The paper studies the dynamics of EU external migration governance in the EU external migration policy. The external migration policy of the EU is characterized by the implementation of the conceptual framework of the Global Approach to Migration, which is based on the integration of migration issues in the EU external relations and on strengthening cooperation with partner countries. The aim of the study is to empirically describe the form of EU external migration governance on the four platforms of cooperation: the European Neighbourhood Policy, the Eastern Partnership, the Euro-African dialogue on migration and development and the Prague Process. The paper concludes that despite the fact that the latest developments are moving toward a preference for fighting against illegal migration in the neighborhood of the EU, there is a dynamic development in more remote regional platforms of cooperation, which represents a balanced horizontal partnership guided by principles of the Global Approach to Migration. EU programme documents designed to influence the social policies of the member states are filled with concepts of social exclusion and social inclusion. This paper aims to clarify these concepts as they are employed in academic and public policy discourse and to discuss the societal function of this discourse and the impact of the European agenda of social inclusion. The authors show that although concepts of social exclusion and social inclusion are far from straightforward in meaning, their influence on public policy discourse and agenda is evident. The reason is that they redirect social policy towards a multidimensional approach, towards balancing rights and obligations, and towards more complex but also local and individualised policies, though the corresponding discourse bears the normative features of a social 'vision'. The EU's social policy agenda exhibits aspirations towards and some potential for achieving real policy change. On the other hand, there are reservations about its true impact. In this respect, the specifi c societal and political context of its implementation plays a crucial role.

The article aims to describe & analyze the phenomenon of the EU regional policy in the Czech Republic. For the purpose of the article, the regional policy of the EU is described as a relation between the independent Czech regional policy bound by Czech laws & regional support of the EU. The article describes the actual preparation (legislative, institutional) of the Czech Republic for the effective utilization of regional support in the context of EU enlargement. The book deals with the introduction of innovations, particularly environmental innovation. The issue of sustainable development affects all organizations from the economic, social, and environmental perspective. Through environmental innovations, businesses could achieve not only cost cuts and the reduction of their negative impact on environment; the innovations are also a platform for the involvement of employees in improving organizational processes. The publication describes factors influencing the birth and implementation of improvement proposals from the perspective of conservation psychology and organizational psychology. The outcomes of the research could be used as a probe into the system of business innovation support and they also give an idea of how employees view the environmental aspects of innovation activities

The situation on the labour market in East Germany is difficult since the beginning of economic transition in the early 90's. The reasons for such a situation are complex. The implementation of single currency, the collapse of East Germany's foreign trade, the privatization method & high wages should be mentioned above all. The macroeconomic reasons for the persistently high unemployment rate are supported by microeconomic reasons, too. The unification of Germany was not perceived as a unique chance to reform the outdated German labour market. This article attempts to explain the diverging evolution of foreign & security policy in the EU. It begins by characterizing the CFSP/ESDP at the level of the armed forces, administrative structures, & decision-making bodies in comparison with practical implementation. This survey reveals two modes of interpretation: One based on the realist theory & the other on integration theories of neofunctionalism or institutionalism. The fourth part of this paper expounds upon the finding that neither of these theories are able to fully explain the empirical contradiction, brought forward by the rift between the EU member states in 2003, with regard to the intervention in Iraq, or the parallel dynamic developments within ESDP. The author suggests a possible solution based on the conceptualization of "high" & "low" foreign & security policy, derived from Stanley Hoffmann's original concept. Adapted from the source document.

The presented article aims to analyze & compare military peace support operations conducted by the EU (PSO EU). These operations are treated as the benchmark test of the implementation capability of the European Security & Defense Policy project, a project which is limited by the member states' capacities & their political will. Also the relationship between the North Atlantic Treaty Organization & the European Union must be analyzed & the unsettled state of the European allies' capabilities, as well as the crucial role of NATO to ensure a common defense must be further looked into. Nevertheless, one should still keep in mind that no effective military action could be taken without disposable well-equipped, tailored & trained operational capabilities. The essay takes a look at twinning, a phenomenon left largely unexplored by European studies & international relations scholars. The author deals with twinning through the institutional prism, focusing on institutional change as a result of non-instrumental change of institutional actors' preferences. Twinning is a secondment of experts from EU member states administratives to the candidate countries. Its aim is to help the applicant countries with institution building for successful & effective implementation of the acquis communautaire. The author seeks to identify processes & mechanisms of institutional changes in the public administration of a given candidate country within the context of twinning projects, aiming to formulate framework conditions for unconditioned institutional change & test these hypotheses on the data collected during research. The essay focuses on institutional change caused by a change of administrative identity through deliberation (of alternatives), argumentative persuasion & social learning as alternatives to instrumental change mechanisms. Příspěvek se zabývá problematikou vývoje finančního systému zemí Evropské unie (EU) se zvláštním zaměřením na řešení stávající krize. V první řadě posuzuje smysluplnost a dosavadní postup v naplňování projektu "Eurozóny", včetně procesu postupného zavádění jednotné evropské měny. V souvislosti s tím je provedena analýza dosavadního vývoje v Evropské unii se zvláštním zaměřením na specifikaci soudobých ekonomických problémů, jež se v současnosti řeší prosazováním tzv. "záchranných" opatření. Jelikož se jedná o nestandardní politická rozhodnutí s mimořádně významnými ekonomickými a společenskými dopady, je jejich obsah analyzován v systémových souvislostech, s cílem zhodnotit jejich přínosnost, resp. rizikovost nejen s ohledem na budoucí hospodářský vývoj Evropské unie, ale též z hlediska prospěšnosti s ohledem na evropské obyvatelstvo a lidskou společnost. ; This paper deals with the development of the financial system in the European Union (EU), with a special focus on solving the current crisis. First, assess the current and meaningful progress in the implementation of the "Eurozone", including the process of the gradual introduction of the single European currency. In this context, an analysis of current developments in the European Union with a special focus on the specification of contemporary economic problems that are currently being addressed by promoting the so-called. "Emergency" measures. Systemic corruption is not a failure of individuals, i.e. the result of their deviant behaviour, but a collective phenomenon shared mainly by public institutions as a whole. The phenomenon is based on an effort to establish a new set of corrupt norms inside such institutions affecting policymaking, administrative procedures, public procurements, and the behavior of employees etc. In spite of the fact that impacts of systemic corruption on the areas of government, civil freedoms, social cohesion, and public economy are well known, there is very little practical research involving concrete evidence of systemic corruption in particular cases. This paper attempts to clarify how to generate a set of indicators of systemic corruption and then identify and verify them in a real-life political environment – in our specific case, the administration and policymaking of Liberec City Council between 1998 and 2010. The research was based upon elaborated interviews (with politicians, public servants, prosecuting authorities etc.), document analysis (reports and papers of the city council and municipal government, contracts and invoices etc.), and political and media analysis.
