In modern conditions the information power directly bind with formation of an information society, in which information becomes the main economic resource, and the information sector comes out on the top on rate of growth. The intellectual property becomes the main form of ownership, a human capital becomes the important; an information becomes a subject of mass consumption, the new legal bases of functioning of an information society are formed. Now, freedom of speech and information on the basis of the rule of law and the respect of human rights are the main postulates of the creation of a civil society, the statement of a real democracy. Therefore, the limits of the existence of the information power have to be agreed with the rights and the freedoms of a person. So, the right for access to information becomes one of inalienable rights of a human and a citizen. A priority task of the Ukrainian state is the ensuring the freedom of speech, the freedom of an information, the right for expression of opinion and the citizen`s position, the right for the receipt and the dissemination of the reliable information without obstacles. The essence of information power comes down to the ability to disseminate through the media and the interpersonal communication of certain ideas. The right to access information becomes one of the inalienable human and citizen rights. The priority task of the Ukrainian state is to ensure freedom of speech, freedom of information, the right to express the opinion and position of a citizen, the right to receive and impart reliable information without hindrance. The most important for the further development of Ukrainian society is the interaction of the state power with the information power. In modern conditions information power has a decisive influence on the various spheres of social development, which transforms many political and state institutions. The effectiveness of state power largely depends on the comprehensive regulation of information relations, which determines the nature of its interaction with the information power. ; Формування інформаційної влади безпосередньо пов'язане зі становленням інформаційного суспільства, в якому інформація стає головним економічним ресурсом, а інформаційний сектор виходить на перше місце за темпами зростання. Тому межі існування інформаційної влади мають бути узгоджені з правами та свободами людини. Отже, право на доступ до інформації стає одним з невід'ємних прав людини і громадянина. Пріоритетним завданням Української держави є забезпечення свободи слова, свободи інформації, права на висловлення думок та позиції громадянина, права на отримання та поширення достовірної інформації без перешкод. Суть інформаційної влади зводиться до здатності поширення за допомогою засобів масової інформації та міжособистісного спілкування певних ідей. Право на доступ до інформації стає одним з невід'ємних прав людини і громадянина. Пріоритетним завданням української держави є забезпечення свободи слова, свободи інформації, право на вираження думки і позиції громадянина, право на отримання і поширення достовірної інформації без перешкод. Найважливіше значення для подальшого розвитку українського суспільства полягає у взаємодії державної влади з інформаційною владою. В сучасних умовах інформаційна влада визначальним чином впливає на різні сфери суспільного розвитку, що трансформує багато політичних та державних інститутів. Ефективність державної влади багато в чому залежить від всебічного регулювання інформаційних відносин, що визначає характер її взаємодії з інформаційною владою.
In the article considers aspects of the problem of the formation of the new information society. The systematization of the main approaches to the definition of "information society" is showed: technological, economic, professional, spatial (network), cultural, political. The notion of "information society" is defined as a global society shaped by the intensive development of information and communication technologies, in which the main condition for the well-being of each person and each state is the knowledge gained through unhindered access to information and the ability to work with it, and the exchange of information is not will have neither temporal, spatial and political boundaries. Information policy is implemented on two levels – the state (national) and international. Each national state establishes a national information policy independently, depending on its own socio-economic, political and cultural conditions. The main directions of the national information policy are indicated. The peculiarities of the construction of the state information policy in Ukraine are noted. The state contributes to the development of the information society by creating an acceptable legislative field for the development of information and communication technologies. First of all, it is the Constitution and laws of Ukraine, presidential decrees and government programs and decrees, regulations and orders of ministries and departments, decisions and programs of central and local governments. In the context of European integration of Ukraine, the problem of studying the information society formation experience in the member states of the European Union, as well as the implementation of the EU legal acts norms in the information legislation of Ukraine is actualized. The list of strategic development priorities of Ukraine includes the rights protection, freedoms and security of citizens in the information sphere, the refusal of total information control ideas and the economy innovative branches development, in particular the domestic industry of information technologies, services provision and production of software products. ; У статті розглянуті аспекти проблеми становлення нового інформаційного суспільства. The greatest achievement of the information society the creation of a new information and technological environment, where information instantly overcomes the distances that virtually disappear for it. It is necessary to draw attention to the contradictions that unfold against these processes in society. This requires an intensive work and a search for appropriate legislative mechanisms, as well as the pressure reduction from the side of financial clans and government structures on the media. This issue will be solved due to the formation of democratic foundations of public consciousness and the principles of judicial consideration of all conflict issues. ; Найбільшим досягненням інформаційного суспільства є те, що завдяки створенню нового інформаційно-технологічного середовища, інформація миттєво долає відстані, які для неї практично зникають. Слід звернути увагу на суперечності, які розгортаються в суспільстві на тлі цих процесів. Це потребує клопіткої праці та пошуку законодавчих відповідних механізмів, а також унеможливлення тиску з боку фінансових кланів та владних структур на засоби масової інформації. Це питання вирішиться, завдяки формуванню демократичних засад суспільної свідомості та принципам судового розгляду всіх конфліктних питань.
