This paper looks at how Indonesia contributes to the creation of a relatively peaceful and stable Southeast Asian region after the Cold War. It examines Jakarta's diplomacy in the South China Sea, and explains its implications for the making of the regional order. The argument is that Indonesia's impact on regional security has been apparent in its attention to the improvement of rule-based interaction among states in the region. However, recent developments have demonstrated that Indonesia's initiatives, formulated in the Indo-Pacific Cooperation Concept, are unsuccessful due to the lack of support from other ASEAN states. This paper shows that great powers politics in the troubled waters has hindered the advancement of Indonesian's orderdriven policy.
The existence and contribution of Islamic boarding school (pesantren) for Indonesian people is significance enough. Pesantren is an educational and community development institution. Its existence in Pekalongan, however, is in serious condition. Today, its development is less maximal, the increase of student amount is not significance, the Islamic classical book study does not improve, and the institution is stagnant, i.e. as a religious learning place only. There are some pesantrens that their student amount become more in a little calculation every years, and even their students are off, and only few pesantrens develop bigger. This research describes that condition and government take a strategic initiative to reinforce their existence and vitality
The coral triangle is the epicenter of marine biodiversity in the world which located in the eastern part of Southeast Asia and the western part of the Pacific Ocean. Despite the benefit of this area, the coral triangle also faces unsustainable fishing practices called Illegal, Unreported, and Unregulated (IUU). This paper is aiming to provide the benefit of the coral triangle, and the efforts to overcome the problem that occurs in this area. To analyze this paper, the authors applied a descriptive approach, and most of the data obtained through literature review. And the result shows that the coral triangle is very beneficial to the countries in this area. Russia needs to re-establish political and economic influence in the region to maintain her eastward-focused integration drive, including building a southeastwards bridge to China and Asia Pacific. In this context, the cooperative nature of Russian policies is the conditio sine qua non for the establishment of the Eurasian Economic Union in 2015. This article examines Russia's integration policy in relation to Central Asia and beyond, towards Asia as a continent. Regional integration is very much a popular idea, with the potential for economic benefits and increased international influence. Significant steps were taken towards the creation of the Eurasian Economic Union. However, to implement its regional initiatives and to become a more visible player in the regional multilateral institutions, Russia will have to overcome both domestic and international limitations it faces. One of the proposed local government regulations (Perda) proposed by the members of district parliament (DPRD) of the city of Serang is Perda number 1 year 2011 about the annual parking system in the side of public road which received records from the Ministry of Home Affairs and Ministry of Finance so that it could not be implemented in Serang City. The focus of this research is the implications of the unenactment of Perda number 1 year 2011 against the implementation of the local government of Serang. The research method used was qualitative with normative and juridical approach empirically. The results showed that Perda of Serang City initiative could not be enforced because it is contrary to the higher Perda. Its implications for the regional government of Serang City is the parliament of Serang was not working well in impelementing their legislation function.
This study aims to explain how the psychological process affects perceived organizational politics (POP) toward organizational citizenship behaviour (OCB). The paradoxical effect of POP to OCB needs to be explained through two psychological processes: First, the mediation effect of psychological safety which explains POP as a barrier to OCB. Second, the mediation effect of careerism which explains POP as an OCB driver. One of the government institutions in Malang District used as research objects, involving 97 employees as respondents. A quantitative approach using Partial Least Square (PLS) used as the method of this study. The results showed careerism mediated the relationship between POP and OCB. But the surprising result is that psychological safety cannot mediate the effect of POP to OCB because employees feel that there is no high threat of doing voice behaviour, helping behaviour and individual initiatives in the political environment. These results indicate that OCB is a safe activity when it does not contrary to other people's self-interest, so it does not cause a conflict.

The purpose of this research is to see how much the level of learning independence in adolescents in Jorong Koto Nan Gadang, Kenagarian Aie Angek, X Koto District, Tanah Datar Regency. The research methodology uses descriptive quantitative with a population of all adolescents, amounting to 40 people. While taking the sample using a sampling technique, with research instruments using a Likert scale with 39 statement items that are already valid and using percentage descriptive analysis techniques. The results of research indicators are: an indicator of independence from others is 78% which is a high category, the indicator has self confidence is 75% which is a medium category, the indicator of disciplined behavior is 73% which is a medium category, the indicator has a sense of responsibility is 75% which is a medium category, the indicator of behavior based on self-initiative is 67% which is as a medium category, and the indicator of self-control is 68% which is medium category. While the percentage of adolescent learning independence level as a whole is 72,7% in the medium category. Ideally, adolescent to be independent in learning if they reach the high or very high category, which is between 76-100%.
