In the 1950s, Brazil first made science and technology (S&T) an explicit item on its federal policy agenda. The international crises of 1970s interrupted the expansion of public investment in the area. Following 2000, relative macroeconomic stability brought back industrial policies based on systemic approaches to innovation. However, S&T policies initiatives have been overcome by the ongoing macroeconomic crisis and the governments' incapa­bility to maintain the macroeconomic stability. This paper discusses Brazil's S&T policy track record, taking into account institutional path dependence that has held back the orchestration of a long term development model. ; A partir de los años 1950 políticas explícitas de C&T fueron incorporadas a la agenda de los gobiernos federales en Brasil. Las crisis internacionales de la década de 1970 interrumpieron las inversiones públicas en el área. En los años 2000, una relativa estabilización macroeconómica llevó a retomar las políticas industriales basadas en concepciones sistémicas de innovación. Con todo, la reciente crisis financiera internacional y la incapacidad de los gobiernos para mantener la estabilidad macroeconómica han restringido la acción de las políticas de C&T. El objetivo de este artículo es rescatar la trayectoria de la agenda de las políticas de C&T en Brasil, a partir de los caminos de dependencia institucional que han retardado la construcción de un modelo de desarrollo de largo plazo. ; Foi na década de 1950 que o Brasil incluiu explicitamente o item Ciência e Tecnologia (C&T) na agenda política em nível federal. As crises internacionais da década de 1970, entretanto, interromperam o avanço dos investi­mentos públicos nessa área, que acabaram sendo retomados nos anos 2000 com políticas industriais baseadas em concepções sistêmicas de inovação, a partir de um cenário de relativa estabilização macroeconômica. Contudo, a recente crise financeira internacional e a incapacidade dos governos de manter a estabilidade macroeconômica têm restringido a ação de políticas de C&T. O objetivo deste artigo é resgatar a trajetória da agenda das políticas de C&T no Brasil, considerando a dependência de caminhos institucionais que têm retardado a construção de um modelo de desenvolvimento de longo prazo.

This is a review of the book Time, globalization and human experience published in 2017. The book is participated by a group of authors, whose academic careers are linked to Cultural Studies, Social Studies of Science and Technology, and Media Studies. Apart from being currently relevant, it may contribute greatly to the contemporary exercise of politics. It provides an analysis of globalization, its implications, and effects, from a temporal perspective. By revisiting authors such as David Harvey, the various chapters of this book give us a deep view of time details on global space. ; Esta recensão versa sobre o livro Time, globalization and human experience, publicado em 2017. Na obra participam autores, cujas trajetórias académicas estão ligadas aos Estudos Culturais, Estudos Sociais da Ciência e da Tecnologia e Estudos dos Média. É um livro de grande atualidade e que contribui para o exercício da política na contemporaneidade. A sua leitura oferece uma análise da globalização, suas implicações e efeitos, a partir do conceito de tempo. Os diversos capítulos revisitam autores como David Harvey e escavam alguns detalhes do tempo no espaço mundial.

Desde os anos 1980, em resposta aos desafios trazidos pelas doenças raras, alguns países desenvolvidos vêm estabelecendo quadros regulatórios. Os países em desenvolvimento devem fazer o mesmo? Este artigo argumenta que a limitação de recursos de um país em desenvolvimento, embora seja um fator importante para se considerar cuidadosamente a distribuição dos gastos com saúde, não pode ser uma desculpa para negar a necessidade de uma regulamentação. O trabalho apresenta argumentos legais e políticos para o estabelecimento de tal regulação nos países em desenvolvimento. Também relata os recentes esforços legislativos para o cuidado das doenças raras por parte das autoridades locais chinesas, explica as razões para a adoção de uma nova definição de doenças raras e elabora os segmentos necessários dentro de um contexto integrado, racional e adequado à China para o cuidado dessas enfermidades. ; In response to the challenges posed by rare diseases, some developed countries have set up regulatory frameworks since 1980s. Should developing countries follow suit? This article argues that the limited resources of a developing country, although a major factor for carefully considering just distribution of health spending, should not be used as an excuse to reject the need for such a regulatory framework. It provides both policy and legal arguments for establishing such a framework in developing countries. It also reports the recent development of rare disease legislative efforts by local authorities in China, explains the reasons of a new definition of rare diseases adopted, and elaborates the necessary blocks in an integrated rational framework for rare diseases suitable for China.

