No início dos anos 2010, uma onda de manifestações sociais irrompeu em diferentes países. Por meio do uso de performances alinhadas com os gêneros virais das mídias sociais, essas manifestações consolidaram a estética Carnavalesca que caracteriza as narrativas políticas produzidas e distribuídas em rede por ativistas. Assim, este artigo reflete sobre o fenômeno das mobilizações globais a partir de seis vídeos que apresentam performances ativistas inspiradas no universo de Guerras nas Estrelas. Produzidos em mobilizações distintas entre os anos de 2010 e 2014, os vídeos foram coletados manualmente na plataforma YouTube e contextualizados sob a perspectiva dos Estudos de Mídia.
From 2005 to 2015, the total assets managed by open private pension funds increased more than six times in Brazil, where the Free Benefit Generating Plan (PGBL) and the Free Benefit Generating Life (VGBL) represent 90% of these assets. However, private pension institutions are characterized by the collection of high management fees, thus keeping for themselves much of the benefits offered by the government as incentive for investment in this modality. High management fees are justified only when there is active management of these funds, theoretically generating higher performance: this study indicates that this is not the case in this market segment. Similar problems have been faced in other countries, such as the United Kingdom, Denmark, and Sweden, which filed investigation concerning funds that charge high management fees for active management, while they actually provide management that may be regarded as passive. This demonstrates the scale and relevance of this issue, which has been surveyed and addressed by this study. To do this, dynamic style analysis was performed, through rolling regressions, followed by Kalman filter analysis in funds from the top-five private pension institutions in Brazil. Analyzing the exposure evolution of these funds to various asset classes and the R2 generated, passivity traces were found, mainly in composite variable income funds. Such funds are precisely those that should be more actively managed, as they charge the highest management fees. This article also demonstrates it is possible to build a passive portfolio, having a very similar style and returns without statistically significant differences, but at a lower management fee (and aligned with passive funds). ; De 2005 a 2015, o total de ativos geridos por fundos de previdência privada aberta no Brasil mais do que sextuplicou, com o Plano Gerador de Benefícios Livres (PGBL) e o Vida Gerador de Benefícios Livres (VGBL) representando 90% desses ativos. Entretanto, as instituições de previdência privada têm como característica a cobrança de elevadas taxas de administração, ficando, assim, com boa parte dos benefícios oferecidos pelo governo como incentivo para os investimentos nessa modalidade. Altas taxas de administração são justificáveis quando há uma gestão ativa desses fundos, gerando, em tese, uma performance superior: este estudo indica que não é isso que ocorre nesse segmento de mercado. Problemas semelhantes têm sido enfrentados em outros países, como Reino Unido, Dinamarca e Suécia, nos quais se abriu investigação a respeito de fundos que cobram altas taxas de administração por uma gestão ativa enquanto proporcionam, na realidade, uma gestão que pode ser considerada passiva. Isso demonstra o tamanho e a relevância desse problema, que foi levantado e abordado por este estudo. Para tanto, recorreu-se à análise dinâmica de estilos, via janelas móveis, seguida da análise via filtro de Kalman em fundos das cinco principais instituições de previdência privada do Brasil. A partir da análise da evolução das exposições desses fundos às diferentes classes de ativos e dos R2 gerados, encontraram-se indícios de passividade, principalmente nos fundos compostos com renda variável. Tais fundos são justamente os que deveriam ter gestão mais ativa, pois cobram as maiores taxas de administração. Este artigo também demonstra que é possível construir uma carteira passiva, com estilo muito semelhante e retornos sem diferenças estatisticamente significativas, mas com taxa de administração mais baixa (e alinhada com fundos passivos).

This article discusses how Brazilian AIDS activism has emerged and been reconfigured over the last 25 years. I analyze how societal forms were created and particular problems emerged in a specific context affected by the AIDS epidemic. Based on ethnographic research in concrete contexts in Brazil, I follow the ways by which people have united around various ideas and practices related to life, health and illness, morality and politics. People affected by the epidemic were engaged in sociality, identity formation and the definition of a wide range of health, political and judicial demands, which take a particular biosocial activism as their main form of collective mobilization. My main aim is to reflect, therefore, on the formation of particular biosocial worlds, socialities, collectivities and identities related to specific modes of subjectification surrounding life and death, biomedicine and biotechnologies, politics and citizenship.

Mozambique's economy is at a turning point, and efforts to address governance and corruption vulnerabilities can have a lasting positive impact. The current levels of public debt have caused us to take a hard look at our governance and anti-corruption framework and have prompted various reforms to address the vulnerabilities exposed in this framework. In general, the problems in our society, and specifically corruption, have been examined in detail recently and are clearly macro-critical. 2 One study estimated the costs of corruption to Mozambique during the period 2002 to 2014 at up to USD 4.9 billion (approximately 30 percent of the 2014 GDP).3 The impact of these costs is widespread, affecting taxpayers, public service providers, the financial and private sector, as well as Mozambique's international reputation. 4 These costs are especially harmful at a time when our country has been hit by a series of shocks, notably the fall in commodity prices, drought, the withdrawal of donor budget support, and, more recently, Tropical Cyclones Idai and Kenneth. At the same time, Mozambique stands poised to reap significant revenues from natural resource reserves, and our duty as the government is to ensure the responsible stewardship of those funds for both current and future generations. By taking meaningful steps now to implement the governance and anti-corruption framework in an evenhanded, consistent, and effective manner, and to support efforts toward transparency and individual and institutional accountability, as the government, we can aim to achieve enduring results.

