Desde una perspectiva de análisis que conjuga la teoría política con la historia intelectual, el artículo expone elderrotero de la experiencia gramsciana en Argentina, atendiendo especialmente el modo en que la teoríapolítica de Antonio Gramsci fue recibida e interpretada en la revista «Pasado y Presente», en sus dos etapas(1963-1965 y 1973). Asumida la revista como espacio de intervención política y cultural, el escritoreconstruye cómo en ella influyó el legado teórico gramsciano, con especial énfasis en las reflexiones que susprincipales exponentes, José Aricó y Juan Carlos Portantiero, realizaron del concepto de hegemonía. ; Starting from an analytical perspective combining political theory and intellectual history, the present contribution outlines the Gramscian experience in Latin America, devoting particular attention to the two-stage (1963-65 and 1973) reception and interpretation of Gramscian political theory by the review Pasado y Presente. The present study holds that in order to transform decolonization in a social practice that is historically emancipating, it should be articulated with the construction of counter-hegemony that starts from the recognition of the inextinguishable socio-cultural plurality and the ineluctable possibility of difference and political conflict, and therefore recognition of the impossibility of building full and abstract universal orders. The construction of counter-hegemony is possible through the translation operation proposed by Santos, that assumes the identification and increase of which this author denominates the contact zones. Santos' counter-hegemony proposal may be enhanced applying Laclau's theory in order to reflect in a more consistent way the political-epistemic articulation work, that is not just translation but the construction of a democratic and agonistic hegemony, following Chantal Mouffe that inevitably entrails the production of historical-concrete universals.

Si la puerta se entreabre, saben, terminará abierta… Y se defienden; de ahí su peligrosidad y ferocidad. Estos son tiempos de colapso civilizatorio y como tal hay que entenderlos y reflexionarlos.

At several moments in his career the leading British historian of ideas, Perry Anderson, dealt with Antonio Gramsci's thinking and, very particularly, with one of the central concepts of his thought, hegemony. Gramsci established it in its most precise meaning within the contemporary political vocabulary, but it has had different uses throughout history, as Anderson shows in his last works, where he also analyzes the peculiarities of US hegemony in the international system. This paper analyzes these joint works and try to value them, while offering different perspectives on the fortune of the term hegemony and its probable validity in the light of Anderson's research and evolution. ; En varios momentos de su trayectoria el destacado historiador de las ideas británico Perry Anderson se ocupó del pensamiento de Antonio Gramsci y muy particularmente de uno de los conceptos centrales de su pensamiento, hegemonía. Gramsci lo definió en un sentido ya establecido dentro del vocabulario político contemporáneo, pero ha tenido diferentes usos a lo largo de la historia, como demuestra Anderson en sus últimos trabajos, donde también analiza las peculiaridades de la hegemonía de EE.UU. en el sistema internacional. Aquí se analizan esos trabajos de conjunto y se intenta valorarlos, al tiempo que se ofrecen distintas perspectivas sobre la fortuna del término hegemonía y de su probable vigencia a la luz de las investigaciones y la trayectoria de Anderson.

La rápida victoria militar estadounidense en Iraq transmitió al mundo un mensaje político erróneo, reforzando la "burbuja ideológica" de la confianza en la supremacía económica de Estados Unidos en el mundo. Esto constituye el peligro más grave para la estabilidad económica internacional en el futuro inmediato. La potencia económica real está de hecho mucho más limitada de los que aparente y aún así su capacidad no está de ninguna manera en condiciones de legitimar sus pretensiones militares actuales. Las interrogantes que enfrenta la economía mundial contemporánea necesitan métodos y aproximaciones basados sobre el principio de multilateralismo, con la participación igualitaria y democrática de todos los países. Aún cuando la noción de "superpotencia" sigue siendo obvia e indiscutible en el plano militar, ella tiene dificultad para afirmarse en el plano económico. Para desgracia de nuestra época, la primera noción no puede sustituir a la segunda. ; The rapid U.S. victory in Iraq gave the world an erroneous message, which overstates the ideological belief of its economic supremacy over the world. Thos constitutes a danger to the international economic stability in the near future. The economic power is, in fact, much more limited. The U.S. full capacity isn't in condition to legitimize its current military undertakings. The problems confronting the world economy today need methods and ways to solve issues based upon the principles of multilateralism, fair participation, and democracy for all countries. Even the notion of "superpower" continues to rely on military arguments, rather than economic. Unfortunately, the firs notion tends to out weight the second one.

