The world economy has shifted from export of natural resources to Knowledge-Based Economy (KBE) at present. The addition of hi-tech knowledge to finished products has provided impetus to many crippling economies. The role of higher education is very vital in realising this KBE. This is evident from the role that the US and European universities have assumed as business incubators and income generators through intensive industry-university liaison. However, the higher education institutes in Pakistan are still teaching-focussed. The need is to revamp higher education institutions by identifying the impediments in higher education research and exploring ways and means for improving it. The data for this study was collected from 655 faculty members selected from six universities through an open-ended questionnaire. For increasing reliability in the findings, a short semi-structured interview was conducted with 20 research experts. The questionnaire data was quantitatively analysed using percentages while the interviews were thematically analysed for drawing conclusions.

Aiming to reveal contemporary trends in the area of research on governance and management of the highereducation institutions in Lithuania, the article analyses scientific issues and solutions that have been presented inthe last decade monographs and dissertations.As the analysis shows, higher education in Lithuania has been undergoing huge deformations, so its ambitionsare to enter the common space of higher education in Europe. So academic community tries to catch up with thedeveloped countries. Therefore the most research works have been directed toward justification of fundamentalconcepts, such as democratic or massive higher education and to emphasize corresponding ideas necessary for thepromotion of reforms in higher education. The significance of these aims is envisaged in laying theoretical foundationsfor improvement of governance and management in the institutions and system of higher education. Creativity and innovation are main sources of development leading to both: wealth generation and job creation. While creativity produces knowledge, innovation makes practical utilization of it to provide value. This paper questions the contribution of higher education (HE) research to creativity and to innovation. It provides a background that identifies the various issues concerned; and it emphasizes the different types of research versus HE research considerations. It recognises the low share of HE in funding and in performing research; and it also stresses the opportunities enjoyed by HE to do better in both: creativity and innovation. It addresses various potential considerations including: HE-government and HE-business cooperation platforms; in addition to new research degrees and other potential arrangements. In this respect, it highlights experience from Saudi Arabia. The paper hopes to activate worldwide sharing of ideas on the future role of HE research in world development.

The process of implementing blended learning, by using e-learning tools as a support for traditional classroom teaching, started at the University of Rijeka at the beginning of 2008, following general strategic principles adapted to local environment. The process has been constantly supported and assessed for quality, but up to now only from the institutional, teachers' and support services' perspective. Assuming that continuous and careful monitoring of learner's satisfaction is important for the success, feasibility and viability of e-learning, we conducted the research on students' perspective. As the student's perception regarding e-learning is one of the most important steps in developing and implementing a successful e-learning environment, we conducted the study of student's perception and e-learning acceptance, with three specific items addressed in the study: 1) student's perception of quality of already delivered e-courses, 2) level of importance for the specific elements of e-learning encountered, and 3) student's general attitude towards elearning and their needs with respect to quality of course materials, communication and support of the learning process. Participants in the study assessed the current state of e-learning elements implementation quite good; they agreed the educational materials were in most cases complete, organized and well designed, and they considered the ability of teachers to manage the e-courses well, communication regular as well as the provision of the feedback. The lower level of agreement was obtained on the use of multimedia, offering of the self-assessment tests, accessibility of digital literature and collaborative activities. This suggests teachers should be encouraged and trained to put more effort in designing and offering suitable multimedia elements to enrich their materials, selfassessment test to make students feel more comfortable in terms of examination expectations, and to design online activities for the students to enhance collaborative aspects in ...
