I denne studien ser vi nærmere på hva som har skjedd med det som en gang var et utenriks- og sikkerhetspolitisk fokus, rettet mot våre umiddelbare nærområder i nord. Vi spør: I hvilken grad er dagens nordområdepolitikk egnet til å ivareta aktuelle sikkerhetspolitiske utfordringer i våre nordlige nærområder? Svaret denne gjennomgangen gir, er nedslående. Over flere år er norsk nordområdepolitikk blitt så utvannet og strukket at den i dag omhandler nær sagt alt. Dagens nordområdepolitikk er ispedd vel så mye regional- og næringspolitikk som utenriks- og sikkerhetspolitikk. Satsingen er i beste fall redusert til en slags samordningspolitikk, men uten entydige mål. Konfrontert med en rekke tunge sikkerhetspolitiske utfordringer i nord kan norske myndigheter fort oppleve at en altomfattende strategi bare blir en distraksjon. For en nordområdemelding om alt er gjerne også en nordområdemelding om ingenting.
Abstract in EnglishA Norwegian High North Policy about Everything – or Nothing?This study examines what happened to Norway's nordområdepolitikk, or High North policy, erstwhile a targeted effort to address foreign and security policy challenges in Norway's immediate neighboring northern areas. It finds that the current High North policy, after rounds of extensive revision, has become less suited to cope with Norway's pressing security challenges in the said areas. Over the years, the Norwegian High North policy has become so diluted and all-including that it encompasses virtually anything and everything with a northern dimension, including regional development and industrial policies, to the neglect of foreign and security policy considerations. The High North initiatives have, at best, gradually transformed into a broad policy coordination effort, but without clear or prioritized policy objectives. Faced with a number of weighty security challenges in its immediate neighboring northern areas, Norway is currently guided by a policy that has metamorphosed into a distraction. A High North white paper about everything resembles a white paper about nothing.

Slik forholdet til Sovjetunionen historisk har vært avgjørende for utformingen av norsk nordområdepolitikk, står forholdet til Russland sentralt også i dag. Artikkelen drøfter tre aspekter ved sikkerhetspolitikkens plass i norsk syn på nordområdene og i norsk nordområdepolitikk etter årtusenskiftet. I første del ser vi overordnet på sammenhengen mellom norsk sikkerhetspolitikk og norsk nordområdepolitikk de siste tjue årene. I andre del analyserer vi russiske perspektiver på sikkerhet Arktis og forholdet til Norge, før vi i siste del tar for oss tillitsskapende samarbeid på det militære området mellom Norge og Russland ved å gi en analyse av hva som karakteriserer den bilaterale Incidents at Sea-avtalen (INCSEA).
Abstract in English:Between Heat Wave and Ice Front: The High North, Security and Great Power PoliticsAs the relationship with the Soviet Union historically was decisive for the development of Norwegian policy towards the European Arctic, the High North, relations with Russia remain a core concern also today. This article analyses three aspects of the significance of security policy in the Norwegian view of the High North in general and in Norwegian High North policy in particular after the turn of the millennium. In the first part, we assess the relationship between Norwegian security policy and High North policy in the last twenty years. The second part examines Russian perspectives on the Arctic and relations with Norway. The third and final analysis assesses the bilateral Incidents at Sea (INCSEA) agreement as part of Russian-Norwegian military confidence building measures.

Når regjeringen legger fram en ny stortingsmelding om nordområdene høsten 2020, er det nesten et tiår siden forrige melding ble presentert. Veldig mye har endret seg siden da, ikke minst i form av Kinas fremvekst, økt spenning mellom NATO og Russland, og en reaksjonær amerikansk president. Nordområdene og hele det sirkumpolare Arktis har blitt en arena for symbolpolitikk og militær øvelsesaktivitet, samtidig som de arktiske landene fortsetter å samarbeide om en rekke saker. Midt i dette står Norge. Denne introduksjonsartikkelen til fokusnummeret om Norge, nordområdene og utenrikspolitikk trekker de store linjene i utviklingen de seneste årene med hensyn på Norges posisjon og rolle. Den introduserer også de andre bidragene og peker på noen av de mest aktuelle funnene som vi bli diskutert.
Abstract in English:Introduction to Focus Issue: Norway, the High North and Foreign PolicyWhen the Norwegian government presents a new report to the parliament on its High North policy in the autumn of 2020, almost a decade has passed since the previous report was presented. A lot has changed since then, not least in the form of China's emergence, increased tensions between NATO and Russia, and a reactionary US president. The High North and the entire circumpolar Arctic have become an arena for symbol politics and military exercise activity, while the Arctic countries continue to co-operate on a number of issues. In the middle of this is Norway. This introductory article to the focus issue on Norway, the High North and foreign policy examines the broad lines of developments in recent years with regard to Norway's position and role in the north. It also introduces the other contributions and points to some of the most relevant findings that are being discussed.

