The aim of this study is to give a detailed overview about the immigration into the European Union between 2015 and 2019. The paper also outlines some of the risks of immigration and the recent developments of the Schengen Information System and the European Border and Coast Guard Agency (Frontex). The first part of the paper describes the immigration that the European Union has dealt with between 2015 and 2019, underlining the refugee flow in 2015-2016. This part includes statistics on the number of asylum applications and illegal border-crossings. The data is provided by the European Commission (Eurostat) and the European Border and Coast Guard Agency. The second part of the paper gives an overview of the European Agenda on Migration, examines the four pillars to manage migration better, including reducing the incentives for irregular migration, border management, common asylum policy and a new policy on legal migration. The third part describes the developments of the Schengen Information System and the European Border and Coast Guard Agency such as new technologies and strengthening border management, expansion of databases, joint operation outside the European Union and return operations. These developments will be essential for a better immigration management and they will make the defense of the European Union more effective, transparent and coordinated in the future.
Mass migration, as it appears in the 21st century, is one of the greatest challenges of our globalized world. The unanswered questions of European Union (EU) immigration policy that emerged over the past few decades have become more pressing than ever. One of these urgent questions is: how can we provide for a developing European economy in an era of demographic decline in a way that it is based on the opportunities opened up by legally regulated forms of migration. A second question is: how can the EU ensure the safety of the newly arriving people in need and, at the same time, keep away illegal migrants and eliminate criminal activities related to migration. The European Union is destined to spread the principles of peace and unconditional respect for human rights not only within its own borders, but also on a global scale, when engaging in international affairs. In addition to observing human rights, however, the EU must also take into account all security considerations that are pertinent in guaranteeing the free movement of its citizens within the Member States.
Bulgaristan İkinci Dünya Savaşı'na Almanya safında katılmış ve yenilmiştir. Savaşın galiplerinden Sovyetler Birliği'nin Kızıl Ordusu ülkeyi işgal etmiş ve kendisine yakın bir sosyalist iktidar oluşturmuştur. Vatan Cephesi iktidarı iç ve dış politikasında "Sovyet Modelini" tercih etmiştir. Başta Müslüman Türkler olmak üzere ülkesindeki azınlıklara baskı, zulüm ve göç ettirme politikaları uygulamıştır. Stalin'in direktifi doğrultusunda Bulgaristan'ın Türkiye sınırında yaşayan Türkler iç kesimlere sürgün edilmiş, direnenler 1950-1951 Göçü ile Türkiye'ye gönderilmiştir. Bulgaristan hükümeti ülkede kalan Türkler üzerinde Bulgaristan Komünist Partisi Merkez Komitesi Politbürosunun aldığı gizli kararlar çerçevesinde asimilasyon politikası uygulamış, "tek milletli sosyalist bir toplum" yaratmak istemiştir. Bu çalışmada Bulgaristan'daki Türklere yönelik yapılan faaliyetler, alınan tedbirler ve Türklerin Türkiye'ye göç etmelerine sebep olan unsurlar, belgelere dayanılarak analiz edilmiştir. ; Bulgaria joined the Second World War on the side of Germany and was defeated. The Red Army of Russia, which is among the victors of the war, occupied the country and founded a socialist government close to itself. The Patriotic Front government preferred "the Soviet model" in its domestic and foreign policy. The government applied the policies of pressure, persecution and forced immigration to the minorities in its country, particularly to the Muslim Turks. The Turks, living near Turkish border of Bulgaria were exiled to interior regions by the order of Stalin and those, who resisted to these policies, were forced migration to Turkey in 19501951 years. Bulgarian government applied assimilation policies towards Turks staying in the country in the context of the secret decisions, taken by the Bulgarian Communist Party Central Committee Politburo and tried to create "a socialist society with one-nation". In this study, the policies towards Turks in Bulgaria and the reasons of their immigrations to Turkey have been analyzed on the basis of official documents.
