Efficiency and Effectiveness of Government Expenditure on Education at Districts/Cities Level in East Java Indonesia
The purpose of this study is to investigate and analyze the efficiency and effectiveness of local government expenditure on education sector in districts and cities level of East Java, during the periods 2007-2014. Furthermore, this study will evaluate the impacts of local government expenditure, household expenditure for education, and regional product domestic bruto or (PDRB) on the educational outcomes, namely education index. Data Envelopment Analysis (DEA) is selected as the methodology for analyzing the efficiency of local government expenditure on educational outcome. The model assumes constant return to scale (CRS) and variable return to scale (VRS). Measurement of the effectiveness of government spending is done by using panel data regression. Data for supporting the analyses is panel data from 38 districts and cities in East Java for the periods of 2007 – 2014. The results show that government expenditure in educational sector is relatively inefficient. Government Expenditure for Education (PPP) has no significant impact on educational index, while Household expenditure for education (PPRT) and GRDP per Capita positive has significant impact on the Education Index (IP). This imply that government expenditure for educational sector is not effective improving educational index.

The Implementation of The Strategy in Issuance of Birth Certificates in The Islands Region of Selayar District
This research is motivated by the people of the Selayar Islands Regency who experience limited information about birth certificate documents at this time, which is due to limited human and material resources both in quantity and quality, as well as the geographical location in the form of islands. The main problem of this research is that the issuance of birth certificates is still not optimal. The purpose of this study was to describe the issuance strategy by the Department of Population and Civil Registration of the Selayar Islands Regency in accelerating the ownership of birth certificates. This study uses qualitative research methods with the object of research being the issuance of birth certificates. Data collection techniques: observation, interviews, and documentation. Data analysis consists of three activities carried out together, namely data selection, presenting data, and drawing conclusions. The results of this study reveal that the Strategy of the Department of Population and Civil Registration has been running but still has obstacles in its implementation. This is due to various factors that occur in the field so that the implementation of the strategy has not been maximized. The researcher recommends that to reach services in the archipelago, it is better to use online. This will certainly make it easier for the community and officers to provide services in an effort to accelerate birth certificate ownership in the archipelago.

Problems arising from the relationship between Islam (dîn) and politics (siyâsah) became the polemics among Muslim political thinkers that have not been completely solved up until now. Hence, it is difficult to identify which countriy such as Turkey, Egypt, Sudan, Morocco, Saudi Arabia, Pakistan, Algeria, and Indonesia, that deserves to be a representation of an Islamic state. The consequence of different understandings about the relationship between Islam and politics – in the case in Indonesia- is the emergence of Indonesian Islamic State (NII). This movement attracted a number of responses from Indonesian Muslim intellectuals. Political Participation Of Voters In Elections Of The Mayor Of Padang 2018. Essay Civic Education
This study aims to describe political participation and the factors influencing the political participation of novice voters in the Padang Mayor Election in 2018. This research was conducted to describe the political participation of novice voters in the Padang Mayor Election. Therefore, to describe the political participation of novice voter researchers spread a quetionnaire to 138 respondents. According to Ramlan, 1992; Ramli, (2010) Political participation can be interpreted as the participation of ordinary citizens in determining all decisions concering or affecting his life.This type of research is descriptive with research locations in the Kelurahan Pasar Ambacang. The population in this study amounted to 1.377 novice voters and a sample of 138 respondents with a sampling technique using simple random sampling. Data was collected using questionnaire, interviews and documentation, intruments and analyzed using triangulation. The results of the study of political participation in voting as much as 100%, political discussion 54,58%, of campaign activities 16,67%, form and join 0,24% interest groups and individual communication with political and administrative officials 5,31%. Novice voters at the time of voting use their voting right well. Factors influencing the political participation of novice voters are the curiosity of policies promised by the vision and mission of the candidate pair of mayors and the political awareness of the novice voter of the obligations as Indonesian citizens. Analysis of Energy Efficiency of Indonesia's Sugar Industry
Sugar industry in Indonesia has been experiencing rapid growth in local consumption, a decrease in domestic production, an increasingly growing import dependency, and a rise in the cost of energy use. This study explores the efficiency of energy use in the Indonesian sugar industry from 2010 to 2014 by applying the input distance function based on the trans-log model to all sugar mills across the country. The results revealed that substantial differences in energy efficiency exist across the provinces. The average energy efficiency is nearly 0.68, with the most efficient regions reaching nearly 0.77 and the lowest ones scoring about 0.62. The sugar mills in the provinces of Gorontalo, Banten, South Sulawesi, and East Java are more efficient than those of other provinces. The energy efficiency function suggested that increasing production volume can help to achieve more efficient energy use. Additionally, as labor and capital are substitute inputs, improvements in capital investment (technological upgrade) may yield larger outputs and contribute to more energy-efficient production. Meanwhile, raw materials and capital are complementary inputs, so improvements in energy efficiency via a larger mill size, bigger capital investment, and more efficient sourcing of raw materials can support the national government's production targets sustainably.