Using newspapers as primary sources, this article presents an innovative analysis of Victor Meirelles' A primeira missa no Brasil (1860). Beyond canonical interpretations of Meirelles' work as an erudite depiction of the beginning of Brazil's history in 1500, the article demonstrates that for viewers of that time the painting also, and above all,represented the beginning of the history of Brazilian art in the 1800s. It demonstrates this by following general art debates in newspapers of the period, specifically in the years before and after the highly anticipated return of the young Meirelles fromhis European sabbatical. Debates in the press illustrate how Meirelles' significance for nineteenth-century audiences in particular, and for Brazilian art history as whole, can only be fully decoded by situating the artist within Brazilian elites' political-intellectual efforts to achieve European-style civilisational progress during the first decades of the post-independence period. ; false

Nas últimas duas décadas, organismos internacionais multilaterais e governos de diversos países incentivaram reformas na educação superior que geraram, principalmente, a expansão das redes de instituições privadas, a redução dos financiamentos públicos, a cobrança de mensalidades e a competição no provimento de serviços educacionais. Como consequência, observou-se o fenômeno da mercantilização, no qual o desenvolvimento dos fins e dos meios da educação superior, tanto no âmbito estatal como no privado, sofre uma reorientação de acordo com os princípios e a lógica do mercado, e sob o qual a educação, gradativa e progressivamente, perde o status de bem público e assume a condição de serviço comercial. O presente artigo aborda a emergência da lógica e de mecanismos de mercado no contexto da educação superior, tomando por base importantes conceitos econômicos tais como mercado competitivo, livre mercado, intervenção estatal, quase-mercados e falhas de mercado. São descritas e analisadas as ocorrências de imperfeições de competição, ou seja, as falhas de mercado geralmente presentes nos contextos da educação superior: bens públicos, externalidades positivas, poder de monopólio e informações assimétricas. Por fim, conclui-se que a regulação dos Estados nacionais é imprescindível e que, por conseguinte, o estabelecimento de mercados perfeitamente competitivos no âmbito da educação superior é altamente improvável. ; In the last two decades multilateral international organisms and the governments of several countries have stimulated reforms in higher education that fostered, fundamentally, the expansion of private school systems, the reduction of public financing, the charging of school fees, and the competition in the provision of educational services. As a consequence, it has been observed a phenomenon of commercialization, in which the development of the ends and means of higher education, both in state and in the private realms, is redirected in accordance to the principles and logic of the market, and under which education gradually loses its status as a public good, and acquires the position of a commercial service. The present article focuses on the emergence of the market logic and mechanisms in the context on higher education, based on important economic concepts, such as those of competitive market, free market, state intervention, quasi-markets and market failure. The occurrences of competition imperfections are described and analyzed, namely, the market failures generally present in the context of higher education: public goods, positive externalities, powers of monopoly, and asymmetrical information. The text concludes that the regulation of national States is indispensable and that, consequently, the establishment of perfectly competitive markets within the sphere of higher education is very unlikely.

Background and objectives The waste anesthetic gases (WAGs) present in the ambient air of operating rooms (OR), are associated with various occupational hazards. This paper intends to discuss occupational exposure to WAGs and its impact on exposed professionals, with emphasis on genetic damage and oxidative stress. Content Despite the emergence of safer inhaled anesthetics, occupational exposure to WAGs remains a current concern. Factors related to anesthetic techniques and anesthesia workstations, in addition to the absence of a scavenging system in the OR, contribute to anesthetic pollution. In order to minimize the health risks of exposed professionals, several countries have recommended legislation with maximum exposure limits. However, developing countries still require measurement of WAGs and regulation for occupational exposure to WAGs. WAGs are capable of inducing damage to the genetic material, such as DNA damage assessed using the comet assay and increased frequency of micronucleus in professionals with long‐term exposure. Oxidative stress is also associated with WAGs exposure, as it induces lipid peroxidation, oxidative damage in DNA, and impairment of the antioxidant defense system in exposed professionals. Conclusions The occupational hazards related to WAGs including genotoxicity, mutagenicity and oxidative stress, stand as a public health issue and must be acknowledged by exposed personnel and responsible authorities, especially in developing countries. Thus, it is urgent to stablish maximum safe limits of concentration of WAGs in ORs and educational practices and protocols for exposed professionals.