The article is devoted to the analysis of information space Ukrainianization as a factor of ensuring information sovereignty and strengthening of information security of the country. It is noted that Ukraine's information space is monopolized and only Ukrainization can dramatically correct the situation and return information space of Ukraine and strengthen its state sovereignty and national security, only Ukrainization can and should become a factor and guarantor of ensuring information sovereignty of the country. Information space Ukrainianization, and thus the ensuring of information sovereignty and strengthening of information security, are, above all, possible at the expense of the widest possible expansion of the use of the state, Ukrainian language in all spheres of Ukrainian society life. It is emphasized that executive, legislative and judicial power should be formed exclusively at the expense of persons who are fluent in the state language, who are well acquainted with the history of Ukraine, with traditions and customs of Ukrainian people and who truly follow the fate of the country and Ukrainian people. The article also noted that the media can and should return Ukrainian information space to Ukraine, assert information sovereignty and enhance the country's information security. In order to ensure these functions and effective implementation of these tasks, all media without state-owned media should be translated into the state, Ukrainian language. Important factors in defining national information space, protecting information sovereignty and promoting information security are propaganda, counter-propaganda and special propaganda. Thus, the issues of information space, information sovereignty and information security of Ukraine remain open. If the state does not care about these issues, then society should be concerned about this, at least its nationally conscious and civically active part. System, information, network and cognitive approaches allow to reveal the main aspects of the development of information technologies - technical and technological, software and hardware, network, communication, cognitive. The article considers the evolution of information technology. The relationship of information technology with its increasing role and importance of information in the life of man and society is analyzed. Information technologies are disclosed as technologies to create, store, record and process information. Technical and technological direction of information technology development is analyzed. The connection of the information technology concept transformation and development of the information society theory, in particular, the theory of post-industrial society, information society, network society, knowledge society and the digital world is revealed. The connection of the information technology concept transformation and the emergence of the media civilization and global information space is also revealed. The article shows that the development of information technology is an important factor in the development of the information society. Technology transition (the electronic computer as a machine) to the modern stage of development of digital technologies is characterized by the formation of a single technical and technological basis for the formation of the information society. Information and communication technologies characterize subject-to-subject interactions, among which pedagogical and political technologies are primarily distinguished. Information space is separate area of information technology application. Information processing technologies in the information space are the basis of modern democratic discourse. An important area of information technology is the information sphere. Information sphere is the sphere of information activity, information exchange and information relations, the regulator of which is the information law. Information security technologies ensure the protection of human rights, society and the state in obtaining objective information. Cybersecurity technologies protect critical infrastructure. The technologies of reality – virtual, cognitive, and augmented – provide the ability of a person's consciousness and thinking to process and create new information. Identifying the social significance of the technical and technological development of information technologies becomes the basis of recommendations for the implementation of a strategies for the formation of the information society in Ukraine.

It is devoted to the problem of analyzing memes as a tool of information warfare. The article analyzes the history and origin of the study of memes as a phenomenon of information interaction and social technology. Memes can be interpreted as: image, idea, symbol, action, any cultural information copied by one person from another; the collective unconscious at the moment of acquiring verbal and visual form; specially created information message, which is distributed in the information space and is intended to form the necessary picture of the human world and make appropriate decisions. The meme influences the perception of reality and drives action. Different types, types of memes and their characteristics are considered. There is a diversity of spread of this phenomenon: global Internet memes, understandable to a wide range of people, and local memes that require specific awareness (gaming, hacking, scientific, professional). Emphasis is placed on the use of memes in contemporary armed conflicts. The information war, combined with the peculiarities of the modern information society, led to the use of new technologies to influence the mass consciousness, in particular, memetic weapons. The article analyzes memetic weapons as a technology of using memes for the distribution of beneficial information in the information space of the object of information confrontation. Particular attention was paid to the analysis of the perceptions of memes by ATO participants and volunteers. The urgency of the problem is determined by the need to analyze the impact of ideas reflected in Internet memes on the mass consciousness during the Russo-Ukrainian war. Within the framework of the Polish-Ukrainian project "Crisis Intervention – Support for NGOs in Ukraine Working with ATO Soldiers and Their Families", 20 flexible interviews were conducted. The focus of the study may be to analyze the perception and functioning of political Internet memes on social media. Empirical studies of the influence of Internet memes on the structural components of the psyche of Internet users are also promising. The war in eastern Ukraine reaffirmed the paradigm shift of modern warfare, demonstrated the thoroughness of a thorough study of the phenomenon and the need to develop entirely new approaches to the realization of political and military goals.