The antecedents of entrepreneurial intentions in students of Airlangga University A study of student participants in WEBS in the faculty of economics and business
The number of jobs in Indonesia nowadays is not comparable with the amount of labor, causing high levels of unemployment in the country. This situation has become one of the challenges that must be faced in order to pursue the country's development in a better direction. The government has rightly acknowledged the need to increase its efforts to reduce unemployment levels by creating new jobs or promoting entrepreneurship. The purpose of this research was to explore the influence of the antecedents of entrepreneurial intention among students of Airlangga University. The research used survey methods in relation to 68 student participants in the WEBS activity unit in the Faculty of Economics and Business at Airlangga University. Using a partial least square statistical tool (SmartPLS 2.0, SmartPLS GmbH, Boenningstedt, Germany), the results of the study showed that individual skills aligned with attitudes towards entrepreneurial behavior, perceived environmental dynamism aligned with perceived entrepreneurial behavior control, attitudes towards entrepreneurial behavior aligned with entrepreneurial intentions, and subjective norms aligned with entrepreneurial intentions in positive and statistically significant relationships. However, although the relationships between perceived environmental support and perceived entrepreneurial behavior control, and perceived entrepreneurial behavior control and entrepreneurial intentions were positive, they were not statistically significant.

Implementation of Billboard Tax Policy in the City of Bandung
This study was titled "Implementation of Billboard Tax Policy in the City of Bandung". This study was backed by the writer's interest in seeing the phenomenon of unachieved billboard tax revenue targets for the past few years, even the realization is below 11% of the target that was set in the City of Bandung. The purpose of this study was to find out and analyze the billboard tax policy implementation in the City of Bandung. This study applied the theory of Soren C. Winter that explains three factors that influence the process of policy implementation. This research used a qualitative research method. The results showed that the implementation of the tax policy billboard in the city of Bandung had gone well but there were still obstacles in organizational and inter-organizational behavior, caused by the lack of coordination that existed between BPPD and Satpol PP. Furthermore, the behavior of the target group was also found that there were still negative responses from billboard organizers who are looking for loopholes so they can be detached from the imposition of billboard taxes. Meanwhile, on the other aspects, it had gone well, such as the street-level bureaucrat's behavior, namely through discretion which was done by making barcodes and working fast without waiting for recommendations from other SKPD to supervise billboards that are considered to be in violation. The commitment indicators of organizational and inter-organizational behavior have gone well because employees' actions were in line with the vision and mission of the organization and the last indicator of positive response to the behavior of the target group can be seen from the support of billboard organizers to help the government supervise and remind the public to be obedient on paying taxes.

The Consequence of Ethical Criticism of Intelligence on Countering Terrorism in lndonesia
The global war on terror has raised debates between liberals and realists on the position of ethics in intelligence operations. On the one hand, liberal ethicists insist that the conduct of intelligence gathering to counter terrorism must not violate the security rights of citizens. On the other hand, proponents of realism consider national security to be of greater importance than ethical principles governing individual freedom. This article tries to present an alternative point of view by examining the consequence of ethical criticisms of intelligence activities on the Indonesian government's counterterrorism measures. It proposes two approaches to understanding the connection between ethics and intelligence: examining the nature of the terror threat, and looking at the sociopolitical situations which affect the role of the state's security agencies. Arguably, securitizing intelligence by enforcing an ethical reconceptualization of intelligence roles increases the challenges facing Indonesia's intelligence operatives and damages the effectiveness of the government's counterterrorism policy.

ANALYSIS OF FACTORS INFLUENCING THE VALUE OF SOYBEAN IMPORT IN INDONESIA

M.Si SUMMARY Soybean is one of the primary commodities that are widely needed as inputs to produce secondary commodities, such as; soy milk, tempeh, tofu, soy flour and others. In connection with this, soybeans have a very important role in the economy in Indonesia. The availability of soybean in the input market, lately is very likely to experience problems because of insufficient availability for the needs of the community.Currently, Indonesia is the sixth largest producer of soybeans in the world after the United States, Brazil, Argentina, China and India. However, domestic soybean production has not been able to meet the growing domestic demand from time to time well beyond the increase in domestic production. To be sufficient, the government imports. With the problem of soybean raw materials, the Government of Indonesia needs to protect the soybean farmers by one of the ways is the tariff policy which is the mechanism of market protection from the threat of import of cheap soybean import.The method used in this research is multiple linear regression analysis that aims to see the influence and relationship between dependent variable with independent variable. The data used are secondary data from 1990-2015.The result of analysis shows that gross domestic product is positive and significant to the value of soybean import in Indonesia. The result of the analysis shows that the exchange rate is positive and not significant to the value of soybean import in Indonesia. The result of the analysis shows that international price is negatively and insignificant to the value of soybean import in Indonesia. The result of the analysis shows that soybean production has positive and significant effect to the value of soybean import in Indonesia.
