The system of protection of historical monuments in Poland, including Monuments of History, is not fully adapted to the political changes after 1989. An underestimated, important element of this system determining effective protection is professional architectural heritage management combining conservation with contemporary use of historical buildings. Interdependencies between conservation and non-conservation conditions force us to perceive the protection of monuments as a complex and interdisciplinary process – mutually correlated interactions on the historic object, in which conservation measures are the key, but not the only, activity. The organizational entirety of these activities is management. Monuments of History as the most valuable heritage should be a model of management of the national, historical resources. Fifteen years of experience of the Srebrna Góra (Silver Mountain) Fortress monument allow us to bring closer the objectives and complex conditions of related management activities as well as applications addressed to national authorities responsible for the protection of cultural heritage. ; System ochrony zabytków w Polsce, w tym pomników historii nie jest w pełni dostosowany do zmian ustrojowych po 1989 roku. Niedocenianym, istotnym elementem tego systemu determinującym skuteczną ochronę jest profesjonalne zarządzanie architektonicznym dziedzictwem łączące konserwację ze współczesnym użytkowaniem historycznych obiektów. Współzależności konserwatorskich i pozakonserwatorskich uwarunkowań wymuszają dziś postrzeganie ochrony zabytków jako złożonego i interdyscyplinarnego procesu – skorelowanych ze sobą oddziaływań na zabytkowy obiekt, w którym zabiegi konserwatorskie są kluczową, ale nie jedyną działalnością. Całością organizacyjną tych działań jest zarządzanie. Pomniki historii jako najcenniejsze dziedzictwo powinny być wzorem zarządzania dla krajowego, zabytkowego zasobu. Piętnastoletnie doświadczenia pomnika Twierdza Srebrna Góra pozwalają przybliżyć cele i złożone uwarunkowania powiązanych ze sobą działań zarządczych oraz wnioski adresowane do władz krajowych odpowiedzialnych za ochronę kulturowego dziedzictwa.

The Conference on "Recovering Forgotten History" is one of the oldest attempts undertaken in the III Republic to defend Poland's (and East- Central Europe's) image abroad, especially in the US. From 2006, the Conference has organized its seminars, originally bi-annually and now annually, to provide a forum for discussions between the authors of English-language history textbooks and monographs, and Polish historians who review those publications. Arguments are scholarly, grounded in evidence of primary sources and historiography, therefore, they are convincing in combatting Western prejudices and clichés about Poland and East-Central Europe. Additionally, the Conference provides opportunities for sightseeing of Poland's historical places. As a result, the work of the Conference leads not only to the removal of countless mistakes and misinterpretations in the reviewed books but also to a change of guests' attitudes toward this part of Europe. For the most part, they are academic teachers, who can also influence students through their classes. The Conference achieves all of this while having very modest means at its disposal.

In the article conceptual bases of collaboration of Ukraine are examined with Europe, which are based on a policy which determines support of supremacy of right and strengthening of democracy as bases of relations between Ukraine and incorporated Europe. The idea of European belonging of Ukraine means, from one side, the radical turn of historical fate of the state, from other is determination of the Ukrainian way to European community, taking into account that Ukraine is the state which changes, obtains reputation in the international area,take partner relationships with the key countries of the world. Expansion of Europe opens new possibilities and growings prospects of deepening of eurointegration strategy of Ukraine. ; Artykuł prezentuje koncepcyjne podstawy współpracy Ukrainy z Europą, które są oparte na polityce determinującej wsparcie nadrzędności prawa i wzmocnienia demokracji jako podstawy stosunków między Ukrainą a Zjednoczoną Europą. Idea przynależności Ukrainy do Europy oznacza z jednej strony radykalny przełom historyczny losów tego państwa, z drugiej zaś jest określeniem drogi Ukrainy do Unii Europejskiej, biorąc pod uwagę, że jest ona państwem, które podlega zmianom, wzrasta jej znaczenie na arenie międzynarodowej, podejmuje partnerskie relacje z kluczowymi krajami świata. The article presents three key elements involved in е-participation of citizens in public affairs. Firstly, e-information – information on the government web sites that is of interest to the community. Secondly, e-consultation – mechanisms and tools of online discussion on socially significant problems. Thirdly, e-decision making – the consideration of the contribution of online citizens in the decision-making process, providing continuous feedback. Moreover, the article presents the challenges that rise from implementing them, as well as the benefits that they bring. The most important among these benefits are: strengthening the democratic legitimacy of the authorities, improving the regulations adopted by legislative bodies and decisions made by the executive, more efficient processing of documents and their distribution among the interested parties, and increasing the level of compliance with the established rules.