El presente artículo plantea que el uso de la noción de hegemonía en la argumentación sobre el populismo y su capacidad democratizante en la obra de Ernesto Laclau implica un rezago antidemocrático que resta potencial emancipador y de ampliación de la participación política. La argumentación de Laclau incluye como horizonte ineludible de la articulación de un movimiento populista la formación de una hegemonía que sea capaz de disputar el poder político y que configure una 'cadena de equivalencias' entre 'demandas sociales insatisfechas'. En consecuencia, el presente artículo revisa dos frentes de crítica a la argumentación de Laclau sobre la hegemonía en el populismo: uno que proviene de la academia estadounidense y es liderado por Alberto Moreiras y Jon Beasly Murray y otro que viene de la sociología argentina con la interactuó Laclau: Aboy Carlés y Emilio de Ipola. El sentido de revisar estás críticas es repensar el populismo sin hegemonía para hallar un camino que supere las dificultades que desde distintos frentes se endilgan a la obra de Laclau. La hipótesis que se presenta como alternativa es que una vez desprendido de la noción de hegemonía, el populismo se puede recategorizar en torno a su capacidad de solución a demandas insatisfechas y ampliación de participación política institucional en lo que llamaré 'populismo transformativo'. ; This article proposes that the use of the notion of hegemony in the argument about populism and its democratizing capacity in Ernesto Laclau's work implies an undemocratic lag that subtracts the potential for emancipation and expansion of political participation. Laclau's argumentation includes as an inescapable horizon of the articulation of a populist movement the formation of a hegemony that is capable of contesting political power and that configures a chain of equivalences between unsatisfied social demands. Consequently, this article reviews two fronts of criticism of Laclau s argument about hegemony in populism: one that comes from the American academy and is led by Alberto Moreiras and another that comes from Argentine sociology with which Laclau interacted: Gerardo Aboy Carlés and Emilio de Ípola. The sense of reviewing these criticisms is to rethink populism without hegemony to find a way that overcomes the difficulties that from different fronts are attached to Laclau´s work. In the wake of the authors who have advanced from Laclau populism to republican populism, in different versions of combination, the hypothesis that will be defended from now on is that any transition from populism to a democratic scenario requires detaching from the idea of hegemony and therefore, populism can be re-categorized around its ability to solve unsatisfied demands and broaden institutional political participation, in what I will call transformative populism.