Avrupa Birliği, kuruluşundan itibaren göç alan ve politikalarını insan hakları çerçevesinde düzenleyen bir ulusüstü örgüttür. Avrupa Birliği tarafından düzensiz göçün azami seviyede tutulması amaçlanmıştır. Bu sebeple de Birlik bütünlüğünü sağlamak amacıyla sözleşmeler ile belirlenen politikalar doğrultusunda iç ve dış göçü kontrol altına alacak bir takım düzenlemeler yapmıştır. Dolayısıyla bu çalışma; insanların dini, iktisadi, siyasi, sosyal ve diğer durumlar sebebiyle yer değiştirme hareketlerinin Avrupa Birliği politikalarını nasıl etkilediğiyle ilişkilidir. Çalışma kapsamında söz konusu bu politikalar incelenerek, bugüne kadar katedilen mesafe ifade edilmeye çalışılacaktır. Çalışmada Avrupa Birliği göç politikaları; tarihsel verilere, yapılan antlaşmalara, kararlara ve uygulamalara göre değerlendirilerek; uluslararası hukuk, Avrupa Birliği komisyon kararları, Frontex verileri, Birleşmiş Milletler raporları, göç politikası çerçevesinde yapılan antlaşmalar, insan hakları tarihsel gelişimi ve Avrupa İnsan Hakları Mahkemesi ve Avrupa İnsan Hakları Komisyonu'na ilişkin kararlar çerçevesinde ele alınacaktır. v Çalışma dört bölümden oluşmaktadır. Birinci bölümde; araştırmanın konusuna, amacına, önemine, çalışma ile hangi sorulara yanıt arandığına ve konuya ilişkin tanımlara yer verilecektir. İkinci bölümde; göç kavramı, göç türleri ve Avrupa Birliği'nde göç konusu ve göç politikalarının tarihsel gelişimi ele alınacaktır. Üçüncü bölümde; insan hakları açısından sığınma hakkı ve mültecilik, insan haklarının tarihsel gelişimi, sığınma hakkının ortaya çıkışı, Birleşmiş Milletler Mülteciler Yüksek Komiserliği'nin kurulması, 1951 Cenevre Sözleşmesi ve mültecilerle ilgili diğer çalışmalar incelenecektir. Dördüncü bölümde ise göç politikaları, Avrupa Birliği öncesi Avrupa ülkelerinin göç politikaları, Avrupa Birliği'nin ortak göç politikaları, ortak sığınma politikası üretme çabaları kapsamında yapılan antlaşmalar ve Avrupa Birliği'nde göçmenlere ve sığınmacılara yönelik bazı kurumlar incelenecektir. ; The European Union is a supranational organization that has received immigrants since its establishment and regulates its policies within the framework of human rights. The European Union aims to keep irregular migration at the minimum level. For this reason, in order to ensure the integrity of the Union, it has made a number of arrangements to control the internal and external migration in accordance with the policies determined by the agreements. Therefore, this study is related to how the policies of the European Union is affected according to people's movements due to religion, economics, politics, social issues, and other situations. Within the scope of the study, these policies will be examined and the distance covered up to the present will be expressed. In this study, European Union migration policies will be handled while being evaluated according to the historical data, the agreements, decisions, and practices; in the framework of international law, the European Union commission decisions, Frontex data, the United Nations reports, treaties on migration policy, historical development of human rights and decisions of the European Court of Human Rights and the European Commission of Human Rights. vii The study consists of four parts. In the first chapter; the subject, the purpose, the importance of the study, which questions are aimed to be answered with this study, and the definitions about the subject will be included. In the second part; the concept of migration, the types of migration, and the historical development of the subject of migration and migration policies in the European Union will be discussed. In the third chapter; the right to asylum and migration in terms of human rights, the historical development of human rights, the emergence of the right to asylum, the establishment of the United Nations High Commissioner for Refugees, the 1951 Geneva Convention and more studies on refugees will be examined. In the fourth chapter, migration policies, migration policies of European countries before the European Union, common migration policies of the European Union, treaties made within the scope of efforts to produce common asylum policy, and some institutions about migrants and asylum seekers in the European Union will be examined.
