"This book examines the importance of accumulated disaster management experience and the risk awareness of civil society by analyzing Korea's COVID-19 response from the perspective of policy learning. Prior to the spread of COVID-19, Korea was a country with active exchange with China, with over 6 million Chinese visitors and over 5 million Korean visitors to China. Korea also has the highest population density among OECD countries and an urbanization rate exceeding 90%, making it vulnerable to the spread of infectious diseases. However, Korea had very low fatality and infection rates among OECD countries, despite foregoing border closures or city lockdowns. Korea is known as a representative example of state-led economic development called the developmental state model. However, Korea's COVID-19 response emphasizes citizen-led efforts, the use of information and communication technology, and successful disease control through cooperation between the government and civil society. The book presents examples that demonstrate the effectiveness of disaster response based on democratic values, by enhancing the capacity of civil society through social interaction resulting from various models such as rational models, heuristics, cooperative governance, policy networks, and complex adaptive systems. Additionally, it argues that the lesson learned from Korea's COVID-19 experience is not that a strong state should control citizens' freedom to increase the effectiveness of disease control, but rather that sharing the awareness of the risk enables voluntary citizen responses and solidarity consciousness of civil society is essential. We extend the classical Pickup and Delivery Problem (PDP) to an integrated routing and two-dimensional loading problem, called PDP with two-dimensional loading constraints (2L-PDP). A set of routes of minimum total length has to be determined such that each request is transported from a loading site to the corresponding unloading site. Each request consists of a given set of 2D rectangular items with a certain weight. The vehicles have a weight capacity and a rectangular two-dimensional loading area. All loading and unloading operations must be done exclusively by movements parallel to the longitudinal axis of the loading area of a vehicle and without moving items of other requests. Furthermore, each item must not be moved after loading and before unloading. The problem is of interest for the transport of rectangular-shaped items that cannot be stacked one on top of the other because of their weight, fragility or large dimensions. The 2L-PDP also generalizes the well-known Capacitated Vehicle Routing Problem with Two-dimensional Loading Constraints (2L-CVRP), in which the demand of each customer is to be transported from the depot to the customer's unloading site. This paper proposes two hybrid algorithms for solving the 2L-PDP and each one consists of a routing and a packing procedure. Within both approaches, the routing procedure modifies a well-known large neighborhood search for the one-dimensional PDP and the packing procedure uses six different constructive heuristics for packing the items. Computational experiments were carried out using 60 newly proposed 2L-PDP benchmark instances with up to 150 requests.

Consumption takes place in settings or environments which have both direct and indirect effects on its dynamic path. Direct effects of environments on activities in consuming can occur through constraints that environments impose. Environment can also have indirect effects on consumption through enduring modification of internalized constructs which enter heuristics for decisions on activities. The importance of environments to consumption is increased by the definitional dependence of status on the judgements of others. This study examines microprocessing in consumer activities for status as it interacts with structure in the environments of these activities. The importance of environments in status activities provides the basis for a seperate, but related inquiry into observed differences in the form they take across societies. Conjecture on the consequences of differences in the structure of environments for consumption that typify a society is studied in the narrative statements by members of comparison societies and in the content of print advertising in these societies. Evolutionary processes which could establish observed differences in structure across societies are also considered in both their systematic and random components. I review models of random drift and stochastic resonance as candidate forms for generating observed structure in environments.