En el marco de la experiencia de la Revolución Boliviana de 1952 a partir de que el Movimiento Nacional Revolucionario tomara el poder (1952-1964), se analizará la novela neoindigenista Sariri: una réplica a rodó (1954) de Fernando Diez de Medina en un contexto del pensamiento latinoamericano marcado por la crisis del Arielismo como canon literario. Lo que se analizará en el uso de esta matriz discursiva indigenista serán tres momentos: la cuestión de la representación estética y política al indígena en el Estado nacional-popular entendidos como propuesta hegemónica; el énfasis en el mestizaje como característica distintiva de pensar lo nacional y popular y, por último, las imágenes sobre el intelectual indigenista y su trayectoria personal en este contexto económico y político particular. ; In the context of the experience of the Bolivian Revolution of 1952 from the National Revolutionary Movement seized power (1952 to 1964) rolled the neoindigenism novel Sariri: una réplica a rodó (1954) of Fernando Diez de Medina, to be analyzed context marked by the crisis as a literary canon Arielism Latin American thought. Objective: to describe the nature of the global political momentum, identify thestrategies deployed in the last decade and those currently being used in the constantrace for identification, social majority's organization and dispute over power. Inaddition, construe the characteristics of the current political struggle and finally, toconsider the geopolitical implications of the decline of United States' hegemony and thecounter-hegemonic potential of China. Methodology: the study employed qualitativemethods such as explanatory, historical-critical and interpretive: historical tracking ofprocesses, analysis of context, context and social change, contemporary archeology ofColombian and global political practices and observation and interpretation of nationaland international discourse. To achieve the above, investigation, organization andanalysis of academic and research documentation on the field of study and consultation of secondary sources were made. We also identified authors, focus areas, categories,publications and trends concerning the research problem. Results: the analysisof available literature and the contrasting of opposing political theories show theexistence of an economic and political impasse. Conclusions: China, and its unique classpositioning, can offer resolution to this impasse and key leads of universal importance. ; Objectivo: describir la naturaleza del momentopolítico global e identificar las estrategias desplegadasen el último decalustro y aquellas utilizadas en laactualidad en la carrera constante por la identificación,la organización de las mayorías sociales y la disputa delpoder. Además, se busca explicar las características dela lucha política actual y considerar las implicacionesgeopolíticas de la decadencia de la hegemoníaestadounidense y el potencial contra-hegemónico de China. Metodología: el estudio implicó métodoscualitativos como el explicativo, el histórico-crítico y elinterpretativo: rastreo histórico de procesos, análisisde coyuntura, contexto y cambio social, arqueologíacontemporánea de prácticas políticas colombianas y globales y observación einterpretación del discurso nacional e internacional. ABSTRACT: In analysing the history of the United States, it is possible to observe a tendency to establish hegemonies consistent in the use of persuasion or economic and cultural influence rather than in the physical strength, circumstance with a direct impact on its relations with Hispanoamérica and the rest of the world. To define the hegemony will be mentioned some authors such as Antonio Gramsci, Alfonso Klauer, Carlos Pérez Morales, Immanuel Wallerstein, etc. In an attempt to explain the way in which American political and economic theories of the nineteenth and early twentieth centuries were articulated. It could be said that given the amplitude of the theme, emphasis will be placed on what happened between the signing of the Treaty of Versailles and the beginning of World War II. In addition, due to the few efforts that link US foreign policy relating to its actions in Europe and Latin America, both issues will be treated independently but following as a thread the thesis that the United States lived only a relative isolationism very reduced to its relations with Europe. Finally, emphasis will be placed on the possibilities of Latin America to take advantage of the multilateralism posed by modern international institutions, with which it can defend itself against abuses, demand for participation and create political paths of its own. ; RESUMEN: Al analizar la historia de Estados Unidos, se puede observar una tendencia a instaurar hegemonías consistentes en el uso de la persuasión o la influencia económica y cultural más que en la fuerza bruta, dinámica que repercutió directamente en sus relaciones con Hispanoamérica y el mundo. Para definir la hegemonía se analizaron autores como Antonio Gramsci, Alfonso Klauer, Carlos Pérez Morales e Immanuel Wallerstein, en un intento de explicar la forma en que se articularon las teorías políticas y económicas estadounidenses del siglo XIX e inicios del XX. Cabría decir que dada la amplitud del tema, se hizo énfasis en lo sucedido entre la firma del Tratado de Versalles y el inicio de la Segunda Guerra Mundial. Además, debido a los pocos trabajos que vinculan la política exterior estadounidense relacionando sus acciones en Europa y Latinoamérica, ambos temas se trataron por separado, aunque siguiendo como hilo conductor la tesis de que Estados Unidos vivió apenas un aislacionismo relativo muy reducido a sus relaciones con Europa. Por último, se enfatiza en las posibilidades de Latinoamérica para aprovechar el multilateralismo planteado por las instancias internacionales modernas, con las que puede defenderse de abusos, exigir participación y crear derroteros políticos propios.

