After reviewing the main empirical and theoretical findings about the evolution of inequality and its impact on macroeconomic dynamics, this thesis expands the analysis performed with an agent-based model by Napoletano, Roventini and Gaffard (2016). In the model, which is characterized by heterogeneous households with credit constraints, an inequality shock is introduced. This generates a fall in aggregate demand and income. Scenarios with different degrees of inequality are compared, and what emerges is that higher inequality is associated with more severe recessions. Moreover, a redistributive fiscal policy, in the form of a subsidy, is introduced after the crisis. This policy significantly dampens the fall in aggregate output implied by the inequality shock and is more effective than direct government expenditure in stimulating the economy.
Differently from Atkinson and Morelli (2011) who detect no clear link between increases in income inequality and systemic banking crises, we show that a large majority of crises occurred between 1982 and 2008 have been preceded by persistently high levels of income inequality. Such association is robust when considering Gini values for incomes after-tax as well as before-tax and transfers. Moreover, we investigate the pattern of income inequality levels before and after a group of banking crises and the relative levels of income inequality in a large sample of OECD countries that did not experience banking crises between 1980 and 2010.
Despite considerable advances in gender equality in recent decades, gender discrimination remains pervasive in many dimensions of life world-wide. Tue nature and extent of the discrimination vary considerably across countries and regions. But the pattems are striking. In no region of the developing world are women equal to men in legal, social, and economie rights. Gender gaps are widespread in access to and control of resources, in economie opportunities, in power, and politica! voiee. Furthermore in a congrous number of countries, increasing trends have been recently recorded in female discrimination (Social Watch, 2003). Tue evidence presented shows that societies that discriminate by gender pay a high price in terms of their ability to develop and to reduce poverty. The gender gap in education is a case in point because investment in women 's education is an efficient economie choiee. lt has been estimated that a 1 per cent increase in f emale secondary schooling results in a 0.3 per cent increase in economie growth (UN, 2000a).
Tourism was certainly one of the sectors hardest hit by the pandemic, in economic, cultural and social terms. Before Covid-19, travel and tourism had become one of the most important sectors of the world economy, accounting for 10% of global GDP and over 320 million jobs worldwide. At the dawn of the era of air mobility, in 1950, there were "only" 25 million people traveling for international tourism. By 2018, this number had exceeded 1.4 billion and the travel and tourism sector had grown to disproportionate proportions, so much so as to progressively speak of overtourism and containment of tourist carrying capacity. From 25 million international tourism arrivals in the 1950s, traveler numbers have reached, decade after decade, 450 million in 1990 to rapidly explode to 1 billion arrivals in 2010 and 1.5 billion in 2019 (UNWTO, 2020 ). As one of the largest employers globally (1 in 10 jobs are directly related to tourism and the main contributor to GDP for several countries), the link between tourism and Covid-19 is the epicenter of all political discussions and international economies. Prima del Covid-19, i viaggi e il turismo erano diventati uno dei settori più importanti dell'economia mondiale, rappresentando il 10% del PIL globale e oltre 320 milioni di posti di lavoro in tutto il mondo. All'alba dell'era della mobilità aerea, nel 1950, erano "soltanto" 25 milioni le persone che viaggiavano per turismo internazionale. This paper analyses government instruments in terms of reducing market inequality. Government redistribution, realized through public spending and taxation, could be considered as a key element in order to ensure a more equal distribution of income between households. The first part of the paper focuses on the study, from a more theoretical perspective, of the role of the different types of tools that can be used by governments: social transfers (pensions, family benefits and unemployment benefits), taxation, conditional cash transfers (more common in developing countries), instruments of fiscal consolidation and the expenditure modifications that a government can carry out during a period of crisis. The second part of the paper entails a series of empirical analyses, based on LIS data, including some in-depth analyses with a specific focus on five countries that experienced a period of crisis: United States, Germany, Norway, Sweden and Brazil. For each country the analysis focuses on the effect of the transfers, taxation and public pensions on inequality.
