06.03.2018 tarihli ve 30352 sayılı Resmi Gazetede yayımlanan "Yükseköğretim Kanunu İle Bazı Kanun Ve Kanun Hükmünde Kararnamelerde Değişiklik Yapılması Hakkında Kanun" ile 18.06.2018 tarihli "Lisansüstü Tezlerin Elektronik Ortamda Toplanması, Düzenlenmesi ve Erişime Açılmasına İlişkin Yönerge" gereğince tam metin erişime açılmıştır. ; Bu çalışma Ortaçağdan 20. yüzyıla kadar Kur'an çevirilerindeki çeviri stratejisini tarihsel gelişimleri ile ele almaktadır.Ortaçağda yapılan Kur'an çevirilerinde amaç İslamiyet'i veya Kur'anı anlatmak değil, zamanın misyonerlik çalışmalarında etkili olmaktı. Böyle bir durum söz konusu olduğu için o zamanlar Hz. Muhammed'in hayatı birçok çevirmen tarafından göz önünde alınmamıştır. Her ne kadar Hıristiyan çevirmenlerin yalnızca bir kaçı tarafından yerine getirilmiş olsa bile yeterli olmamıştır. Bu durum Müslüman âlimlere göre Kur'an'ın anlaşılabilmesi ve gerçek anlamıyla çevirisinin yapılabilmesi için Hz. Muhammed' in hayatını bilmek çevirinin ön koşullarından birisidir.Avrupa Ortaçağında bilim ve kilisenin dili Latince olduğu için o dönemdeki Kur'an çevirileri Arapçadan Latinceye yapılmıştır. Ancak yapılan bu çeviriler, özellikle çevirmenin görüş açısını yansıtmaya yönelikti. Dönemin politik ve sosyal şartları, çevirmenin çeviri stratejisini de etkilemiştir. Bunun sonuncunda ise yapılan çeviriler Kur'anın içeriğinden çok çevirmenin savunduğu bakış açısı ve misyonerliğin yansımalarıydı. Bu durum Reformasyon döneminde de neredeyse hiç değişmemiştir.Luther Kur'anı Almancaya çeviren ilk çevirmenlerdendi, fakat onun yapmış olduğu Kur'an çevirisi de Ortaçağ da çevrilen Kur'an tercümelerinden çokta farklı değildi. Her ne kadar Yeniçağın başlarında Kur'an çevirilerindeki olumsuz tablo kendini değiştirmiş olmasa da, Hümanizm akımının etkileri kendini bu çevirilerde göstermeye başlamıştır.Aydınlanma döneminde ise durum çelişkiliydi. Hala Kur'anı çürütmeye yönelik çalışmalar yapılmış olsa bile, bu dönemde İslamiyet'e ve Kur'ana karşı olumlu düşüncelerde gelişmeye başlamıştır. Johann Wolfgang Goethe, Ephraim Lessing, Herder ve Rückert gibi önemli isimler sayesinde İslam karşıtı görüşler değişime uğramaya başlamıştır. Böylelikle Kur' an düşmanlığının sona ermesi Kur'an'ın Alman dilinde asıl değer ve anlamını kazanmasını da beraberinde getirmiştir.Anahtar Kelimeler: Kur?an çevirileri, çeviri stratejileri, dönemsel özellikle ; This present work is about Qur'an translations of the Middle Ages until the 20th Century regarding to the influence of historical factors that have influenced the translation strategy of the Qur?an translator.Since the translation of the text or the original text is based on the Qur'an, this is illustrated in the overview summary. Also, the life of the prophet Muhammad plays a major role in the translations. Muslim scholars presuppose the knowledge of Mohammed's live in their translations as a prerequisite for the understanding of the Qur'an. This prerequisite has been met by only a few Christian translators.As the science and world language in the European Middle Ages was Latin, the early Qur?an translations were made from Arabic in that language. However, their executions are associated with polemical intent. The political and social circumstances caused that the translator included in the application of the translation strategy his intent to refutation of the Qur'an.Even in the age of the Reformation, the situation for the refutation of the Qur?an has not changed a lot. Luther's translation of the Qur'an was playing an important role in German-speaking territories. He is one of the first, who translated the Qur?an into the German language, but unfortunately the textual sources - still breathing the medieval mind - Luther used for his translation strategy is very important, because the source was the translation of the Qur?an from the Middle Ages.However, in the beginnings of the modern era, the basic idea of refutation has not changed. But the translations are influenced by the humanist ideal of the translator.The situation in the Age of Enlightenment is ambivalent. There are still translations made in the controversial theology, but the tide of the enemy image of Islam had been able to be changed only because of contacts by great personalities such as Goethe, Ephraim Lessing, Herder, and especially by Rückert. ÖZET"1991-2003 arası Türkiye'nin Kuzey Irak Politikası" başlıklı tez, belirtilen tarih aralığında Kuzey Irak'ta yaşanan siyasal değişimler ile Türkiye'nin siyasal ve askeri kurumlarının etkileşimini analiz etmeyi amaçlamaktadır.Tez de ilk olarak 1991 öncesi Kuzey Irak Kürtleri'nin tarihi anlatılmıştır. Bu bölümde Kuzey Irak'ta Irak merkezi otoritesi ile Kuzey Irak Kürtleri'nin siyasal kurumlarının çatışması analiz edilmiştir. Bu çatışma içerisinde 1991-2003 arasında Kuzey Irak'ta etkin olan Kürdistan Demokrat Partisi (KDP) ve Kürdistan Yurtseverler Birliği(KYB)'nin oluşum ve gelişim süreci açıklanmıştır. Kuzey Irak'ı bugün resmi olarak temsil eden siyasal yapının anlaşılması hedeflenmiştir.Ardından Körfez Savaşı ve Kuzey Irak'a yansımaları ele alınmıştır. Körfez Krizi olarak bilinen ve Çöl Fırtınası operasyonu ile sonlanan tarihsel süreç anlatılmıştır. Körfez Savaşı'nın siyasal sonuçlarının analiz edilmesi hedeflenmiş, tezin ana bölümünün zeminini oluşturan siyasal olaylar gösterilmiştir.Tezde esas olarak ise 1991-2003 arası Türkiye'nin Kuzey Irak Politikası analiz edilmiştir. İlk olarak belirtilen periyotta Kuzey Irak Politikası'nda önemli etkileri olan Turgut Özal Dönemi incelenmiştir. Turgut Özal'ın Kuzey Iraklı gruplar ile görüşmeleri başlatması süreci incelenmiş, bu süreçte Turgut Özal'ın Kuzey Irak'a ilişkin perspektifi tartışılmıştır. Türk Ordusu ile KDP İttifakının kurulması ve bu yolla Kuzey Irak'a askeri operasyon düzenlenmesi süreci anlatılmıştır.Buna ek olarak Özal sonrası süreç anlatılmıştır. Kuzey Irak'ta büyük dönüşümü haber veren Washington Anlaşması'na kadar süreç incelenmiş, Türkiye'nin Kuzey Irak Politikası'nda yaşanan dönüşüm anlatılmıştır. Kuzey Irak'ta bu dönem devletleşme politikalarının Türkiye'nin dış politikasında yol açtığı tepki gösterilmiştir. Ayrıca Türkiye'nin Kuzey Iraklı Türkmenler ile kurmuş olduğu ilişkiler anlatılmış, bu ilişkinin oluşumuna yol açan siyasal durum