I denne fokusspalten tar vi for oss hvordan den norske nordområdepolitikken har blitt kommunisert gjennom bruk av politiske «narrativer». Ved bruk av narrativ politisk analyse belyser vi bruk av ideer om fortid, nåtid og fremtid i og som «nord». Innenriks har dette betydd en gjenfortelling av identitet og økt oppmerksomhet på elementer som hav- og kysthistorie, og utenriks har det betydd en reevaluering av Norges posisjon i verden. Ikke minst har landets internasjonale rolle i dette narrativet blitt karakterisert av ideer om lederskap, bærekraft og ansvar. Vi konkluderer med at nordområdenarrativet har utviklet seg over tid, men at fortellingen slett ikke er over ennå. Den fortsetter i ubrutt takt nordover – og mot havrommet.
Abstract in English:Norwegian High North Narratives and Identity Construction in the NorthIn this short article we consider how Norwegian High North policies have been communicated through political "narratives". Through Narrative Political Analysis, we highlight the use of ideas about past, present and future in and as "the north". Domestically, this has meant a renarrativisation of identity and an increased focus on elements such as ocean and coastal histories; and internationally, it has meant a reassessment of Norway's position in the world. No least the country's international role has in this narrative been characterised by ideas of leadership, sustainability, and responsibility. We conclude that the High North narrative has evolved over time, but that the story is far from over; it continues at steady pace northwards – and towards the ocean.

Nordområdene har vært på den norske utenrikspolitiske agendaen i 15 år. Mye har endret seg i denne perioden. Det som preger debatten i 2020, er forestillinger om stormaktpolitikk og rivalisering i nord. Samtidig hevdes det fra de arktiske hovedstedene at regionen er preget av samarbeid, og at de arktiske statene har fellesinteresser som gjør konflikt lite sannsynlig. Hvordan kan to så ulike oppfatninger om Arktis opptre samtidig? I dette bidraget foretar vi en lagdeling mellom tre ulike nivåer av sikkerhetspolitikk i og om nordområdene og Arktis. Dette tydeliggjør hvordan regionen kan være preget av både samarbeid og rivalisering på samme tid. Samarbeid og rivalsering vektes ulikt avhengig av tid og sted, men de er ikke gjensidig utelukkende.
Abstract in English:Great Power Politics and Increased Tension? The Art of Differentiating Analyses in the ArcticThe High North has been on the Norwegian foreign policy agenda for 15 years. Much has changed over this period. What characterizes the debate in 2020 are notions of great power politics and rivalry in the north. At the same time, Arctic states claim that the region is defined by cooperation and that the Arctic states have common interests that make conflict unlikely. How can two such different perceptions of the Arctic exist simultaneously? In this contribution, we separate between three different levels of security policy in and around the High North and the Arctic. This helps clarify how the region can be characterized by both cooperation and rivalry at the same time. Cooperation and rivalry differ depending on time and place, but they are not mutually exclusive.