The gender gap in politics has been explained as being due to individual, social, economical and cultural determinants. This research, based on eleven biographical interviews to women and men involved in politics, is aimed at investigating participants' explanations of women's underrepresentation in politics, with particular attention to the mechanisms of construction and preservation of gender inequalities. Participants' discourses were categorized into four thematic areas: women's lack of interest towards politics; the unequal distribution of family work; the difficulties of integration into a masculine and sexist context; the cultural processes of gender roles construction. Results highlighted the need to disclose discourses that construct politics as a male institutional context, as well as the need to identify the key factors that may contribute to plan cultural interventions that promote gender equality in politics. ; info:eu-repo/semantics/acceptedVersion
Nell'ambito delle teorie dello sviluppo, un filone di studi, originato dai lavori di North (1973) e consolidatosi negli ultimi anni, individua nelle istituzioni, definite come le regole del gioco o i vincoli disegnati dagli uomini per disciplinare i loro rapporti, i fattori fondamentali dello sviluppo economico. Le istituzioni, nel modello elaborato da Acemoglu, Johnson e Robinson (2004), sono il frutto di interazioni dinamiche tra potere politico de jure, determinato dalle istituzioni politiche, e potere politico de facto, determinato dalla distribuzione delle risorse economiche. Sulla base di questa prospettiva teorica, questa tesi propone uno studio di carattere quantitativo sulla qualità istituzionale, la traduzione operativa del concetto di istituzioni, composta dalle tre fondamentali dimensioni di democrazia, efficienza ed efficacia del governo e assenza di corruzione. La prima parte, che analizza sistematicamente pro e contro di ciascuna tipologia di indicatori, è dedicata alla revisione delle misure quantitative di qualità istituzionale, e individua nei Worldwide Governance Indicators la misura più solida e consistente. Questi indici sono quindi utilizzati nella seconda parte, dove si propone un'analisi empirica sulle determinanti della qualità istituzionale. Le stime del modello di regressione cross-country evidenziano che la qualità istituzionale è influenzata da alcuni fattori prevalentemente esogeni come la geografia, la disponibilità di risorse naturali e altre caratteristiche storiche e culturali, insieme ad altri fattori di carattere più endogeno. In quest'ultima categoria, i risultati evidenziano un effetto positivo del livello di sviluppo economico, mentre la disuguaglianza economica mostra un impatto negativo su ciascuna delle tre dimensioni di qualità istituzionale, in particolare sulla corruzione. Questi risultati supportano la prospettiva teorica e suggeriscono che azioni di policy orientate alla riduzione delle disparità sono capaci di generare sviluppo rafforzando la democrazia, migliorando l'efficienza complessiva del sistema economico e riducendo i livelli di corruzione. ; Amongst development theories, following the work of D. North (1973), a branch of studies has recently developed which sees institutions, defined as the rules of the game or humanly devised constraints that shape human interaction, as the fundamental cause of long-run growth. The model constructed by Acemoglu, Johnson and Robinson (2004) emphasizes the interaction between de jure political power, influenced by political institutions, and de facto political power, shaped by distribution of resources, in the evolution of institutional paths. Based on this theoretical framework, this thesis adopts a quantitative perspective to investigate institutional quality, which is composed by three main dimensions: democracy, government efficiency and effectiveness and corruption. A survey of available measures of institutional quality is conducted in order to evaluate pro and cons of each kind of indicators. The analysis finds the World Bank's Worldwide Governance Indicators as the most reliable measures of institutional quality, both in terms of internal and external consistency. These indexes are then used for an empirical analysis over the determinants of institutional quality. The estimates of the cross-country regression model show that institutional quality is affected by some exogenous factors, like geography, natural resources endowments and other historic and cultural traits, and more endogenous factors. Amongst the latter, economic development exerts a positive effect on institutional quality, while a negative association, particularly on the corruption side, is shown by economic inequality. Results confirm our hypothesis and suggest that policies aiming at reducing inequality can foster development by strengthening democracy, by improving the overall efficiency of the economic system and by reducing corruption levels.
