US-Verteidigungsminister Rumsfeld schlug beim informellen Treffen der Verteidigungsminister in Warschau am 24./25. September 2002 die Schaffung einer NATO Response Force (NRF) vor. Diese Eingreiftruppe soll nicht nur die Möglichkeit der Allianz verbessern, auf überraschend entstehende Bedrohungen zu reagieren, sondern auch ein Motor für den Ausbau der militärischen Fähigkeiten der Alliierten sein. Nach anfänglichem Zögern signalisierten alle Bündnispartner ihre Unterstützung für das Konzept. Beim NATO-Gipfel in Prag am 21./22. November 2002 soll ein Kommuniqué verabschiedet werden, in dem sie sich verpflichten, bis Frühjahr/Sommer 2003 das NRFKonzept zu präzisieren und eine Struktur für ihre Organisation zu entwerfen. Welche Gestalt soll die NRF annehmen? Wird sie sich zu einer tragfähigen Brücke im transatlantischen Verhältnis entwickeln können? Bedeutet ihre Verwirklichung das Ende der europäischen Anstrengungen, eine eigene Verteidigungsidentität zu entwickeln? (SWP-aktuell / SWP)
The digital domain, technological innovations, and Big Data analytics increasingly shape the lives of millions of individuals, groups, organisation, and societies. This cyber age calls for effective governance to protect the basic interests and needs of individuals and groups. Simultaneously, the very nature of governance is changing. Increasingly policy-making moves away from top-down governance by the state towards more horizontal modes of governance. This paper argues that network in the term network governance needs to be taken seriously in order to reconceptualize power and responsibily in networked societies. Therefore, we combine the literature on governance with social network theory to conceptualise governance in the Cyber Age. It will be argued that dominant modes of governance are inadequate to govern the Cyber domain. Therefore, a novel networked mode of governance is proposed based on the regulation of new power relationships between Cyber actors and civil society.
Nutrition, physical activity and lifestyle in pregnancy influence maternal and child health. The "Healthy start - Young Family Network" supported by the German Government with the national action plan IN FORM developed recommendations on nutrition in pregnancy. Folic acid supplements (400 µg/day) should be started before pregnancy and continue for at least the first trimester. Iodine rich foods and salt and an iodine supplement (100-150 µg/day) are recommended. Long-chain omega-3 fatty acids should be provided with>= 1 weekly portion of oily sea fish, or a DHA-supplement if regular fish consumption is avoided. Vitamin D supplementation is advisable unless there is regular exposure to sunlight. Iron supplements should be used based on medical history and blood testing. Vegetarian diets with nutritional supplements can provide adequate nutrition, but counselling is recommended. In contrast, a vegan diet is inadequate and requires additional micronutrient supplementation. For risk reduction of listeriosis and toxoplasmosis, raw animal foods, soft cheeses and packed fresh salads should be avoided; fresh fruit, vegetables and salad should be washed well and consumed promptly. Pregnant women should remain physically active and perform sports with moderate intensity. They should avoid alcohol, active and passive smoking. Up to 3 daily cups of coffee are considered harmless, but energy drinks should be avoided. Childhood allergy is not reduced by avoiding certain foods in pregnancy whereas oily sea fish is recommended. Health care professions should lead parents to health-promoting lifestyles. Subjects of part 1 of the article are practice recommendations on nutrition, on energy needs, micronutrient needs and body weight/weight gain in pregnancy.