tasvir edilmiştir.Tarihsel öneme sahip Washington Anlaşması ile beraber Kuzey Irak'ta ABD'nin Kürt merkezli bir siyasal oluşuma dair hazırlığı anlatılmıştır. Bu kısımda Kuzey Irak'ta ekonomik ve siyasal aktörlerde bağımsız bir yapılanmaya doğru giden süreç incelenmiştir. ABD'nin Irak müdahalesinin oluştuğu süreçte Kuzey Iraklı aktörler ile Türkiye'nin ilişkisi değerlendirilmiştir.Nihayetinde ele alınan periyodun ana fikri incelendikten sonra Kuzey Irak'a ilişkin Türk dış politikasının eleştirisi yapılmıştır. Kendi ulusal çıkarlarına aykırı olduğu halde ele alınan periyotta siyasal eylemlerinin Türkiye'nin Kuzey Irak'ta bir devlet oluşumunu hızlandıran eylemleri gerçekleştirdiği savunulmuştur. Buna neden olarak ise, Türkiye'nin Kuzey Irak Politikası'nı belirleme sürecinde uluslararası ittifakları ile ulusal çıkarları arasında çelişki gösterilmiş, bu çelişkinin Kuzey Irak'ta Türkiye'nin ulusal çıkarlarına aykırı bir politikanın oluşmasına neden olduğu ifade edilmiştir.ABSTRACTThe thesis titled as "The Northern Iraq Policy of Turkey between 1991-2003" aims to analyze the interaction between the political changes in Northern Iraq and the political and military institutions of Turkey between these stated dates.The thesis begins with the explanation of the history of the Northern Iraq Kurds in the pre-1991 period. This section analyzes the conflict between Iraq's central authority and the political institutions of the Northern Iraqi Kurds. In this context, the emergence and the development of two influential institutions in the 1991-2003 era, namely Kurdistan Democratic Party (KDP) and Patriotic Union of Kurdistan (PUK) are explained. The objective is to provide an understanding of the current political structure that officially represents Northern Iraq. Next, The Gulf War and its reflections on Northern Iraq are analyzed. The historical process which came to an end with the Operation Desert Storm, and is known as the Gulf War is summarized. In this section, the political events that constitute the base for the core of the thesis are presented with the aim of analyzing the political consequences of The Gulf War. The thesis primarily analyzes Turkey's Northern Iraq policy between 1991-2003. Firstly, Turgut Ozal's period which has been greatly influential on the Northern Iraq policy during these years is investigated. In this respect, the process of Turgut Ozal's initiation of meetings is explored and Turgut Ozal's perspective on Northern Iraq is discussed. The establishment of the alliance between the KDP and the Turkish Army and the process of military operations in Northern Iraq as a consequence of this alliance are explained. Subsequently the thesis focuses on the post-Ozal era. This section analyzes the developments until The Washington Agreement which announces the big transformation in Northern Iraq and the transformation of Turkey's Northern Iraq policy. The policies towards the establishment of a state in Northern Iraq and the reactions to this in Turkish foreign policy are analyzed. This section also explains the relationship between Turkey and the Turcomans in Northern Iraq as well as the political setting which led to this relationship.The study also evaluates the U.S. policy after Washington Agreement in Northern Iraq which focused on a new political establishment based on the Kurds. This section provides a presentation of the course of developments towards an economically and politically independent structure in Northern Iraq. In this context the study also explores the relationship between Turkey and Northern Iraqi actors during U.S.'s intervention in Iraq. The thesis concludes by explaining the main arguments with regards to the studied period and provides a critique of the Turkish Foreign Policy in Northern Iraq. It is argued that Turkey's political actions have been in conflict with Turkey's national interests and Turkey's actions have also contributed to the process of the establishment of the state in the Northern Iraq. The reason for this is argued to be the conflict between Turkey's international alliances and national interests.
YILLARI ARASINDA KÖRFEZ ÜLKELERİNİNTÜRKİYEDEKİ YATIRIMLARITEZ ÖZETİBu çalışma, Türkiye'ye yatırım yapan Körfez ülkeleri (Suudi Arabistan, Irak, Kuveyt, Bahreyn, Katar ve Birleşik Arap Emirlikleri) yatırımlarını 2000-2008 yılları arasında incelemektedir. Türkiye'ye yatırım yapan Körfez sermayesini ve tüm yabancı sermaye içindeki payını diğer gelişmekte olan ülkelerle karşılaştırdığımızda, 2003 yılına kadar önemli bir orana sahip olmadığını görmekteyiz. 2003 yılına kadar Türkiye'ye gelen yabancı sermaye miktarı ve oranı Türk ekonomisi içinde çok az ve önemsizdir.2000 yılından sonra Türk hükümetlerinin Türk ekonomisini AB'ne entegre etmek için yaptıkları reformlar neticesinde 2003-2008 yılları arasında yabancı sermaye yatırımları artmıştır. Bu bağlamda son yıllarda yaklaşık 30 milyar dolar Körfez sermayesi doğrudan ve dolaylı olarak Türkiye'ye gelmiştir.Bu tezin temel amacı Körfez ülkelerinden Türkiye'ye gelen yabancı sermaye yatırımlarını ve sektörel aktivitelerini incelemektir. Üç bölümden oluşmaktadır. Birinci bölümde yabancı sermaye yatırımlarına ilişkin teoriler incelenmektedir. Böylelikle, yabancı sermayeli firmalar niçin ülke dışına yatırım yaparlar sorusuna cevap aranmaktadır.II.Bölümde; Türkiye'ye gelen yabancı sermayenin tarihi gelişimi ve yabancı sermayenin ülkemizdeki hareketleri üzerinde durulmuştur. Bu yabancı yatırımların uzun ve kısa vadeli hareketlerinde ayrı- ayrı incelenmiştir. Ayrıca bu bölümde Türkiye'nin yabancı kaynaklı sermayeye olan ihtiyacı ve bu sermayenin ülkemize geliş ve gelmeyiş nedenleri araştırma konusu yapılmıştır. Türkiye'deki yabancı sermayeye ilişkin kanuni düzenlemeler de bu bölümde açıklanmıştır.III. Bölümde; Ortadoğu ve Arap ülkelerinin ülkemize yaptığı yatırımlar arasında körfez ülkelerinden gelen yabancı sermayenin önemi ve hacimleri ele alınmıştır. Türkiye yirmi birinci yüzyılın ilk on yılında yüksek ekonomik büyümeyi hedeflemiştir. Bu yüzden son Türk hükümetleri rekabetçi sanayileşme planlarını uygulamaya koymuşlardır. Yüksek hızlı büyüme de ancak yabancı sermaye yatırımlarının hızlı yükselmesi ile olacaktır.2003-2008 yılları arasındaki ekonomik reformlar sonucu