L'oggetto di ricerca del presente elaborato è la condizione abitativa della popolazione straniera a Bologna. Attraverso una metodologia mixed method, abbiamo cercato di indagare il rapporto esistente tra integrazione dei migranti e questione abitativa, focalizzandoci sul peso giocato da eventuali forme di disuguaglianza e discriminazione. L'obiettivo della ricerca è duplice. Da un lato, ricostruendo il panorama delle politiche pubbliche adottate nell'ultimo decennio abbiamo voluto comprendere se e come si definiscano situazioni di dise-guaglianza per i nuclei familiari i cui bisogni non possono essere soddisfatti alle condizioni di mercato. Detto altrimenti, abbiamo voluto verificare se e come le housing policies adottate definiscano una di-seguaglianza strutturale di accesso alla casa, intercettando solo alcuni destinatari ed escludendone altri. In secondo luogo, abbiamo voluto indagare più nel dettaglio quanto i requisiti di accesso previsti dalle singole misure di intervento abbiano implicazioni sull'acceso al bene casa, in particolare per la popola-zione straniera. A partire dal quadro teorico degli housing studies e da una ricognizione della storia delle politiche abitative in Italia, l'analisi empirica si fonda da un lato sulla comparazione degli ultimi dati censuari di-sponibili (2001-2011) per le popolazioni autoctone e per gli stranieri, e dall'altro sui dati qualitativi, ossia interviste semi strutturate a migranti e agenti immobiliari, e note prodotte durante la fase di os-servazione diretta presso la principale associazione per il diritto alla casa: il Sunia. Alla luce della ricerca empirica condotta nella città di Bologna, la popolazione migrante, come di-mostra l'analisi quanti-qualitativa condotta, è quella che maggiormente risente di una condizione abita-tiva polarizzata considerando tutti i maggiori indicatori utilizzati (titolo di godimento, affordability, presenza di servizi, sovraffollamento), e che rispetto alla popolazione autoctona è maggiormente colpi-ta dalla povertà abitativa. ; The topic of this research is the housing condition of migrant in Bologna. Using a mixed method methodology, we have tried to investigate the relationship between migrants' integration and housing issues, focusing on the role played by possible forms of inequality and discrimination. The research objective is twofold. On the one hand, by reconstructing the panorama of public policies adopted in the last decade, we aimed at understanding if and how they entail situations of inequality for citizens and households whose needs cannot be satisfied under market conditions. In this regard, we aimed to verify if and how policies define structural inequalities in housing access, intercepting only some beneficiaries and excluding others. On the other hand, we aimed at investigating in detail to what extent the requirements provided by these intervention measures have implications for access housing, particularly for the non-national population. Starting from the theoretical framework of housing studies and from a reconstruction of the history of housing policies in Italy, the empirical analysis is based, on the one hand, on the comparison of the last available census data (2001-2011) for the native and for immigrants, and, on the other hand, on the qualitative data, i.e. semi-structured interviews with migrants and real estate agents, and fieldnotes from direct observation in the principal association for housing rights in Bologna: Sunia. Considering the empirical research conducted in Bologna, the migrant is the most affected by a polarized housing condition considering the most important indicators (such as tenure status, affordability, services availability, overcrowding), and compared to the native is more affected by housing poverty. The results, therefore, suggest that the relationship between inequality and the housing should be interpreted confirming that it is not the result of subjective choices and individual characteristics, but considering that these choices are socially structured.

