designed to examine, from a legal point of view, selected institutions and methods (i.e. lobbying, public hearings, petitions) used by interest groups in Poland, with particular focus on the recent appliance practice thereof, as well as less known types of interest group such as think thanks and political foundations ; Nell'Europa occidentale fin dai primi anni sessanta del Novecento prende forma il processo di ridefinizione del potere dello stato che si manifesta, tra gli altri, con un continuo indebolimento dei partiti politici insieme alla crescita dell'importanza dei gruppi di tendenza non governativi con caratteristiche soprannazionali e nazionali. A livello sovrannazionale si tratta soprattutto di potenti aziende multinazionali (le corporation) e maggiori organizzazioni internazionali, tra cui la transnazionale per eccellenza l'Unione Europea. Anche i gruppi d'interesse sono diventati attori piü rilevanti a livello nazionale.Una delle origini di tale processo è la trasformazione del paradigma dello stato e della società. Sotto l'influenza della dottrina liberale, prevalente negli stati democratici moderni, la nazione (vista come una comunità etnica fondata sui pilastri sotto forma di grandi gruppi sociali: operai, contadini/agricoltori, la borghesia, proprietari terrieri etc.) è stata sostituita dalla società percepita come un insieme di numerevoli minoranze che stanno alla base di gruppi di interesse e/o pressione autonomi. Questi gruppi si formano e dissolvono parzialmente, frequentemente sovrapponendosi. I loro interessi sono sovente contradditori. Gli individui non sono sempre in grado di individuare i propri interessi nell'appartenere ad un gruppo specifico od ad un altro. La loro composizione viene sottoposta a modifiche continue e dinamiche. Spesso i gruppi rivaleggiano tra loro in una lotta finalizzata ad avere accesso ai vari poteri e/o livelli decisonali. I partiti politici diventano inefficienti nel confronto di una dinamica rapida dei gruppi di interesse. Il ruolo dei cosiddetti "enti intermediari", localizzati tra l'individuo e gli organi del potere, è svolto dai partiti politici principalmente durante la campagna elettorale. Al di fuori di questo periodo il ruolo degli intermediari è acquisito da altri soggetti che riescono in un modo migliore rispetto ai partiti politici a svolgere il ruolo di portavoce degli interessi degli individui. I gruppi di interesse sono diversi dai partiti politici. Essi possono assumere una forma qualsiasi a seconda di vari fattori, come per esempio il tipo di interesse rappresentato, la numerosità del gruppo o il tempo richiesto per conseguire un esito desiderato. Il gruppo ha di solito un carattere temporaneo: esso nasce al fine di conseguire un determinato interesse che congiunge i suoi membri e si scioglie insieme al suo conseguimento, oppure in conseguenza di una sconfitta. La localizzazione fuori dall'area stretta di competizione politica e la mancanza di una dichiarazione obbligatoria su prefenze politiche di un gruppo lo rende immune a cambiamenti politici portati da vittorie e sconfitte elettorali. Un gruppo di interesse non partecipa all'esercizio del potere. Il suo obiettivo principale è invece quello di ottenere risultati concreti congruenti con gli interessi degli individui che ne stanno dietro. Questi gruppi possono assumere una forma di associazioni, fondazioni, sindacati, unioni di lavoratori, organizzazioni di ordine professionale, ma anche rimanere in qualità di un gruppo non formalizzato.[1] J. Negli ultimi anni la crisi economica ha colpito con forza l'intero Sud Europa, esasperando dinamiche di impoverimento e precarizzazione di lungo periodo. In Italia e in Spagna, tra gli altri, si è assistito a mobilitazioni contro la precarietà lavorativa e esistenziale. In questo contributo vengono presi in esame i movimenti contro la precarietà in Italia e in Spagna, allo scopo di analizzarne la genesi, gli sviluppi e le prospettive future. In particolare, il paper si concentra sulle rivendicazioni dei movimenti, l'autorappresentazione, la struttura delle alleanze e le strategie di azione, mettendo in luce i risultati delle proteste e i repertori discorsivi e di azione. | In the last years, the economic crisis heavily hit all the Southern European States, exacerbating well rooted dynamics of impoverishment and precarization. In Italy and Spain, among others, social movements against labour and existential precarity developed and took the streets, receiving a high degree of media attention. In this paper we focus on the movements against precarity in Italy and Spain, in order to analyse their genesis, developments, symbolic discourse and future opportunities. In particular, the paper focuses on the movements' claims, their self-representation, the structure of alliances and their strategies of action, highlighting the results of the protests and the repertories of discourse and action. In Italy, the discourse against precarity can be divided into three phases: until the mid-2000s, a grassroots network of actors developed, addressing the flexibility of jobs and the fragmentation of the labour market, while the trade unions organized attempts of including atypical workers. The second phase is characterized by the widespread use of the term precariousness outside of the environments in which it was developed, by a massive use of the job's rights, and the increasing awareness of the difficulties of organizing precarious workers. In the third phase, precarity has become a common reference for workers' protests and broader activism, and a widespread and legitimate word in the public sphere as well. In Spain, mobilizations against precarity mainly developed in the aftermath of the economic crisis, and especially since 2010-2011, thanks to the action of JSF and, later, of the 15M movement. The claims against precarity are strictly intertwined with the broader claims on the right to housing and the lack of prospects for the youth, as well as to a deep disaffection towards the institutional politics, therefore they have an intrinsic and instant 'political' nature. The activists, indeed: seek for the societal consensus and, for this reason, they interact with the media, both grassroots and mainstream; put in place and activate wide networks of mobilization and alliances; and contribute to political experiences, such as Podemos and Ahora Madrid. Movements' differences are mainly related to their self-representation and action strategies. While in Spain the protests focus on the 'lack of' (future, jobs, security), in Italy they refuse a 'victimization' discourse, promoting a self-empowerment subjectivity. On the other hand, while in Italy action took place mainly in the field of labour and workers struggle –and the public sphere– in Spain activists went political, by contributing to the 15M movement, Mareas, Podemos, and Ahora Madrid. In this article we analyse the diverse experiences of the movements and highlight similarities and differences.