Son zamanlarda İranlılar Türkiye'ye hatırı sayılır bir biçimde ilgi göstermişler ve bunların bir bölümü de bu ilgiyi konut alımıyla bir göç sürecine dönüştürmüşlerdir. Bu çalışmanın amacı, Türkiye'ye konut alımıyla göç eden İranlı göçmenlerin itme-çekme ve ilişkiler ağı teorileri başta olmak üzere, göç teorileri ışığında göç etme nedenlerini analiz etmektir. Bu nedenle, göç süreçlerinde İran'ın itici faktörleri ve Türkiye'nin çekici faktörlerine odaklanılmış ve ilişkiler ağının önemi anlaşılmaya çalışılmıştır. Çalışmanın konusuna uygun olarak 22 katılımcıyla yarı yapılandırılmış görüşmeler gerçekleştirilmiştir. Katılımcılara kartopu örnekleme yöntemiyle ulaşılmış, COVID-19 salgını nedeniyle görüşme formları kendilerine dijital yollarla iletilmiştir. Yapılan görüşmeler göstermiştir ki İranlı göçmenler için İran'ın yarı açık bir toplum özelliği sergilemesi, dengesiz ekonomik koşullar sunması ve eğitim sisteminde gözlemlenen aksaklıklar birer itici faktör olarak göçü tetikleyen etmenler olmuştur. Buna karşın Türkiye'nin açık toplum olarak nitelendirilmesi, daha dengeli ekonomi, taleplere daha çok cevap veren eğitim sistemi ve medyanın yumuşak güç işlevi gibi faktörler İranlılar için çekici etmenler olmuştur.
Avrupalı devletlerin güvenlik algılamaları zaman içerisinde bazı değişim ve dönüşümler geçirmiştir. Günümüz itibariyle açıkça belirtilmemekle birlikte göçmen olgusu güvenlikleştirmenin merkezinde yer almaktadır. Güvenlikleştirme sürecinde aktör olarak devlet, herhangi bir sorunu tehdit olarak algıladığında o soruna öncelik verir. Sorun olarak tanımlanan "nesne" özel olarak ulusal güvenlik meselesi olarak kabul edilirse devletler bununla baş etmek için de özel haklara sahip olduğunu iddia eder. Soğuk Savaş sonrasında Avrupalı devletlerin güvenlik anlayışında göçmenler aleyhine değişim olmuştur. Aşırı sağ düşüncesi ile hareket eden ve göçmen karşıtı tutum gösteren siyasal partiler yükselişe geçmiştir. Bu çalışmada güvenlikleştirme kavramları ve Avrupa Birliği'nde göçün güvenlikleştirilmesi incelenmiştir. Daha sonra Avrupa'da göçmen karşıtlığı üzerinden siyaset yapan Avusturya Özgürlük Partisi (FPÖ) ile Hollanda Özgürlük Partisi (PVV), durum çalışması modeline göre incelenmiştir. Bu seçimin nedeni ise her iki partinin göçmen karşıtlığında son yıllarda dikkat çeken faaliyetlerinin olmasıdır. Ayrıca FPÖ ve PVV'nin ırkçılık ve yabancı düşmanlığı ile birlikte Avroseptizm konusunda ortak söylemlerinin olmasıdır. Çalışmanın sonucunda, Avrupa genelinde göçmenlere yönelik ötekileştirici bir anlayışın güçlenmeye başladığı ve bunun da aşırı sağcı siyasi gruplar tarafından istismar edildiği tespit edilmiştir. ; Security perceptions of European states have undergone some changes and transformations over time. As of today, the immigration phenomenon is at the center of securitization, although it is not clearly stated. As an actor in the securitization process, when the state perceives a problem as a threat, it gives priority to that problem. If the "object" defined as the problem is specifically considered a national security issue, states claim that they also have special rights to deal with it. After the Cold War, the security understanding of European states changed against immigrants. Political parties acting with the far-right mindset and displaying an anti-immigrant attitude are on the rise. In this study, securitization concepts and securitization of migration in the European Union have been examined. Later, the Austrian Freedom Party (FPÖ) and the Dutch Freedom Party (PVV), which conduct politics over anti-immigration in Europe, were analyzed according to the case study model. The reason for this choice is the remarkable activities of both parties in anti-immigration in recent years. In addition, FPÖ and PVV have common discourses on Euroseptism along with racism and xenophobia. As a result of the study, it has been determined that a marginalizing understanding towards immigrants has begun to strengthen across Europe and this has been exploited by far-right political groups.