Kina har de senere årene fått en sterkere stemme i internasjonal politikk og har rettet oppmerksomhet og interesse mot nordområdene og mulighetene som finnes der. Inntredenen i regionen av en voksende supermakt har ikke gått upåaktet hen og har reist en rekke spørsmål blant de arktiske landene. Mange har fremmet ulike syn på og spekulasjoner om Kinas handlinger og retorikk i Arktis, og felles for disse er at de ønsker å forstå Kinas intensjoner. Denne artikkelen presenterer Kinas arktiske politikkutforming, hvordan Kina presenterer sine interesser i Arktis, og beskriver viktige kinesiske handlingsområder i Arktis. Artikkelen forsøker å svare på spørsmålene: Hvordan ser Kinas interesser i nordområdene ut i dag, og hva kan vi forvente av fremtidig kinesisk aktivitet i nord? Avslutningsvis reflekterer vi over betydningen dette kan ha for Norge.
Abstract in English:The 'New Superpower': What Does China Want in the Arctic?In recent years, China has gained a stronger voice in international politics and has turned its attention and interest to the High North and the opportunities that exist there. The entry into the region of a growing superpower has not gone unnoticed, and has raised a number of questions among the Arctic states. Many observers have put forward different views and speculations about China's actions and rhetoric in the Arctic, and what they have in common is that they want to understand China's intentions. This article introduces China's Arctic policy-making, how China formulates its interests in the Arctic, and describes key areas of action in the Arctic. What do China's interests in the High North look like today? In conclusion, we reflect on the significance this may have for Norway.

The Nordic countries have long been renowned for their contribution to international peace and security. This contribution – occasionally viewed by both Nordic and non-Nordic policy-makers and academics as a particular model for facilitating peace and development in international affairs – is based on a combination of active contributions to peaceful conflict resolution, a high level of development aid and a continuous commitment to strengthening international society. However, recently Scandinavians have been making headlines for reasons that seem to contrast with their well-established brand as humane internationalist peacemakers. This article identifies the characteristics of the Nordic model for international peace and security and discusses how and why it has changed.