Türkiye'ye yatırım yapan yabancı sermaye miktarında önemli artışlar olmuştur. Bu yeni ulaşılan miktarlarda Körfez sermayesinin de payı vardır. Ancak, Körfez sermayesi henüz beklenen oranlarda Türkiye'ye yatırım yapmamıştır. Körfez sermayesine ait Türkiye'de yatırım yapan firmaları Britanya ve Hollanda ile karşılaştırdığımızda çok önemli miktarlara ulaşamadığını görmekteyiz. Sonuç olarak ülkemize gelen yabancı yatırımların son dönemde artış gösterdiği bu artışa oranı henüz alt seviyede olsa bile körfez sermayesinin de katıldığı belirtilmiştir. Ayrıca körfez ülkelerinden daha fazla yatırımın ülkemize nasıl gelebileceği hususunda görüşler ortaya koyulmuştur. Foreing Direct Investments of the Gulf Countries in Turkey: 2000-2008AbstractThis thesis studies the foreign investments of the Gulf Countries (Saudi Arabia, Iraq, Kuwait, Bahrain, Qatar and UAE) in Turkey between the years 2000 and 2008. When we compare the amount of foreign direct investments of the Gulf countries coming to Turkey with the corresponding amounts in some other developing countries we clearly see that our findings strengthens that the share of foreign direct investment in Turkey is insignificant until 2003. Until this year a very small amount of foreign direct investment entered into Turkey and its share was very small and unimportant amount in the Turkish economy.After 2000, the Turkish governments introduced some crucial economic policies in order to integrate the Turkish economy into the EU. As a result of this, Turkey is getting more foreign capitals from the Gulf region as well as other countries. Turkey received about 30 billion dollars in this period directly and indirectly from the foreign investors of the Gulf countries.This thesis is written with a purpose to evaluate the investments and the sector activities of the Gulf countries firms in Turkey. It has three chapters. The first chapter offers a survey of foreign direct investment theories. The concept of foreign investment and the economic theories of foreign direct investment are examined. In this way, the question of why firms invest abroad is examined.The second chapter deals with the economic growth dilemma of developing countries and examines the necessity of foreign direct investment to realize economic growth in these countries. In addition, give priority to foreign direct investment to realize economic growth in developing countries will be examined. This chapter also, describes the foreign direct investment activities in Turkey with respect to the historical context. The Turkish foreign investment encouragement laws are explained in this chapter. The third chapter examines the foreign direct investments of the Gulf countries in Turkey. In other words, in this last chapter, it is discussed the importance of the Gulf capital in the Turkish economy. Turkey in the first decades of the twenty first century, aimed to sustain higher economic growth rates. The last Turkish governments adopted competitive industrialization plans as the main target. Turkey tries to realize higher growth rates encouraged the inflow of foreign direct capital as an external source into the country. As a result of the economic reforms, Turkey got more foreign direct capital between 2003-2008. The contribution of the Gulf capital is very important as a new source to get higher rates of foreign direct capital in Turkey. However, the inflow of foreign direct capital coming from Gulf countries did not reach to the level that was expected. The number of firms of the Gulf countries containing foreign capital was insignificant when compared with Britain and Netherland. In conclusion, it is discussed some certain facts in explaining the reasons of inadequate flow of foreign direct investment into Turkey. It is suggested some important points to increase the inflow of foreign direct capital coming from the Gulf countries.
Avrupa Birliği ile ilişkileri 1973'ten beri devam eden Birleşik Krallık, üyelik sürecinde genellikle sorunlu bir ilişki içerisinde olmuştur. Avrupa bütünleşmesinin başlangıcında sürece dâhil olmayan ülke, sonrada katıldığı bütünleşme sürecine sürekli olarak mesafeli bir şekilde yaklaşmıştır. Söz konusu sorunlu ve mesafeli ilişki, çoğu zaman keskin tartışmalarla geçen üyelik sürecini önceden öngörülemeyen bir şekilde ayrılma noktasına kadar getirmiştir. Brexit ise, Birleşik Krallık'ın Avrupa Birliği ile ilişkilerinde en önemli dönüm noktası olmuştur. Bu nedenle, Brexit'e giden süreci, Brexit'in nedenlerini ve sonuçlarını incelemek konunun daha iyi anlaşılmasını sağlayacaktır. Çalışma bu amaçla, Brexit sürecini ayrıntılı olarak ele almayı ve literatüre katkı sağlamayı amaçlamıştır. Muhafazakâr Parti tarafından Avrupa Birliği ile ilişkilerde reform talep edilmesiyle 2013'te başlayan süreç, 23 Haziran 2016'da düzenlenen referandumda .9 ayrılma kararıyla sonuçlanmıştır. Popülist ve gerçek dışı söylemler üzerinden ilerleyen Brexit referandumunda, Muhafazakâr Parti ve Birleşik Krallık Bağımsızlık Partisi bütün süreci yöneten aktörler olmuşlardır. Bu iki siyasi parti, bir iç politika malzemesi haline getirdiği Avrupa Birliği üyeliğini farklı kampanyalar yürüterek de olsa sona erdirmişlerdir. Böylece, Avrupa Birliği tarihinde ilk defa bir üye devlet Avrupa Birliği'nden ayrılma sürecine girmiştir. Bu çerçevede çalışmada öncelikle Birleşik Krallık-Avrupa Birliği ilişkilerinin tarihsel arka planı ve Brexit'in nedenleri ele alınmıştır. Sonraki bölümlerde, Brexit'in Birleşik Krallık üzerindeki ekonomik etkilerine ve Muhafazakâr Parti ile Birleşik Krallık Bağımsızlık Partisi'nin bu süreçteki rollerine değinilmiştir. Son olarak, ayrılma süreci kronolojik olarak incelenmiş, ayrılma sürecinin hangi aşamalardan geçtiği ve nasıl ilerlediği gösterilmiştir. Avrupa Birliği tarihinde ilk kez gerçekleşen bu süreci, Avrupa Birliği'nin ilgili kurumları ve Birleşik Krallık yetkilileri birlikte şekillendirmektedir. Bir aday ülkenin Avrupa Birliği üyelik sürecine benzer şekilde Avrupa Birliği ve Birleşik Krallık arasında ayrılma müzakereleri devam etmektedir. Çalışmanın sonucunda, Brexit'in Birleşik Krallık ekonomisi ve siyaseti üzerinde olumsuz etkileri olduğu belirtilmiştir. Ekonomik açıdan, ülke ekonomisinin kısa dönemde olumsuz etkilendiği, orta ve uzun döneme