Immigration, which is called as the human dimension of globalization, has a large impact on the culture, economy and politics of the states. With globalization, the wave of migration throughout the world has intensified; the number of legal and illegal immigration and seeking refugees has reached large points as well as has come to include more countries. One of most important of the problems that has faced by European Union, which started in order to achieve a common economic policy after the Second World War and began gradually moving towards a political formation, is immigration toward Union's territories from outside. Turkey, which is regarded as a country that stands at the intersection of migration in both historical as well as geographical location, could not build a comprehensive immigration policy until the 2000s. In this study, the progress of the European Union and Turkey's immigration policies will be discussed in the light of the historical background. Nevertheless, the underlying causes of the conditions behind Turkey's failure to prepare a national migration strategy that can generate the required policies by examining the longterm development will be discussed, despite the EU's impact on Turkey's full membership process. ; Küreselleşmenin insani boyutu olarak adlandırılan göçün devletlerin kültür, ekonomi ve siyasetlerinin üzerinde geniş etkileri bulunmaktadır. Afganistan'ın işgal edilmesi ve Amerika Birleşik Devletleri'nin ` küresel terörle mücadele' kampanyası Orta Asya'nın Ortadoğu bölgesinin bir uzantısı olduğu izlenimini arttırmıştır. Günümüzde Orta Asya daha önceleri Sovyetlerin parçası olan beş cumhuriyetten oluşur, bunlar, Kazakistan, Kırgızistan, Tacikistan, Türkmenistan ve Özbekistan' dır. İslam dinine ve Müslümanlara karşı bir akım haline gelen ve "İslam korkusu" olarak tanımlanan İslamofobi, bugün küresel düzeyde dünyayı tehdit eden bir hastalık haline gelmiştir. İslamofobi, başta Amerika Birleşik Devletleri olmak üzere Batılı ülkelerin iç ve dış politikalarında kullanılan ayrımcılık, ötekileştirme yöntemi olarak uluslararası alanda kullanılmaktadır. Tek tip bir İslamofobiden bahsetmek mümkün değildir. Hindistan'da, Tayland'da, Çin'de, Kıta Avrupası'nda, Amerika Birleşik Devletleri'nde İslamofobi uygulamaları görülmektedir. Nedenler farklı olsa da ortak nokta İslam korkusu-İslam düşmanlığıdır ve her geçen gün batı demokrasilerinde İslamofobi artmaktadır. İslamofobi 11 Eylül 2001 saldırıları ile artmış ve Batılı devletlerin dış politikalarının merkezine oturmuştur. Bu tarihten sonra Batılı ülkelerde Müslümanlar, o ülkenin kendi vatandaşları dahi olsa ayrımcılığa uğramışlardır. Başta Amerika Birleşik Devletleri olmak üzere, Batı dünyasında Müslüman göçmenler ve mültecileri hedef alınmış, dışlanmış ve ötekileştirilmiştir. Bu çalışma, dünya barışını tehdit eden İslamofobinin tarihsel ve siyasal kökenlerini inceleyerek, İslamofobinin nedenlerini tespit etmek; ayrıca İslamofobiyle mücadelede ne tür yöntemlerin kullanılması gerektiğinin tespitini yapmayı amaçlamaktadır. ; Islamophobia, which has become a movement against Islam and Muslims, defined today as the fear of Islam and has become a threat to the world at the global level. Islamophobia is used in the international arena as means to overcome the discrimination used in the domestic and foreign policies of Western countries, especially the United States. There is no standardized Islamophobia. Islamophobia practices are observed in India, Thailand, China, Europe and the United States. Although the reasons are different, the common point is that fear of Islam and antIslam. Islamophobia increased with the attacks of September 11, 2001 and became the center of foreign policy of Western states. Since then, Muslims in Western countries has been discriminated even if they are citizens of that country. Migrants and Muslim refugees have been targeted, excluded and marginalized in the Western world, particularly in the United States. Due to the Western policy on Islamophobia, intolerant, racist and nationalist far-right parties have emerged and gained wider in Europe. If this situation continues like this, the peace of the world will be in danger and the thesis of the clash of civilizations of Huntington will be justified. Far-right, racist movements that cause Islamophobia, which have proliferated in recent years, are rapidly gaining power around the world. This study aims to identify the historical and political origins and causes of Islamophobia that threaten the peace of the world. It also aims to determine the methods to be used in the fight against Islamophobia. Islamophobia emerged in the Western world and there are historical, cultural, religional, economical, political and social reasons.