It is becoming increasingly popular among Danes to use early voting. The article describes the changes that have been made in the electoral law to accommodate the use of early voting and describes the historical development in the use of early voting. In addition, we show that there is considerable variation in the use of early voting at the municipal level, and that it is especially the citizens of the island municipalities, rich municipalities and metropolitan municipalities that use early voting. In the third part of the analysis, we examine individual differences in the use of early voting with the help of a data set with over two million Danish voters in the municipal elections in 2013. We show that early voting is primarily used by the oldest citizens and citizens with a nontechnical education – two groups that traditionally have turned out at high rates. Finally, we analyze the characteristics that can help to predict which citizens use early voting. ; It is becoming increasingly popular among Danes to use early voting. På begynnelsen av 2000-tallet ble det norske invasjonsforsvaret nedlagt. Men hvilke årsaker var viktigst for denne beslutningen? Var det økonomiske, institusjonelle eller kulturelle årsaksforhold? I denne artikkelen legges hovedvekten på institusjonelle årsaker, særlig den norske frykten for at NATO skulle bli irrelevant for USA. Dermed var det bare en ting å gjøre: å avvikle invasjonsforsvaret slik at det kunne frigjøres friske penger. For slik kunne et lite allianseavhengig land, i utkanten av Europa, utenfor EU, og med felles grense til Russland, bidra med ekspedisjonære styrker. Ikke minst for å holde liv i et NATO som strevde med å gjøre seg relevante for USA, først på Balkan og senere i Afghanistan. Med kildemateriale fra Washington D.C., Brussel og Oslo mellom 1998 og 2002 tolkes Norges politiske kontekst inn i et institusjonelt perspektiv. Forhold som resiprositet, norsk omdømme og lojalitet i NATO, blir viktig for å forstå invasjonsforsvarets endelikt.
Abstract in English:NATO's Role in Norway's Defence Reforms, 1998–2002At the turn of the new milennium, Norway's anti-invasion defence concept vanished. What was the rationale for this decision? Was it economc, institutional or cultural reasons? The findings in this article emphasise institutional perspectives. Norwegian apprehensions over a possibly irrelevant NATO in the eyes of the United States stirred a fundamental post-Cold War defence reform. To preclude a future marginalisation of NATO, decision-makers in Oslo needed to free scarce resources from a static, territorial defence that had lost its political and military relevance in the High North. By forging a smaller but more professional force, with improved deployability, survivability and usability abroad, Norway could more effectively contribute to allied cohesiveness. Not least through improved risk- and burdensharing in NATO's out-of-area operations on the Balkans and in Afghanistan. By using primary sources from Washington, DC, Brussels and Oslo between 1998 and 2002, the data is interpretated though the lense of liberal institutionalism. Explanatory mechanisms such as Norwegian reciprocity in the High North, US expectations towards dependent allies abroad, and Norway's collective solidarity may explain why the anti-invasion concept died.
Ukrainekrisen har forstyrret det ellers velfungerende samarbejde i Arktis, og det er blevet vanskeligere at samarbejde om både militære, diplomatiske og økonomiske forhold. Dog er krisens betydning mere begrænset, end man kunne have frygtet. Ruslands vigtige interesse i arktisk olie og gas gør, at Moskva har ført en mindre aggressiv politik i det høje nord. I stedet er det særligt Vesten, der har bragt krisen til polarregionen ved at inddrage regionen i sine sanktionspakker, og det kan betyde, at Rusland skifter kurs i fremtiden. I så fald vil Rusland ikke søge en direkte militær konfrontation, men i stedet udnytte politiske svagheder i den vestlige alliance ved hjælp af provokationer, obstruktion af samarbejde og suverænitetskrænkelser. Rigsfællesskabet bør fortsætte sin samarbejdsorienterede politik i Arktis. Praktisk samarbejde og åbne kommunikationskanaler til Moskva vil gøre det muligt at afspænde situationen og undgå, at misforståelser og enkeltstående episoder fører til en unødig eskalering. Samtidig bør Rigsfællesskabet dog forberede sig på, at Rusland kan skifte kurs i Arktis i det omfang, at disse forberedelser ikke underminerer den samarbejdsorienterede politik. ; The Ukraine crisis has made it more difficult to cooperate over military, diplomatic, and economic matters in the Arctic, but the impact of the crisis is less severe than it could have been. Oil and gas exploration and exploitation in the Arctic is central to Russia's grand strategy and it makes Russia more dependent on the other states in the Arctic, and thus more prone to cooperate in the region. Instead, it is mainly the West that has brought the crisis to the High North by including the region in its sanction packages. It may become rational for Russia to change to a more aggressive course in the Arctic. Russia will not seek a military confrontation in that case, but will instead exploit political weaknesses in the Western alliance through provocations, obstructions of cooperation, and violations of sovereignty. The Kingdom of Denmark (Denmark, the Faeroe Islands, and Greenland) should continue its cooperation-oriented policy in the Arctic. Practical cooperation and open channels of communication enable Denmark and the Western states to lower tensions and to avoid that a single incident or misunderstanding escalates the situation. The Kingdom of Denmark should concurrently prepare for how to handle a more assertive Russia in the Arctic, insofar as these preparations do not undermine its cooperation-oriented policy in the High North.

The Arctic is characterized by a well-functioning international governance regime. Arctic and non-Arctic states aim to solve the challenges following climate change in concert. However, certain challenges and processes may destabilize the intergovernmental order in the long run. This report distinguishes between global and regional dynamics. Future global struggles between the great powers may have repercussions in the high north. On the regional level itself, four questions may destabilize Arctic governance: the status of the North-East Passage, unresolved border disputes, the role of China, and the introduction of more military capabilities. The report offers two guidelines for the strategic approach of the Commonwealth of Denmark towards the Arctic. Firstly, the Commonwealth can play a constructive role for the future stability of the Arctic by aiming, to the extent possible, to solve the four regional challenges. Secondly, the approach of the Commonwealth towards the question of Arctic stability cannot be disentangled from Copenhagen's global priorities.