This paper presents empirical and theoretical findings about the endogenous dynamics of interorganisational knowledge networks. Based on a qualitative study of intercommunal knowledge networks in local employment policy a model of knowledge network life cycles is outlined, empirically illustrated, and theoretically explained. It is argued, that the interdependence of knowledge, power and trust plays a central role for the internal dynamics of networks. The paper also aims to show why network innovation and creativity is often closely linked to internal conflicts. The results have consequences for a dynamical concept of network governance. ; Im Mittelpunkt des Papiers stehen empirische und theoretische Befunde zu den endogenen Dynamiken interorganisatorischer Wissensnetzwerke. Die Analyse basiert auf einer qualitativen Studie interkommunaler Wissensnetzwerke der lokalen Beschäftigungspolitik. Dabei wird ein Lebenszyklusmodell interorganisatorischer Wissensnetzwerke skizziert, empirisch illustriert und theoretisch erklärt. In dieser dynamischen Perspektive zeigt sich, dass die Interaktion von Wissen, Macht und Vertrauen für die Entwicklung und Koordination von Wissensnetzwerken eine zentrale Rolle spielt. Zudem wird deutlich, warum Netzwerkinnovationen häufig in Verbindung mit Konfliktereignissen stehen. Die Ergebnisse leisten einen Beitrag zu einem dynamischen Konzept von Netzwerkgovernance.
This thesis consists of three essays examining banks' tax response. The first essay Tax vs. Regulation Policy and the Location of Financial Sector FDI is co-authored with Prof. Dr. Michael Overesch, Chair of Business Taxation at the University of Cologne and Prof. Dr. Georg Wamser, Chair of Public Finance at the University of Tuebingen. It aims to investigate how taxation and regulatory constraints influence German banks' decision to locate branches orsubsidiaries in specific countries. In the second essay Profit Shifting and Tax Response of Multinational Banks, co-authored with Prof. Dr. Michael Overesch, Chair of Business Taxation at the University of Cologne, we evaluate if banks engage in profit shifting and estimate the extent. In additional analysis we test different profit components for their tax elasticity. Finally, we test often suspected shifting channels, such as leverage and loan loss provisions, to support our results. The thesis concludes with an essay on recapitalized banks. Tax Aggressiveness vs. Capital Injections - Can Banks Have It All? is based on a working paper with MSc. Tanja Herbert, doctoral research assistant at the chair of business taxation at the University of Cologne. Using a hand-collected data set we analyze the change in tax aggressiveness of banks caused by capital injections during the financial crisis. We thereby measure the effect government influence had on banks' tax aggressiveness.
Um den neuartigen sicherheitspolitischen Herausforderungen angemessen begegnen zu können, hat die Nordatlantische Allianz den Aufbau einer NATO Response Force (NRF) beschlossen. Bei dieser Eingreiftruppe handelt es sich nicht um eine stehende Streitmacht, sondern um nach einem Rotationsmodell von den Mitgliedstaaten bereitgestellte Verbände. Deutschland hat als ersten Kräftebeitrag mehr als 1200 Soldaten von Marine und Luftwaffe zur Verfügung gestellt. Ab 2005 soll sich auch das Heer mit bis zu 5000 Soldaten beteiligen. Alle Beiträge werden durch Kräfte der Streitkräftebasis und des Zentralen Sanitätsdienstes unterstützt. Nach einstimmigem Beschluß des Nordatlantikrats sollen diese Truppen weltweit innerhalb von 5 bis 30 Tagen einsetzbar sein. Ihr Aufgabenspektrum reicht von der Verstärkung der Diplomatie, der Unterstützung beim "Consequence Management" (worunter Einsätze bei chemischen, biologischen, radiologischen und nuklearen Gefahrenlagen sowie humanitäre Einsätze zu verstehen sind) über Peacekeeping-Einsätze bis hin zu Kampf- und Anti-Terroreinsätzen. Die NRF erfordert eine Reform der nationalen politischen Entscheidungsprozesse, gerade jener der Bundesrepublik. Die Notwendigkeit hierzu ergibt sich daraus, daß ein NATO-Einsatzbefehl für die Truppen der NRF innerhalb weniger Tage erfolgen kann und seine erfolgreiche Ausführung von der Bereitstellung aller von den Nationen zugesagten militärischen Fähigkeiten abhängt. Eine gesicherte Verfügbarkeit deutscher Kräfte bedarf einer klaren gesetzlichen Regelung. Sollten diese Kräfte nicht mit hinreichender Verläßlichkeit bereitgestellt werden, bestünde die Gefahr, daß die NRF nicht einsetzbar wäre und künftige militärische Einsätze an der Struktur des Bündnisses und seiner Entscheidungsgremien vorbei in Form von Koalitionen der Willigen geplant und durchgeführt würden. 