The basic problem emerged in the distinction of the term "Sejm" ("Polish Parliament") from the earlier rallies, court veches, local conventions or those covering larger areas of the country, or even all-state conventions, summoned by the particular regional dukes and after the unification of the state by monarchs. The disputes were related to the critical look at the role of Parliament in the history of the state: some glorified it, others expressed their critical view, determined by the historical school which the particular author belonged to. The Monuments of History is a collection of over 100 most valuable monuments in Poland. At the same time, the Monuments of History are one of the 5 forms of protection of monuments, specified in Polish legislation. These circumstances make it necessary to assess the functioning of this form of the monuments protection. Many elements in the concept of the Monuments of History, the procedure of their nomination and the substantive assessment are taken over from the UNESCO World Heritage System. Therefore, this system may be a point of reference for the evaluation of the functioning of the Monuments of History. At the same time, on the basis of this comparison, it is possible to indicate directions for improving the functioning of the Monuments of History. The paper discusses fundamental aspects of the functioning of the Monuments of History – including the place and role of the Monuments of History in the Polish system of the monuments protection, the procedure of nomination, the procedure of evaluation, the relationship of the Monuments of History with the assets of the UNESCO World Heritage. ; Pomniki Historii to zbiór ponad 100 najcenniejszych zabytków w Polsce. Jednocześnie Pomniki Historii to jedna z 5 form ochrony zabytków, określonych w polskim prawodawstwie. Te okoliczności sprawiają, że konieczna jest ocena funkcjonowania tej formy ochrony zabytków. Wiele elementów w koncepcji Pomników Historii, procedurze ich nominowania, oraz merytorycznej ocenie jest przejętych z systemu Światowego Dziedzictwa UNESCO. Dlatego też ten system możne być punktem odniesienia do oceny funkcjonowania Pomników Historii. Jednocześnie w oparciu o to porównanie można wskazać kierunki doskonalenia funkcjonowania Pomników Historii. W artykule omówiono zasadnicze aspekty funkcjonowania Pomników Historii – m.in. miejsce i rolę Pomników Historii w polskim systemie ochrony zabytków, procedury nominowania, procedurę oceny, relację Pomników Historii z dobrami Światowego Dziedzictwa UNESCO.