L'articolo mira ad esplorare l'uso della negoziazione e dell'argomentazione nel riconoscimento delle idendità e dei valori da parte della comunità politica

Scopo del presente lavoro di ricerca è quello di comparare due contesti metropolitani, valenciano e bolognese, sulle pratiche di accompagnamento al lavoro rivolte a fasce svantaggiate, in particolare persone con problemi di dipendenza da sostanze psicotrope. L'indagine propone un confronto su alcune tematiche trasversali (tipologia di azioni messe in campo, organizzazione territoriale e governance, profilo degli utenti, inserimento sociale, coinvolgimento del mondo produttivo) e pone in evidenza gli elementi che ci consentono di individuare e segnalare sia delle buone pratiche trasferibili sia delle linee progettuali, partendo dunque dal presupposto che capacitare una persona significa innanzitutto offrirle congrue opportunità di scelta, nel senso seniano e come spiegato dalla stessa Nussbaum, ma soprattutto accompagnarla e sostenerla nel percorso di inserimento lavorativo e, in parallelo, sociale. Il bisogno raccolto è quello di un sostegno, motivazionale e orientativo, che segua un approccio socio educativo capace di fornire, alla persona, una risposta integrata, di unicità, capace dunque di agire sull'autonomia, sull'autostima, sull'elaborazione delle proprie esperienze di vita e lavorative, nonché su elementi anche di contesto quali la casa, le reti amicali e familiari, spesso compromesse. L'elemento distintivo che consente di agire in questa direzione è il lavoro di collaborazione tra i diversi servizi e la co-progettazione del percorso con l'utente stesso. Il tema degli inserimenti lavorativi è un argomento molto complesso che chiama in causa diversi aspetti: i mutamenti sociali e le trasformazioni del lavoro; l'emergere di nuove fasce deboli e il rischio di aggravamento delle condizioni di esclusione per le fasce deboli "tradizionali"; l'importanza del lavoro per la costruzione di percorsi identitari e di riconoscimento; l'impatto delle politiche attive sulle fasce svantaggiate e i concetti di capitazione e attivazione; il ruolo del capitale sociale e l'emergere di nuovi welfare; la rete degli attori coinvolti dal processo di inserimento e il tema della governace territoriale. ; The object of this research is a comparative study on the practices of coaching to employment of disadvantaged groups in Bologna and Valencia Cities, particularly people with addiction problems that comes from psychotropic substances. The survey propose a comparison of some transversal themes (type of actions undertaken, territorial organization and governance, user profiles, social inclusion, rule of world production) and highlights the elements that allow us to detect and report both, good transferable practices and the design lines. The need detected is a support, capable to give motivation and orientation, which follow an integrated approach. A social educational approach that providing to the person an integrated answer, able therefore to act on autonomy, on self-esteem, on the elaboration of their experiences of living and working, and also able to act on elements of context such as home, family and friendship networks, often compromised. The distinctive element that allows it to act in this direction is the work of collaboration between the different services and the co-design of the route with the user. The theme of the work placements is very complex and involves several aspects: the social changes and the transformation of work; the emergence of new vulnerable groups and the risk of exacerbation on the exclusion for disadvantaged 'traditional' groups; the importance of work for the construction of paths of identity and recognition; the impact of active policies on disadvantaged groups and the concepts of empowerment and activation; the role of social capital and the emergence of new social welfare; the network of actors involved in the integration process and the topic of territorial Governance.

