Web 2.0 platforms have become a ubiquitous way of information exchange, but are seldom integrated with the Web of Data. To overcome this situation
we propose the usage of SKOS thesauri acting as back-of-the-book index providing domain-specific axes transcending applications. We illustrate this
concept with a use-case in the social sciences domain but applications in other domains are possible. (author's abstract)

"Our project 'Generic Portals' focuses on the possibilities and problems created by the usage of
web-technologies to support web-based Digital Library applications. We observe a divergence
of services in the sphere of structured resources and scientific libraries' services. Publications in the form of digital resources have introduced new dynamics into the information exchange in the scientific communities. The changes in the publication process are formed by so-called structured resources, whereas the resource can be seen as an encapsulated object. For the exchange of information we have only to know the interface of the structured resource in
detail. W3C has published a working draft which includes a language named Web Service Description
Language (WSDL) for describing interfaces of services. A Web service interface is a
shared connection between functional components of applications. We consider the requirements
for the integration of DL-applications via Web services. We present an adapted process
model for supply of DL-oriented Web services. Further we present a component-based approach
to relate researchers' activities to so-called DL-oriented Web services. We obtain
criteria for the description of DL-oriented Web services based on the researchers' working
process. Finally, we present a brief overview what kind of Web technologies might be reused for
a prototypical implementation of DL-oriented Web services." (author's abstract)

"This chapter examines US cyber security policy in light of transnational cyber security, deterrence theory, and hegemonic stability theory. Recent work on US cyber security policy has argued for or against deterrence theory as a basis for US cyber security policy. Deterrence theory, as a state level theory of national security, focuses attention on strategic choice enabling policymakers to manage state level responses to perceived threats. The problem is that the Internet is a transnational medium and, increasingly, an important global medium for economic exchange, being treated as a duty free zone under WTO agreements. Thinking about cyber security at the level of the state elides threats to the Internet as a global commercial medium. Framing cyber security as a transnational security issue may assist in developing a comprehensive US cyber security policy that incorporates deterrence and US leadership. The role of the US in the global economic order is to provide leadership ensuring stability necessary or economic and information exchange to occur. From the standpoint of transnational security, the US should fulfill its role as leader of collective hegemony, by leading cyber space stakeholders to develop norms and rules for global cyber security governance regimes and institutions that will teach states the norms and rules necessary for a stable and secure cyber domain through which global information and economic exchange will continue to flourish." A conclusion to this volume enhances discussion on digital democracy's potential benefits & flaws. Problems in proponents' reliance on "technical fixes" are asserted along with the dangers attending technology's potential for strengthening surveillance & corporate globalization. The book's findings on the gap between digital democracy's visionaries & everyday usage impel the authors to cautionary statements & a call for increases in grounded theory & historical evaluation. References to Hacker's studies of political interaction models color citation of wide debate on political opinion exchanges. There is a focus on & comparison of vertical & horizontal communications. Im folgenden Beitrag wollen wir die Programmierschnittstellen (APIs) bzw. Web Services vorstellen, die von den drei kommerziellen Suchmaschinen Google, Yahoo! und MSN/Live Search aktuell angeboten werden. Der Beitrag beschreibt die Funktionsweisen der Suchmaschinen-APIs und zeigt Vor- und Nachteile anhand praktischer Beispiele sowie typische Anwendungsbereiche auf. Die angebotenen Web Services bieten Entwicklern die Möglichkeit, die Daten der Suchmaschinen in eigenen Anwendungen zu verwenden und weiterzuverarbeiten. Es ist somit möglich, eigene Programme zu entwickeln, welche die Ergebnisdaten der Suchmaschinen nutzen. In dem Beitrag demonstrieren und diskutieren wir die Potentiale und Anwendungsbereiche, die in solchen frei zugänglichen Diensten liegen. Dabei sollen auch die Nachteile bzw. Diskrepanzen gegenüber den webbasierten Suchmöglichkeiten erwähnt werden, wobei hier besonders die Suchgeschwindigkeit, die Limits und die Unsicherheiten bezüglich der Verfügbarkeit und der Weiterentwicklung genannt werden muss. The use of electronic communication (EC) forums in fieldwork is examined through discussion of fieldwork conducted in a computer systems corporation, focusing on electronic bulletin boards & electronic mail systems. Ways in which EC systems can be used include: (1) distribution lists; (2) scheduling of interviews; (3) monitoring internal debates; & (4) communication with informants. EC systems allowed the researchers access to the same communication exchanges used by insiders, provided an electronic paper trail of communication, allowed viewing of past or missed presentations, & enabled participation in meetings with geographically dispersed individuals. 1 Reference. Digitale Bibliotheken stehen derzeit vor der Herausforderung, den veränderten Informationsbedürfnissen ihrer wissenschaftlichen Nutzer nachzukommen und einen integrierten Zugriff auf verschiedene Informationsarten (z.B. Publikationen, Primärdaten, Wissenschaftler- und Organisationsprofile, Forschungsprojektinformationen) zu bieten, die in zunehmenden Maße digital zur Verfügung stehen und diese in virtuellen Forschungsumgebungen verfügbar zu machen. Die daraus resultierende Herausforderungen struktureller und semantischer Heterogenität werden durch ein weites Feld von verschiedenen Metadaten-Standards, Inhaltserschließungsverfahren sowie Indexierungsansätze für verschiedene Arten von Information getragen. Bisher existiert jedoch kein allgemeingültiges, integrierendes Modell für Organisation und Retrieval von Wissen in Digitalen Bibliotheken. Dieser Beitrag stellt aktuelle Forschungsentwicklungen und -aktivitäten vor, die die Problematik der semantischen Interoperabilität in Digitalen Bibliotheken behandeln und präsentiert ein Modell für eine integrierte Suche in textuellen Daten (z.B. Publikationen) und Faktendaten (z.B. Primärdaten), das verschiedene Ansätze der aktuellen Forschung aufgreift und miteinander in Bezug setzt. Eingebettet in den Forschungszyklus treffen dabei traditionelle Inhaltserschließungsverfahren für Publikationen auf neuere ontologiebasierte Ansätze, die für die Repräsentation komplexerer Informationen und Zusammenhänge (z.B. in sozialwissenschaftlichen Umfragedaten) geeigneter scheinen. Die Vorteile des Modells sind (1) die einfache Wiederverwendbarkeit bestehender Wissensorganisationssysteme sowie (2) ein geringer Aufwand bei der Konzeptmodellierung durch Ontologien. Obwohl auf Nutzerseite ein hoher Bedarf an einer integrierten Recherche in verschiedenen Informationstypen besteht, ist eine konsequente Einbindung von Primärdaten in Digitale Bibliotheken bislang nur selten anzutreffen. Am Beispiel sozialwissenschaftlicher Studien wird gezeigt, wie Faktendaten auf konzeptioneller Ebene in einer Digitalen Bibliothek verfügbar gemacht und mit den dort vorhandenen textuellen Informationen integriert werden können. Dabei werden auch Konzepte des Semantic Web berücksichtigt. (Autorenreferat)