1. Problemstellung Die Liberalisierung von Netzindustrien stellt eine volkswirtschaftliche Problematik dar, die einerseits eine Vielzahl theoretisch ungelöster Fragen aufwirft und für die andererseits nunmehr auch in Deutschland wirtschaftspolitische Erfahrungen vorliegen. Die Ursachen der ökonomischen Probleme sind dabei nicht nur in bestimmten Branchenbesonderheiten der Netzindustrien zu suchen, sondern auch in einer verfehlten ordnungspolitischen Sonderbehandlung der netzgebundenen Wirtschaftsbereiche in der Vergangenheit. Entgegen den für eine marktwirtschaftliche Ordnung charakteristischen Prinzipien Wettbewerb und Privateigentum wurden Netzindustrien traditionell als wettbewerbliche Ausnahmebereiche behandelt und zumeist in Form öffentlicher Unternehmen geführt. Die Folge dessen waren (staatliche) Monopole, die eine relativ hohe Ineffizienz aufwiesen. Die ordnungspolitische Konsequenz dieses Befundes lautete daher Liberalisierung von Netzindustrien durch Privatisierung und Marktöffnung, d. h. ein Abbau von Marktzutrittsschranken durch Deregulierung. Wettbewerb stößt in Netzindustrien jedoch an Grenzen, weil die zur Produktion netzgebundener Dienstleistungen erforderliche Infrastruktur typischerweise ein nicht-angreifbares, natürliches Monopol darstellt, das sich in der Hand eines im Markt eingesessenen, vertikal integrierten Anbieters befindet. Daraus ergeben sich weitreichende Möglichkeiten zur Diskriminierung von Konkurrenten, die wettbewerbspolitischen Handlungsbedarf nach sich ziehen. Diesen gilt es in der vorliegenden Arbeit zu analysieren und alternative Lösungsansätze der Diskriminierungsproblematik zu diskutieren. 2. Besonderes Forschungsziel Die vorliegende Dissertation widmet sich der Liberalisierung von Netzindustrien aus ökonomischer Sicht, wobei insbesondere die Interdependenzen zwischen der Eigentums- und der Diskriminierungsproblematik berücksichtigt werden. Gleichwohl bildet die wettbewerbliche Öffnung der Märkte für netzgebundene Dienstleistungen aus volkswirtschaftlicher Sicht das Kernproblem und somit auch den zentralen Untersuchungsgegenstand dieser Arbeit. Die theoretische Analyse bleibt dabei nicht auf einen Forschungsansatz beschränkt, sondern es werden mehrere Facetten der Liberalisierung von der Ordnungs- über die Netzökonomik bis hin zur politischen Ökonomie betrachtet. In empirischer Hinsicht haben die in Deutschland in verschiedenen Netzindustrien realisierten Marktöffnungen bislang zu unterschiedlich intensiven Wettbewerbsprozessen geführt. Daher wird ein problemorientierter, intersektoraler Vergleich der Reformen und eine wettbewerbs-politische Beurteilung anhand der drei Marktmerkmale Marktstruktur, Marktverhalten und Marktergebnis vorgenommen, um die Liberalisierung in einzelnen Netzindustrien zu bewerten. Die Telekommunikation gilt dabei als Musterbeispiel für eine erfolgreiche Liberalisierung, weil die Deregulierung hier durch eine sektorspezifische Marktmachtkontrolle begleitet wird, wofür eigens eine Regulierungsbehörde geschaffen wurde. Vor diesem Hintergrund wird der mangelnde Wettbewerb in der Strom- und vor allem in der Gasversorgung sowie im Schienenverkehr häufig auf das Fehlen solcher Institutionen zurückgeführt. Aufgrund dessen werden hier die Eisenbahn, die Telekommunikation im Festnetz und die leitungsgebundene Energieversorgung als empirische Analyseobjekte ausgewählt, um die im Laufe der Untersuchung gewonnenen theoretischen Erkenntnisse exemplarisch an diesen Netzindustrien aufzuzeigen und die im Folgenden formulierte Arbeitshypothese zu überprüfen. 