ilişkin olumsuz beklentilerin olduğu dile getirilmiştir. Siyaset üzerindeki etkilerine bakıldığında ise, sürecin her aşamasında yer alan Muhafazakâr Parti ve Birleşik Krallık Bağımsızlık Partisi'nin siyasette kötü sonuçlar aldığı ve referandum kampanyalarını yürüten iki liderinin de siyasetten çekilmesine neden olduğu gösterilmiştir. Sonuç olarak, kimin kazandığının tam olarak belli olmadığı bir referandumun ardından, Brexit'in sonucunda da ne olacağı tam olarak belli değildir. ; United Kingdom which has an ongoing relationship with the European Union since 1973 has generally had problematic relations during the membership process. A country who does not play a part in the early European integration process keeps wary eye to the process she joins lately. This turbulent and detached relationship brings the membership process which mostly contains sharp discussions to an unexpected breakpoint. Brexit has been the most important milestone in the United Kingdom-the European Union relations. Therefore, examining the process through Brexit, its reasons and results will help understand the issue better. Given this goal, therefore, this study aims to deal with the Brexit process in detail and contribute to the existing literature. Process beginning with the reform requests by Conservative Party in relations with the European Union in 2013 resulted in a referendum with 51.9% leaving decision on June 23, 2016. In the Brexit referendum which proceeds from the populist and unreal discourses, Conservative Party and United Kingdom Independence Party have been the actors managing the whole process. Even these two political parties conduct different campaigns on the EU membership which they turn it into a domestic policy tool; they have eventually completed the process. Thus, for the first time, a member state decided to enter leaving process in the European Union's history. In this framework, this study initially deals with the historical background of the United Kingdom-the European Union relations and causes of Brexit. Then, economic effects of Brexit on United Kingdom and roles of Conservative Party and United Kingdom Independence Party in this process were mentioned. Lastly, leaving process was chronologically examined and the steps of leaving process and the progress were shown. The process which happens for the first time in the EU history has been shaped by the EU's relevant institutions joint with the UK's authorities. Similar to a candidate country's membership process, the leaving negotiations have been going on between the EU and the UK. As a conclusion, it is indicated that Brexit has negative effects on politics and economy of United Kingdom. Economic-wise, the study shows that the UK economy has been affected negatively in the short-run in addition the negative expectations in the long-run. Political-wise, on the other hand, Conservative Party and United Kingdom Independence Party that have taken place in every stage of the process have gone up in flames and led their leaders who conducted referendum campaigns to abandon politics. Consequently, after a referendum without an exact winner, it is also unclear what happens after the Brexit process.
ÖZETTürkiye-Yunanistan ilişkileri tarihi süreçte güvensizlik temeline dayandırılmıştır. Bu güvensizlik 1950 yılında ortaya çıkan Kıbrıs sorunuyla pekişerek büyümüş, bu dönemde iki ülke arasındaki anlaşmazlıklar realist bakış açısıyla çözüme ulaştırılmaya çalışılmıştır. 1999 yılında düzenlenen Helsinki Zirvesi'nde Türkiye'nin Avrupa Birliği'ne aday gösterilmesi ilişkileri farklı bir boyuta taşımıştır. Geçmişe bakıldığında tarihleri boyunca hem Türkiye hem de Yunanistan birçok ekonomik krizle mücadele etmek zorunda kalmıştır. Bu krizlerden en önemlisi; 21. yüzyıl itibariyle kendini hissettirmeye başlayarak 2008 yılında Amerika Birleşik Devletleri'nde ortaya çıkan ve 2009'un son çeyreği ile Avrupa Borç Krizi'ne dönüşen küresel ekonomik krizdir. Çok sayıda ülke bu krizden olumsuz etkilenirken özellikle Yunanistan AB bünyesinde en çok zarar gören ülke olmuştur. Kısa bir süre sonra ise Avrupa Borç Krizi Yunanistan borç krizine dönüşmüştür. Bu netice doğrultusunda, başta AB ülkeleri olmak üzere çok sayıda dünya ülkesini etkisi altına alan Avrupa Borç Krizi'nin Türkiye-Yunanistan ilişkilerine olası etkilerinden yola çıkılarak bu çalışma hazırlanmıştır. Bu bağlamda Avrupa Borç Krizi sonrası süreçte Türkiye-Yunanistan ilişkileri, AB-Yunanistan ilişkisini ortaya koyan bağımsız değişken ve yaşanan ekonomik krizin Türkiye-Yunanistan ilişkilerine etkisini gösteren bağımlı değişken ile birlikte neo-realist kuram çerçevesinde değerlendirilmiştir. Bu değerlendirme sonucunda iki ülke arasında yaşanan Ege ve Kıbrıs gibi siyasi anlaşmazlıkların çözüme ulaştırılıp ulaştırılamayacağı noktasında bir analiz yapılması amaçlanmıştır. Bu gaye uyarınca çalışma üç ana bölümden oluşturulmuştur. İlk bölümünde realizm, neo-realizm ve çalışmanın alt problemlerinden ilkini oluşturan Türkiye-Yunanistan ilişkilerinin genel çerçevesi neo-realizm bakış açısıyla çizilmiştir. İkinci bölümde, çalışmanın ikinci alt problemini oluşturan Avrupa Borç Krizi'nin ortaya çıkış nedenleri ile Yunanistan ve Türkiye'ye etkilerine değinilmiştir. Çalışmanın ana araştırma sorusunu oluşturan Avrupa Borç Krizi sonrası Türkiye-Yunanistan ilişkileri ise üçüncü bölümde değerlendirilmiştir.