Nesten to tiår etter den USA-ledete intervensjonen i Afghanistan, på tross av massiv innsats for å bygge en afghansk stat, så kollapset den afghanske regjeringsstrukturen i august 2021, og Taliban gjeninntok hovedstaden Kabul. Hvorfor mislyktes det internasjonale statsbyggingsprosjektet? Kunne ekstern statsbygging ha lykkes om tilnærmingen var en annen? Denne artikkelen tar utgangspunkt i nyere litteratur (David Lake, Melissa Lee, Roland Paris, Timothy Sisk) og gjør en analyse av hvordan dilemmaer i ekstern statsbygging manifesterte seg i Afghanistan henholdsvis på det politiske, militære og økonomiske området. Historisk har stabilitet i Afghanistan hvilt på en balanse mellom en svak sentralmakt og et betydelig rom for tradisjonelle samfunnsstrukturer. USA, som ekstern statsbygger, var opptatt av lojalitet fra en sterk sentralmakt, og underminerte derfor en maktfordeling som kunne gitt større grad av legitimitet. Resultatet ble en stat som var helt avhengig av ekstern støtte, og idet USA inngikk en avtale direkte med den væpnede opposisjonen, Taliban, så går den afghanske staten i oppløsning.
Abstract in EnglishDoomed to Fail? The US and the Afghan State-building Project, 2001–2021Nearly two decades after the US-led intervention in Afghanistan, following a massive effort to build an Afghan state, the country's government structure collapsed in August 2021, and the Taliban took control of the capitol Kabul. Why did international state-building fail? Could external state-building have been successful if the approach had been a different one? This article takes recent contributions to the literature on the dilemmas of external state-building as its point of departure (David Lake, Melissa Lee, Roland Paris, Timothy Sisk), and presents an analysis if how these dilemmas came to the fore in the political, military, and economic domains. Historically, Afghan stability have rested on a balance between a weak central authority, with considerable influence resting with traditional societal actors. The US, as an external state-builder, was concerned with loyalty from a strong central power, and thereby undermined the division of power that could otherwise have gained a higher degree of legitimacy. The result is a state which was fully dependent on external support, and as the US entered a treaty with the armed opposition, the Taliban, the Afghan state apparatus collapses.

Tre tiår etter det ble etablert, står Barentssamarbeidet overfor en politisk kontekst preget av økende spenning og et Russland i krig. Ved starten i 1993 signaliserte det en ny politisk linje i Arktis, Nordområdene og norsk Russland-politikk. I et område som utgjorde Vestens nordligste grense mot Sovjetunionen under den kalde krigen og der militariseringen var sterk, skisserte Norge sammen med Finland, Sverige og Russland et felles utenrikspolitisk engasjement der fred og stabilitet stod øverst på agendaen. Utviklingen bidro til nye internasjonale roller og aktiviteter for regionale og lokale aktører. I denne artikkelen har vi deres erfaringer i fokus når vi undersøker legitimeringspraksiser. Vi spør: Hvordan har legitimeringen av Barentssamarbeidet blitt påvirket av endringer i det sikkerhetspolitiske klimaet? Ved å fremheve lokale aktører i Barentssamarbeidet tar vi et steg inn i et utenrikspolitisk felt preget av politiske spenninger, ulike argumenter og et mangfold av meninger. Vi har en diskursanalytisk og praksisorientert tilnærming når vi identifiserer tre legitimeringsdiskurser: en geopolitisk oppdatert legitimering, en motvekt til dominerende representasjon av Russland, og en representasjon av aktøregenskapene til Barentssamarbeidet i lys av framtidig norsk-russiske relasjoner.
Abstract in EnglishThe Barents Cooperation Amid Geopolitical Tensions: A Discourse Analysis of Norwegian ExperiencesBack in 1993 the formalization of the Barents-cooperation signaled a new political approach in the Arctic region, High North, and Norwegian Russia-policy. In the area where militarization was strong and which formed the Wests northernmost border with the Soviet Union during the Cold War, Norway, together with Finland, Sweden and Russia, outlined a joint foreign policy engagement where peace and stability were at the top of the agenda. Today, almost 30 years later, the Barents-cooperation is surrounded by growing geopolitical tension – especially highlighted in the period after the Russian annexation of Crimea in 2014. In this article we try to answer the question: What is the Barents-cooperation in the context of today's international political situation? By emphasizing the voices of the actors in the cooperation, as this article does, we take a step into a field characterized by political tensions, by arguments, and a diversity of opinions within the Norwegian foreign policy field. Based on interviews with actors from the Barents-cooperation, the article presents three different discourses: a geopolitically updated legitimization; a counterweight to the dominant representation of Russia; and a representation of the agency of the Barents-cooperation in light of future Norwegian-Russian relations.