Mimo ścisłych związków między technologią i stosunkami międzynarodowymi istnieje niewiele prac w nauce o stosunkach międzynarodowych, które podejmują próbę teoretycznego połączenia obu tych sfer rzeczywistości społecznej. Podstawowym celem artykułu jest historyzacja technologii militarnej w społecznej historii stosunków międzynarodowych. Autor przedstawia proces historycznego wzrostu znaczenia technologii militarnej w funkcjonowaniu społeczeństw i jej destruktywny wpływ na życie społeczne. Przekonuje, że nowe technologie rozwinaje są przez istoty ludzkie, a nie "odkrywane". Dokonane wynalazki odzwierciedlają określone interesy, posiadanie adekwatnych zasobów do ich dokonania i istnienie określonego instytucjonalnego wsparcia. W takim rozumieniu nauka, technologia i innowacje są funkcją ludzkich wyborów, interesów, idei, instytucji i zasobów. ; Despite close connections between technology and international relations, there are few works in international relations studies that would make an attempt to theoretically connect both of these two spheres of social reality.The main aim of the article is a historization of military technology in a social history of international relations. The author presents the process of historical growth of importance of military technology in functioning of societies and its destructive influence on social life. He convinces one that new technologies are developed, not "discovered" by human beings. Inventions reflect specific interests, owning proper resources to develop them and the existence of determined institutional support. In this understanding, science, technology and innovations are functions of human choices, interests, ideas, institutions and resources.In the first part of the article, the author presents relations between science, technology and innovations, as well as main attitudes in international relations studies in the context of comprehending these relations. Problems caused by technological development are also discussed. In the second part of the article, the author presents the meaning of military technology in international relations through its historization. By showing different contexts of "war machines" (horse, chariot, cavalry, cannons, conventional and nuclear weapon, information technology),one can observe the influence of military technology on international relations in the process of uneven and related development of different societies in different times from antiquity to the present day. In particular, the results of transformation of relations between armed forces and scientific institutions after World War II into permanent structures of society and government are shown. On the example of United States of America, the author points negative consequences of forming bureaucratic national security services for many aspects of social life. Finally, referring to James Der Derian's analysis, the author presents transformative influence of information technology on international relations.

The subject of the study is to outline the boundaries within the legislator may sanction the obligations to provide information to tax authorities using tax sanctions. The author analyzes tax sanctions as instruments guaranteeing the effectiveness of legal norms related to information obligations in the light of the protection of the taxpayer's rights. In the author's opinion, there is a clear outline of the possible shape of the sanction, which limits the legislator in excessive interference with the rights of taxpayers. These limits, both in national and international law, are determined primarily by the principle of proportionality, which is decisive for the degree of discomfort associated with the application of sanctions. It should be indicated that the shape limits of these sanctions, characterized in this study, guarantee, in turn, the protection of the rights of these entities. At the same time, it should be emphasized that tax sanctions are, in principle, a complementary element of the system of the guarantees of the law effectiveness and the legislator deciding on their wider use should properly balance the degree of "saturation" of tax law with sanctions taking into account its nature. ; Przedmiotem opracowania jest nakreślenie granic, w ramach których ustawodawca może sankcjonować obowiązek informowania organów podatkowych za pomocą sankcji podatkowych. Autor analizuje sankcje podatkowe jako instrumenty gwarantujące skuteczność norm prawnych związanych z obowiązkami informacyjnymi w świetle ochrony praw podatnika. Zdaniem autora granice możliwego kształtu sankcji podatkowych mają istotne znaczenie z uwagi na konieczność ochrony podatników przed nadmierną ingerencją w ich prawa. Ograniczenia te, zarówno w prawie krajowym, jak i międzynarodowym, wyznacza przede wszystkim zasada proporcjonalności, która decyduje o stopniu dolegliwości związanej z zastosowaniem sankcji. Należy wskazać, że scharakteryzowane w niniejszym opracowaniu granice kształtu tych sankcji gwarantują z kolei ochronę praw tych podmiotów. Jednocześnie należy podkreślić, że sankcje podatkowe są co do zasady elementem uzupełniającym systemu gwarancji skuteczności prawa, a ustawodawca – decydując się na ich szersze zastosowanie – powinien odpowiednio zrównoważyć stopień "nasycenia" prawa podatkowego sankcjami, uwzględniając jego charakter.

The purpose of this article is to capture one of the key features of the political thought that developed in the United States of America. Assuming that the USA's political culture is indeed exceptional, the author attempts to find the common denominator that would reflect the singularity of the American political mind. The author states that such a feature is the radical anti-historicality of the American mode of thinking about politics. It is a phenomenon that is deeply-rooted in the political and spiritual past of the United States and seems to be crucial because it never developed to such an extent in other traditions. Furthermore, even today to a large extent it defines both the American left and right. It is also very much present in academic discussion as well as in ordinary political activities. By anti-historicality the author means the rejection of the thesis that politics within a given society depends on that society's past experience. The phenomenon defies simple normative assessments. On the one hand, it protects American politics from the perils of radical historicism; on the other hand, it hinders the USA's contacts with other political bodies. However, the author concludes that understanding American anti-historicality is crucial when entering into any relations with the USA.

