For a
few years now, many of you will have heard us mention the need for a new
section at the ISA, one in which there would be a room for historical pieces
which engage with international issues in a broad sense. We hereby ask for your
support for a new section at the ISA entitled Historical International
Relations by signing the online petition at http://www.ipetitions.com/petition/hir/, and forwarding this email to
colleagues you think will have an interest in supporting the section.



As you
may all have noticed, there seems to be an increasing interest in historical
scholarship in the discipline, an interest which is largely reflected in papers
and panels presented at the conferences. However, these historical engagements
appear in general in a host of different guises, sponsored (sometimes
halfheartedly) by different existing sections. Some are sponsored by
International Security, others by Diplomatic Studies, while more still have
found shelter in the English School Section. While some may not see this as a
problem, as it forces historical scholarship to engage with other sections of
the discipline, we nevertheless think this situation requires a new section at
the ISA.



The idea
of a new section is not for historical scholarship to colonize the ISA. We do
not see such a section becoming one of the leading sections of the ISA. Rather,
we see it as carving out a modest space for scholars who engage historically to
work together, meet, and engage with each other's work without having to
pretend to be talking about something else. This common space would allow for
conversations across sub-disciplinary boundaries, conversations which are
difficult to carry out within many of the other sections of the ISA, and it
should thus also increase the overall cohesiveness of the discipline. Rather
than fragmenting the discipline, we think a Historical International Relations
Section will contribute to increased intra-disciplinary dialogue.



It is
important for us to emphasize too that this is not meant to be a section for
international history. What we think we have identified, is that to the extent
that IR scholars engage historically, they do so as "merry amateurs" rather
than professional historians. It is this spirit of collegial openness and
inclusion as well as intellectual curiosity which we would like to foster by
creating a new section.



In
short, we see the founding of a new Historical International Relations section
as a way to create a space for this type of scholarship, but also legitimize
efforts to address IR historically, as it would make these topics interesting
in their own right, and not because of their potential relevance for the other
sections.

19% of the world's reptiles are estimated to be threatened with extinction according to a study by the International Union for Conservation of Nature (IUCN) and the Zoological Society of London. Reptiles include snakes, lizards, crocodiles, turtles and tortoises. But some species are at more risk than others. For example, freshwater turtles alone are at a 50% risk of extinction. Reasons vary, but include the usual suspects such as climate change and loss of habitat.

A recent study also estimated that some 100 million sharks are being killed each year — an unsustainable rate, given how long some species take to mature and reproduce. Much of the demand is driven by Chinese rising affluence and demand for shark fin soup in the mistaken belief it has various health benefits.

China, India and other emerging economies are often the focus points for climate change negotiations. Many rich nation politicians and their media often point to their rising emissions as proof that they urgently need to be bound to emission reduction targets in the same way rich nations are.

But what is often easily forgotten or omitted is that greenhouse gases can stay in the atmosphere for a very long time. In other words, historic emissions matter.

Historical data show that the majority of greenhouse emissions have been by rich nations, known as "Annex I" countries in climate negotiation speak:



Apart from China and India, the remainder of the top 10 historical greenhouse gas emitters have been from Annex I countries.



This is why 2 decades ago the climate negotiations started by understanding there were "common but differentiated principles" and why "Annex I" countries were initially given target emissions while the rest were to be given space to grow given the urgent need for poverty alleviation and development.

Furthermore, climate negotiations frameworks have always said developing nations need to avoid a polluting path to industrialization, so they can't just use historic emissions injustice as an excuse not to do anything. At the same time, the dirty path to development was also the cheap and easy path which developing countries need to avoid, so it was also agreed that the Annex I countries should help developing countries in various ways. Needless to say much of this has not really happened.

These and additional charts have been added based on updated data up to 2008 on historical carbon emissions plus estimated emissions for 2009 and 2010.

The world of traditional legal theories has become too small. It seems too small for a law that is more and more losing its old territorial, political, and national bonds and that becomes part of worldwide social and economic processes. Law of this kind tends to statelessness. It is no more focussed on a territory, national state, or a local community, but constitutes itself through the communicative networks of highly specialised discourses. The production of law shifts from the nation state to the specific dynamic of social systems which conventional terms and criteria of politically orientated legal theories hardly touch upon. Terms like "constitution", "legislation", "unity", "hierarchy", "sanction" etc. become uncertain. Nowadays law is at home in a world that is fragmentary, that has no centre, no middle point, or unity. Legal pluralism dominates the scenery.