The article is devoted to the analysis of the draft Law of Ukraine "On amendments to certain legislative acts of Ukraine concerning ensuring national information security and the right to access reliable information". The document was published for public discussion on January 20 this year by the Ministry of Culture, Youth and Sports of Ukraine. A careful law analysis by information sphere professionals, not officials, shows that we are dealing with an amazing mix of Soviet approaches to combating dissidents and a modern, innovative approach to making money on penalties from unscrupulous information disseminators. The creation of a state-funded staff of the Media Oversight Commissioner poses a particular threat to freedom of speech in Ukraine. After all, any structure is not physically able to investigate the entire array of disseminated information. Therefore, in practice, there will be a temptation to apply selective control only over some inconvenient for authorities information disseminators. The adoption of this normative legal act will lead to unjustified restrictions on information dissemination and freedom of speech, will force to once again give humiliating explanations in the advisory bodies of the Council of Europe on compliance with European standards and values. As a result, reputational losses for Ukraine, as a country that, although struggling, paves the way to a civilized Europe, in the case of this project adoption will far outweigh the damage from the spread of any fakes, most of which die before they are born.
The European vector of domestic socio-cultural development is one of basic objects of information security of Ukraine. Ukraine's security is based on the fact that the development and strengthening of the EU is deepening pan-European security in all its dimensions. The principle of the indivisibility of European security is equally important for Ukraine, the EU and its full and associate members. Stepping up European integration processes also means more active participation in international cooperation to resolve conflicts and counter the latest security threats. The key areas of information security in the field of international cooperation is integration into the international information support system security and cooperation in preventing illegal actions in the information sphere. Ukraine, which has just completed the first, most difficult phase of the political and economic transformations, building the foundations of political democracy, formation of market economy institutions, starting civil society development and comprehensive integration to global systems of international cooperation must, implementing their own potential benefits, balance political, humanitarian, socio-psychological, macro- and microeconomic factors and direction of further development of the state. For this it is necessary not only to choose a more effective model of public policy, but also to put a fundamentally new one, comprehensive approaches to ensuring information security of the individual, society and the state into practice of socio-cultural life, which, as a result, will contribute to the creation of a reliable information base for the implementation of the European vector of Ukraine's development.
The article considers the issues of formation and implementation of the state information policy. State information policy is an integral part of foreign and domestic policy. It is noted that a new impetus in the development of state information policy has emerged recently in connection with the awareness of the need to build an information society in Ukraine as the main condition for its political and socio-economic movement forward and maintaining world status.The formation of the information society is based on the latest information and communication technologies and information resources, and the development of effective information policy, the use of its new mechanisms and tools significantly expands the possibilities of using information resources in public administration. In the field of public administration, the implementation of state information policy opens up opportunities for the transition to a new quality of management by providing all actors in the management system with timely, complete and reliable information, as well as tools for working with this information.It is determined that information management is a tool for the formation and implementation of state information policy. The state, in formation this policy, has different interests and levers of influence on management decision-making processes. First of all, as the main shaper of the "rules of the game" in the information environment, it establishes a policy of information interaction and exchange of information between public authorities, as well as between them and citizens. The purpose and nature of the activities of public authorities determine the ways of introducing information management in this activity, as well as the type of information product on the basis of which the optimal management decision is made.In conclusion, it is noted that the use of information management as a tool in the formation and implementation of state information policy will address many issues of theory and practice of public administration, integrating an organizational approach that considers information technology and its impact on organizational aspects, and a systematic approach that considers information processing based on a holistic, system-oriented and comprehensive process.Keywords: information society, state information policy, tools and mechanisms of state information policy, e-government, information management. ; В