Çalışmanın sonucunda uluslararası sistemin günümüzde "Çok Kutupluluğa" doğru dönüştüğü belirlenmiştir. Avrupa'da tecrübe edilen borç krizinin Avrupa Birliği'nin kendini sorgulamasına neden olduğu, Almanya'nın süreç ve kriz yönetiminde ön plana çıktığı, Yunanistan'ın ise ulusal çıkarları doğrultusunda yaşanan borç krizini fırsata çevirerek içinde bulunduğu durumu Türkiye ile olan siyasi sorunlarında bir taviz aracı olarak kullandığı sonucuna varılmıştır. Her ne kadar 1999 Helsinki Zirvesi'nin ardından Türkiye ile Yunanistan arasında ekonomik ve sosyal yönden çok sayıda işbirliği yolu açılmış olsa da, Avrupa Borç Krizi sonrasında AB-Yunanistan ilişkisinin sıkılaşarak devam ediyor olması da açık bir gerçektir. Bu durum, Türkiye-Yunanistan ilişkilerinde Ege ve Kıbrıs gibi geçmişten günümüze taşınan siyasi anlaşmazlıkların uzun bir süre daha Avrupa Birliği nezdinde çözüme kavuşturulamayacağını ortaya koymaktadır. ABSTRACTTurkey-Greece relations are based on the fundamental insecurity in the historical process. This insecurity grew by consolidating with the Cyprus problem that emerged in 1950, and the problems between the two countries were tried to be resolved by realist point of view. At the Helsinki Summit in 1999. Turkey's relations with the European Union, the nomination was moved to a different dimension. In retrospect, dates throughout Turkey and many have been forced to fight the economic crisis as well as Greece. The most important of these crises; It is the global economic crisis that began in the United States in 2008, beginning with self-empowerment in the 21st century and turning into the European Debt Crisis with the last quarter of 2009. While many countries are negatively affected by this crisis, Greece has been the most damaged country in the EU. Soon after, the European Debt Crisis became Greece's debt crisis. In line with this conclusion, especially European Union countries, including many countries of the world under the impact of the possible effects of the European debt crisis based on this study has been prepared on the Turkey-Greece relations. In this context, analyzed within the framework of neo-realist theory of the Turkey-Greece relations in the aftermath of the European debt crisis with the independent variable that reveals the EU-Greece relationship and the dependent variable that shows the impact of economic crisis in Turkey-Greece relations. As a result of this evaluation, it was aimed to make an analysis at the point where the experienced political disagreements between the two countries, Cyprus and Aegean, could not be delivered. In accordance with this objective, the study is composed of three main sections. The first section of realism, neo-realism, and forming the framework of the first Turkey-Greece relations problems of the sub-study were drawn from the point of view of neo-realism. In the second part, forming the second sub-study problems with the reasons for the emergence of the European debt crisis and it is addressed to the effects of Greece and Turkey. The study constitutes the main research question after the European Debt Crisis Turkey-Greece relations have been evaluated in the third section.At the end of the study, it was determined that the international system is now turning towards "Polarity". Europe's experience as the debt crisis in the European Union caused the self-questioning, Germany's process and that came to the fore in crisis management, while Greece national interests in accordance experienced were in turning the opportunities of the debt crisis compromise the vehicle's political problems with Turkey as the result that we use as. Although the 1999 Helsinki Summit the following economic and social aspects of many ways of cooperation from between Turkey and Greece opened, though, it is an obvious fact that EU and Greece relationships continues to tighten after the debt crisis. This case shows that the political disagreements moved from the past to the present in Turkey-Greece relations such as Aegean and Cyprus cannot be resolved for a long time within the European Union.
Yerel demokrasi kavramı ile bağlantılı kavramlardan biri olan ve literatürde kimi zaman yerel demokrasi ile eşdeğer anlamda kullanılan "yerel özerklik" kavramı, en genel anlamıyla; bir yerel topluluğun, yerel nitelikteki işleri, kendi başına, kendi organları eliyle görebilmesi ve buna olanak verecek kaynaklara sahip olabilmesidir (Keleş, 2000: 49). Avrupa Yerel Yönetimler Özerklik Şartı'nın üçüncü maddesi, "özerk yerel yönetim" kavramını, "yasalar çerçevesinde kamu hizmetlerinin önemli bir bölümünü yurttaşlarının yararı doğrultusunda ve kendi sorumluluğunda yerine getiren, hukuki ve yönetsel yeteneklere sahip yerel tüzel kişilik" olarak tanımlamaktadır. Aynı maddenin ikinci fıkrasında ise bu hakkın, üyeleri serbest, gizli, eşit, doğrudan ve genel seçimle oluşturulan konseyler ya da meclisler tarafından kullanılacağı ifade edilmektedir (Mengi, 1998: 70).halkın karar alma süreçlerine katılımını çok büyük oranda sınırlayan katı merkeziyetçi yapılardan uzaklaşarak yerel yönetimlerin yetkilerinin artırılması ve katı, hantal, bürokratik bir anlayış yerine üretken, gerçek anlamda eşitlikçi halk katılımına dayanan bir anlayışın hâkim kılınması, küreselleşmenin ve neo-liberalizmin yıkıcı etkilerine karşı bir alternatif oluşturabilecektir. Öte yandan, yerel yönetimlerin yetkilerinin artırılması ve güçlendirilmesi özellikle Türkiye'nin en önemli sorunlarından biri olan Kürt sorununun çözümüne de önemli ölçüde katkı sunabilecek bir potansiyel taşımaktadır. Cumhuriyet tarihi boyunca yerel yönetimler, özellikle de belediyeler, yerel demokrasinin sağlanmasından ziyade, yerel hizmetlerin etkin, verimli ve daha az maliyetle sağlanmasının aracı olarak görülmüştür. Ancak bu yaklaşım yerine, Fransa'nın 1951'den itibaren yaptığı gibi, ulus-devletin katı merkeziyetçi sistemini gevşeterek yerel yönetimlere anlamlı oranda yetki devri yapmak yoluyla hem ülke içinde eşitlikçi bir bütünleşme sağlanabilecek, hem bölgeler arası sosyo-ekonomik dengesizlikler aşılabilecek, hem de farklı yerelliklerin kendi farklılıklarını korumalarına olanak tanıyacak çoğulculuk sağlanabilecektir. Bu yolla halkın yönetimde yer alma olanaklarının geliştirilmesini sağlayacak mekanizmaların kurulması, yerel yönetimlerin toplumun bütün sorunları ile ilişkilendirilmesi, sosyal, ekonomik, tarihsel ve kültürel varlığın korunması ve geliştirilmesinde yerel yönetimlerin bir özne olarak değerlendirilmesi mümkün hale getirilebilecektir. Bu anlayışa ek olarak ise, söz konusu yerelliklerin hem gelişmişlik oranlarına göre denge sağlayıcı bir biçimde merkezi bütçe tarafından desteklenmesi, hem de kendi ekonomik kalkınmalarını sağlayabilmelerine imkân tanıyan olanakların (kooperatifleşme gibi) verilmesi, yani bir nevi ortaklaşma ve ürettiğini tüketebilme, kendine yetebilme imkânı tanınması, neo-liberal sistemin halk için değil sermaye için esas aldığı "küreselleşmeci yerelleşme" anlayışının alternatifi olabilecektir. Bu esaslara dayanan bir "yerel özerklik" anlayışı ile liberal yaklaşım tarafından savunulan yerel yönetimlerin merkezi yönetimin müdahalesinden uzak olması