This paper analyzes federal transfers to not-for-profit organizations (NPOs) in the past twelve years in Brazil. We analyze four points: i) the variations in terms of absolute amount of resources transferred to NPOs from the federal government; ii) the proportion of NPOs transfers relatively to other types of federal transfers, and the growth of transfers to NPOs from state and local governments; iii)in which policy areas are federal transfers to NPOs focused; and iv) the degree of concentration of transferred resources to NPOs. We did not find a clear pattern in terms of the amount of resources transferred to NPOs in the last decade, despite a tendency of growth during this period. There is sharp variation, which contrasts with the steady growth of federal transfers to subnational governments.

In this article, we present some facts to contextualize the recent attacks against the Brazilian Amazon Monitoring Project carried out by the Brazilian government on the question of deforestation rates. We argue that these attacks represent a symptom of fundamental aspects of the case that need a sociological analysis of the ideologies that justify the reproduction of inequalities in the expansion of the frontier, as well as the influence that the beneficiaries of this process have acquired within the national policies for the Amazon region. ; En este artículo, presentamos algunos elementos que permiten contextualizar los recientes ataques al Programa de Monitoreo de Deforestación Satelital de la Selva Amazónica de Brasil (PRODES) realizado por las negaciones del gobierno brasileño de las tasas de deforestación del Amazonas y el despido sumario del director del Instituto Nacional. de Investigación Espacial-INPE. Argumentamos que estos ataques son un síntoma de aspectos fundamentales para un análisis sociológico de los mecanismos de (re) producción de desigualdades en la expansión de la frontera, así como la influencia que los beneficiarios de este proceso pudieron adquirir dentro de las políticas nacionales para la Amazonía. ; Dans cet article, nous présentons quelques éléments qui permettent de contextualiser les récentes attaques contre le programme de surveillance de la déforestation par satellite (PRODES) par le gouvernement brésilien dans la forêt vierge amazonienne, dénoncées par le gouvernement brésilien quant au taux de déforestation de l'Amazonie et par le renvoi sans préavis du directeur de l'Institut national. de la recherche spatiale-INPE. Then, t h e so-called "responsible pragmatism" helped the last stage of industrial development in the 70s but f a i l ed in facing t h e crisis in t h e 80s. Lactose is a disaccharide formed by glucose and galactose. Individuals with deficiency or absence of the enzyme responsible for the digestion of the lactose, "lactase", are diagnosed as "lactose intolerant". The marketplace provides, to this public, carb-free dairy products, regulated by the Ordinance number 135, from February 08, 2017, of the Brazilian Health Regulatory Agency, relative to special purpose products. Legally, lactose-free dairy products may contain the maximum of 0.1 g of the referred nutrient per 100 g or 100 ml of the final product while low lactose products may contain between 0.1 g and 1 g per 100 g or 100 ml of ready-to-eat food. Thus, lactose-free dairy products must meet the requirements for the permitted lactose content. The objective of this study was to evaluate the lactose content in powdered milk and/or lactose-free milk compounds. It was an experimental study performed at Faculdade Nossa Senhora de Fátima Science Laboratory, in the city of Caxias do Sul. The determination of lactose content occurred by means of methodology described by the Adolfo Lutz Institute and the data was analyzed descriptively. All the analyzed samples presented lactose content over 0.1 g per 100 g or 100 ml of the final product. All samples analyzed are in disagreement with current legislation for zero lactose type products, complying only the classification of low lactose type products. ; A lactose é um dissacarídeo formado por glicose e galactose. The production of biofuels is strongly supported all over the world as a renewable energy source for reducing dependence on the unstable oil market. Bioethanol, the main biofuel produced in the world, is widely used to power vehicles in both the USA and Brazil, but concerns exist in both places regarding its sustainability. In Brazil, it is produced from a by product of the sugar cane industry, while in the USA it is manufactured from food crops. The production of biogas and biodiesel is growing rapidly, but neither has outpaced the production of bioethanol. The