статті розглядаються питання формування та реалізації державної інформаційної політики. Державна інформаційна політика є невід'ємною складовою зовнішньої і внутрішньої політики держави. Зазначається, що новий імпульс у розвитку державної інформаційної політики виник останнім часом у зв'язку з усвідомленням необхідності побудови інформаційного суспільства в Україні як головної умови її політичного та соціально-економічного руху вперед і збереження статусу світової держави. Формування інформаційного суспільства спирається на новітні інформаційно-комунікаційні технології та інформаційні ресурси, а розробка дієвої інформаційної політики, використання її нових механізмів та інструментів значно розширює можливості використання інформаційних ресурсів в державному управлінні. У сфері державного управління реалізація державної інформаційної політики відкриває можливості переходу до нової якості управління за рахунок забезпечення всіх суб'єктів системи управління своєчасною, повною і достовірною інформацією, а також інструментами роботи з цією інформацією. Визначено, що інформаційний менеджмент є інструментом формування та реалізації державної інформаційної політики. Держава, при її формуванні, має різні інтереси та важелі впливу на процеси ухвалення управлінських рішень. Насамперед, як головний формувальник «правил гри» в інформаційному середовищі, вона встановлює політику інформаційної взаємодії та обміну інформацією між органами публічної влади, а також між ними і громадянами. Мета і характер діяльності органів публічної влади визначають шляхи запровадження інформаційного менеджменту в цю діяльність, а також вид інформаційного продукту, на основі якого ухвалюється оптимальне управлінське рішення. У висновку зазначається, що використання інформаційного менеджменту як інструменту при формуванні та реалізації державної інформаційної політики дозволить вирішити багато питань теорії та практики державного управління, інтегруючи організаційний підхід, який розглядає інформаційні технології та їхній вплив на організаційні аспекти, і системний підхід, який розглядає обробку інформації на основі цілісного, системно орієнтованого та всеосяжного процесу.Ключові слова: інформаційне суспільство, державна інформаційна політика, інструменти та механізми державної інформаційної політики, електронне урядування, інформаційний менеджмент.
А content analysis of the notion "information security" as a form of national security aimed at ensuring human rights and freedoms in relation to free information access, creation and implementation of secure information technologies and protection of the property rights of all participants of information activities, includes consideration of possible diversions in this area, especially at the international level. Today there is a situation of incompleteness of formation and fragmentary filling of the information space content of the country and the legislative base in our society. The efficiency of the information weapon itself has increased too quickly due to the rapid information circulation and the spread of information networks. As a result, mass media forms the "mass" person of our time, in turn this fact displaces traditional direct contacts, by dissociating people and replacing them by computers and television. At the same time it gives rise to apathy, uncritical attitude and indifference, it complicates the adequate orientation, causing the social disorientation. The author pays attention to the term "persuasive communication", it's so-called information manipulation in the media, which impedes the dissemination of truthful information and pollutes the country's information space, which is directly related to business and government. The society should take care of the purity of its information environment to prevent the dissemination of unbiased information. In society development in the modern world the main trend is the diversification of information sources and views, which involves increasing the freedom to choose the received information. Diversification of information sources in the modern Ukrainian world can be considered as a single process, which leads to the complexity and security of the structure of the media and information sphere. The information war that the Russian aggressor has deployed against Ukraine needs an active response. Unfortunately, our society has not been prepared for this before. Занадто швидко збільшилась ефективність саме інформаційної зброї у зв'язку з стрімким інформаційним обігом та поширенням інформаційних мереж. Внаслідок цього засобами масової інформації формується «масова» людина нашого часу, що в свою чергу витісняє традиційні безпосередні контакти, роз'єднуючи людей і замінюючи їх комп'ютерами та телебаченням. Одночасно це породжує апатію, некритичність і байдужість, ускладнює адекватну орієнтацію, викликаю соціальну дезорієнтацію. Автор приділяє увагу терміну «переконуючої комунікації», так званого маніпулювання інформацією у засобах масової інформації, які перешкоджають поширенню правдивої інформації та забруднюють інформаційний простір країни, які безпосередньо пов'язані з бізнесом та владою. Суспільство має дбати про чистоту свого інформаційного довкілля перешкоджати поширенню неупередженої інформації, а основною тенденцією розвитку суспільства сучасного світу є диверсифікація джерел інформації та поглядів, що передбачає збільшення свободи вибору одержуваної інформації. Диверсифікацію джерел інформації у сучасному українському світі можна розглядати як єдиний процес, що веде до ускладнення та безпеки структури засобів масової інформації та інформаційної сфери. Інформаційна війна, яку нині розгорнув російський агресор проти України, потребує активної протидії. На жаль, наше суспільство до цього виявилось непідготовленим. У цьому контексті, слід, насамперед, проаналізувати різновид джерел інформації, їх спрямованість та вплив на свідомість і поведінку людей.