Il «goriziano» (Goriška), the border area between Slovenia and Italy, has been (and still is) a place of contested memories, where different groups construct their identities on different, very often opposing interpretations of the region's past events. What for one side is a source for memory building, sinks for the other into oblivion, what one side celebrates, the other forgets. The territory was ravaged by acts of violence in both the First and Second World Wars, as well as in postwar years. Younger generations are reminded of the past chiefly through memorials, crypts and military burial grounds, silent witnesses to the atrocities that the twentieth century inflicted on the region. The monuments, (hi)stories and preserved narratives that construct the national heritage act on the 20th century as ruptures of history, requiring all the collective groups to collaborate and accept different constructions of memory, interpretations of the past and our own complex story.

This paper analyses the role of the principle of secularism with respect to the consolidation of the democratic 'host' nations which confront themselves with other cultural and religious identities. The aim is pursued by a revisitation of the concept, in the light of the philosophy of ideas. The core of the argumentation is the following: both liberal and liberal-democratic western states are grounded on what contemporary scholars, proving true John Locke, call the subtle art of distinction among spheres and dimensions of individual and collective life. This must be reconsidered nowadays in order to tackle properly the struggle among groups whose specific symbolic internal cohesion is based on forms of religious identity.

ABSTRACT: Invaded, displaced, and dispossessed, the aboriginal Khoisan populations of South Africa were enslaved and pushed to the margins of society well before the arrival of European settlers in the seventeenth century: the Bantu groups which had invaded southern Africa in the previous centuries had colonised various regions, due to their physical and military superiority. In contemporary South Africa, the condition of these people is still precarious, judging from the various forms of political protest reclaiming full citizenship for Khoisan communities. In some cases, however, the re-reading of History on the part of minority groups to obtain social and political recognition tends to reproduce, and therefore to confirm, the stereotypes and simplifications that contributed to their marginalisation in the first place. The case of the Khoikhoi populations in South Africa – classified as 'coloured', but still claiming specific ethnic identities of their own – is read here through the lens of literature, and specifically through the novel David's Story by Zoë Wicomb – a South African writer who has always avoided the trap of simplism both as narrator and as social and literary critic.

The focus of this dissertation is the relationship between the necessity for protection and the construction of cultural identities. In particular, by cultural identities I mean the representation and construction of communities: national communities, religious communities or local communities. By protection I mean the need for individuals and groups to be reassured about dangers and risks. From an anthropological point of view, the relationship between the need for protection and the formation and construction of collective identities is driven by the defensive function of culture. This was recognized explicitly by Claude Lévi-Strauss and Jurij Lotman. To explore the "protective hypothesis," it was especially useful to compare the immunitarian paradigm, proposed by Roberto Esposito, with a semiotic approach to the problem. According to Esposito, immunity traces borders, dividing Community from what should be kept outside: the enemies, dangers and chaos, and, in general, whatever is perceived to be a threat to collective and individual life. I recognized two dimensions in the concept of immunity. The first is the logic dimension: every element of a system makes sense because of the network of differential relations in which it is inscribed; the second dimension is the social praxis of division and definition of who. We are (or what is inside the border), and who They are (or what is, and must be kept, outside the border). I tested my hypothesis by analyzing two subject areas in particular: first, the security practices in London after 9/11 and 7/7; and, second, the Spiritual Guide of 9/11 suicide bombers. In both cases, one observes the construction of two entities: We and They. The difference between the two cases is their "model of the world": in the London case, one finds the political paradigms of security as Sovereignty, Governamentality and Biopolitics. In the Spiritual Guide, one observes a religious model of the Community of God confronting the Community of Evil. From a semiotic point view, the problem is the origin of respective values, the origin of respective moral universes, and the construction of authority. In both cases, I found that emotional dynamics are crucial in the process of forming collective identities and in the process of motivating the involved subjects: specifically, the role of fear and terror is the primary factor, and represents the principal focus of my research.