Dottorato di ricerca in Economia e territorio ; I pagamenti diretti della Politica Agricola Comunitaria hanno costituito il principale strumento di supporto dei redditi agricoli nell'Unione Europea. In seguito all'introduzione del disaccoppiamento dei pagamenti diretti dal livello produttivo, l'obiettivo redistributivo costituisce una delle principali giustificazioni all'erogazione del sostegno. Questa tesi ha come oggetto il ruolo dei pagamenti diretti nel sostegno e nella concentrazione dei redditi delle aziende agricole italiane. L'analisi prende in considerazione i pagamenti diretti erogati per il sostegno dei redditi e quelli erogati nell'ambito delle Politiche di Sviluppo Rurale. I pagamenti diretti del primo pilastro costituiscono una fonte di entrate determinante per la formazione dei redditi agricoli: rappresentano infatti in media il 20% del reddito agricolo totale. Tuttavia nelle aziende di piccole dimensioni l'importanza relativa dei pagamenti diretti del primo pilastro nella formazione dei redditi è superiore alla media. Utilizzando la metodologia della scomposizione del coefficiente di Gini questa tesi analizza il ruolo di entrambe le tipologie di pagamenti diretti sulla concentrazione dei redditi agricoli. I pagamenti diretti risultano fortemente concentrati; tuttavia essi contribuiscono a ridurre la concentrazione del reddito totale. Quindi una riduzione del loro livello potrebbe determinare un aumento della concentrazione del reddito totale. I risultati relativi all'analisi del ruolo della riforma della PAC suggeriscono che la riforma Fischler ha determinato una diminuzione dell'importanza dei pagamenti diretti nella riduzione della concentrazione dei redditi. Ciò si è verificato non solo per la riduzione dell'importanza relativa dei pagamenti diretti nella formazione dei redditi agricoli ma soprattutto per le modifiche intervenute nella loro distribuzione. I risultati relativi alle simulazioni sulla regionalizzazione dei pagamenti diretti mostrano che la regionalizzazione potrebbe determinare una riduzione della concentrazione dei redditi. ; Farm direct payments (DP) have been the main instrument of the Common Agricultural Policy (CAP) to support farm income in the EU. After the decoupling DP from production levels, the distributional objectives are among the major justification of DP. This thesis addresses their role in the support and concentration of farm income among Italian farmers. The analysis accounts direct payments granted in the context of the market and income support policies and those granted trough rural development policy programs. First pillar direct payments account for around 20% of total income, representing the most important source of income support. Small farms are more dependent on direct payments than the whole sample. Using the Gini coefficient and its disaggregation, this thesis investigates the impact of both kinds of direct payments on farm income inequality. DP are very concentrated but reduce farm income inequality. Therefore, their reduction should result in an increase of farm income concentration. Finally, results of the analysis suggest that the CAP reform has decreased the role DP have played in reducing farm income inequality. This is not just because a change in their relative importance, but especially because changes in the patterns of their distribution. The future convergence of the level of direct payments across farms should reduce farm income concentration.
This article rebuts conventional claims that AIDS in Africa is a microbial problem to be controlled through sexual abstinence, behavior modification, condoms, and drugs. The orthodox view mistakenly attributes to sexual activities the common symptoms that define an AIDS case in Africa - diarrhea, high fever, weight loss and dry cough. What has really made Africans increasingly sick over the past 25 years are deteriorating political economies, not people's sexual behavior. The establishment view on AIDS turned poverty into a medical issue and made everyday life an obsession about safe sex. While the vast, selfperpetuating AIDS industry invented such aggressive phrases as "the war on AIDS" and "fighting stigma," it viciously denounced any physician, scientist, journalist or citizen who exposed the inconsistencies, contradictions and errors in their campaigns. Thus, fighting AIDS in Africa degenerated into an intolerant religious crusade. Poverty and social inequality are the most potent co-factors for an AIDS diagnosis. In South Africa, racial inequalities rooted in apartheid mandated rigid segregation of health facilities and disproportionate spending on the health of whites, compared to blacks. Apartheid policies ignored the diseases that primarily afflicted Africans - malaria, tuberculosis, respiratory infections and protein anemia. Even after the end of apartheid, the absence of basic sanitation and clean water supplies still affects many Africans in the former homelands and townships. The article argues that the billions of dollars squandered on fighting AIDS should be diverted to poverty relief, job creation, the provision of better sanitation, better drinking water, and financial help for drought-stricken farmers. The cure for AIDS in Africa is as near at hand as an alternative explanation for what is making Africans sick in the first place.