European Union (EU) is greatly interested in this issue, and in 2011 adopted an extensive strategy to reduce carbon dioxide emissions related to transport by 60% by the year 2050. In order to achieve this result, the current European transportation system must be transformed. This ambitious goal will require the implementation of complex measures including the reduction of fossil fuels in favor of renewable fuels. This program has various options regarding the development of biofuels (e. g., biogas, bioethanol and biodiesel) and their related technologies, which are still on trial (mainly regarding the bioethanol production), and must also analyze their sustainability from a social and economic standpoint. The paper discusses the use of biofuels for transport in the European setting, and shows that their sustainability may result in relevant negative social effects due mainly to the use of land for energy crops (e.g., change of food price and world food shortage). ; A produção de biocombustíveis é fortemente reconhecida em todo o mundo como uma fonte de energia renovável para reduzir a dependência do mercado instável do petróleo. Bioetanol, o principal biocombustível produzido no mundo, é largamente utilizado para a mobilidade no Brasil, e também nos EUA, mas com diferenças de sustentabilidade, porque no Brasil ele é produzido a partir de um subproduto da indústria de cana-de-açúcar, enquanto nos EUA é fabricado com culturas alimentares. Biogás e biodiesel estão crescendo rapidamente, mesmo que em um nível muito menor do que o bioetanol. A União Europeia (UE) observa este assunto com grande interesse e, há dois anos, adoptou uma ampla estratégia para reduzir em 60% as emissões de dióxido de carbono no setor de transporte, até o ano 2050. A fim de alcançar esse resultado, será necessária a transformação do atual sistema europeu de transportes. A ambiciosa meta implicará em medidas complexas, incluindo a limitação do uso de combustíveis fósseis em favor de combustíveis renováveis. Este programa abre várias possibilidades de desenvolvimento dos biocombustíveis (ou seja, biogás, bioetanol e biodiesel). Para concretizar este avanço, é preciso se desenvolver tecnologias de nova geração em fase de experimentação (principalmente para a produção de bioetanol a partir de resíduos florestais), bem como a análise da sustentabilidade econômica e social desta nova fonte de combustível. How many are the top and middle-level Brazilian federal bureaucracy appointees, and to which party are they affiliated? Are there differences among presidential mandates regarding the number of these professionals and their party affiliation? This study seeks to answer these questions, by building a new database that gathers the number of party-affiliated public officials that were appointed to Cargos de Direção e Assessoramento Superior (DAS) (position of director and high level consultant). Descriptive analysis found that the proportion of party-affiliated among appointees increased during the Workers' Party (PT) governments and higher among appointed professionals that were not civil servant. The power-sharing among parties – mainly between the party of the president and the others – varies significantly according to the government. The partisan control over appointees is milder in middle-level and stronger at top-level positions. However, a minority of appointees are party members, even among the top-level bureaucracy. Therefore, we suggest that the political networks go beyond the party affiliations. To understand these networks it is necessary to reassess the role of party politics in shaping the executive agenda and enable reinterpretation of how presidents build and manage the government coalition and the support to their agenda in the legislative arena. ; ¿Cuántos son y a qué partidos están afiliados los nominados para los puestos de rango superior y medio de la burocracia federal brasileña? ¿Hay diferencias entre los mandatos presidenciales? Para responder a estas preguntas, construimos una base de datos inédita referente a los afiliados a partidos políticos que ocupan cargos directivos y de asesoramiento superior (DAS). Nuestro análisis descriptivo muestra que la proporción de afiliados aumentó en los gobiernos del Partido de los Trabajadores (PT) y es mayor entre los nominados sin vínculo con el sector público. La concentración de poder entre los partidos –principalmente entre el partido presidencial y los demás– varió de modo significativo entre presidentes. El control del partido sobre los nominados afiliados es más moderado en los cargos de nivel medio y mayor en los rangos superiores. Sin embargo, los afiliados son minoría, incluso