ile sınırlandırılmış olan "yerel özerklik" anlayışı arasındaki fark ise ortadadır. ; The concept of -local autonomy-, frequently used synonymously with local democracy, is broadly defined as `the possibility of a local community to independently handle its local tasks using its own means` (Keles, 2000: 49). The third entry in the European Charter of Self-Government defines the concept of self-government as `a local legal entity that owns legislative and governing capability to perform a significant quantity of public services within legal boundaries and under its own responsibilities in line with its public's interests`. The second article of the same entry, on the other hand, states that this capability is used by councils or assemblies whose members are elected via independent, confidential and direct general elections (Mengi, 1998: 70) As one of the frequently debated issues, the demand for more autonomous local governments is restricted to being repressed and independent of the central government by liberal approaches which aim to privatize local services, to increase the power of global capital flows by distributing public services, and to provide suitable conditions for the implementation of neo-liberal policies. In addition to ignoring general public participation, such an autonomy demand of localism seeks to adapt democracy to fit the needs of sovereign powers and to create a local governing platform where everything is subcontracted, transferred to the global capital via neo-liberal policies, and then left to the conscious of capitalism which, referring to Marx; -. cuts down the tree if its shadow cannot be sold-. Particularly today, an increasing promotion of global localization is witnessed while being moved away from the central government often equals to giving in to the wheels of the global capitalism and entering into a competitive localism with its global companies. However, this should threaten neither the existence of a local government as a self-governing unit nor the local public's right to participate in decision-making processes. The firm centralist approach, more or less like the neo-liberal approach, is an obstacle against local governments to become participatory autonomous units. Throughout the human history, all communities have been organized according to their own needs. Today, it is clear that self-governments are vital for the top-down expansion of democracy and the coordination of social development. In this respect, moving away from firm centralist bodies that cause obstructions and restrict the possibility of public participation in decision-making processes seems crucial to create an alternative against the destructive effects of globalization and neo-liberalism. This can be achieved by empowering the authority of local governments and by adapting a true egalitarian participatory approach rather than a firm, clumsy, bureaucratic method. However, increasing and empowering the authorization of local governments has the potential of contributing greatly to the solution of Kurdish issue as one of the important knots in Turkey. Throughout the history of the Republic, local governments and municipalities have been considered as effective tools in providing cost-efficient and prevalent public service rather than maintaining local democracy. Nevertheless, instead of adapting this approach, transferring significant amount of authority to local governments and loosening the firm centralist system of nation-state, as France has been doing since 1951, will not only create an integration in the country and reduce the unbalanced socio-economic conditions among the regions but it will also sustain the plurality by maintaining the differences of each local community. It will then be possible to establish mechanisms to enable public participation, to relate local governments with the problems of the whole society, and to include local governments in the protection and the development of social, economic, cultural, and historical assets. In addition, supporting local governments by the central budget in line with their growth rate, providing them with the autonomous possibilities of improving economically (e.g. becoming a cooperative); that is, giving them the opportunity to cooperate, consume what they produce, and be self-sufficient, could be an alternative for neo-liberal system's -global localization- approach adapted not for public but for the capital. The difference between such a -local government- and the one advocated by liberal approach repressed from central government is self-evident.
Türkiye'de son yıllarda tartışılan hatta tartışılmaya devam eden en önemli konuların başında kuşkusuz "Türkiye-İsrail İlişkileri" gelmektedir. Türkiye'nin özellikle 1990'lı yıllardan sonra İsrail'le yakınlaşması Türkiye'nin Orta Doğu denkleminde farklı açılımlara girdiğini göstermektedir. Türkiye'nin güney komşularıyla kökleri eskiye uzanan bir güvenlik sorunu bulunmaktadır. 1970'li yıllarda PKK terör örgütünün de ortaya çıkmasıyla, bu güven sorunu iyice belirginleşmeye başlamıştır.Türkiye, bölgedeki jeopolitik konumu nedeniyle, komşuları tarafından âdeta ateş çemberine alınmış durumdadır. Kuzey'de Rusya'nın yakın tarihe kadar Türkiye üzerindeki yayılmacı emelleri, batıda Yunanistan ile yaşanan Ege ve Kıbrıs sorunları, Türkiye'yi en çok zora sokan ve uğraştıran sorunlardır. Rusya'daki rejim değişikliği ile birlikte ikili ilişkiler normal seyrine dönmüşse de, tarihî Rus yayılmacı plânlarının sona erdiği söylenemez. Yunanistan ile özellikle Ağustos 1999 depremiyle birlikte iyi ilişkiler sürecine girilmiş, ama Kıbrıs sorunu ve Avrupa Birliği gibi çözülemeyen konular nedeniyle hâlâ özlenen, arzulanan ilişkiler sağlanamamıştır.Türkiye için hayatî önem taşıyan güvenlik sorunlarından biri de kuşkusuz güney komşularıyla ilgili olanıdır. Türkiye'nin güney komşularıyla her dönemde sorunları olmuş ve bir türlü Türkiye'nin bu komşularıyla ilişkileri normalleşememiştir.Türkiye 1970'li yıllarla birlikte en büyük darbeyi terör nedeniyle güney bölgesinden almıştır ve doğal olarak savunma ve iş birliği konusunda kendini güvende hissetmek ve güney bölgesini saldırgan ve yayılmacı düşüncelerden arındırıp garantiye almak amacıyla farklı arayışlara