O objetivo deste estudo é analisar as respostas a pressões e os padrões de resiliência financeira que emergem nos regimes próprios de previdência social (RPPS) municipais. A análise agrega à abordagem tradicional de resiliência financeira discutindo a vulnerabilidade que emerge da interação entre patrocinador e RPPS, estimulada muitas vezes pelo efeito lock-in da regulação federal que restringe o espaço para respostas transformativas. O tema de resiliência financeira tem sido aplicado como governos reagem a crises, mas não aplicado aos fundos de pensão. Contudo, o objetivo de longo-prazo desses fundos justaposto às pressões de curto prazo induz os gestores à posição paradoxal ao tentarem assimilar as pressões. O impacto do artigo para fundos de pensão e para a regulação está na proposição de que a crescente vulnerabilidade dos regimes RPPS vem do fraco cinturão de governança que protege tais fundos, e que a correção desta questão seria necessária e válida para qualquer reforma que venha a ser feita na política de previdência social no país . Em um mixed-methods sequencial, foram realizadas entrevistas com gestores de fundos, consultores e representantes da Secretaria de Previdência (SPREV) do Ministério da Fazenda, para levantar as respostas usualmente dadas pelos fundos para assimilar as pressões financeiras que surgem. Em seguida, quatro respostas típicas foram analisadas com dados contábeis e financeiros para detectar o nível de uso dessas respostas em mais de 1,8 mil fundos de 2014 a 2016. A partir da frequência das respostas adotadas por cada fundo, foi proposto o padrão de resiliência financeira predominante e como os gestores dos fundos reagem à vulnerabilidade gerada pela ação da prefeitura. Foi observado que as prefeituras acomodam pressões orçamentárias interrompendo repasses ao fundo ou reduzindo alíquotas, e com isso aumentam a vulnerabilidade do fundo. Os gestores dos fundos por sua vez usam a carteira de investimentos para pagar benefícios, reforçando a vulnerabilidade. Esse é um padrão fraco de resiliência financeira, que reforça a vulnerabilidade dos fundos. Discute-se ao final que tal padrão surge devido a falhas de governança e ao efeito lock-in proposto em Pike, Dawley & Tomaney (2010), que reduz o espaço de gestores darem soluções mais transformadoras e ativas em busca de sustentabilidade financeira. ; The objective of this study was to analyze the responses and the repetitive pattern of financial resilience which emerge within the civil servants' pension funds (RPPS, in Portuguese) of local governments in Brazil. The analysis extends the traditional financial resilience approach discussing the emergence of vulnerability from the sponsor and RPPS interaction, often stimulated by the lock-in effect from the federal regulation, which constrains the space for transformative responses. Financial resilience is a concern usually applied to governments' response to crises, but not for pension funds. However, the long-term objective of such funds when juxtaposed to short-term pressures conduce a paradoxical standpoint for fund's managers absorbing the pressures. The impact of this article to the pension funds and the regulatory field is the proposition that the growing vulnerability of RPPS regimes comes from the insufficient governance belt protecting them, which would be a necessary and applicable remedy to any pension funds reform the country decides to take . It was applied a sequential mixed-method approach, starting by interviews with fund managers, actuarial consultants and representatives of the Ministry of Finance's Pension Secretariat (SPREV), to identify the usual responses to emerging financial pressures which affect the funds' financial performance. Secondly, four from the identified typical responses were selected and analyzed through financial and accounting data to detect the response for about 1,8 thousand funds from 2014 to 2016. Based on the frequency of the adopted responses by each fund, it was proposed a recurrent financial resilience pattern, and how the managers' responses vary according to the vulnerability provoked by the City Hall's decisions. It was observed that the City Halls accommodate budgetary pressures failing to transfer or downsizing the contributions to the fund, increasing the fund's vulnerability. The managers consequently respond subjoining the reserves to pay pensioners, reinforcing the fund's vulnerability. Such response is a weak resilience pattern, which reinforces the funds' vulnerability due to governance gaps and the lock-in effect proposed by Pike, Dawley & Tomaney (2010), which constrains the local agents' capacity to perceive and find solutions more transformative and actives looking for financial sustainability.

Movimentos sociais organizados de novas formas estão debatendo a intersecção de diferentes marcadores sociais ou eixos de opressão, como gênero, sexualidade, classe e raça, problematizando normas sexuais e de gênero. Utilizando uma abordagem etnográfica e métodos qualitativos como entrevista e observação, o presente artigo pretende responder à pergunta: o que significa aos ativistas da Revolta da Lâmpada fazer ativismo usando o artivismo como método, em um coletivo com inspiração interseccional que tem o corpo livre como denominador comum de luta? O coletivo de São Paulo, Brasil, se entende como uma plataforma com horizontes interseccionais, criando um denominador comum – o "corpo livre" – entre diferentes grupos identitários sem a hierarquização de suas agendas e a deslegitimação de seus espaços exclusivos. Através da celebração de seus corpos ocupando espaços públicos, elasusam diversas expressões artísticas para fazer ativismo, o que tem sido chamado de artivismo. ; New forms of organizing social movements are debating the intersection of different social markers or axis of oppression, as gender, sexuality, class and race, problematizing sexual and gender norms. The collective A Revolta da Lâmpada, in São Paulo, Brazil, claims to be a platform with intersectional horizon, creating a common denominator – the free body – among different identity groups without the hierarchization of agendas and delegitimization of its exclusive spaces. Through the celebration of their bodies occupying public spaces, it uses diverse artistic expressions to do activism, what is being called artivism. The study highlights how the collective goes beyond the debate on identity politics and uses the intersectional inspiration together with the body – and its emotions – as site of resistance, celebration and means of exploring artistic forms of doing activism.
