While the author is impressed by Cornwell's style and presentation, he is appaled by the lack of seriousness exhibited by the author who writes about an imprtant subject (not broached for the first time, by any means) and by demonstrated inability to supress his preconceived notions and even prejudices. Cornwell relies heavily on Owen Chadwick, which assures that he mentions most important facts about the involvement of the Cardinal and Pope Pius XII (whom Cornwell systematicaly entitles by his family name. Pacelli) in contemporary politics, but he bends and ignores Chadwick's research when he makes his judgment about the Pope. Cornwell's treatment of the Catholic Church in the Independent State of Croatia (he gives it an entrie chapter) is a traversy of research and objective writing. His main source. if not the only, for the presentation of the Church in Croatia during the World War II is the 35 years old book by Carlo Falconi. Cornwell perhaps did not know , but he could have and must have been informed, that Falconi wrote his piece on the basis of the propagandistic material given to him by the Yugos]av secrete service and propagandists, which served the purpose of anti-Chatolic propaganda in Yugoslavia. A well intended reader could excuse Cornwell (he does not read Croatian and could not know what some authors wrote about Falconi's sources at the time his book appeared), if he did not point those "Croatian materials" as essential not only for the condemnation of the Croatian Catholic episcopate, but for Pius XII as well. CONTEMPORARY TENDENCIES IN MONITORING THE READINESS OF COUNTRIES FOR THE APPLICATION OF INFORMATION AND COMMUNICATION TECHNOLOGIES IN THE POST-COVID PERIOD ; SAVREMENE TENDENCIJE U PRAĆENJU SPREMNOSTI ZEMALJA ZA PRIMENU INFORMACIONO-KOMUNIKACIONIH TEHNOLOGIJA U POST-KOVID PERIODU
Monitoring the readiness of countries for the application of information and communication technologies (ICT) has a long tradition. It is reflected through the application of various synthetic indicators - indexes, which were created for these purposes by various organizations and associations. These indicators are expected to reflect new trends in the field of ICT, and also to measure the readiness and achievements of individual countries in the ICT usage. The aim of this paper is to show significant changes in the structure of one of the most well-known indices in this area - Network Readiness Index, which has been in use for almost two decades. The paper emphasizes the application of this index in monitoring the process of digital transformation at the level of economic and social development of individual countries, especially in the COVID crisis. Also, the tendencies of this process in the post-COVID period are considered. Monitoring the process of digital transformation at the country level is characterized by a multidimensional approach. In this sense, the complex structure of the NRI latest version is presented. It is based on 60 indicators grouped in four areas: technological trends, human resources capacity, government regulations and the impact of new technologies on the economy, quality of life and achieving the United Nations Sustainable Development Goals adopted in 2015. Also, the paper discusses the position of Serbia and other Western Balkans countries measured in the context of the newly created index, and presents a comparison of these countries with European Union countries. ; Praćenje spremnosti zemalјa za primenu informaciono-komunikacionih tehnologija (IKT) ima višegodišnju tradiciju. Ona se ogleda kroz primenu različitih sintetičkih pokazatelјa – indeksa, koje su za te svrhe kreirale različite organizacije i asocijacije. Od ovih pokazatelјa se očekuje da, sa jedne strane, odražavaju nove trendove u IKT oblasti, a sa druge strane, da mere spremnost i postignuća pojedinih zemalјa u primeni tih novih tehnologija. Cilј ovog rada jeste da prikaže značajne promene u strukturi jednog od najpoznatijih indeksa za praćenje spremnosti zemalјa za primenu informaciono-komunikacionih tehnologija - Network Readiness Index (NRI), koji je u upotrebi skoro dve decenije. U radu je posebno naglašeno sagledavanje primene ovog indeksa u praćenju procesa digitalne transformacije na nivou ekonomskog i društvenog razvoja pojedinih zemalјa, posebno u uslovima kovid krize. Takođe, sagledane su i tendencije ovog procesa u postkovid periodu. Praćenje procesa digitalne transformacije na nivou zemalјa karakteriše višedimenzionalni pristup. U tom smislu prikazana je složena struktura najnovije verzije ovog indeksa koja se zasniva na 60 indikatora, a koji su sintetički povezani u četiri oblasti: tehnološki trendovi, kapaciteti lјudskih resursa za primenu novih tehnologija, značaj vladinih regulativa, kao i uticaj novih tehnologija na ekonomiju, kvalitet života i ostvarenje Održivih razvojnih cilјeva Ujedinjenih nacija (UN Sustainable Development Goals - SDGs) prihvaćenih 2015. godine. Takođe, u radu je razmatrana pozicija Srbije i ostalih zemalјa Zapadnog Balkana merena u kontekstu novokreiranog indeksa, i prikazano je poređenje ovih zemalјa sa zemlјama Evropske unije.

The author presents the literature on the problem of history of ISC published between 1991 and 1995. With the fall of ideological barriers and bans in 1990 and opening the opportunity of free researches on the history of ISC, Croatian general and scientific public manifested an extremely great interest in this topic, which reflected ina large number of published works, associated, entirely or partly, with the period of ISC. Unfortunately, partly due also to the lack of systematic scientific researches of that period, only a part of the cited works can be included into the group of scientific works (in fact, some of them are prints of the works published in emigration). Most of the titles the author deals with in the present paper are characterized by a popular-journalistic approach to the theme. However, here too one can find interesting information and observations. Finally, mention should be made of a group of works with characteristics of memoires. In the end, looking at this period as a whole, one could hardly give a completely satisfactory evaluation of all the literature so far. Yet, it should be noticed that recently (in 1995) quite a number of works on the Independent State of Croatia was published, which by their quality and extensiveness almost exceeded most of the titles published before this five-year period. Taking this fact and also increased interest in systematic scientific investigations of the problems of ISC into account, we can only hope that the future will bring much high-grade contributions on this subject. The right to environmental information in international legal documents
The paper deals with the issue of regulation of the right of natural and legal persons to environmental information, in relevant international legal documents. There is a survey of certain international conventions which envisage this right in their field of regulation. The right to access the information is in details regulated in the Aarhus Convention, which comprises significant part of this paper. This kind of regulation of the right to environmental information has performed a significant influence on states and international organizations, which created their domestic and international rules, using the solutions from this Convention. The European Union has enacted a significant number of directives on the right of a public to receive environmental information. The special emphasis will be on the work of the Aarhus Convention's Compliance Committee which has a significant role in supervising and deciding about the compliance with the application of the Convention in its member states.

The thirtieth anniversary of the Casopis za suvremenu povijest published by the Hrvatski institut za povijest (Croatian Institute for History) in Zagreb (1969-1999) gives the occasion for a review and analysis of its contents, looks, and accomplishments. Casopis was initiated at the then Institute za historiju radnickog pokreta Hrvatske (The Institute for History of the Workers Movement in Croatia) in order to expand the research beyond workers and their political and union organisations and beyond the period of the World War II, which were dominant themes at the Institute. This intention resulted in the expansion of the research and in the publication of the results in the journal. The tradition of co-operation with researchers outside of the Institute and with those abroad continued. The journal published numerous themes from national history as well as history of other nations and minorities. The problems of historical methodology and of evaluation of books and other works were not neglected. One of the marks of the journal is the presence of polemics. The journal succeeded in maintaining these characteristics in spite of changes of the political situations, by which it was stamped. (SOI : CSP: S. 459)