Kościuszko Mound, built in 1820-1823 by the Polish Nation as a symbolic grave and monument to Tadeusz Kościuszko, is the second significant sub-dominant feature in the cultural landscape of Cracow, next to Wawel Castle. In the mid-19th century, a citadel fort with neo-style features was built around the Mound, considered a masterpiece of architecturae militaris. In 1936, the Mound was entered into the register of monuments and in 2017, by decree of the President of the Republic of Poland, together with its surroundings, it was declared a Monument of History. As an earthen structure, the Mound is subject to constant processes of destruction caused by the forces of nature. The Committee of the Kosciuszko Mound established in 1820 is responsible for its permanent conservation. The Committee also takes care of the surroundings of the Monument by restoring components of the fort. The great success of the conservation and adaptation works is the transformation of the southern curtain (i.e. the earth rampart fortified with a wall, with a ramp for rolling out cannons) into a multi-cubature, two-storey conference and exhibition centre. The Committee also led to thinning the canopy of the self-seeding forest around the Mound and in the foreground of the fort, in order to expose this historic complex. In other parts of the fort, subordinate to the Committee, Kościuszko exhibitions are held, and ultimately the Kościuszko Museum is to be established here. Among the projects aimed at promoting the Kosciuszko Mound with its surroundings as an object of historical, architectural and landscape values - material and immaterial – there are numerous publications in Polish and foreign languages, lectures given in Poland, but also in the United States, France, Switzerland and Australia. The best evidence of the well-established place of Kosciuszko Mound in the Polish space and geography of the Globe and in the consciousness of Poles and many foreigners is the huge and steadily growing visitor turnout. ; Kopiec Kościuszki zbudowany w l.1820-1823 przez Naród Polski jako symboliczna mogiła za pomnik dla Tadeusza Kościuszki jest drugą obok Wawelu znacząca subdominantą w krajobrazie kulturowym Krakowa. W poł. XIX w. wokół Kopca zbudowano fort cytadelowy o cechach neostylowych, uznany za arcydzieło architecturae militaris. W r. 1936 Kopiec został wpisany do rejestru zabytków a w 2017 r. rozporządzeniem Prezydenta RP wraz z otoczeniem został uznany za pomnik historii. Jako budowla ziemna Kopiec podlega nieustannym procesom destrukcji, powodowanym siłami natury. Stałą pieczę konserwatorską nad nim sprawuje Komitet Kopca Kościuszki ustanowiony w 1820 r. Komitet też troszczy się o otoczenie Pomnika restaurując podległe mu części fortu. Sukcesem konserwatorsko-adaptacyjnym jest przekształcenie kurtyny południowej (czyli wału ziemnego umocnionego murem, z pochylnią do wytaczania dział) w wielokubaturowe, dwukondygnacyjne centrum konferencyjno-wystawowe. Wpływa też Komitet na prześwietlenie samosiewnego lasu, wokół Kopca i na przedpolu fortu, w celu odsłonięcia tego zabytkowego zespołu. W pozostałych, podległych Komitetowi częściach fortu organizowane są wystawy kościuszkowskie a docelowo ma tu powstać muzeum Kościuszki. Pośród przedsięwzięć mających promować Kopiec Kościuszki z otoczeniem, jako obiekt o wartościach historycznych, architektonicznych i krajobrazowych – materialnych i niematerialnych są liczne publikacje polsko i obcojęzyczne, wykłady głoszone w Polsce, ale też w Stanach Zjednoczonych, Francji, Szwajcarii i Australii. Najlepszym świadectwem ugruntowanego miejsca Mogiły Kościuszki w polskiej przestrzeni i w geografii Globu oraz w świadomości Polaków i wielu cudzoziemców jest ogromna i systematycznie wzrastająca frekwencja.