3. Methodik Die Arbeit gliedert sich in einen theoretischen und einen empirischen Teil. Die theoretisch zu untersuchende Frage bei der Liberalisierung von Netzindustrien lautet: Welcher institutionellen Arrangements bedarf es in Netzindustrien, um vormals monopolistisch organisierte in kompetitive Märkte zu überführen und darin nachhaltig einen effektiven Wettbewerb zu etablieren? Auf der Grundlage der erarbeiteten ordnungs- und wettbewerbsökonomischen Erkenntnisse wird nach allgemeingültigen Kriterien gesucht, um daraus einen Bewertungsmaßstab für den intersektoralen Vergleich von Liberalisierungsprozessen in verschiedenen Netzindustrien zu entwickeln. Als Arbeitsthese der empirischen Überprüfung im zweiten Teil dient die aus verschiedenen ökonomischen Blickwinkeln gewonnene und theoretisch zu fundierende Vermutung, dass es zur wirksamen Marktöffnung in Netzindustrien einer materiellen Privatisierung sowie einer effektiven und effizienten Marktmachtkontrolle im Bereich des Zugangs zur Netzinfrastruktur bedarf. Anhand dieser These werden die Liberalisierungsprozesse in den Netzsektoren Schienenverkehr, Telekommunikation sowie Energieversorgung in der Bundesrepublik Deutschland aus volkswirtschaftlicher Sicht beurteilt, und es wird auf verbleibenden ordnungspolitischen Reformbedarf hingewiesen. Die theoretischen Ergebnisse sind indes auch auf ähnliche, hier nicht dargestellte Infrastruktursektoren übertragbar. ; The liberalisation of network based industries represents an economic problem, which raises on the one hand a multiplicity of theoretically unresolved questions and for which exist now on the other hand experiences in economic policy in Germany. The causes of the economic problems are not only to be found thereby in certain industry characteristics of the network based industries, but also in a missed special treatment of the network based economic sectors in the past by the economic policy. However, competition pushes in network based industries at borders, because the infrastructure necessary for the production of network based services typically represents an non-open to attack, natural monopoly in the hand of an established, vertically integrated supplier. From it extensive possibilities for the discrimination of competitors result, the competition political action need draw. It applies to analyze these in the available work and to discuss alternative solutions of the discrimination problem.

Der Aral-See ist weltweit zu einem Symbol für menschlich verursachte Umweltkatastrophen geworden und zeigt, wie wichtig das Thema Wasser in der Region Zentralasien ist – wirtschaftlich wie politisch. Das Auswärtige Amt fördert deshalb seit dem Jahr 2008 das Projekt "Wasser in Zentralasien" (CAWa) als Teil der Deutschen Wasserinitiative für Zentralasien. Es ist ein Teil der deutschen Wasser-Initiative für Zentralasien (des sogenannten "Berlin-Prozesses"). Das GFZ ist Projektkoordinator.
Since Luxembourg became independent in 1839, practically the entire political, economic and intellectual elite of the country has been socialised abroad. It was only in 2003 that the Grand Duchy set up its own university; before then, young Luxembourgers had to study in foreign countries. Over the past 150 years, Lux- embourg has thus experienced exceptionally lively student migration. This migration is almost unique in Europe; however, academic research has paid little attention to the consequences of the migration experience of whole student gen- erations on Luxembourgish society. The data presented in this paper demonstrate that migration has opened up chances for participation and access to positions of social power, while at the same time the networks of students became an instrument of social exclusion. Thus, the migration experience over the past 150 years not only led to a strong degree of social–cultural cohesion within the national elite; paradoxically, international student mobility has also had deep effects on the preservation of national identity.