"Globalization" is the common word for this phenomenon, which is accompanied by a review of traditional concepts of law, of their premises and implications. Legal history is constantly confronted with phenomena of this kind, especially when processes of global interlacing beyond territorial and national boundaries are being examined, or when societies with a plurality of norms are being put into perspective.

The Max Planck Institute for European Legal History in cooperation with the Cluster of Excellence at the Goethe-University Frankfurt will start in the winter term 2010/2011 a series of lectures dedicated to historical paradigms and theoretical concepts of such processes. Scholars from different countries and with strong expertise in theory and history of law, in sociology and political sciences will hold lectures about chosen subjects.

Hey everyone, and welcome to a very special episode of Fully Automated. Why so special? Well, because this is our first ever joint episode! We've teamed up with the Science Technology and Art in International Relations (or STAIR) section of ISA, for the first of what we hope will be a series of collaborations on the politics and economics of science and technology (and art!) in global affairs.



Joining me as a co-host on this episode is Stéphanie Perazzone, who graduated recently with a PhD in International Relations and Political Science at the Graduate Institute of International and Development Studies, Geneva (IHEID). Stéphanie is a post-doctoral researcher at the Institute of Development Policy (IOB), the University of Antwerp. She is working on a Swiss National Science Foundation-funded research project entitled "Localizing International Security Sector Reform; A Micro-Sociology of Policing in Urban Congo." She is also the Communications Officer for STAIR.



Our guest for this episode is Anna Leander, the winner of the 2018 STAIR 'Transversal Acts' Distinguished Scholar Award. Anna is Professor of International Relations at the Graduate Institute in Geneva, with part-time positions also at the Copenhagen Business School. She is known primarily for her contributions to the development of practice theoretical approaches to International Relations and for her work on the politics of commercializing military/security matters. According to her bio, she is "focused on the material politics of commercial security technologies with special emphasis on their aesthetic and affective dimensions."



In the interview, Stéphanie and I invite Anna to reflect on a number of the topics she has taken on, in the course of her career. One question of interest is the influence of Pierre Bourdieu on her thinking, especially concerning the role of symbolic power in reproducing systems of political violence, and the political value of reflexivity as a precursor of resistance. We also ask her about her work on the increasingly overlapping relationship between the commercial and the technological, and her thoughts on methodology in relation to studying this and other recent trends and developments in the security world.

Our guest this week is Mark G. E. Kelly, an Associate Professor in the School of Humanities and Communication Arts at Western Sydney University. He is the author of The Political Philosophy of Michel Foucault (2009), as well as of Biopolitical Imperialism (from Zer0 books, in 2015) and he is also working on a book called 'For Foucault: Against Normative Political Theory' (SUNY, expected 2018).

Kelly has weighed in a number of recent 'Foucault' controversies, including the question of whether Foucault was a neoliberal. In this interview, we get into that debate. But I think for most listeners, the interesting stuff will be towards the end, where Kelly talks about Biopolitical Imperialism, and addresses the conflict in Syria.

The podcast was recorded on Wednesday, April 5, 2017. In the interview, you'll hear Kelly comment on Donald Trump's pivot a few days previous, on Syria. Two days after the recording, on April 7, the US military launched a cruise missile attack on a Syrian airfield. The attack was carried out in response to a chemical weapons incident in Idlib province, perpetrated allegedly by Syrian state forces. It would be hard to imagine a stronger confirmation of Kelly's arguments about Biopolitical Imperialism.

Predictably and sadly, the same issues have resurfaced: lack of media coverage, West stalling on doing anything trying to blame India and China instead, lack of funding, disagreement on how to address it, etc.

Geopolitical threats (real and imaginary) quickly focus a lot of political will and money is easily found to mobilize military forces when needed.

The economy also takes center stage as the current pressing issue, while climate change is easily deferred, in the hopes that the West can let China and India pick up the burden of addressing emissions even though they have not contributed to the historical build up of emissions that have started the recent changes in the climate.