See the development of games and multimedia at this time, and reinforced by the weak understanding of the younger generation of Indonesia about the culture of his own country. Therefore, the author took the initiative to create a mobile game that raised one of the culture of the country of Indonesia in general, especially for the provinces contained in the island of Sumatra. In the process of making this game the author uses Adobe Flash Professional Creative Suite 5.5 software for making all the characters, background and sound effects. Because in Flash itself already there are some sound library that can be used for the needs of the application in this game that the author made. For the programming language used the author uses only one programming language that is ActionScript 3.0. this programming language is functional enough to build a game, because it is supported with Object Oriented Programming which facilitate in making this game. In the latest version of Adobe Flash it is now possible to publish data into applications gained in instal on mobile devices, in this case android, making it possible to create android applications without having to abandon actionscript as the programming language used. It is expected that with this game will the user's understanding of cultural diversity in Indonesia, especially the island of Sumatra will be better understood and known
This study examines the performance of the regional council in serving of channeling aspirations of the people in West Java, Indonesia. This is possible because West Java province is an autonomous regional authority to regulate and manage the interests of the community and Government Affairs at its own initiative based on the aspirations of the people. The study uses a qualitative approach in order to get the natural settings in which there were many behaviors and events occurred. This study also uses an institutional theory (institutionalism), because the theory could lead the researchers on the structure, regulation and institutional procedures which could have a significant impact on a public policy and it should not be ignored in policy analysis. This study finds that in order to carry out their functions as elected representatives, the members of the provincial representative council always make themselves available for the community. To that end, the members of the provincial parliament, among others, absorb and collect the aspirations of the constituents through regular working visits; accommodate and follow up the aspirations and complaints; and give morally and politically accountable to the constituencies. In addition to receiving complaints that come to the Parliament's office, public aspiration was performed on working visits on a regular basis by members of Regional Representative Council for each electoral district at the time of recess. In terms of transparency, all the services were conducted in a transparent manner. Even so, some people still doubt the veracity of such transparency.
Since the fall of the New Order regime, the courage to sue the state began to reverberate dipentas unitary national politics. The emergence of the idea of a federal state (united state) is the antithesis of the implementation of regional autonomy in Indonesia based on Law No.5 of 1974 on the Principles of Local Government is in the very setralisti. Through these legal instruments are the restraints and the dominance of local independence done so strict and systematic. Though conceptually the real regional autonomy is the freedom of movement (of expression) should be given to the autonomous regions to conduct their own initiatives to manage the interests of society in the region. Therefore there is a presumption that the imposition of the concept of regional autonomy through the form of a unitary state did not take the welfare of people in the region because the laws on local government implementation of the new order which is conceptually very repressive, also followed well as the behavior of authoritarian governments, harassing human rights, setralisme power sucking resources into the central region. To overcome this, then the solution is the democratization and decentralization of power through regional autonomy the broadest, not by changing the form of the state of federalism, but by changing the way state officials are concerned interestexistence of regions including the utilization of natural resources equity and pluralism (diversity) regions. It will bring the competition that will necessitate highly skilled personnel imbued with initiative. But many organizations are not focusing on employees areas, especially on their weakness. It cannot be denied that any sophisticated owned infrastructure will not operate at its optimum efficiency without quality human resources. Increasing professionalism and responsibility by recruiting quality human resources is at the core of everything. In public organization or government, civil servants should rank highest priority in development because they are at the core of the organization, supporting the system. Since reform was introduced in the governmental administration system in Indonesia, lots of progress have been reached up to the present day but problems are however still found in some cities and district government in West Sumatra. Based on the evaluation by The Ministry of Home Affairs of The Republic of Indonesia in 2011 and 2012 against all level of provincial, districts and city governments through out Indonesia, there is only one regional government namely the City of Sawahlunto of the 12 districts and 7 cities in West Sumatra that comes into the national big 10 having best achievement in the government administration (2011). In order districts and city government can give best performance and increase numbers of the regional Governments the Province of West Sumatra to be able to enter the big 10 of government administration with best performance in the national record ahead, it is highly emphasized that Governor as the representative central government in West Sumatra needs to increase its intensive management on the administration of ditricts and City governments. This study aims to finding out and analyzing management implementation, constraints, obstacles, and endeavours that have been made to overcome the said circumstances encountered by the governor as the government representative in carrying out management on government administration of district and city governments in the province of West Sumatra. In writing this thesis, the wtriter uses the method of yudicial social approach. The Implementation fostering regional government administration of district and city government levels by the governor as the representative government in the Province of West Sumatra is not well-executed because the implementative and technical guidance on the implementation mechanism of management are not yet available but however the Governor with his regional secretary and head of related sectors of development remains to take initiative to carry out the management through the activities of coordinative meetings, socialization and on-going implementation programs and other activities attended by the whole existing district and city Governments in West Sumatra.Keywords: Fostering, regional government administration, of districts and city.