One striking aspect of the coronavirus crisis was the poor response of the right-wing populist leaders to the pandemic in countries such as the US, Britain, and Brazil. Despite this fact, the continuing voter support right-wing populist leaders attract across countries with different socio-economic traits is puzzling. In this paper, we argue in favour of a cognitive anthropological view of populism scholarship. Cognitive and evolutionary anthropology shows that mental systems common to all humans shape the way we understand the world, making some ideas more plausible than others regardless of their levels of accuracy. Even though the action of 'building a wall' to keep illegal migrants away can prove ultimately unfeasible and does not address real immigration issues, due to our cognitive evolution, it makes intuitive sense as a plausible option to reducing immigration. Populist leaders exploit our cognitive intuitions by providing such intractable but oftentimes intuitively-plausible ideas in order to get elected or to promote preferred policies. Furthermore, we intuitively admire powerful individuals and tend to defer to authoritative and charismatic figures as an evolutionary strategy for acquiring valued skills and negotiating hierarchies. As a result, by committing to the intuitively-plausible policies populist leaders promote, such as 'building a wall', they give additional credence to the political beliefs that are based on our cognitive intuitions, effectively increasing their plausibility for the "common folk".

As a result of efforts to establish a common migration policy and harmonize European countries since the 1990s, European countries began to want to include the migration regime in the EU acquis. In those years, the goal of European migration policy was to combat irregular migration. Turkey's more intrusive control over migration has also put pressure on European countries. Because Türkiye has become a transit country that opens space for irregular immigrants. In this context, a strong immigration policy has been established in order to respond to the expectations of Europe's institutional and legal regulations. Among these regulations, there are some decisions regarding labor migration. In this study, Turkey's Eleventh Development Plan was examined within the framework of the concept of "sustainable development", taking into account Turkey's current development goals. In consequence of these investigations, new business areas that have emerged recently have been identified and analyzed.
Orta Doğu'da 2010 yılında başlayan Arap Baharı süreci, Türkiye'nin komşusu olan Suriye'ye 2011 yılında sıçramıştır. Süreç Suriye'de diğer ülkelerde olduğu gibi rejim değişikliğine uğramamış, yönetimi bırakmak istemeyen Esad sert müdahalelerde bulunarak ülkede iç savaş çıkmasına sebep olmuştur. Bu süreçte Suriyelilerin bazıları Türkiye'ye sığınmış bazıları ise Türkiye'yi transit ülke olarak kullanmış ve deniz yoluyla Yunanistan üzerinden Avrupa'ya göç etmeye başlamıştır. Bu tezde Arap Baharı' nın nasıl başladığı, Suriye'ye nasıl sıçradığı ve sonrasında gelişen göç hareketliliğinden de bahsedilmiştir. Akabinde yaşanan Suriye krizi bağlamında da Türkiye-AB ilişkileri üzerinde durulmuştur. Ayrıca çalışmada literatür taraması metodu kullanılmıştır. Göç hareketliliğinden dolayı deyimi yerindeyse Türkiye'ye muhtaç kalmış olan Avrupa Birliği ile duraklayan ilişkiler yeniden canlanmış, taraflar arasında yeni anlaşmalara gidilmiştir. Bu doğrultuda Türkiye ve Avrupa Birliği arasında yapılan anlaşmalar ve varılan sonuçlara da bu çalışmada yer verilecektir. ; Starting in the Middle East in 2010, The Arab Spring period spread to a neighbor of Turkey, Syria, in 2011. Compared to the other countries, this period hasn't resulted in a change in the regime of Syria, and Assad, who is averse to leave the government, interfered in a harsh way so he caused a civil war in the country. In this period, some part of Syrians refuged to Turkey and some parts of them used Turkey as a transit country and, usually by sea, they started to migrate to Europe through Greece. This thesis explains how the Arab Spring started and how it spread to Syria, also the growing immigrational activities afterward. Besides, Turkey – EU relations in the context of the Syrian Crisis is discoursed. In this study, the literature survey method has been used. With the immigrational activities, relations with the European Union which is so to say in need of Turkey, is revived and the parties entered into new agreements. In this respect, this study includes the agreements between Turkey and the European Union and their results.

