Формирование и развитие вузовской инфраструктуры Алтайского края в 30–80-е гг. XX в. ; Forming and Development of the University Infrastructure of the Altai Region in 1930s–1980s
Статья посвящена актуальной в научном отношении проблеме создания системы высшего образования на Алтае. В связи с начавшейся Великой Отечественной войной 1941–1945 гг. советское правительство приняло решение об эвакуации вузов из охваченных войной регионов СССР. Посильную помощь в восстановлении вузов на новых местах оказали крупные вузы Сибири — Томский, Иркутский, Новосибирский государственные университеты. На основе архивных источников делается вывод, что создание вузовской инфраструктуры в Алтайском крае было последовательным логическим процессом. Начавшееся в военный период дальнейшее развитие высшего образования было продиктовано государственной необходимостью и протекало в тесной связи с правительственными решениями. В результате анализа источников автор принял решение выделить этапы создания вузовской инфраструктуры Алтайского края. На первом этапе (30–40-е гг. XX в.) происходило становление первых вузов Алтайского края. На втором этапе (50–60-е гг. XX в.) вузовская система адаптировалась к нуждам экономики и условиям холодной войны. На третьем этапе (60–80-е гг. XX в.) вузы Алтайского края столкнулись с противоречивыми решениями правительства, приведшими сначала к внутригосударственному кризису, а затем к распаду страны. Автор анализирует каждый из этапов, выделяет основные тенденции, которые были им присущи. Представлена стройная логическая схема взаимосвязи общегосударственных проблем и тенденций развития, правительственных решений и их реализации на местах, объясняющая причины создания вузовской инфраструктуры в Алтайском крае.DOI 10.14258/izvasu(2017)2-17 ; The article is devoted to the scientifically topical problem of creating a system of higher education in the Altai Region. In connection with the outbreak of the Great Patriotic War of 1941–1945, the Soviet government decided to evacuate universities from war-torn regions of the USSR. Possible assistance in the reconstruction of universities to new locations was given by major universities in Siberia – Tomsk State University, Irkutsk State University, Novosibirsk State University. On the basis of archival sources the author comes to the conclusion that the creation of university infrastructure in the Altai Region was a logically sequential process. The further development of higher education which began during the war was dictated by government needs and preceded in close connection with the government decisions. The analysis of sources let the author allocate the stages of university infrastructure. At the first stage in 1930-1940s the system of higher education appeared in the Altai Region. In the second period in 1950-1960s the higher education system was adapted to needs of the economy and conditions of the «cold war». In the third period in 1960–1980s Altai Region universities faced the conflicting decisions of the government that at first led to the domestic crisis, and then to the disintegration of the country. The author analyzes each of the stages, identifies their inherent major trends. The article presents a logical interconnection of national issues and trends, government decisions and their implementation in the field, explaining the reasons for the creation of university infrastructure in the Altai Region and its phasing.DOI 10.14258/izvasu(2017)2-17