Quantitative research in the Social Sciences heavily relies on survey and statistical data. While researchers often put a lot of effort in generating such data, the incorporation and reuse of existing data on the web is far behind its potential. The lack of reuse can be attributed to various deficits in terms of library services, in particular, common exchange formats, annotations with metadata or standard approaches for integrating and merging data sets as well as the lack of an easy approach for searching data records and a lack of publicly available data sets. To overcome such problems which in the past have already been addressed by libraries, we propose a framework for seeking, merging, integrating and aggregating distributed statistical and survey data based on open semantic formats. We present a first prototype implementation as show case for the framework and highlight the benefits for social scientists. (author's abstract)

Digital Libraries currently face the challenge of integrating many different types of research information (e.g. publications, primary data, expert's profiles, institutional profiles, project information etc.) according to their scientific users' needs. To date no general, integrated model for knowledge organization and retrieval in Digital Libraries exists. This causes the problem of structural and semantic heterogeneity due to the wide range of metadata standards, indexing vocabularies and indexing approaches used for different types of information. The research presented in this paper focuses on areas in which activities are being undertaken in the field of Digital Libraries in order to treat semantic interoperability problems. We present a model for the integrated retrieval of factual and textual data which combines multiple approaches to semantic interoperability und sets them into context. Embedded in the research cycle, traditional content indexing methods for publications meet the newer, but rarely used ontology-based approaches which seem to be better suited for representing complex information like the one contained in survey data. The benefits of our model are (1) easy re-use of available knowledge organisation systems and (2) reduced efforts for domain modelling with ontologies. (author's abstract)

Der Beitrag untersucht die Konsequenzen der Nutzung digitaler Algorithmen von Suchmaschinen und sozialen Medien für demokratische Deliberation. Er beleuchtet zunächst, wie diese Algorithmen Informationen für bestimmte Nutzer(-gruppen) personalisieren: Er zeigt, wie Daten gesammelt, Datenbanken aufgebaut, Nutzerdaten und Webinhalte kategorisiert und schließlich nach bestimmten Aspekten miteinander verbunden werden. Darauf aufbauend zeichnet der Artikel nach, wie politische Kommunikation durch diese Algorithmen beeinflusst wird und welche Implikationen das für demokratische Deliberation hat. Es wird gezeigt, dass sowohl die Informationsbasis der Nutzer als auch die Kommunikation selbst durch Algorithmen beeinflusst und geformt werden und dass dies den normativen Anforderungen an demokratische Deliberation zuwiderläuft. Denn unter anderem entsteht dabei eine »informationelle Pfadabhängigkeit«, die die Möglichkeit einer gesellschaftsweiten Deliberation untergräbt.