girmiştir. Bölgede, Müslüman olmayan ve kurulduğundan bu yana komşularıyla sorunlar yaşayan İsrail de, tıpkı Türkiye gibi bölgede kendini yalnız hisseden bir ülke konumundadır. Bu nedenle Türkiye ve İsrail, hemen hemen aynı çekinceler nedeniyle yakınlaşmış ve özellikle 1990'ların başında Arap-İsrail barışının sağlandığı dönemlerde ilişkilerini geliştirmişlerdir. İki ülke arasındaki ilişkiler, 1994 yılından itibaren gözle görülür biçimde artmıştır. Bu dönemde iki ülke arasında hemen hemen her alanda yoğun trafik yaşanmış, savunma sanayii ve askerî alanlarda iş birliği yapılmıştır. İki ülke arasında gerçekleşen yoğun diplomatik ilişkiler ve temaslar bu iş birliğini iyice pekiştirmiştir.Orta Doğu'da bu iki ülkenin yakınlaşması, bölgenin Arap-Müslüman kesiminde büyük bir tedirginlik meydana getirmiştir. Türkiye'nin bölgeyle olan tarihî yakınlığı, o bölgeye uzun yıllar hükmetmesi ve daha da önemlisi Türkiye'nin Müslüman oluşu gibi nedenler, bölge ülkelerinin tepkilerini -yapılan iş birliği nedeniyle- Türkiye'nin üzerine çevirmesine neden oldu. İkili iş birliği bölge ülkeleri tarafından stratejik ittifak -yani kendi güvenlikleri için bir tehdit unsuru- olarak algılanmış ve bu durum, söz konusu ülkelerin Türkiye'yi eleştirmelerine neden olmuştur.İki ülke arasındaki ilişkilerin dışarıda olduğu gibi içeride de sürekli tartışma konusu olduğu görülür. Türk basınında ikili ilişkiler, anlaşmaların imzalandığı yıllardan itibaren tartışılmaya başlanmış ve güncel bir mesele olması nedeniyle bu konudaki tartışmalar hâlen de sürmektedir. Bu çalışmamızın amacı, Türkiye-İsrail ilişkilerinin Türk yazılı basını tarafından nasıl karşılandığı ve bu ikili ilişkiyi basının kamuoyuna hangi argümanlarla duyurduğudur. Bu bağlamda Türk basın camiasının fikrî plânda bölünmüşlüğü ve de olaylara farklı bakış açıları gibi nedenlerden dolayı sadece bir gazeteyi değil, farklı düşünceleri ve politik yaklaşımları temsil eden dört gazeteyi inceledik: Cumhuriyet, Milliyet, Sabah ve Yeni Şafak.'The relationship between Turkey and Israel' has been certainly one of the most important issues which have been discussed and even gone on to be discussed in last a few years in Turkey. Turkey and Israel have got closer especially after 1990s and it shows that Turkey has been dealing with different expansions in the Middle East equation. Turkey has got a security problem with its southern neighbours that its origin lies in the old times. With arising of the terror organisation PKK in 1970s, this security problem completely has begun to become clear.As its geopolitical position, Turkey has been taken into nearly a fire circle by its neighbours. In the north Russia's aims of spreading in Turkey until the near times and in the west the problems with Greece about the Aegean and Cyprus are the most difficult matters which make Turkey struggle. Although the dual relationships got normal with the change of regime in Russia, it can not be said that their old plans of spreading ended. There has been occurred a good relationship between Turkey and Greece after 1999 August earthquake. Nevertheless the relations that are demanded and missed have not realised yet because of the problems which can not be solved about Cyprus and the European Community.One of the most important security problems of Turkey is surely with the southern neighbours. Turkey has have problems with them all the time and the relations with these neighbours can not get better. Turkey was damaged by the southern region because of the terror in 1970s. As a result Turkey has begun to find different solutions to feel secure about defence and collaboration and also to protect the southern region by purifying it from the thoughts of spreading and attacking. In that area just like Turkey, Israel is a country which is not muslim and has have problems with its neighbours since the foundation and feels itself alone. So because of the same menaces Turkey and Israel have become closer and improved their relationships especially in the beginning of the 1990s - the time of the peace between Arabian countries and Israel. The relations between the two countries have been improved clearly since 1994. In this term the two countries got in touch about almost every subject and collaborated in the area of military and industry of defence. These intensive diplomatic relations and contacts between the two countries highly consolidated the collaboration. Getting closer of these two countries in the Middle East created a disturbance in the Muslim-Arabian part of the region. Turkey had managed this region for a long time and has got a historical nearness to that area. Moreover It is a muslim country. Because of these reasons Turkey was reacted by these countries about -the collaboration-. This dual collaboration was considered as a strategic agreement - in other words a menace reason -, hence Turkey was criticised by these countries.It is obviously seen that the relations between the two countries are also discussed inside like the outside of Turkey. These dual connections have begun to be discussed by the Turkish Press since the agreements were signed and as this is a current issue, the discussions are going on. The aim of this study is to state how the relation between Turkey and Israel was reacted by the Press and how they announced this dual connection to the public opinion. In this concept there are various points of view and a separation in the thoughts of The Turkish Press. Because of that we studied not only one but four newspapers which represent different ideas and political attitudes : Cumhuriyet, Milliyet, Sabah and Yeni Şafak.