Mümkün olduğu ölçüde bunların kamuoyunca benimsenmesini sağlamak için, yoğun biçimde basın yayın araçlarına ihtiyaçları vardır. Bu kitle iletişim araçlarının, siyasal iletişim aracı olarak gücünün görülmesi, Yerel idarelere de kendi basınını oluşturma, basın içeriklerini etkileme çabasını getirmiştir. Bu çalışmada kalkınmışlık düzeyi yüksek Avusturya'nın, yoğun göç faaliyetlerinin hedefi olan Viyana şehrinde Yerel idarenin basın yayın faaliyetleri ile Türkiye'nin Metropolitan şehri İstanbul'un Yerel idaresinin basın yayın faaliyetleri özellikle Arap Baharı adı verilen dönemden sonra daha da fazla konuşulan göç ve entegrasyon süreçleri bağlamında incelenmiştir. Çalışmanın giriş bölümünde amacı, önemi, yöntemi, sınırlılıkları ve varsayımları açıklanmıştır. Çalışmanın ikinci bölümünde Yönetim, Yönetişim, Sürdürülebilirlik, Yerinden Yönetim (Subsidiarity), Siyasal İletişim, Kamuoyu ile alakalı teorik bilgiler ortaya konmuştur. Çalışmanın üçüncü bölümünde Yerel Yönetimlerde Basın Yayın İşlevi üzerinde durulmuştur. Çalışmanın dördüncü bölümünde Basın Yayın İşlevi Açısından İstanbul Büyükşehir Belediyesi ve Viyana Belediyesi içerik analizi yöntemiyle karşılaştırmalı incelenmiştir. Çalışmanın Sonuç ve Değerlendirme bölümünde ise bulgular ortaya konmuştur. Bulgularda genel olarak ötekiye yaklaşımların olumsuz olduğu, ötekilerin açık veya gizli şekilde tehdit olarak görüldüğü ve gösterildiği, Viyana belediyesinin basın yayın içeriklerinin ötekilere bakışnın daha olumsuz olduğu, ötekilere ve ötekileri temsil eden kuruluşlara kendilerini ifade etme imkanının verilmediği, ötekilerle alakalı haberlerin genellikle göç konusunu içerdiği, Basın yoluyla biz/ötekiler ayrımcılığı yapıldığı ve tarafların kategorize edildiği müşahede edilmiştir. --- Throughout history political systems used the press as a tool for the struggle for power and for their values to be accepted throughout the society. Just like any other political system, the local governments wants to spread their own beliefs, thoughts, values and ethical attitudes, too. For these to be accepted across the public opinion on a possible scale they need the tools of the press intensively. The sighting of the mass media as a political communication device brought the effort to local governments to develop their own press, to influence the contents of the press. The activities of the press in Vienna, which is the target of intense immigration movements, the city of Austria, of which the developmental level is high, and the activities of the press in Istanbul, the metropolitan city of Turkey, especially in the context of the process of immigration and integration, which is widely spoken after the Arab Awakening, was analysed.In the introductory part of the study the aim, the importance, the methodology, the limitations and the theories were explained. In the second part of the study theoretical information about administration, governance, maintainability, subsidiarity, political communication, public opinion was revealed. In the third part of the study the functions of the press in the local governments was emphasized. In the fourth part of the study Istanbul Metropolitan Municipality and Vienna Municipality were analysed and compared in terms of the function of the press with the content analysis method. In the conclusion and evaluation part of the study the results were revealed. In the results it is generally observed that the attitudes towards the other are negative; the other is openly or secretly seen as a threat; the view of the contents of the press from the Vienna Municipality towards the other is more negative; the other and the representative institutions of the other include mainly the theme of immigration; the discrimination of us/the other is made through the press and that the sides are being categorised.