Eine zumindest bis vor kurzem in der Schweiz noch populäre Ansicht lautet, dass eine Karriere in der Armee den beruflichen Erfolg im zivilen Leben stark befördert. Obwohl militärische und berufliche Karriere als Besonderheit des schweizerischen Milizsystems im biografischen Verlauf miteinander verschränkt sind, bleibt aber der tatsächliche Einfluss der militärischen Karriere auf den Berufserfolg empirisch noch nachzuweisen. Zudem ist auch die Frage nach den möglichen Gründen zu stellen. Ziel dieses Beitrags ist also erstens die empirische Prüfung des positiven Effekts der militärischen auf die zivile Karriere. Zweitens sollen mögliche Ursachen gegenübergestellt werden. Als solche werden insbesondere Selbstselektion, der Erwerb von Humankapital (Führungskompetenzen) und der Aufbau eines wirkungsvollen Beziehungsnetzes in Betracht gezogen. Die Analysen anhand der Daten des Schweizer Arbeitsmarktsurveys 1998 zeigen erstens, dass höhere militärische Ränge auch bei Kontrolle von Bildung und Berufserfahrung mit erhöhtem Erwerbseinkommen einhergehen. Zweitens zeigt sich, dass dieser Einkommensbonus allem Anschein nach weder auf Mechanismen der Selbstselektion noch auf dem Erwerb von besonders gewinnbringendem Humankapital beruht. Vielmehr ist zu vermuten, dass der größere Berufserfolg von Milizoffizieren mit ihrem an "wertvollen" Beziehungen reichen sozialen Netzwerk zusammenhängt.
This thesis expands the understanding of firm responses on current tax regulations such as tax transparency requirements and anti-tax avoidance measures. In particular, the thesis provides knowledge on the effects and determinants of qualitative tax disclosures of firms and the effectiveness of tools in the fight against tax avoidance. The four independent essays of the thesis provide novel insights into current topics in tax research that might be of particular interest for policymakers in order to combat global tax avoidance and, more broadly, to enhance tax legislation. Chapter 2 addresses the research question of what qualitative and voluntary tax disclosures effectively signal and if these disclosures can be attributed to an amendment of tax affairs or if managers only provide boilerplate information. For this purpose, we seek annual reports of large European firms for information on tax risks and find a remarkable increase of tax risk disclosures since 2005. Based on this disclosure phenomenon, we find significantly lower effective tax rates [ETRs] and ETR volatilities for firms that initially provide information on tax risks relative to firms that abstain from any tax risk disclosure. Our results suggest that tax risk disclosures signal a more refined tax management and a professionalized approach towards tax risks. Chapter 3 examines the determinants and effects of qualitative and public tax strategy disclosures. For financial years ending December 31, 2017, large U.K. based firms and certain multinational enterprises are obliged to publicly disclose information about their tax strategy, including their attitude towards tax planning. Empirical results suggest that tax-avoiding firms provide poor tax strategies by deliberately omitting information. This result confirms prior literature finding that managers systematically avoid disclosures of unpleasant tax information. Moreover, we find a significant increase in ETRs of affected firms after the regulation came into effect relative to unaffected peers. We reason that qualitative and publicly available information about firms' tax strategies can serve as an adequate instrument for policymakers to effectively deter tax avoidance. Chapter 4 provides insights into the effects of the U.S. tax reform of 2017 on cross-border M&As. In particular, we scrutinize if and how the shift to a territorial tax system and the implementation of an anti-abuse measure, denoted as GILTI provision, affect cross-border acquisition patterns of U.S. firms. Empirical results demonstrate a reduced probability for GILTI-affected U.S. firms to invest in low-tax and tax haven countries following the TCJA. Our finding that the GILTI anti-abuse provision effectively deters investments in low-tax jurisdictions is of particular importance because the U.S. administration under Joe Biden is considering to expand the GILTI regime significantly. Chapter 5 studies a current process within a tax consulting firm and aims at gaining knowledge on the relevance and potentials to digitize this process. I conduct interviews with employees of a large tax consulting firm and find out that the review process of trade tax assessment notices is not an overly extensive process within the tax declaration function, despite the long-winded and complex taxation procedure. Nonetheless, my results suggest that a digitally supported review of tax assessment notices is a promising approach to streamline the review process.