ÖZETAvrupa Topluluğu'nun sosyal yönü, Avrupa entegrasyon sürecinin başlangıcından beri vardır. Ancak, Avrupa Topluluğu'nun temel amacı, Topluluk üyeleri arasında etkin bir ortak pazar oluşturarak ekonomik bütünleşmeyi sağlamak olduğundan sosyal politikanın genel Topluluk politikaları içindeki rolü küçüktü. Üye ülkeler arasında Topluluk'un sosyal alandaki rolü konusunda hiçbir zaman bir konsensüs oluşmadı. Ancak, zaman içinde, Topluluk üyeleri ekonomik bütünleşmesinin başarısı için etkin sosyal politikaların gerekliliğini kavradılar. Dolayısıyla, Toplululuk'un sosyal yönüne dikkat çekildi ve 1980'lerin sonlarında bu yönde adımlar atılmaya başlandı. AB'de sosyal politika alanı hala üye devletlerin yetkisinde olmasına rağmen, özellikle 1990'lardan itibaren, AB sosyal politikasının yönetişiminde hiyerarşik yapıdan hiyerarşik olmayan yapıya doğru bir gelişim olmuştur. Bu yönetişim yaklaşımında, AB'de değişik katmanlardan çok sayıda aktör, sosyal politika yapım sürecine dahil edilmiştir. AB sosyal politikasının geçirdiği bu gelişim süreci, Avrupa sosyal ortaklarının sosyal politika yapım sürecine katılmalarıyla sosyal diyaloğun yolunu açmıştır. Bu açıdan, Avrupa sosyal diyaloğu, 1985'te o günkü Komisyon Başkanı Delors'un başlattığı 'Val Duchesse' görüşmelerinden bu yana AB'nin gündeminde yer almaktadır. Avrupa sosyal diyaloğunun Maastricht ve Amsterdam Antlaşmaları'yla kurumsallaşmasıyla sosyal diyaloğun etkisi, bağlayıcı olmayan ortak görüşlerden, Komisyon tarafından denetlenen ve Konsey kararıyla uygulanan çerçeve anlaşmalara kadar ulaştı. Avrupa sosyal diyaloğunun bu aşamalı gelişiminde, sürecin temel aktörlerinden olan sosyal ortakların rolü ön plana çıkmıştır, çünkü bunların Avrupa seviyesinde temsili, sosyal diyaloğun Avrupa seviyesinde kurumsallaşması açısından önemlidir. Böylece, Maasricht Antlaşması'ndan beri, bir tarafta işçi sendikaları diğer tarafta işveren örgütlerini Avrupa seviyesinde temsil eden Avrupa sosyal ortakları, sosyal politika yapım sürecinde kurumsal bir role sahip olmuşlar, ve işgücü piyasası ile ilgili konularda yasal olarak bağlayıcı anlaşmaları görüşebilir duruma gelmişlerdir. Avrupa sosyal diyaloğunun bağlayıcılığı olan çıktıları ve kapsamı kısıtlı olduğu görülmektedir. AB kurumsal yapısının sosyal diyalog üzerindeki etkisi de kısıtlıdır. Avrupa sosyal ortakların temsil yapılarında da eksiklikler mevcuttur. Ancak, bütün bunlara rağmen, Avrupa sosyal diyaloğu, AB sosyal politikasının meşruluğuna katkısı açısından AB sosyal politkasının önemli bir parçasıdır. Bu açıdan, Avrupa sosyal diyaloğu, sadece temelinde uzlaşma, konsensüs, işbirliği olan Avrupa sosyal modelinin önemli parçalarından biri olarak değil, aynı zamanda genel çerçevede Avrupa yönetişimin ve AB'deki demokratikleşmenin önemli bir mekanizması olarak karşımıza çıkmaktadır. ABSTRACTThe social dimension of the Community exists since the inception of the European integration process. However, as the primary rationale of the Community was economic integration among the member states in order to create an effective internal market within the Community in the initial phases, the role of social policy in overall Community policy was minor. There has never been consensus among the member states as to the role of the Community in the social field. However, in time, the member states of the Community perceived the necessity of effective social polices for the accomplishment of economic integration. Thus, increased attention was paid to the social dimension of the Community, with a clear commitment to its development from the late 1980s. This idea for an active social policy, which began to gain political support in the late 1980s, continued its progress with the successive Treaty revisions throughout the European integration process. In parallel to this progressive historical development of European Union (EU) social policy, there has been a transformation in the legal and governance aspects of social policy, starting with the Single European Act (SEA). Although the social policy field is still within the domain of the member states, especially in the 1990s, there has been a transformation in the governance of EU social policy from a hierarchical mode of governance to a non-hierarchical mode of governance, producing soft law rather than the regulatory mode of hard law. According to the governance approach, multiple actors at multiple levels of the EU are involved in the social policy-making process with deliberation and problem-solving efforts. This development of EU social policy paves the way towards the European social dialogue through the active involvement of the European social partners in the social policy-making procedure. In that regard, the European social dialogue has been on the EU's agenda since 1985, when it was initiated with the 'Val Duchesse' talks under the presidency of Delors. With the institutionalization of the European social dialogue process through the Maastricht and Amsterdam Treaties, the influence of the European social dialogue has increased from merely issuing non-binding joint opinions to the point where it now makes framework agreements implemented by Council decision and monitored by the Commission. In this incremental development of the European social dialogue, the role of the social partners as the core actors of the process has come to the fore, since their representation at European level is important for the institutionalization of the social dialogue at European level. Thus, since the Maastricht Treaty, the European social partners, which represent trade union and employer organizations, has enjoyed an institutional role in the policy-making process and can negotiate legally binding agreements on labour market issues. Moreover, the power of the social partners has been enhanced with the Laeken European Council, when they were granted greater independence in the preparation and implementation of 'autonomous agreements'. In this context, the study explores the extent of the influence of the European social dialogue and the role of the social partners in EU social policy-making procedure with reference to governance in the EU. It is notable that, despite the limited outcomes of the European social dialogue process regarding binding legislation, the limited scope of the European social dialogue, the limited influence of the EU institutional framework on the social dialogue, and the deficiencies in the representative structures of the social partners, the European social dialogue is a significant part of EU social policy in terms of its contribution to its legitimacy. In that regard, the European social dialogue has emerged not only as one of the vital parts of the European social model, which comprises the concepts of compromise, consensus, and cooperation, but also as an important mechanism in the general framework of European governance and democratization of the EU.