Soğuk Savaş Sonrası Dönem'de küreselleşen dünyada göç olgusu ve bu olgunun sebep olduğu sorunlar herhangi bir devletin tek başına etki edemediği bir karaktere bürünmüştür. Önemli göç güzergâhları arasında yer alan ve geçmişten günümüze göç olgusunun farklı boyutları ile karşılaşan Avrupa Birliği (AB) göçe yönelik politikalarını ve yaklaşımlarını zamanın koşullarına göre uyarlamak zorunda kalmıştır. AB'nin göç politikasının temellerinden biri olan üçüncü ülkelerle işbirliği kapsamında Türkiye gerek Birlik'e tam üyelik sürecinde olması gerekse de bölgeye geçişlerde sıkça kullanılan göç güzergâhlarından biri olması sebebiyle önemli bir aktör olarak görülmektedir. Bu bağlamda çalışmamızda AB ve Türkiye'nin göç politikalarının gelişimi incelenerek, düzensiz göç sorunun AB ile Türkiye ilişkilerine etkisi analiz edilmiştir. Analizler yapılırken resmi belgeler, anlaşma metinleri ve söylemler kullanılırken aynı zamanda konuyla ilgili eserlere ve görüşlere de yer verilmiştir. Hipotezimize göre AB'nin sorumluluğu üçüncü ülkelere bırakan güvenlik odaklı göç politikası iki aktör arasında halihazırda var olan güvensizliğin derinleşmesine sebep olmuştur. ; In the post-Cold War era, the phenomenon of migration in the globalizing world and the problems caused by this phenomenon have taken on a character that any state can not influence alone. The European Union (EU), which is among the major migration routes and faced with different dimensions of the migration phenomenon from past to present, has had to adapt its policies and approaches according to the circumstances of the time. Within the context of cooperation with third countries, which is one of the pillars of the EU's regular immigration policy, Turkey is in the process of full membership to the Union and is one of the migration routes frequently used in the transition to the region. Turkey is seen an important actor beacuse of this reasons. In this context,the development of Turkey and the EU's migration policies by examining, analyzed the effects of irregular migration issues in relations between Turkey and the EU. In the analysis, official documents, treaty texts and discourses were used, while related works and views were also included. According to our hypothesis, the security-oriented immigration policy, which left the responsibility of the EU to the third countries, led to a deepening of the insecurity already existing between the two actors.
The European Union (EU) has been challenged by several crises lately. In addition to Brexit, the Euro crisis, and the migration crisis; global issues such as the coronavirus pandemic and the Russian attack on Ukraine affected the EU. The migration crisis, on the one hand, differs from the above-mentioned crises with one remarkable feature. The member states have no real consensus about forming a common migration policy. Besides, for geographic reasons, some member states put much more burden on immigrants. Agreeing on immigration becomes impossible for the border countries on the migration route and also transit countries. The paper argues that, unlike the other crises of the EU, the migration crisis reinforces EU integration in such a way that disputes between member states prevent the EU from making institutional changes about the issue. The study results assume that the other above-mentioned crises, on the other hand, stimulated institutional change throughout the EU. In light of this information, this study evaluates, using a method of relevant literature review and comparing the arguments of the researchers, how the migration issue became a subject of dispute between member states by evaluating the 2015 crisis.