Ключові поняття: людина, культура, інформація, безпека, маніпуляція свідомістю. Анализ содержания понятия «информационной безопасности» как вида национальной безопасности направленной на обеспечение прав и свобод человека относительно свободного доступа к информации, создание и внедрение безопасных информационных технологий и защита прав собственности всех участников информационной деятельности, включает в себя рассмотрение возможных диверсий в эту сферу, особенно на международном уровне. Сегодня в нашем обществе наблюдается ситуация незавершенности формирования и фрагментарного наполнения самого контента информационного пространства страны и законодательной базы. Слишком быстро увеличилась эффективность именно информационного оружия в связи со стремительным информационным оборотом и распространением информационных сетей. Одновременно это порождает апатию, некритичность и равнодушие, затрудняет адекватную ориентацию, вызываю социальную дезориентацию. Автор уделяет внимание термина «убеждающей коммуникации», так называемого манипулирования информацией в средствах массовой информации, которые препятствуют распространению правдивой информации и загрязняют информационное пространство страны, которые непосредственно связаны с бизнесом и властью. Общество должно заботиться о чистоте своего информационного окружающей среды препятствовать распространению объективной информации, а основной тенденцией развития общества современного мира является диверсификация источников информации и взглядов, предусматривающий увеличение свободы выбора получаемой информации. Диверсификацию источников информации в современном украинском мире можно рассматривать как единый процесс, ведет к усложнению и безопасности структуры средств массовой информации и информационной сферы. Информационная война, которую сейчас развернул российский агрессор против Украины, требует активного противодействия. К сожалению, наше общество к этому оказалось неподготовленным. В этом контексте, следует, прежде всего, проанализировать разновидность источников информации, их направленность и влияние на сознание, и поведение людей.Ключевые понятия: человек, культура, информация, безопасность, манипуляция сознанием. Today there is a situation of incompleteness of formation and fragmentary filling of the information space content of the country and the legislative base in our society. The efficiency of the information weapon itself has increased too quickly due to the rapid information circulation and the spread of information networks. As a result, mass media forms the "mass" person of our time, in turn this fact displaces traditional direct contacts, by dissociating people and replacing them by computers and television. At the same time it gives rise to apathy, uncritical attitude and indifference, it complicates the adequate orientation, causing the social disorientation. The author pays attention to the term "persuasive communication", it's so-called information manipulation in the media, which impedes the dissemination of truthful information and pollutes the country's information space, which is directly related to business and government. The society should take care of the purity of its information environment to prevent the dissemination of unbiased information. In society development in the modern world the main trend is the diversification of information sources and views, which involves increasing the freedom to choose the received information. Diversification of information sources in the modern Ukrainian world can be considered as a single process, which leads to the complexity and security of the structure of the media and information sphere. The information war that the Russian aggressor has deployed against Ukraine needs an active response. Unfortunately, our society has not been prepared for this before. In this context, first of all, it should be analyzed the variety of information sources, their orientation and influence on the consciousness and people's behavior.Key concepts: person, culture, information, safety, manipulation of consciousness.
The article analyzes the issue of the existence of the phenomenon of "latent" public information in the information space of Ukraine, the term "latency of public information" is defined, its structure is revealed – internal and external validity, types of information validity and direction of action of the specified information; examples of the existence of this information as modern internal challenges to national security are given, it is stated that the "latency" of such information does not contribute to the consolidation of society, does not mobilize it to solve the necessary problems and is a sign of a low level of democracy in the state and the legal awareness of its citizens, as well as legal culture. ; В статті досліджується питання щодо існування феномену, яким є "латентна" публічна інформація в інформаційному просторі України, надається визначення терміну "латентність публічної інформації", розкривається її структура – внутрішня і зовнішня валідність, види валідності інформації та направленість дії зазначеної інформації; наводяться приклади існування згаданої інформації, як сучасних внутрішніх викликів національній безпеці, констатується, що "латентність" подібної інформації не сприяє консолідації суспільства, не мобілізує його на вирішення необхідних завдань і є ознакою низького рівня демократії в державі та правосвідомості її громадян, а також правової культури.