Diese Arbeit untersucht das Ausmaß der post-politischen Strukturen in der gegenwärtigen internationalen Klimapolitik anhand der Analyse der Arbeit der Nicht-Regierungsorganisation Climate Action Network International (CAN), eine Art Dachorganisation von weltweit über 950 Umwelt-NGOs. Das "Politische" im Gegensatz dazu, so unter anderem die Argumentation von Erik Swyngedouw, basiert nicht auf ökonomisch begründeten Entscheidungen, wie sie für das neoliberale und kapitalistisch geprägte Klimaregime der Vereinten Nationen charakteristisch sind. Das Politische erfordert einen demokratischen Ansatz, der eine wirkliche sozioökologische und sozioökonomische Reorganisation ermöglicht. Dazu wurden nach den Prinzipien der Grounded Theory zunächst ausgewählte Publikationen von CAN analysiert. Untersucht wurde dann vor allem CANs Wirken durch Veranstaltungen und die Publikation von Newslettern während der internationalen Klimaverhandlungen der United Nations Framework Convention on Climate Change (UNFCCC). In Folge der oftmals unkritischen Heranziehung der Erkenntnisse des International Panel on Climate Change (IPCC) und dessen naturwissenschaftlicher Sichtweise sowie der hohen Priorisierung finanzieller Maßnahmen in der Klimapolitik weist die Arbeit von CAN postpolitische Tendenzen auf. Die Anwendung von rhetorischen Mitteln wie Humor und Satire hingegen haben das Potential, Widerstand im Sinne des Politischen zu üben. Sie geben dem Widerstand Öffentlichkeit und greifen Elemente bestehender Strukturen auf und stellen diese in neuen Kontext dar. Die Abkehr von einer einseitigen Perspektive auf den Klimawandel ist essentiell für wirklich politische Debatten, an deren Ende eine sozioökologische und -ökonomische Reorganisation des Systems stehen könnte.
Through qualitative analysis of materials from ethnographic observations and governance documents, and along an analytic framework of infrastructure, this paper examines the ambivalences of care in and of Global Health Security. Global Health Security's occupation with preparing health systems for an appropriate emergency response is accompanied by the problem of allocating responsibility for this preparedness capacity buildup. The paper argues that a universalist narrative of globally shared vulnerability to infectious disease threats drives Global Health Security as a global governance programme. It is shown how this narrative securitizes existing vulnerabilities in health infrastructures and how Global Health Security thereby functions as a reflexivization of former infrastructural adjustment programmes, which co-constituted these vulnerabilites in the first place. Against the backdrop of the problematic emergency response to the Ebola outbreak in the Democratic Republic of Congo, the concept of response-ability – developed in neo-materialist and posthumanist feminism – helps to contour the ambivalences of Global Health Security's care. While certain infrastructural vulnerabilities and provisional needs are being addressed, the caring security employed in Global Health fails to respond to other, obvious infrastructural vulnerabilities.
In 2003, the German Federal Centre for Health Education (BZgA) initiated the national Cooperation-Network (CN) 'Equity in Health'. The CN is constantly increasing in size and scope, supporting setting approaches aimed at reducing health inequalities. A detailed description of the CN has not yet been available in English. The CN comprises a total of 66 institutional cooperation partners. Information concerning the structure and activities can be found on a special website. Coordination Centres (CC) have been established in the 16 federal states, for the coordination of all state-specific activities. Funding for the CN and CC is provided by the BZgA, the German statutory sickness funds and by the state-specific ministries of health. These partners also support the continuous quality improvement, which is based on the good-practice criteria developed by the Advisory Committee of the CN. In 2011, the 'Municipal Partner Process (MPP)' has been launched, specifically supporting local partners and integrated life-course approaches focussing on children. In 2015, the focus has been widened to include all age-groups. In July 2015, a new national health law concerning health promotion and prevention has been ratified by the federal Parliament, with a focus on reducing health inequalities. Currently, the details of its implementation are discussed on a nationwide basis. The CN has long advocated for such a law, and today the CN is a well-accepted partner providing concepts, methods and a strong and long-standing network. The article closes with future challenges faced by the CN.