en los puestos de mayor poder político-administrativo. Por lo tanto, sugerimos que posiblemente las redes de conexión política que definen a los cuadros de la burocracia decisoria también se construyan por medios extrapartidarios, y comprenderlas es decisivo para dimensionar el peso de la política partidaria en la burocracia ministerial y reinterpretar cómo el Poder Ejecutivo construye y administra la coalición de gobierno y su apoyo en el Poder Legislativo. ; Quantos são e a quais partidos estão filiados os nomeados para os cargos do alto e médio escalão da burocracia federal brasileira? Há diferenças entre mandatos presidenciais? Para responder essas perguntas, construímos uma base de dados inédita referente aos filiados a partidos políticos em cargos de direção e assessoramento superior (DAS). Nossa análise descritiva aponta que a proporção de filiados aumentou nos governos do Partido dos Trabalhadores (PT) e é maior entre nomeados sem vínculo com o setor público. A concentração de poder entre os partidos – principalmente entre o partido presidencial e os demais – variou de modo significativo entre presidentes. O controle partidário sobre os nomeados filiados é mais brando nos cargos de nível intermediário e maior nos níveis superiores. Entretanto, os filiados são minoria, mesmo nos cargos de mais alto poder político-administrativo. Por isso, sugerimos que, possivelmente, as redes de conexão política que definem os quadros da burocracia decisória também se constroem por meios extrapartidários e compreendê-las se mostra decisivo para dimensionar o peso da política partidária na burocracia ministerial e reinterpretar como o Poder Executivo constrói e gerencia a coalizão de governo e seu apoio no Poder Legislativo.

Introduction: Salted beef is a highly handled product that can be contaminated by pathogenic microorganisms and foreign materials. Objective: Evaluate the microbiological and physicalchemical quality of charque and jerked beef. Method: Thirty samples were evaluated by microbiological research and count, physical-chemical analysis and microscopical research. Results: Halophilic bacteria count ranged from 5.2 to 8.8 log CFU/g, molds and yeasts from 2.8 to 8.2 log CFU/g. Although high results have been observed, there are not tolerance limits for these microorganisms in legislation. Staphylococcus spp. count ranged from < 2.0 to 7.8 log CFU/g, coliforms at 45°C from < 3.0 to 9.3 x 102 MPN/g, beyond the absence of Salmonella spp. These results showed 11 samples above the limit for Staphylococcus coagulase positive and all samples were lower than the recommended for coliforms at 45ºC. In the physicalchemical analysis, seven charque samples were observed above the limit recommended for the residual moisture content. In the analysis of fixed mineral residue, 18 charque samples and one of jerked beef were also above the limit. In the microscopical research, mites and furs were observed in three charque samples. Conclusions: Results showed the necessity of more effective hygienic-sanitary practices in the manipulation of these products. ; Título PT: Avaliação da qualidade microbiológica e físico-química da carne bovina salgada comercializada em estabelecimentos e feiras livres na zona norte do município do Rio de JaneiroIntrodução: A carne bovina salgada é um produto altamente manipulado que pode ser contaminado por microrganismos patogênicos e materiais estranhos. Objetivo: Avaliar a qualidade microbiológica e físico-química do charque e jerked beef. Método: Trinta amostras foram analisadas por pesquisa e contagem microbiológica, analise físico-química e pesquisa microscópica. Resultados: Contagem de bactérias halofílicas variou entre 5,2 e 8,8 log UFC/g, bolores e leveduras entre 2,8 e 8,2 log UFC/g. Embora resultados elevados tenham sido observados, não há limites para esses microrganismos na legislação em vigor. A contagem de Staphylococcus spp. variou entre < 2,0 e 7,8 log UFC/g, coliformes a 45°C entre < 3,0 e 9,3 x 102 NMP/g, além da ausência de Salmonella spp. Esses resultados mostraram 11 amostras acima do limite para Staphylococcus coagulase positivo e todas as amostras apresentaram-se inferiores ao recomendado para coliformes. Na análise físico-química, sete amostras de charque foram observadas acima do limite recomendado para o teor de umidade residual. Na análise de resíduo mineral fixo, 18 amostras de charque e uma de jerked beef também se apresentaram acima do limite. Na pesquisa microscópica, ácaros e pêlos foram observados em três amostras de charque. Conclusões: Os resultados mostraram a necessidade de práticas higiênico-sanitárias mais eficazes na manipulação desses produtos.