La reformulación discursiva del concepto de laicidad, desde la secularización hasta la versión intercultural actual, sigue afirmando la separación de lo público y lo privado. La hegemonía del laicismo, como sobredeterminación discursiva, ha logrado afianzar ciertos puntos nodales que le dan consistencia y estabilidad, sin omitir su carácter precario. La defensa de la pluralidad, de los derechos humanos y de la participación acotada en el ámbito de lo público ha permitido la articulación de una formación discursiva abierta y dinámica. Los grupos y las asociaciones religiosas actúan como sujetos posicionados y utilizan su capital (social, simbólico, político, económico, moral.) para jugar en el campo discursivo, siempre tenso y cambiante. Lo religioso es la arena donde se mueven los sujetos (individuales y colectivos), cuyas identidades son relacionales y por lo tanto contingentes, múltiples e inacabadas, siempre abiertas a los juegos de poder. El laicismo como discurso hegemónico se empareja, en el marco de un proyecto ético-político liberal, con la lucha por sociedades democráticas, igualitarias y plurales, apostando por la convivencia armónica, a pesar de estar consciente de que es una utopía inalcanzable. ; Discursive reformulation of the concept of laicism, from secularization to the current intercultural version, continues to affirm the separation of public and private spheres. The hegemony of laicism, as discursive over-determination has managed to assure certain nodal points that give consistency and stability, without omitting its precarious nature. The defense of pluralism, human rights and civic participation bounded in the public arena has led to the articulation of an open and dynamic discourse formation. Groups and religious associations act as positioned subjects and use their capital (social, symbolic, political, economic, moral .) to play in this discursive field, always tense and changing. Religion is the milieu where moving subjects (individual and collective), whose identities are relational and therefore contingent, multiple and unfinished, are always open to the power games. Laicism as a hegemonic discourse is matched, in the context of an ethical-political liberal project, to the struggle for democracy, egalitarianism and pluralism, opting for peaceful coexistence, despite being aware that it is an unattainable utopia.

RESUMEN This test analyses the importance of the study and interpretation of contemporary imperialism in the United States, understood as a multidimensional phenomenon and as a system of domination in which hegemony and, as part of it, ideological processes occupy a prominent place and perform essential functions for its preservation, reproduction and consolidation. Attention is drawn to the validity of such a study from the perspective of critical thinking and of a Marxist and Lleninist theoretical approach in today's social sciences that address US reality. ; RESUMEN Este ensayo analiza la importancia del estudio e interpretación del imperialismo contemporáneo en Estados Unidos, entendido como un fenómeno multidimensional y como un sistema de dominación en el que la hegemonía y, como parte de ella, los procesos ideológicos ocupan un lugar destacado y cumplen funciones imprescindibles para su preservación, reproducción y consolidación. Se llama la atención sobre la vigencia de tal estudio desde la perspectiva del pensamiento crítico y de un enfoque teórico marxista y leninista en las ciencias sociales actuales que abordan la realidad norteamericana.

Analysts should avoid the retrospective illusion of believing that the US hegemony, as a trend and a firmly entrenched practice occurred during the Independence or a little later (with the Monroe Doctrine). In fact, the onset of hegemony took place during the last decades of the XIXth century and strengthened during the following century, particularly because of the European decline. Moreover, the period following 09/11 has been a very crucial one, with the emergence of a new foreign policy that combines a large element of the doctrine of intervention, with the ancient just-war doctrine, a difficulty to take into account the change in the art of war, and the forgetfulness of the classical terms of the diplomatic and strategic behavior. The successive years will reveal if the eruption of Condoleeza Rice's "Transformational Diplomacy" represents a real epoch-making turning point. ; El analista tiene que evitar la ilusión fatalista retrospectiva que hace de la hegemonía de Estados Unidos una tendencia nacida con la independencia o poco después (con la doctrina Monroe). Esta hegemonía apa rece realmente a partir de las últimas décadas del siglo XIX, para desarrollarse en el siglo siguiente, en particular a causa del declive europeo. En cambio, el periodo pos-11/09 es muy específico en cuanto a la nueva política que combina una amplia doctrina de intervención sostenida por la vuelta a la antigua doctrina de la guerra justa, una dificultad para tomar en cuenta las transformaciones de la guerra y un olvido de los términos clásicos de la conducta diplomático-estratégica. Los próximos años dirán si la irrupción de la "diplomacia transformacional" de Condoleeza Rice representa o no un verdadero viraje.
